Interview Questions

We found that you have 19 years of career in diplomatic service and this is your first post as an ambassador. How do you find working in Seoul and your impression of the city? 

It is a great honor to be posted in Korea at the time we celebrate the 130th anniversary of diplomatic relations between our two countries.  This celebration was marked by the France-Korea Year 2015-2016, with the Year of Korea in France from September 2015 to August 2016 and the Year of France in Korea from March to December 2016. The French President paid a State visit to Korea in November 2015. Many French Ministers are now visiting Korea. The relations between our two countries have never been better and they are reinforcing in every field.  

Korea is not only the 11th economic power in the world. It is also a global actor. Being an active member of the G20 and of many international organizations, your country is playing an increasingly important role on the international scene with new global ambitions and responsibilities on global issues, such as climate change, security and development.

In this context, France and Korea have an ongoing strategic dialogue and discuss a whole range of diplomatic, security and global issues (regional and international security, terrorism, climate change, development, human rights, etc.). 

We also found that you are here with your wife and four children. How are they enjoying the new environment? 

My family loves living in Korea. So do I. Seoul is a vibrant city. We were warmly welcomed in Korea and have made a lot of friends here. Each member of the family adapted perfectly well. My youngest daughter is the only foreigner in her Korean kindergarten and she is learning Korean faster than the rest of us.

The France-Korea Year celebrating 130th anniversary of diplomatic ties ends next month. What do you think are the fruits and could you name two most memorable or meaningful events (one in Korea and one in France)? 

This year of celebrations was a very good occasion for French and Korean people to know each other better and to develop new projects and partnerships together. Our main objective was to introduce French contemporary culture to the Korean people, especially to young people. It was also to show France in all its diversity through its creativity, its business companies, its universities, its research centers, its cities and regions.  

We have nurtured strong ties with many Korean partners for the future, in every field. We have set milestones for new ambitious projects in 2017.

During the Year of France in Korea, around 250 events have been organized throughout Korea from March to December 2016, so it is difficult to mention just one. The launch of the French Tech Hub in Seoul, which helps to connect French and Korean start-ups ecosystems, and the creation of the networking platform for former Korean students in France, named “France Alumni Corée”, were very significant. There are other examples of cooperation that we want to develop in the future. We held in October the first joint seminar dedicated to higher education and research with more than 50 French universities or highly ranked institutions (“grandes écoles”) and their Korean counterparts.  We also held in December the first bilateral forum dedicated to aerospace cooperation. The public campaigns to increase tourism in both ways and the deepening of cooperation between French and Korean regions and cities are also very promising.

As part of the France-Korea Year, French Bakery & Pastry Week Launching Ceremony took place at the Embassy on 23 September with actor Ye Ji-won as honorary ambassador. What will be her next move in regard to promoting French bakeries and pastries?


The French Bakery and Pastry Week was organized by the French Embassy for the first time from September 24th to October 1st. Five bakeries in Seoul took part in the event: Aux Grands Verres, Bread Show, Fauchon, Guillaume, Hugo&Victor. Ms Ye Ji-won kindly participated as honorary ambassador to the launching ceremony at the French Residence on September 23rd. Through this campaign, the Korean public was able to taste many kinds of French breads and pastries and to know more about the French savoir-faire in this field. I am happy to announce that a second French Bakery and Pastry Week will be organized in 2017. We hope that numerous bakeries will participate, along with Ms Ye Ji-won.

The promotion of French food, wine and agriculture products is indeed one of our priorities in Korea. It is a very dynamic market. In 2015, our food and beverage exports to Korea have increased by 13%. France is the leader on the wine market and we want to develop other markets and products, such as cheese. We organize each year a promotional tasting session of French wines. The next tasting sessions, called « Talents des Vignobles Français », will be held in April and in November 2017. We have organized on June 28th a promotional event dedicated to French “charcuterie” (ham, sausages, etc.). We also had the second edition of the European Cheese Week from November 18th to 24th. France exports cheese to 150 countries and we would like to open the Korean market to raw milk cheese, which is the top quality and healthy traditional cheese.

 

The trade volume between France and S. Korea has increased by 50% over the past 10 years making Korea the third (trade) partner (of France) in Asia, according to the interview you have had with The Korea Joongang Daily on Oct 7. What are and will be the current and future key cooperation areas? 

We want to develop and diversify further our trade relations with Korea. Indeed, the trade volume between France and Korea has increased by 50% over the past 10 years, making Korea the third trade partner of France in Asia and making France the second European exporter to Korea. Many sectors have contributed to this result: aeronautics, chemicals, petrochemicals, pharmaceuticals, high tech equipment, luxury goods, wine, food, financial services, hotels, etc. 

France is also the fourth largest European investor in Korea and the second European destination of Korean investments in 2015. More than 200 French companies are settled in Korea and they employ more than 28,000 people, mostly Koreans. On the contrary, there are only 50 Korean companies based in France. We hope that the situation can evolve with more Korean investments in France which is the best hub to access European markets. With major incentives provided by the government, the Embassy of France is dedicated to develop the number of Korean investments in France.

We want to encourage new partnerships between French and Korean companies. In March 2016, we launched the French Tech Hub in Seoul and we created a program of exchanges between start-ups. Partnerships in traditional industries are also very dynamic. And as I mentioned before, we want to develop the agriculture and food and beverage sector. 

We also expect some new partnerships in innovative industries that are at the core of the fourth industrial revolution, such as IoT, autonomous vehicles, or VR. The France-Korea Forum of Innovative Industries, already in its third edition, was organized last October by the French Embassy with OSP and KIAT. This yearly forum gathers French and Korean businesses to create innovative partnerships in selected fields.

Is there any cooperation between small and medium companies of each country?
The number of French SMEs that are active in Korea has increased recently, due to the image of Korea as an innovative country that stands at the cutting edge in many industrial fields. These French SMEs are in sectors such as automobile (audio equipment, audio, benchmarking...), transport (cable car equipment), health, cosmetics, ready-to-wear clothing, etc. Recently, an important delegation of businesses from the defense sector, including  SMEs, came to Korea to explore the market. I should also mention the business companies created by young French entrepreneurs, who are settling in Korea in increasing numbers and who often have Korean partners. The sectors are diverse, from eyeglasses to bakery and catering, fashion or digital apps. 

Last but not least, several projects dedicated to start-ups development have been launched since the beginning of 2016.  In March 2016, we created the French Tech Hub in Seoul. End of May, we gathered a large number of French and Korean start-ups during the French Tech Days, with a special focus on fintech.  Several successive French digital start-ups such as Criteo and Sigfox are settled in Korea.  Several MoUs have been signed between French and Korean incubators to foster start-ups cooperation between our two countries.  

The agreement between BPI France, the French public investment bank, and KIAT, creates a joint financing framework to support innovative projects between French and Korean SMEs. Several partnerships have resulted, in sectors such as medical equipment or autonomous vehicles.  

Within the Embassy, Business France, our trade promotion office, has a team of 18 staff in Seoul to assist French SMEs to seize Korean market opportunities. Each year, Business France Seoul organizes more than 1,500 B2B meetings with Korean SMEs and also with some chaebols. As you know, French companies are very strong in consumer goods like cosmetics, fashion, home-deco, wine, cheese, chocolates, candies… and the Korean consumer is eager to try and learn about all these great French brands.

With the Korean wave or Hallyu, the Korean consumer is becoming a major reference for all Asian markets including China. If a specific French lipstick sells well in Korea, it will sell much better in China, Vietnam, Japan and also the US.

Figures show that France undoubtedly is one of the top study abroad destinations. What will be some of the key advantages that might encourage especially Korean students?  

Increasing the mobility of French and Korean students is one of our key priorities. Many young French people want to learn Korean and to study or work in Korea.  More than 1,000 French students are currently in Korea. Our objective is to have 3,000 French students in Korea by 2020. 

We also want to attract young Korean talents so that they choose France for their studies abroad. France has developed for the last 15 years a policy to attract foreign students. Paris is now the most popular city in the world for foreign students. France ranks third in the world for the number of foreign students and second in Europe for Korean students. The number of Korean students in France is on the rise, increasing by 6% each year.  More than 6,500 Korean students are studying in France. Our objective is to reach 10,000 by 2020.  

Compared to other countries, France excels in many disciplines, such as science, management and engineering. It is also possible now for non-French speakers to study in France while following a curriculum in English, with the opportunity to learn French in France.

During the Year of France in Korea, we launched the networking platform “France Alumni Corée”  on October 16th. I encourage all former Korean students in France to register (registration: www.francealumni.fr). Special events will be organized in 2017 for them to keep in touch with France and build networks with French companies.  

 


Lastly, what are your future plans? 
 


Our bilateral relation is excellent. We will deepen our partnership in the four following areas: political dialogue on international matters, diversification of our economic ties, reinforcement of our cooperation on education and research, cooperation between French and Korean local governments.
Thanks to the France-Korea Year 2015-2016 and impetus given at the political level, people-to-people exchanges are deepening and diversifying. One of our core priorities is to make young people in Korea know more about France. Young people in France are also willing to discover Korea. An agreement was signed in June this year to develop Korean sections in French high schools and French sections in Korean high schools. We want to expand and broaden these types of partnerships.

On November, 26, Korea joined the international organization of French-speaking countries, called “La Francophonie”, as an observer country. It will create many opportunities for Korean people to travel, study and work in French-speaking countries. We will launch a major event ‘Festival of French-speaking Countries’ in Korea at the end of March 2017.

We are also actively preparing the participation of French athletes in the PyeongChang Olympic Games. We will organize cultural events related to PyeongChang in 2017.

These are our main priorities for our public diplomacy in 2017. But I am sure that new ideas will soon emerge because Korea is a very energetic country and our bilateral relations are developing fast.
