유일호 부총리 "물가안정 분위기 착근될 수 있도록 할 것"
유일호 부총리 겸 기획재정부 장관 주재로 정부 서울청사에서 물가관계장관회의 겸 경제현안점검회의를 열고 최근 물가동향 및 대응방향을 논의했다. 유 부총리는 "최근 서민 체감물가 상승에 대한 우려가 커지고 있다"며 "가격이 올라 서민부담을 가중시키고 있는 농산물, 가공식품, 지방공공요금의 안정을 위해 최우선의 노력을 집중하겠다"고 밝혔다. 정부는 관계부처 합동으로 생활물가를 일일단위로 점검하고 부처별 현장점검 강화, 물가관계회의체 운영을 통한 보완대책 마련 등을 추진하기로 했다. 특히 고병원성 조류 인플루엔자(AI) 확산으로 급등한 계란 가격 안정을 위해 수입선을 다변화하고 봄배추 2천 톤을 4월 중순 이전에 출하하고, 당근과 무 등의 조기 출하 및 파종도 유도한다. 또한 고등어와 갈치, 참조기, 명태 등 정부비축 수산물 7천200톤을 설 전에 집중 방출하기로 했다. 가공식품은 소비자단체와 함께 가격 감시활동을 강화하고 가격 상승세에 편승한 인상, 담합 등 불합리한 가격인상에 대해서는 엄정히 대응할 계획이다. 특히 최근 빈병 보증금 인상에 편승한 부당한 주류가격 인상을 막기 위해 외식업소와 소매점에 대한 단속을 강화하기로 했다. 공공요금은 공공기관과 지자체 차원에서 가격상승요인을 경영 효율화 등으로 우선 흡수하되 불가피한 경우에는 분산 인상하거나 인상 폭을 최소화하도록 시도물가관계관 회의, 중앙·지방 정책협의회 등을 통해 독려할 방침이다. 이와 함께 정부나 공공기관이 부과하는 2천100여개의 수수료에 대해 전수조사를 실시, 상반기 중 수수료 정비 방안을 내놓기로 했다. 이에 따라 1천원인 운전경력증명서 방문 발급수수료가 폐지되고 항공사진 등 공간정보 발급 수수료는 기존 2만원에서 2천원으로 인하될 예정이다. 유일호 부총리는 "실제 생활현장에서 물가안정 분위기가 착근될 수 있도록 관계부처와 시민단체가 합동으로 사재기, 편승인상 등에 대한 모니터링과 단속을 실시할 것"이라며 "물가관계 장·차관회의 등을 통해 추진상황을 면밀히 점검하고 필요한 보완대책은 신속히 마련해 나가겠다"고 말했다.

기획재정부, ‘설 민생안정대책’ 발표 “생활물가 안정”
기획재정부는 지난달 10일 국무회의에서 설 성수품 공급 및 할인을 확대하는 내용의 ‘설 민생안정대책’을 발표했다. 이번 설에 성수품 공급 확대 및 대규모 할인행사 등을 통해 생활물가 안정을 꾀한다. 특별공급기간(1월 13~26일)을 설정해 정부, 농·수협 그리고 산림조합 등의 보유 물량을 대량 방출, 성수품을 평시보다 1.4배 확대 공급한다. 특히, 조류인플루엔자(AI)로 인한 계란 공급 부족에 대해서는 사전 비축 및 반출 확대로 설 공급 물량을 최대한 확보하고 대형 수요업체 물량을 일반 소비자 매장으로 전환해 국내 유통을 늘릴 계획이다. 태풍 피해로 작황이 저조한 배추와 무는 계약재배 등을 통한 비축물량을 평소 2배 수준으로 공급해 가격 상승을 억제하고, 농협을 통해 할인 판매하는 한편 특판장과 직거래장터, 공영 홈쇼핑 등에서 농축수산물, 성수품, 선물세트를 할인 판매한다. 특히 농협과 임협 특판장, 직거래장터 등 총 2,446개소에서 성수품, 선물세트 등을 10~30% 할인 판매하고, 전국 1,000여개 나들가게에서도 부침가루·식용유 등 명절용품을 최대 50% 할인 판매한다. 인터넷 수협쇼핑, 피쉬세일 등 수산물 전문 쇼핑몰에서도 명태·굴비 등 100여개 품목을 15~30% 싸게 구입할 수 있다. 정부는 또한 청탁금지법 시행 이후 첫 명절인 이번 설을 맞아 선물 수요 위축에 따른 서민체감경기 악화에 적극 대응하기로 했다. 

Yoo holds ministerial meeting
Deputy Prime Minister and Minister of Strategy and Finance Yoo Il-ho held a ministerial meeting at Seoul Government Complex to identify trends in how money is spent in Korea. Yoo said "The recent price rise is worrying ordinary people and we will work on stabilizing it especially in agricultural products and utility bills." Yoo said that he would check on price on daily basis, diversify the import of eggs which is being affected by the recent outbreak of AI, release 2,000 tons of Korean cabbages before the middle of April, encourage an early release of carrots and radish and 7,200 tons of government provision of mackerel, hairtail, yellow corvina and pollack before the Korean New Year while strengthening price surveillance activities and imposing strict controls on price-fixing especially on liquor price recently affected by an increase in empty bottle price. The rise in utility bills also will be minimized through related meetings of central and local government's policy meetings. 2,100 kinds of fees issued by public organizations also are to be screened within the first half of the year. 1,000 won of driving licence issuing fee, for example, is to go out of force while the fee of information on the spatial data industry is to be reduced to 2,000 won from 20,000. Yoo said "We, with civic groups, will carry out thorough screening and impose strict controls on any irregular activities."

Yoo brings up measures for price stabilization
Deputy Prime Minister and Minister of Strategy and Finance Yoo Il-ho announced 'Stabilization of the People's Livelihoods for Korean New Year' at a cabinet meeting on 10 last month. For this, the minister is to increase the number of supplies (1.4 times more) and promote large scale discount events during the period between 13 and 26 January. The minister will expand the release of eggs and supply them directly to retail stores. Cabbage and radish prices will also be controled by releasing the supply by twice the amount through contract cultivation, provided at a discounted price at on/off line markets through National Agricultural Cooperative Federation. 2,446 stores provide the products at a 10%~30% discounted price and 1,000 Nadeulgagae (a group of small stores) nationwide at up to 50%. 15%~30% discount also apply to 100 marine products such as pollack and dried yellow corniva. The minister also will actively bring up measures to side effect of Anti-bribery and Graft Act(Kim Young-ran Act).
