인천에서의 탄탄한 20년 실무경험 자산, 통합 체육도시 주춧돌 세우다
“체육회 통합 이후 인구 300만 시대 맞는 인천의 생활·엘리트체육 균형발전 장래 밝아”

전국에서 2번째로 대한체육회와 통합된 인천체육회는 생활체육 우수 지역이자 전국체전 상위권에 오르며 엘리트체육과 생활체육 계 모두를 균형 있게 발전 시켜온 협회다. 지난해 1월 인천 70여개 단체가 통합된 인천시통합체육회에 상임부회장으로 임명된 강인덕 부회장은 스포츠 행정가 겸 사업체 내에 실업여자농구단을 창단한 구단주, 장학금을 기탁하는 사업가로서 비약적인 기여도를 보였던 인물이다. 인천체육계의 막중한 책임을 짊어진 직위에 오른 강 부회장의 진정성 넘치는 청사진과 체육회가 보여줄 대외적인 활동상에 대해 정리해 보았다.

2017년 인천시 시민체육중심의 해를 선포한 인천시통합체육회
지난 10여 년 간 논의된 평생스포츠 중심의 국민/시/도 생활체육회 및 국제대회출전을 위한 엘리트체육 중심인 대한체육회의 통합론이 결실을 맺어, 2014년에는 ‘국민생활체육회 법정법인화를 위한 생활체육진흥법 제정안’ 및 ‘체육단체 통합에 관한 국민체육진흥법 개정안’이 여야 공동으로 발의되었다. 이듬해 임시국회에서 두 법안이 모두 통과되면서 대통령령으로 시행되고, 2016년 리우 올림픽 전후로는 양 단체의 지역단체들도 통합 수순을 밟고 있다. 그럼에도 서로 다른 영역의 양 단체들은 여전히 통합과정에서 혼선을 빚고 있는데, 지난해 순조로운 통합으로 재출범한 인천시통합체육회의 경우는 다르다. 생활체육과 엘리트체육의 고른 발전을 위한 첫 삽을 뜬 인천시통합체육회는 회장인 유정복 인천시장과 함께 인천 300만 명 시대에 부합하는 마스터플랜을 제시해 주목을 끈다. 

2017년을 시민체육의 원년으로 삼고자 하는 유 시장과 함께 체육회의 양대산맥을 맡고 있는 인천시통합체육회 강인덕 상임부회장은 통합 전 경기도 생활체욱회부회장 및 2013년 인천시농구협회장, 한국실업농구연맹부회장 역임과 2014년 인천시 체육회부회장 실무경험을 인정받아 올해 1월 부회장에 취임했다. 강 부회장은 엘리트체육과 생활체육 관계자들을 적재적소에 배치하고 통합하게 만든 노하우를 바탕으로 현재 인천의 체육실무를 담당하고 있다. 강 부회장에 따르면 인천의 경우는 전문성을 고려해 개편하고 인원을 배치하는 과정에서 선수, 행정가 출신들을 고루 기용해 통합 준비를 완료했으며, 실내체육관과 수영장, 빙상, 럭비장, 테니스장 등 여러 체육회시절을 보유하고 관리하면서 타 지역보다 스포츠 강자로 설 요건을 많이 갖추었다고 한다. 강 부회장은 역대 지자체장, 시의회의장들이 스포츠에 꾸준히 관심을 갖고 지원한 경기-인천권역이기에, 이번 체육회 통합 이후로 인천이 시민체육에서 두각을 보일 것이라고 기대한다.

엘리트체육을 만드는 근본적인 조건, 유소년 클럽과 체육의 대중성 확보
사상 첫 통합협회가 될 인천시통합체육회의 초대 상임부회장으로서, 강 부회장은 스포츠 강국을 만드는 요인이 엘리트체육이지만, 엘리트체육을 만들기 위해서는 유소년 클럽을 운영해 재능 있는 유망주들을 발굴하는 과정이 더 먼저라고 한다. 전에는 재능이나 신체조건만 보고 마구잡이로 시키는 경향이 있었는데, 유럽과 미국, 일본에서는 아이들이 유소년 클럽에 취미로 입문해서 그 중 재능을 보이는 아이들을 선별해 더 심화된 교육을 시키기에 선진체육이 가능하다는 것이다. 이렇게 자라난 아이들은 선수로 활약하고 은퇴 후 지도자로 전향해 자신처럼 재능 있는 아이들을 발굴하게 되고, 생활스포츠 중에서 국제대회의 정식 종목으로 채택되는 케이스가 생겨도 인재를 쉽게 모을 수 있게 된다. 아울러 강 부회장은 시민체육이 활성화되는 데는 인구고령화와 연령별, 성별에 따른 비율에 대한 조사가 뒷받침되어야 한다고 주장한다. 체육에 대해 취미나 문화의 영역이 아니라, 아직도 건강관리의 일환으로 정책을 짜는 상황에서 평소에 체력을 관리해야 한다는 추상적인 생활체육 이론만으로는 시민들에게 흥미롭게 어필하기는 어렵기 때문이다. 그래서 강 회장은 일반인들이 쉽게 접근할 수 있는 생활체육에서 상대적으로 약한 종목들을 활성화시켜서 클럽화 시키는 데 역점을 두고 있다. 강 부회장은 2018 평창동계올림픽을 앞두고, 동계종목의 생활스포츠종목 및 운동 시설 지원이 전국적으로 취약한 관계로 프로 선수들의 육성 또한 약하다는 것을 지적하며, 앞으로 인천에서는 다양한 종목 지원과 생활체육의 대중성에 중요한 클럽화에 더욱 신경 쓸 것임을 알렸다.

인재풀 다양성 확보하고 통합작업 완료된 인천, 효과적 체육사업 계획 실현할 것
체육계 꿈나무들이 성장하고 프로에 입문하거나, 좌절하여 뜻을 펼치지 못하는 과정을 20여 년 간 지켜봤다는 강 부회장은 현재 경영하는 프레스전문 생산공급기업 ㈜국일정공 소속의 실업여자농구단을 창단해 운영하며 스포츠 인재를 향한 열정을 보여 왔다. 또한 기업 내의 유소년 클럽을 운영할 뿐 아니라 주말 및 24시간 개방을 하는 국일정공 생활체육관을 열어 인천 내의 취미 운동가들을 위한 공간을 제공하고 있다. 올해 1월에는 인천광역시 농구협회와 함께 제 17회 국일정공배의 유소년 및 중고등, 여성, 다양한 연령과 다문화부 등 종별농구대회를 개최하며 인천생활체육에 기여하는 한편, 지난해부터는 프로로 거듭날 학생들을 위해 5명을 선정해 지속적으로 지원하는 사업을 진행하고 있다. 강 부회장이 1회성 지급이 대부분인 여느 장학사업과 달리 매달 지원금을 통장으로 지급하는 이유는, 소외계층에서 힘겹게 운동하는 아이들을 꾸준히 지원해야 좋은 선수로 자랄 뿐 아니라 큰 대회에서 성과를 거두며 종목에 대한 국민적 관심으로도 이어지기 때문이라고 한다. 그리고 개인에 대한 지원은 시나 도 차원에서 국민의 혈세로 쓰기에는 부담스러운 부분이 있기에, 지역유지와 지역기업인들이 사비를 털어 참여하는 것이 더욱 의미 있다는 이유에서다. 이러한 아이디어와 정책을 뒷받침하기 위해 강 부회장은 우선 시민들의 생활체육을 증진하고자 하며, 인천 또한 평생스포츠 발굴사업에 올해 시 중 거의 유일하게 100% 예산 증액에 성공했다고 전한다. 그리고 연중클럽리그, 주부들을 대상으로 한 인천사랑 줌마탐험대 등 다양한 콘텐츠를 3월부터 실시할 예정이다. 또한 엘리트체육 분야에서는 앞으로도 전국체전의 상위등급을 유지하고, 전국체전 개최지 선정에 참여하며, 12위에서 8위로 상승한 지난 동계체전의 결과를 분석하여 개선하고 매년 한 단계씩 상승한다는 목표로 나아갈 것이라고 한다. 어린 시절 운동을 하다가 부친상 이후 뜻을 접고 기업인이 된 사연을 갖고 있는 강 부회장은 1996년 체육협회에 입문한 이래 기성세대가 스포츠 인구를 위해 할 일을 모두 실천하는 것이 꿈이라고 전한다. 주말이면 운동하는 인구로 가득한 인천을 만들기 위해, 바람직한 체육 산업을 이끌던 그간의 노하우를 인천시통합체육회에 올인 하겠다는 강 부회장은 통합체육회 회장인 유정복 시장과 함께 인천을 체육의 도시, 체육을 기반으로 시민들의 삶의 질을 높일 수 있는 건강한 도시로 만들겠다고 전하며, 피땀 어린 노력이 멋진 열매를 맺을 날을 만들겠다고 밝혔다.

United Sports Association of Incheon announces 2017 as the year for citizen-centered sports
In 2014, ‘The Proposal of Sport for All Promotion Act to Incorporate Korean Sport & Olympic Committee’ and ‘The Revision Proposal of National Sports Promotion Act Relating to Integration of Sports Organizations’ were finally submitted by lawmakers after 10 years of prolonged discussion on the issues. The next year in 2015, the proposals were passed the provisional session of the National Assembly and took effect by a presidential decree. As a result, the regional organizations are also taking the integration process after the Rio 2016 Olympics. While other organizations are rather going through the process with some discordance, the United Sports Association of Incheon is taking a smooth course. The association and the mayor Yoo Jeong-bok have suggested a master plan that can answer the need of 3 million populations of Incheon. Kang In-duk, the vice-president of the United Sports Association of Incheon, served as the vice-president of Gyeonggi Sport for All Association, the chairman of the Incheon Basketball Association and the vice-president of the Korea Employees Basketball Federation in 2013, and the vice-president of the Incheon Sports Association in 2014. Kang was credited with its ability to locate officials of sport for all and elite sports to a right place and he was inaugurated January this year as the vice-president of the United Sports Association of Incheon. Kang gathered sportsmen and sports administrators and positioned them in balance during the integration process of the associations and have secured a number of better sports facilities than other regions. Kang predicted that the association would promote the city to emerge as a new gamer changer in the field of citizen sports backed up by the longtime support from the heads of the local governments and city council members. 

Spreading youth club activities to promote elite sports
Kang put an emphasis on elite sports as a driving force to make Korea as a country of sports. But finding talented players through youth club activities must come first according to him. Kang took an example that the advanced counties in Europe or like the US and Japan distinguish talented children of youth clubs from normal children to give professional training. They grow to be a professional player and can act as an instructor after retirement to create a virtuous cycle of promoting talented sport for all specialists. Kang also mentioned the need of research on each group according to age and gender to activate sports for all while emphasizing on the need of turning the conception of the sports for all in a way to enjoy it as hobby and culture rather than the conception of keeping one’s health only. For this reason, Kang is giving a considerable effort in promoting relatively unknown events to activate club activities. Kang also pointed out about the lack of players for the Winter Olympics because there is lack of infrastructure for sport for all in connection with the Winter Olympics events and for this, Incheon would provide necessary support. 
Introducing effective programs
Apart from his role as the vice-president of the United Sports Association of Incheon, Kang is the chairman of Kukil Precision, a press-specialized manufacturing company. He founded the women basketball team of the company with his passion in fostering talented sportsman. He also is running a youth club within the company as well as a life sports center which is open 24 hours for citizens. January this year, Kang held the 17th Kukil Precision Basketball Championships for children, middle and high school students, and adults in cooperation with the Incheon Basketball Association. Kang also has been giving a financial support for 5 students who proved their talent in sports since 2016 through a monthly installment so that the fund will flow into their account on a regular basis to keep their motivation. Kang said that it was really meaningful for regional companies to give support for the talented sportsmen in the region and added that Incheon is the sole city which secured a 100% budget increase for sport for all project this year. To further back up the activities of sport for all, Kang is planning to hold various events including a club league, and ‘Madam Expedition’ designed for housewives from March this year. As the vice-president of the United Sports Association of Incheon, Kang is determined to level up the city’s current No.8 rank of the National Winter Sports Festival a step above each year while actively inviting the festival to the city. Kang in fact wanted to be an athlete but gave up his dream when his father passed away. But his passion in sports resumed when he joined a sports association in 1996 from which he has grown his dream of providing all the supports he can give for talented younger generations. <Power Korea> sends a message of support.
