종합 물류네트워크를 일컫는 로지스틱스 산업에서 가장 효율적인 기동력을 가진 트레일러(츄레라) 산업은 다양한 규모와 중량의 특수화물운송과 연계되면서 공급자와 소비자를 잇는 경제활동 활성화의 주역으로 지목되어 왔다. 정책 변화와 경제 상황 속에서 흥망성쇠를 겪는 한국 중량급특수화물운송산업의 역사이자 산 증인인 ㈜대한특수츄레라 노영옥 대표. 이번 신년호에서는 그가 예상하는 2017년 국내와 세계경제 속 특수물류산업의 흐름을 점검해 본다.

특수운송업을 점조직에서 종합 물류시스템 인프라 산업으로 이끈 주역
2016년은 한진해운 사태를 계기로 대한민국에서 물류산업이 내수경제에 기여하는 바가 어느 정도인지 피부로 느낀 한 해였다. 개인이 용달과 택배를 이용한다면, 기업과 생산자들은 대/소 트레일러(츄레라), 로브이(로베드) 운송 및 화물차 물류로 각종 제품과 장비들을 운송, 하역, 이동시키게 된다.

㈜대한특수츄레라의 노영옥 대표는 오랜 물류운송을 계기로 1995년 특수화물운송대란 때 전국적으로 흩어지거나 알음알음형 점조직으로 이뤄졌던 트레일러 차량들을 단일화하고, 서울에서 전국 각 지방 운송의 전문노선화를 이뤄낸 주역이다.

노 대표는 정부의 단속과 경기의 변화에 영향을 받기에 동일 사업자를 수 년 이상 유지하는 업체가 20%를 넘기 힘든 업계에서 유동성과 경쟁력을 겸비한 인프라를 구축해 온 인물로 유명하다.

아울러 2004년 서울시 물류정책표창, 같은 해 중소기업 최초로 매경신문사 한국물류대상표창, 2006년 제 14회 한국물류대상 건설교통부 장관상, 2012년 대한민국 지식경영인대상 물류산업부문 수상에 이어 지난 12월 6일 국회의사당에서 개최된 제6회 대한민국 성공대상 물류산업부문을 수상하기까지, 지난 20여 년 간 육해공을 통틀어 중대형 종합물류기업의 대명사이자 기준이 되어 왔다.

노 대표는 1톤에서 2.5톤 소규모부터 18톤, 25톤에 달하는 중량 운송차량을 보유하고, 계약하여 올라온 운송차량이 주문받은 곳으로 바로 갈 수 있는 꾸준한 물량을 제공하며 정보를 나누어 ‘공차회전’을 줄이고 유류비 파동에 대응하는 매뉴얼을 만든 것으로도 유명하다.

츄레라의 경우는 개별계약, 로브이는 전국각지에 차량 지원 중심인데, 특히 2-3만 명 규모의 기사들을 관리하며 매칭하고, 콜계약에서 시작해 인터넷과 휴대전화로 계약하는 시대 변화에 맞춰 도전의식과 주도적인 경영방침을 보여 온 노 대표의 영향력은 상당하다. 인천과 안성지점의 트레일러, 로브이 전문 업체로 시작해 부산, 충청, 대전, 전주 노선을 중심으로 전국 물류노선을 확장하고 전문화했기에, 가격대 형성에서 연락책 방법까지 노 대표가 처음 체계화한 방식을 멘토링하려는 업체가 많기 때문이다.

물류산업의 상징으로 연구하는 경영자, 한국경제와 물류의 연관성 주목하다
공부하는 경영자로도 알려진 노 대표는 초졸로 시작해 만학으로 중앙대 대학원에서 유통산업을 전공하고 국내 최초로 트레일러 물류네트워크의 개선방안에 관한 연구로 경영학 석,박사논문을 제출했으며, 한국 SCM학회의 이사진에도 선임되었다.

또 동국대 식품물류관리론 외래교수로 강단에 섰으며, 대한상공회의소 한국물류실무 전문위원을 맡으며 그간 터득해 온 실무경험을 꾸준히 정책에 개진해 온 바 있다. 노 대표는 네트워크형 3자 물류로 전환해 트레일러 중심으로 사업한 이래 원가 절감과 의학자재, 건설구조사 자재 등 다루기 까다롭고 전문적인 물량을 배송하기 위한 전문가들과도 함께 하고 있다.

또한 독실한 크리스천으로서 물류를 출발시키는 기사들의 안전운행을 언제나 기도하는 노 대표는 지난 3년 전 15억 규모의 어음을 막는 과정에서 생긴 위험상황을 정면 돌파와 인간에 대한 믿음으로 이겨냈다고 한다.

‘사장’보다는 ‘소장’이라는 이름이 더 익숙하다는 노 대표의 마음자세에 여전히 사람들이 모였고, 1998년 4월 정식 사업자를 낸 이래 ㈜대한특수츄레라는 믿음이라는 신념을 지켜가며 꼼수 없이 동일 사업자, 동일 사업주를 유지하는 정직한 기업의 외길을 걷고 있다.

노 대표는 현재의 물류 상황에 대해, 단지 책임자가 바뀌는 것에 대한 두려움으로 물류산업 선진국인 독일, 미국, 영국을 벤치마킹하지 않은 채 개방을 준비하지 않는 것에 우려를 표하고 있다.

지난 8년 간 그는 물류학 교수로서 1991년 경 택배 개념이 생긴 한국에서는 앞으로 물류산업을 정부 차원으로 지원하고, 무리한 규제를 없애며, 협력 형 구조인 ‘토탈 얼라이언스 시스템’을 적용하며 무엇보다도 중간 단계에서의 기업 간 리베이트를 반드시 없애야 한다고 주장한다.

경제 동향을 전달하고자 국회의원, 당대표 등 유력 정치인들과 친분을 유지한다는 노 대표는 인천국제공항을 동북아 물류허브로 만든 강동석 전 장관처럼 국내 산업의 큰 그림을 그리는 인물이 꾸준히 배출되는 것이 중요하다고 한다.

또한 국내 교류가 끊기고 해외에서의 입지가 좁아진 북한과 생산체제가 강화된 중국, 트럼프 당선 이후의 미국 정세를 파악하면 2017년의 경제 성장률은 낙관적으로 보아도 2% 선으로 예상하며, 기업들의 성장 가능성은 개개인들의 노력과 정부의 협조로 결정됨을 강조한다. 경영자로서, 그리고 지난 30년 간 용산 충신교회에서 지역에 봉사하는 전도자로서 긍정의 힘을 전파하기도 한 노 대표의 바람대로 2017년 한국 경제에도 긍정의 가호가 내리기를 바라는 바이다.

Noh leads small special freight businesses to a total logistics

The Hanjin Shipping crisis in 2016 has reveal the scale of logistics industry that affect the Korean economy as a whole. If individual business owners do delivery services, companies and producers do logistics services by using large transport means such as trailers and trucks. CEO Noh Young-Ok of Korea Special Trailers is the one who united the small special freight businesses, which went their own way when freight chaos occurred in 1995, to a total logistics and devised special distribution routes from Seoul to nationwide. Noh is famous for building liquidity and competitiveness of the industry where more than 20% of businesses are affected by government crack down and economic uncertainty. In recognition of his contribution to the industry, Noh received a citation for logistics policies from Seoul and another citation at the Korea Logistics Awards in 2004, a ministerial prize from the Ministry of Land, infrastructure and transport at the 14th Korea Logistics Awards in 2006, the 2012 Korea Knowledge Managers Awards and the 6th Korea Success Awards held on 6 December last month. Noh has various trucks and trailers from 1 ton to 15 tons, provides consistent goods to transport and made a manual to tackle oil price fluctuations. Noh manages 20,000 to 30,000 drivers and provides matching and online-based ordering services. Noh has specialized his business network based on his nationwide logistics experience and many similar companies are benchmarking his management system.

Logistics industry to contribute to national economy

Noh only finished elementary school but pushed himself forward majoring in distribution industry at Chung-Ang University Graduate School. He wrote his both master's and PhD dissertations relating to improvement of trailer logistics network for the first time in Korea and was appointed as a board member of the Korea Society of Supply Chain Management. He also took the platform as a guest professor for food and distribution management at Dongguk University and worked as a special member of Korea distribution practice at the Korean Chamber of Commerce and Industry. Noh has researched on cost reduction, medical materials and history of building construction in cooperation with industry specialists. As an ardent Christian, Noh always wishes drivers a safety and once overcome the crisis to pay promissory note of KRW 1.5 billion 3 years ago with frontal breakthrough and faith in human. Noh prefers to be called a manager to boss and has led his business in honesty and transparency since its establishment in April 1998. He emphasizes on benchmarking the systems in Germany, the US and the UK. He has worked as a logistics professor for the last 8 years and asserted the need of government support, application of 'total alliance system' and rebate-free business environment. He also maintains connection with lawmakers and influential politicians for delivering them his analysis on economic trends. He predicts 2% economic growth in 2017 based on his analysis on situations in North Korea, China and Trump-led USA and emphasizes on cooperation between industries and the government.
