미래행복도시 청사진 제시, 2030 천안시 장기발전계획 
천안시는 지난 달 13일 시청 중회의실에서 구본영 시장을 비롯한 공무원, 정책자문단, 용역수행 관계자 등 70여명이 참석한 가운데 ‘2030 천안시 장기발전계획’ 수립 연구용역 착수보고회를 개최했다. ‘2030 천안시 장기발전계획’은 지난 2007년 장기발전계획 수립 이후 10년 만에 추진하는 것으로 급변하는 환경에 타 도시보다 선제적으로 대응하고 천안의 미래상을 새롭게 구상하고자 마련됐다. 이를 통해 장기적·종합적인 시정 발전방향과 추진전략을 세우는 한편 ‘2025 천안시 도시미래플랜’ 정책과제를 분석하고 보완하게 된다. 이날 보고회는 연구용역을 담당한 백석대 산학협력단이 장기발전계획의 기본방향, 추진전략, 추진 로드맵 등에 대해 설명하고 공무원, 정책자문단 등이 다양한 의견을 서로 교환했다. 또한 착수보고회와 함께 장기발전계획 전략추진단 워크숍을 통해 실무공무원과 연구진들이 시정 분야별로 발전계획 추진방향, 세부 과업내용 등에 대해 토론하는 시간을 가졌다. 장기발전계획 전략추진단은 부시장을 단장으로 연구진 12명, 실무공무원 40명, 정책보좌관, 자문교수 등 총 60여명으로 구성됐다. 전략추진단은 용역 완료시까지 워크숍, 토론회 등을 통해 장기발전계획 자료를 면밀하게 검토하고 다양한 아이디어와 정책을 장기발전계획에 담을 예정이다. 2030 장기발전계획은 설문조사, 주민공청회 등을 통해 시민들의 다양한 목소리를 반영하고 시정 부문별·권역별 비전, 발전전략, 재정계획 등을 담아 오는 10월에 최종 완성된다. 구본영 시장은 “2030 장기발전계획을 통해 우리 시 비전과 발전전략을 보다 체계적으로 실행해나감으로써, 시민의 행복한 삶과 천안의 지속적 발전을 약속했다.”라고 밝혔다. 

천안시, 농산물 가공업체와 생산자 단체 업무협약 체결 
천안시는 학교급식에 안전한 지역 내 농산물 공급과 농가 소득 증대를 위한 계약재배를 확대하기로 했다. 시는 지난 달 21일 시청 중회의실에서 학생들에게 안전한 먹거리를 공급하고 지역 내 농가와 김치산업의 발전 도모를 위해 농특산물 계약재배 상생협력 업무협약(MOU)을 체결했다. 이날 협약식에는 구본영 시장과 천안교육지원청, 농산물 가공업체(비에스푸드, 늘만나식품, 샛별식품, 중앙농산), 농산물 생산자 단체(천안시농업경영인회, 농민회, 농촌지도자회)가 참석했다. 이번 협약으로 신선한 농산물 생산 증가와 판로를 확대하는 계기를 마련하고 농가 소득 증대와 지역 경제 활성화에 기여할 것으로 기대된다. 상호간 연간 계약재배 생산량은 총 8종 1,376톤(배추 940, 무 342, 고추 24, 부추 8, 대파 27, 마늘 18, 갓 15, 양파 2)으로 농가와 김치 제조업체는 약 12억 원 상당의 수익을 거둘 수 있을 것으로 내다보고 있다. 업무협약 내용은 농업인 단체는 신선한 농산물을 가공업체에 납품하고 김치 및 가공업체는 학교급식으로 안전하게 공급, 상호 Win-Win을 위한 음식 및 김치산업과 학교급식 발전을 위한 교류, 상호 교류를 통한 지역농업 발전 및 농․특산물 직거래(계약 재배) 확대 추진, 신선하고 안전한 김치 및 재료 발전을 위한 품종 및 재배 기술 교류 활성화 추진 등이다. 구본영 시장은 “지역농민은 신선하고 안전한 농산물을 생산하고 김치 제조업체는 지역 농특산물을 적극 이용해 주길 바란다”며, “학교급식 현장에서는 신선하고 안전한 지역농산물로 만든 김치를 더 많이 구매해 학생들이 맛볼 수 있길 바란다”고 말했다. 이에 김치 제조업체 관계자는 “천안지역 농산물 직거래 납품 추진 등 농촌과 기업이 상생 발전할 수 있도록 상호협력을 증진하고, 지역 농가 및 지역경제 활성화에 새로운 원동력이 될 수 있도록 앞장서겠다”고 전했다.

Cheonan brings up a long-term city development plan
70 officials of Cheonan City held a briefing session on research and service for ‘2030 Cheonan Long-term Development Plan’ at the City Hall on 13 last month. The province introduced the plan in 10 years after the first long-term plan in 2007. The plan this year will establish new development directions through analysis and improvement of ‘2025 Cheonan Urban Future Plan’. In the briefing session, the industry-university cooperation of Baeseok University presented a roadmap for basic direction and implementation strategy and it was followed by a discussion between public servants and policy advisors, a research and service launching briefing, and a workshop of the long-term development plan strategic group which consisted of 60 specialists (12 researchers, 40 related public servants and other policy assistants and advisors). The ‘2030 Cheonan Long-term Development Plan’ will reflect opinions of citizens through survey and resident hearings and is to be completed in October this year. The city mayor Koo Bon-young said “The plan will give us systematic visions and development strategies with which we can create a better and happier city.”

Cheonan signs a MOU with farmers and processors
Cheonan signed a MOU with farmers and processors of farm produce in the city at the City Hall on 21 last month. The city mayor Koo Bon-young, Cheonan Office of Education, farm produce processors (BS Food, Neulmanna Food, Satbyeol Food, Central Farm Produce) and famers organizations (Cheonan Farmers Management Association, Farmers Association and Farm Village Leaders Association) attended the signing ceremony and the MOU is expected to increase agricultural products and sales in the city. Total of 1,376 tons of farm produce (cabbage 940 tons, radish 42, chili peppers 24, chives 8, spring onion 27, garlic 18, leaf mustard 15 and onion 2) were signed on a yearly basis and it is expected to create 1.2 billion won profits. The MOU also includes the virtuous kimchi supply chain of famers to processors to schools, expansion of the contracted cultivation and direct sales, and activation of technology exchange for better breed and cultivation skills. The city mayor Koo Bon-young said “The MOU will guarantee safe and fresh agricultural products and a virtuous regional distribution cycle.” An official of a kimchi company also said “The direct sales and distribution will certainly contribute to booting regional economy and we will actively take part in this virtuous cycle.”
