20대 초반 AFPK 등 금융 자격증 보유했던 수재가 세무사로 ‘변신’
개업 초 힘들었던 시기…남다른 ‘솔직함·성실성·꼼꼼함’ 3단 무기로 극복
‘절세’의 비결…“흔적을 남기고 효과적으로 써라”

황영훈(30) 세무사는 전북 전주시의 경력 4년차 세무사다. 전주세무서와 세무법인에서 일한 경험과 인맥을 바탕으로 2년 전 박병용(30) 세무사와 함께 ‘황&박 세무회계사무소’를 개업했다. 현재는 도내 대기업·중소기업부터 개인사업자까지 복식부기가 필요한 사업체를 대상으로 세금상담 및 기업진단을 하고 있다. 전주를 중심으로 활동하고 있지만 향후 고향인 무주를 비롯해 진안, 장수 등의 지역까지 사업영역을 확대해나갈 예정이다. 
“사람관계에서 솔직한 모습을 보이는 게 가장 중요한 것 같아요” 전주세무서 근무를 마치고 사무실 개업 초기에는 누구나 그렇듯 만만치 않았다. 일의 특성상 몇 백 개 업체마다 코드가 다르고 업종에 따른 과세나 법령이 복잡했다. 어떤 날은 한 가지 문제로 3일 동안 잠 못 자고 고민하기도 했다. 자신보다 늦게 개업하고도 많은 기업수를 착착 늘려가는 동료 세무사들을 볼 때면 압박감을 느끼기도 했다. 사람을 만날 때도 일과 연관 지어야 하니 부담스러웠다. 

사람 만나는 것을 좋아했던 그는 당장의 실적과 연관 짓기보다 묵묵하게 인간관계를 만들어가기로 했다. 기업 하나에 2주간 매달려 일할 정도로 작은 부분도 꼼꼼하게 정성을 기울였다. 시간이 흐를수록 자연스럽게 일은 따라왔고 걱정은 차츰 작아졌다. 지금은 남부럽지 않은 기업 수뿐만 아니라 전문분야라 어렵다는 통신업계도 관내에서 6-70%를 점유할 정도로 성장했다. 지금도 모임, 술자리 등에서 간이상담처럼 세금 관련한 문의가 들어올 때마다 자신의 지식을 활용해 사람들을 돕는 그 자체가 기쁘다. 

“수입을 떠나 필요한 사람들에게 저의 지식이 도움이 될 때 가장 뿌듯함을 느낍니다” 황 세무사는 사실 20대 초반에 이미 AFPK 등 쉽지 않은 금융전문 자격증을 여러 개 보유하고 있었을 정도로 수재 출신이다. 지인의 추천으로 공부해 세무사 자격증을 취득하게 됐지만, 이후 그는 서울의 세무법인에 소속돼 일할 수 있는 기회를 마다하고 전주세무서를 택했다. 주변 사람들에게 폭넓게 도움이 되고 싶다는 게 그의 신념이었다. 유명 세무법인에서 주로 맡는 상속세나 법인세 영역은 일반인들과 연관성이 적었다. 

절세의 비결은 많이 쓰는 게 큰 틀이다. 대신에 흔적을 남겨야 하고 효과적으로 써야한다. 세금을 내는 것은 국민의 당연한 의무지만, 2000만원의 연소득에도 40만원이라는 적지 않은 세금을 내는 경우도 있다. 상담을 통해 이러한 누수비용을 0원으로 만들 수 있다면 상담할수록 이득이다. 그가 관리하는 고객들은 매출액에 따른 효율적 납세를 위해 매달 실시간으로 모니터링 된다. 비용 처리할 시기가 지나버리면 적정 이상의 세금을 낼 수밖에 없기 때문에 꾸준한 관리가 필요하다. 

무주에서 중학교까지 마친 그는 고향에 대한 애정도 남다르다. 군단위인 무주에는 제대로 된 세무사가 없어 ‘무주군 마을세무사’로 정식 임명받아 활동하고 있다. 군에도 지방직 세무 공무원이 있지만 국세가 8-90%를 차지하는 요즘 실정에는 전문 세무사가 절실하다. 그는 마을 어르신들의 작은 상담에도 보람을 느끼며 일하고 있다. 또 아버지의 젖소 축사 일을 직접 도와온 경험을 살려 축사, 양계장 등의 축산업 분야도 개척할 계획이다. 

활발하게 인간관계를 하면서 누군가에게 도움이 될 수 있길 바랐던 그에게 꿈이 있다면 이제 전북에서 가장 이름난 세무사가 되는 것이다. 그러기 위해 필요한 곳에 도움을 주고 남들이 하지 않는 것들을 먼저 찾아서 할 생각이다. 황 세무사는 전라고, 전북대 무역학과를 졸업하고 걸스카우트 전북지역 연맹감사와 2016년도 무주군 금고 심의위원 등을 역임했다.

Hwang Young-hoon (30) has worked as an accountant for 4 years. He worked for National Tax Service Jeonju District Office and a tax firm before opening ‘Hwang & Park Tax Service’ with Park Byeong-young (30) 2 years ago. Their tax services now include many small and big companies as well as individuals in North Jeolla Province. Their plan is to expand their services to Muju, Jinan and Jangsu counties. 

“Honesty I think is most important in human relationship.” It was not easy at the first phase of the business like many startups. Hundreds of companies were applied with different codes, tax and ordinance. He could not sleep for 3 days to solve a single problem at one time. He felt pressured whenever he saw his colleague accountants doing very well. It was stressful that meeting with people should be related to his work.

He liked meeting people and decided to give more values to relationship than job performance. He spent 2 weeks for only one company with attention to detail. As time goes by he received more works and worries were reduced to a significant level. His business has grown by 6-70% in the communication field. He willingly gives valuable advice even in various private meetings and gatherings. 

“I feel really rewarded whenever I give tax advice for those who are in need.” In his 20s, Hwang was a genius financial specialist who obtained several certificates including AFPK. He stepped into accounting on recommendation of his acquaintance and obtained a certificate. He chose to work for National Tax Service Jeonju District Office rather than working in Seoul with his will to help more individuals and large corporations.  

The secret of saving tax is to spend more. But you must leave a trace and use it effectively. It is our duty to pay tax but some people who earn 20 million won pays 400,000 won tax. It will be beneficial for them if they could reduce the leakage to zero through a consulting. He monitors sales of his clients on a monthly basis to reduce tax and therefore a continuous monitoring is very important.

He graduated his middle school in Muju County and his love of hometown is special. As there is no professional tax account in the county, he is acting as an appointed tax accountant. Although there are revenue officers in the county but professional tax accounts are needed as national tax takes up to 8-90%. He feels really worth by helping elderly people in the village with his knowledge on tax and he also is planning to expand his profession to cattle farming. 

It is his dream to be the most famous tax accountant in North Jeolla Province. For this, he will provide helping hand to those who are in need of his advice. Hwang graduated from Jeolla High School and Chonbuk National University with a commerce and trade major. He served as inspector of Girl Scout North Jeolla Province Federation and examiner of KFCC Muju.
