2016년 역대 최대 규모인 5.8을 기록한 경주-창원 양산단층대 지진 및 서울 수도권까지 감지된 중남부의 지진은 ‘내진설계’라는 전문용어를 일반인들에게도 확실히 인식시킨 계기가 되었다. 지진 발생 시 대피 가방 준비보다 중요하다는 내진설계, 그에 대한 통합기술의 필요성이 커짐에 따라, 환태평양조산대, 일명 불의 고리에 속하는 미국의 내진설계기준으로 국내에서 수년 전부터 소방분야 내진설계의 종합관리 시스템을 탄탄하게 구축해 온 ㈜금강엠이씨의 기술력과 장래성이 주목을 받고 있다. 

무용접 시스템과 세계 1위 톨코(Tolco) 사 한국총판으로 탄탄한 내진시스템
내진시스템은 지진 발생 시 건물 내 수평력을 고정하는 것으로, 건물의 붕괴를 방지하는 건축 중심의 구조요소와 각 종 전기시설, 가스관, 수도관등 설비시설의 붕괴로 인한 2차 피해를 방지하는 비구조 요소로 나뉜다. ㈜금강엠이씨는 2008년 빅톨릭(Victaulic) 그루브 제품을 취급하는 회사로 출발하여, 전세계 내진업계 시장의 60%를 차지하는 미국 톨코(TOLCO)사의 유일한 한국총판으로서, 2011년부터 평택 미군부대 이전사업에 참여하고 있다. ㈜금강엠이씨의 권호길 대표는 현재 소방시설 내진 관련 제품의 설계 및 납품에서 시공 전후 관리까지 담당하고 있으며, UL(미국안전규격인증)과 FM(세계보험사인증 방화관련시험 승인)을 보유한 톨코사는 ㈜금강엠이씨 권 대표와의 에이전트 계약 후 전문 엔지니어를 파견하여 지속적으로 내진전문교육을 시행하고 있다. 특히 내진에 특화된 재질을 사용하여 용접부분 없이 견고히 가공된 제품을 취급하는 톨코 사와, 단순한 볼트 조임만으로 시공을 완료하는 배관 이음 무용접 시스템을 추구하는 권 대표의 성향이 잘 맞아 협력하는 파트너십을 만들었다고 한다. 우리나라는 그동안 피뢰침 설치가 일상적인 것과 달리 내진설계의 적용이 미흡하여, 6층 이상 건물의 내진설계 규정이 1988년에야 생겼으며, 2005년부터 3층 이상으로 개정되었다. 그럼에도 지난 경주-창원 양산단층대 지진이 국내 최초로 리히터규모 5.8을 경신하면서, 기존 건물의 내진설계를 강화하고 2017년부터 2층 이상 연면적 500㎡ 이상 건물에도 내진설계를 적용하도록 국내 법령이 강화되었다. 이에 따라 소방시설에 대한 내진설계가 확대 적용되고, 시공 시 별도의 토크 랜치 없이 볼트 헤드가 부러질 때까지 조이는 방식의 (주)금강엠이씨의 TOLCO 제품은 시공기간이 짧은 한국의 건설 환경에 적합하다.

통합 관리 시스템 운영으로 강화되는 소방시설 내진설계 기준에도 적합
권 대표는 미국의 ‘불의 고리’ 지대에 속한 네바다, 캘리포니아, 일리노이 주에 본사와 공장을 두고 NFPA 13(자동식 스프링클러설비 기준)의 행잉, 브래싱, 시스템파이핑 제재(Restraint)기준의 기술협약을 하고 있는 톨코(TOLCO)와 국내 최초로 계약하면서, NFPA(국제화재방지협회) 코드 연구는 물론 평택 미군시설의 설계시공 전문가들의 트레이닝도 받았다. 이 같은 노력으로 ㈜금강엠이씨는 한국 내진설계 분야에서 여느 수입사보다 호의적인 평가를 받고 있다. 미국의 경우 내진시스템은 캘리포니아 대지진처럼 지진 시 건물 붕괴와 화재로 인한 인명 피해가 발생하고, 스프링클러설비와 가스배관의 파손으로 인한 2차 피해를 대비하기 위해 UL과 FM모두를 충족시키지 못하면 내진설계 제품 판매가 불가능하다. 반면 한국의 경우, 지진은 물론 태풍, 폭설, 폭우 등 자연재해 시 전기 합선 등에 의한 화재 등 2차 피해가 발생 할 수 있고, 지자체 주도 하에 학교, 병원, 체육시설을 임시 대비소로 사용하기 때문에, 주요 대피 시설에 대한 내진설계 적용이 필요하다는 주장이 최근 들어 설득력을 얻고 있다. 권 대표는 국내에서 어린이와 노약자처럼 재해 취약자들이 상주하는 학교와 병원 중 단 24%만이 내진설계가 적용되었기에, 미국 같은 소방관련 내진시스템 및 UL 도입이 타당하다고 주장한다. 아울러 핵발전소 안전성, 정부의 대응 적절성이 논의되는 시점에서 기술자, 건설사, 설계 엔지니어들의 노하우를 총망라한 통합 내진관리 시스템을 연구개발하고, 장차 강화될 규정에 따라 대형 프로젝트들을 착실히 준비 중이라고 언급했다. 

향후 톨코의 공장 혹은 기술이전 및 MEP 관련 내진시스템 구축이 목표
권 대표에 따르면 비구조체 내진의 소방배관 설비 중심인 ㈜금강엠이씨와 잦은 지진대에서 비구조체의 전반적인 방재분야를 담당하는 톨코 사는 내진시스템 추구 방향성에서 차이가 있지만, 톨코 사는 계약 직후 내진설계 프로그램인 ‘TOLBrace8.0’ 소프트웨어를 KS 기준에 적합하도록 공급해 제품의 정확한 선정 및 적정 공사비 산출 등을 쉽게 작업하도록 지원했다고 한다. 이렇듯 정확한 내진설계를 추구하는 권 대표는 올 초부터는 강화된 내진설계 적용에 관련한 대란이 일어날 것을 조심스레 예측하고 있다. 권 대표는 또한 이러한 법령시행으로 인해 시장이 활성화되면서, 국산화 제품조차 정식 KFI(한국소방산업기술원)인증을 받은 사례가 없는 국내에 국제 기준의 내진설계가 도입되는 동시에, 해외의 우수한 내진제품 기업도 차례로 진입할 것이라고 한다. 그래서 ㈜금강엠이씨의 중장기적인 경쟁력을 위해서 권 대표가 세운 최종 목표는 톨코 사의 미국 공장 설비를 국내에 건립하거나, 혹은 차선책으로 본사의 기술을 이전받아 한국에서 생산하고 엔지니어링을 운영하는 것이다. 또한 국내의 비구조체에 대한 내진분야는 소방분야에 국한되어있지만 장차 MEP(기계배관및 덕트/장비류)에 대한 내진 적용으로 관계 법령이 확장될 것이기에 이 분야에도 조속히 진출할 것이라고 한다. 지난 해 매출 60억 원 목표를 무난하게 달성한 권 대표는 새해를 맞이하여 전년 대비 2배 이상인 매출 150억 원 이상을 목표로, 15명의 임직원들과 함께 변화의 물결 속에서 국내 내진설계 분야의 NO.1 기업으로 자리매김 할 것을 다짐했다. 지질학자들이 500년만의 큰 파장이라 불리는 사태에 대해, 단순한 수익보다 더 많은 사람들의 안전한 삶을 보장하는 ‘안전장치의 보편화’ 및 동종업계와 선의의 경쟁을 이룰 계기가 되리라 전망하는 권 대표의 신뢰 중심, 정석&정품 지상주의 경영에 앞으로도 꾸준히 좋은 소식이 전해지길 기대해 본다.

Innovative non-welding system
Seismic design system is divided into two parts; ‘Structural Element’ that keeps a building in balance and prevent collapse and ‘Non-structural Element’ that prevents the secondary damage occurred by collapse of facilities such as electricity and gas and water pipes. Geum Gang MEC started its business by supplying groove products of Victaulic in 2008 and has grown to be the Korean sole distributor of TOLCO, the world’s top seismic design company which takes 60% market share in the field. Geum Gang MEC has been taking part in relocation of the US Armed Forces in Korea to Pyeongtaek since 2011. The services of Geum Gang MEC include design and production of fire-fighting equipment as well as installment. TOLCO obtained certificates issued by UL (Underwriters Laboratories) and FM (Factory Mutual) and the company dispatches specialists to its Korean partner for training the staff on a regular basis. TOLCO is especially famous for its non-welding products while Geum Gang MEC for its bolting-based installation and the two methods are creating a synergy effect. Korea introduced seismic design standard in 1988 for buildings with more than 6 storeys and since 2005 to more than 3 storeys. But the recent magnitude 5.8 earthquake that hit Gyeongju has raised its application level to more than two storey buildings with total floor space of 500㎡ from this year. And this actually has made the products and services of TOLCO more ideal and preferable in the market. 

Integrated management system for seismic design
TOLCO set up its head office and factories in Nevada, California and Illinois, the states which are built on the earth called ‘fire ring’. The company has signed technology agreements based on Restraint Standard of NFPA 13’s hanging, bracing and system piping. As the head of sole Korean distributor of TOLCO, CEO Gwon has researched on the codes of NFPA (National Fire Protection Association) and has received training from the U.S. Armed Forces facilities’ design and build specialists. In the US, the products which have not satisfied the standards of both UL and FM cannot be sold in the market. Korea also recently is experience an increasing demand for the need of seismic design in evacuation facilities such as schools, hospitals and sports centers. A report says that only 24% of schools and hospitals are applied with seismic design in Korea at the moment. Bearing this increasing demand for seismic design in mind, CEO Gwon is exerting his effort in introducing an integrated seismic design management system that will also cover facilities like power plants. 

Technology transfer from TOLCO and building MEP SystemGeum Gang MEC shows strength in non-structural seismic design piping while TOLCO in overall non-structural disaster prevention around the earthquake sensitive areas. Although the direction of seismic design is a little different, TOLCO supports for precise installment and cost through its seismic design program software ‘TOLBrace8.0’ that meets KS Standard. Gwon said that none of Korean products had been approved by Korea Fire Institute and so he would keep introducing advanced equipment and systems to Korea. But in a long-term prospective, he is drawing a map in bigger picture either to receive technology transfer from TOLCO or to build its manufacturing facilities in Korea. Gwon also is planning to expand his business scope to the field of MEP (Mechanical, Electrical and Plumbing). He achieved his goal of KRW 6 billion sales without difficulty last year and has set up a new goal of 15 billion this year. Gwon and his 15 executives and staff members are confident and determined to make it happen and grow Geum Gang MEC as No.1 seismic design company in Korea. <Power Korea> hopes that Gwon’s goal will be fulfilled in 2017.
