성공창업의 꿈을 펼칠 ‘보다 큰 세상’의 문을 열다

글로벌 금융위기 이후 세계 주요 국가들은 새로운 생존전략으로 창업 및 기업가정신의 부활을 강조하고 있다. 특히 뉴 노멀과 4차 산업혁명으로 대표되는 최근의 경제구조 변화는 크고 느린 대기업보다는 외부환경 변화에 민감하게 대응할 수 있는 작고 빠른 창업·중소기업에 적합하다는 것이 전문가들의 중론이다. 이에 단국대, 백석문화대, 상명대로 이뤄진 ‘천안BI클라우드단’은 각 대학의 특성화 역량에 기반한 사업화 지원시스템을 통해 21C 새로운 성장 동력으로 주목받고 있는 창업기업의 성장과 자립을 돕고 있다. 

창업보육서비스, 대학의 틀을 벗다
벤처창업의 열기가 다시금 뜨거워지고 있다. 장기화되고 있는 글로벌 저성장의 기류 속에서 침체된 경제에 활력을 불어넣을 수 있을 뿐 아니라, 고부가가치와 새로운 일자리를 창출해 낼 주역으로 ‘창업’이 주목받고 있는 것이다. 이에 정부에서는 창업활성화를 위해 국가차원의 각종 지원 시스템들을 확충해나가고 있으며, 여러 규제 및 제도를 개선·철폐하는 등 이상적인 창업생태계를 조성하고자 힘쓰고 있다. 

중소기업청과 사단법인 한국창업보육협회의 ‘네트워크형 BI 보육역량강화사업’에 따라 지난 2016년 4월 출범한 ‘천안BI클라우드단’은 바로 이러한 창업지원 정책에 의해 탄생했다. 여기서 ‘네트워크형 BI(Business Incubator) 보육역량강화사업'이란 BI간의 네트워크 서비스 구축을 통해, 특화 보육프로그램의 개발 및 공동 운영을 지원해 주는 3개년 사업이다.

주관대학인 단국대학교와 참여대학인 백석문화대학교, 상명대학교로 구성된 천안BI클라우드단은 지리적으로도 근접한 3개 대학의 창업보육센터가 각 대학의 특성화 분야인 BT, ICT, 디자인‧문화예술 부문에서 그간 축적해 온 역량을 집결해 클라우드형 창업지원 플랫폼을 구축‧운영함으로써 입주기업의 업종별 상호 교차지원, 양질의 창업보육서비스를 제공하고 있다. 

방장식(단국대학교 BI센터장)단장은 “지금까지 국내 창업생태계는 지나치게 아이디어 위주, 내수시장 위주의 창업에 치중되어 있었으며, 대학 중심, 특성화 분야 중심이라는 틀에 사로잡힌 탓에 보육서비스의 집적화, 다양화가 어려운 구조적 한계에 부딪혀 왔습니다”라며, “저희 천안BI클라우드단은 각 대학이 보유한 인프라와 시스템, 조직, 정보를 개방·공유하고, 창조적 협업을 통해 지원 역량을 강화함으로써 입주기업 누구나 원하는 사업 분야를 선택하고, 필요한 지원을 받을 수 있도록 돕고 있습니다”라고 설명했다.

유기적 협력 관계를 위한 기반 구축 완료
천안BI클라우드단은 먼저 사업 1년차인 2016년, 클라우드 시스템의 기반을 구축하는 데에 주력해 왔다. 기업마다 제각기 다른 환경을 고려해 맞춤형 지원이 가능하도록 프로그램을 다양화했으며, 기존의 기술 중심 제품개발에서 탈피, 반복과 확장이 가능한 수익모델인 BM(Business Model) 중심의 시장지향적인 운영체계로 전환을 이뤘다. 또한 개념적(정보 표준화·집중화), 물리적(공간·시간·디바이스 제약 최소화) 클라우드 서비스를 운영해 각 BI간 유기적인 협력과 협업이 가능하도록 힘썼다. 뿐만 아니라 창업기업별 상담지원에서부터 BM 개발, 사업계획서 작성, 필드리서치&피봇, 프로토타입 시작품개발 및 인증·평가, 자금유치프로그램 등의 체계적인 사업화기반 프로세스를 구축함으로써 창업기업이 보다 경쟁력 있는 제품과 아이템으로 준비된 상태에서 시장에 뛰어들 수 있도록 하는 데 심혈을 기울였다.

이에 클라우드단은 지난해 15개사의 시제품 제작을 지원했으며, 최적제품 출시를 위한 인증평가 16건, 8개의 투자IR을 진행했다. 또한 인문·기술융합포럼 ‘Thinking-Day’를 5회에 걸쳐 개최해 선진화된 창의적 사고 및 새로운 비즈니스 창출을 위한 의견을 모았으며, 중국 징롱혁신창업프라자와의 MOU 체결, 중국 청두 국제전시회 참가 등을 통해 5개사 중 2개사가 총판 및 대리점 계약을 체결하는 성과를 낳았다. 이러한 활동의 결과물은 매출 증가와 고용 확대 등의 지표에서 단적으로 증명된다. 클라우드단 입주기업의 올해 매출은 50개사 기준, 249억 원을 기록해 전년보다 평균 51%나 증가한 수치를 기록했으며, 고용 또한 전년 대비 24% 증가한 161명을 달성했다. 뿐만 아니라 4개사가 도합 59억 원의 투자유치와 76억 원의 수출을 달성해 높은 성장을 달성했음을 알렸다.

대학별 특성화 강점 살려 맞춤형 창업지원
천안BI클라우드단의 주관기관인 단국대학교 생명공학창업보육센터는 의약 및 바이오가 특성화된 센터로 표준화된 행정시스템과 체계적인 창업지원시스템을 구축하여 신기술 창업자 발굴 및 성장 단계별 창업 지원서비스를 수행하고 있다. 또한 산학연관 네트워크사업, 산학협력연계사업, 교수 및 학생의 교내창업 활성화, 보육역량강화사업 등 창업분위기 확산과 기반을 마련하고자 힘쓰고 있다. 가장 큰 특징은 2001년 개소 이래 축적해온 창업지원의 노하우와 시스템을 기반으로 실전 창업에 있어 혁혁한 성과를 거두고 있다는 점이다. 창업과 관련된 다양한 국책사업을 수행한 바 있는 단국대 BI는 2005년부터 2016년까지 12년 연속 중소기업청·충청남도 창업보육평가 최우수 등급에 선정된 이력을 보유하고 있다. 단국대 BI의 입주기업 성공사례 중 가장 대표적인 것이 바로 바이오 벤처기업 ‘㈜젠바디’다. ㈜젠바디는 세계최초로 지카바이러스 진단키트를 개발한 기업으로, 이 진단키트는 혈액검사를 통해 20분 안에 지카바이러스 감염 여부를 확인할 수 있어 질병의 확산을 조기에 차단할 수 있다는 강점을 가지고 있다. 국내외 언론을 통해 뜨거운 관심을 받은 ㈜젠바디는 지카의 진원지인 브라질에 키트 350만 개, 약 343억 원 규모의 공급 계약을 체결했으며, 올해 매출이 지난해보다 약 10배 상승한 800억 원 이상을 달성할 것으로 전망되고 있다. 단국대 BI는 판로 확대를 위한 해외 인증 및 평가 진행, 국제 의료 전시회 참가 등에 지원을 아끼지 않았으며, 이는 곧 지속적인 수출 증가를 통한 매출액 및 고용인원 증대라는 결과로 나타날 수 있었다고 평가받고 있다.

한편, 2012년 3월 개소한 백석문화대학교 창업보육센터는 충남지역에서 유일한 디자인 특화 창업보육센터로서 지역 내 디자인산업의 실리콘밸리로 거듭나고자 최선의 노력을 다하고 있다. 특히 디자인산업에 특화된 공동기자재실, 스튜디오, 공동작업실, 교육실 등 22개의 보육실을 운영하고 있으며, 입주공간, 경영지도, 기술지도, 장비지원 등을 통해 예비창업자와 일반 창업기업에 대한 지원을 이어오고 있다. 뿐만 아니라 유관기관과의 폭넓은 인프라 구축을 통해 경영·기술·자금에 대한 맞춤형 창업시스템을 보유하고 있으며, 변리사와 세무사, 경영지도사 등 기업의 애로사항을 해결할 수 있는 전문가 Pool을 구성하고 있다는 점도 백석대 BI의 특징이다. 이처럼 풍부한 관련 인프라의 지원을 받아 성장한 업체가 반려견 배변 자동처리기를 개발한 ‘매너펫’이다. 매너펫에서 개발한 제품 ‘매너포인’은 반려견 대·소변의 분리 기능과 탈취 기능, 스팀청소기의 원리를 이용한 세척기능을 갖추고 있으며, 무게센서를 이용해 자동으로 처리가 가능해 ‘반려동물 1000만 시대’를 맞이한 요즘 성장가능성이 더욱 높게 점쳐지고 있다. 백석문화대 BI에서는 박람회 정보 제공 및 정부과제 선정을 위한 사전 코칭을 제공해 투자유치를 이끌었으며, 제품의 기술적 문제점을 전문가의 의견을 토대로 보완할 수 있게끔 지원한 것은 물론, 충남지식재산센터와 기술보증기금 연계, 방송매체 보도 등 다각적인 지원을 제공했으며, 이에 따라 매너포인은 지난해 1,000대 판매 계약을 체결하고, 롯데백화점과 네이버 온라인 쇼핑몰에 입점이 확정되는 성과를 거둘 수 있었다.

IT·디자인·문화예술 분야에 특화된 상명대학교 창업보육센터는 첨단기술과 아이디어를 기반으로 한 지식서비스 분야의 창업플랫폼을 목표로 하고 있다. 중소기업청의 ‘BI 건립지원사업’에 의해 2013년 개소한 상명대 BI는 대학 측의 창업에 대한 높은 관심과 전폭적인 지원 속에 대형 국책사업을 잇따라 유치하는 쾌거를 이뤄내기도 했다. 뿐만 아니라 학생들의 창업에 대한 관심과 열정 또한 높아 18개의 창업동아리가 운영되고 있으며, 매년 3차례 개최되는 창업페스티벌에는 수백 명의 학생들이 참석할 정도로 대학 전체에 창업이 자연스럽게 자리잡아가는 상태다. 대표적인 성과를 거둔 입주기업으로는 ㈜SS바이오팜을 꼽을 수 있다. ㈜SS바이오팜은 천연물 유래 기능성 원료를 추출하고, 이를 건강기능식품으로 제조·생산하는 기업으로서 갱년기 증상개선용 건강식품, 치매예방 및 치료인지기능 개선 조성물 등의 건강보조식품을 개발해 2014년 대비 지난해 153%의 매출 증가와 1,400%의 수출증가를 달성했다. 상명대 BI에서는 개발제품 안정성 확보를 위한 품질검사와 패키지디자인 및 마케팅·홍보비 지원, 경영 컨설팅과 제품 현장검증 지원 등 제품경쟁력을 강화하기 위한 도움을 제공했다.

성공창업 돕는 거점 네트워크로서의 역할 다할 것
방장식 단장은 지난 2016년이 천안BI클라우드단의 사업 기반을 조성하는 단계였다면, 올해는 성장의 단계가 될 것이라 설명했다. 그는 “올해는 지원 기업에 대한 성과관리에 주력함으로써 가시적인 결과물을 얻을 수 있도록 노력할 계획입니다. 또한 기업별 적합시장 및 유통채널 발굴 등 마케팅 분야를 강화함으로써 창업기업이 빠르게 시장에 안착하고 성장을 이어나갈 수 있도록 돕고자 합니다”라고 밝혔다. 이에 덧붙여 이어지는 2018년 3차 년도에는 충남지역 전체로 BI를 확대 운영함으로써 글로벌 경쟁력을 강화할 수 있는 기반을 구축하고, 투자유치를 강화해 세계무대로 나아갈 수 있는 도약의 발판을 마련한 다는 것이 이들의 계획이다. 서로 보완하고 협력하는 유기적인 관계 형성을 통해 남다른 시너지를 불러일으키리라는 기대가 모아지고 있는 천안BI클라우드단. 충남지역의 창업기업을 이끌어 나갈 거점 네트워크로서의 역할을 다하게 될 이들이 대한민국 경제에 신선한 에너지를 불어넣을 혁신 기업 탄생의 요람이 되어주길 기대한다.

Business incubator breaks the mold of university
In this age of prolonged economic downturn, starting one’s own business is getting more attention for it can create new jobs and added value through new ideas. The government also is broadening the ways for support through securing effective systems while improving regulations. One of the government-led projects is ‘Network-type Business Incubator Project’ managed by the Small and Medium Business Administration and KOBIA. The launching of ‘Cheonan BI Cloud Corp’ in April 2016 was part of this project. It is a three year-based support project that connects between business incubators in an effort to help them develop and run startup programs. Cheonan BI Cloud Corp is comprised of three universities: Dankook University (leader), Baekseok Culture University and Sangmyung University. Each university is specialized in BT, ICT and design/culture/art in order and they are to build and run cloud-type startup support platforms to provide quality and customized support. Director Bang Jang-sik of Cheonan BI Cloud Corp said “The startup market in Korea so far has been centered on ideas, domestic market and university specialized areas while neglecting business incubating and its diversification. To improve the environment, the three universities of Cheonan BI Cloud Corp are working together by opening and sharing their infrastructure, systems, organizations and information in order to provide diversified businesses ideas and support.” 

Organic cooperation system
As the first year of the project in 2016, Cheonan BI Cloud Corp focused on building the foundation for cloud system. It diversified support programs customized to each different trade environment and turned the technology-based product development to profitable BM (Business Model). Also, it promoted organic cooperation by running conceptual (standardization of information/concentration) and physical (minimizing the limits in space/time/device) cloud services. In addition, it built systematic business process that covers from consulting and BM development to business plan/pivot, prototype product development/approval/appraisal and invitation of investment. In 2016 alone, the Corp supported test products of 15 companies and carried out 16 cases of evaluation and authentication and 8 investments IR while holding 5 times ‘Thinking-Day’, a humanity/technology convergence forum, to gather opinions of advanced and creative business models. It is notable that the Corp signed a MOU with Jinglong Innovative Startup Plaza in China and participated in Chengdu International Expo in which 2 out of 5 in-house companies drew wholesale and agency contracts. As a result, the in-house companies of the Corp created 24.9 billion won sales (based on 50 companies), a 51% increase on last year and 161 more job places, a 24% increase on last year. Also, 4 of the companies succeeded to invite 5.9 billion won investment and achieved 7.6 billion won export.

Customized startup support
The Biotechnology Business Incubator of Dankook University is specialized in pharmaceuticals and bio and has built standardized administration and startup support systems in an effort to find and foster talented students. The university is actively pushing forward industry-university network and cooperation project, university startup and startup capability project. For 12 years from 2005 to 2016, Dankook University has secured its top place at the business incubator evaluation carried out by the Small and Medium Business Administration and South Chungcheong Province. GENBODYINC, an in-house bio venture of Dankook University BI, for example, developed a Zika virus diagnosis kit for the first time in the world. It can detect the virus within 20 minutes through blood test and prevents the spread in early stage. The company signed a 34.3 billion won sales of supplying 3.5 million kits to Brazil, the originator of the virus, and the sales this year is expected to be more than 80 billion won, a 10 times the last year. Meanwhile, the Business Incubator of Baekseok Culture University, opened in March 2012, is the sole design-specialized business incubator in South Chungcheong Province and has exerted its effort to turn the incubator to be the hub for building a design silicon valley. It is running 22 incubators for equipment, studio, joint workshop and training at the moment and its services include studio placement, administration skill, technology advice and equipment support for both students and startups. Also, all the support are provided by specialists of each field such as patent attorney, accountant or management consultant and its customized startup system effectively provides support for management, technology and necessary fund. One of the successful startups of Baekseok Culture University is Manner Pet, a pet droppings auto disposer maker. The Manner Pet’s development ‘Manner Poin’ separates the droppings, removes the smell, washes it with steam and its weight censor disposes the droppings automatically. Baekseok University BI invited investments by offering information on expos and government projects in advance and provided multi-directional support including media support. As a result, Manner Pet secured a contract to supply 1,000 Manner Pet as well as sales channels of Lotte Department Store and Naver online shopping mall. Last but not least, the Business Incubator of Sangmyung University is specialized in IT, design, culture and art. Opened in 2013, it has invited a number of large scale government projects. 18 startup clubs are run at the moment and hundreds of students participate in the Startup Festival held three times a year. The heath functional food startup ‘SS Bio Pharm’ of Sangmyung University developed a health functional food made of natural extract to prevent dementia and to improve cognitive treatments and it achieved 153% sales increase and 1,400% export increase last year based on 2014. For this, Sangmyung University BI provided support for quality test, package design, marketing and fund as well as administrative consulting. 

BI boosts up success rate of startups
Director Bang analyzed that if 2016 was the year to prepare the ground for projects of Cheonan BI Cloud Corp, 2017 will be the year to make a growth. “This year, we will focus on management of the results we’ve accomplished so far so that we can turn the results to be substantial through securing distribution channels and enhancing marketing strategy” said Bang. He added that the Corp would expand its systems and services to whole regions of the province by 2018 in an effort to secure global level competitiveness and investments. <Power Korea> hopes that Cheonan BI Cloud Corp will make a great contribution to development of both regional and national economy of Korea as a role model.
