미래부, 진천에 미래형 친환경에너지타운 준공
미래창조과학부 최양희 장관은 21일, 충청북도 진천에서 ‘진천 친환경에너지타운’ 준공식을 개최하였다. 친환경에너지타운은 하수처리장 등 기피‧혐오시설 부지를 활용해 신재생에너지를 생산‧판매하여 주민 생활환경 개선과 에너지 공급 문제를 동시에 해결하기 위한 사업으로, 파리 기후협약 발효(’16.11.4)에 따른 신(新)기후체제 대응 및 신(新)기후산업 창출을 위한 정부의 핵심전략 중 하나이다. 진천은 2014년 5월, 3개 친환경에너지타운 시범지역 중 하나로 선정되었으며, 미래부에서 총 105억 원을 투자하는 등 총 135억 원의 사업비가 2018년까지 투입될 예정으로, 지난 2015년 6월 착공식을 가진 이래 차질 없이 추진되어 이번에 준공식을 개최하게 되었다. 진천 친환경에너지타운은 다른 지역의 친환경에너지타운과는 달리 도심 지역에 적용 가능한 모델로서, 72,000㎡ 규모의 부지에 태양광, 태양열, 지열, 하수폐열 등 다양한 신재생에너지들을 융‧복합적으로 활용하여 어린이집․고등학교․보건지소․도서관․문화의집․체육공원 등 인근 시설에서 필요한 에너지를 공급하는 미래형 에너지 커뮤니티로 구축되었다. 진천 친환경에너지타운은 신재생에너지 기술 활용뿐만 아니라 문화․관광 등 주민 수익모델을 가미하여 다양한 역할을 수행할 계획이다. 이날 준공식에는 미래부 장관, 충북도 부지사, 진천군수 및 유관기관 등 200여명이 참석하여 진천 친환경에너지타운 준공을 축하하고 홍보관․통합제어관리실 등 관련 시설물을 둘러보았다. 최양희 장관은 격려사를 통해 “파리 기후협정 발효에 따라 국내 온실가스 감축 부담이 현실화 된 시점에, 기술혁신을 통해 감축 부담을 완화하는 동시에, 신시장 창출을 가속화해야한다.”며 “진천 친환경에너지타운이 준공 이후 실증운영을 거쳐 비즈니스 모델화되어, 대한민국 新기후산업 창출에 새로운 전기를 마련하게 되기를 희망한다.”라고 밝혔다.

미래부 장관 대전지역 현장 방문, 정책추진
미래창조과학부 최양희 장관이 대전 지역을 방문하여 ‘창조경제’와 ‘R&D 혁신’, 연구자 중심의 ‘기초연구 지원 강화’ 등 미래부 핵심 정책의 현장 착근과 실질적인 성과 창출을 위해, 
‘현장 중심’, 연구자와 유망 스타트업 등 ‘수요자 중심’, ‘국민 중심’의 정책 추진 행보에 나섰다. 최양희 장관은 대전에서 개최되는 IBS 개원 5주년 기념행사 참석에 이어, 대전창조경제혁신센터와 한국 원자력연구원 등을 잇달아 방문하여 ‘창조경제’와 ‘R&D 혁신’의 주체는 정부가 아닌, 유망 스타트업 등 일선 기업과 현장의 연구자들인 만큼 기업과 연구자가 신명나는 환경 조성을 위해 정부의 노력을 더욱 가속화하겠다는 의지를 밝혔다. 이어 최양희 장관은 최근의 정치 환경과 관련, 창업현장의 불안감과 어려움이 가중되고 있는 점을 감안, 대전창조경제혁신센터를 방문하여 입주 기업인들을 격려하고, 창조경제에 대한 정부의 확고한 지원 의지를 다시 한 번 밝혔다. 또한 최양희 장관은 국가 R&D 핵심주체인 출연(연) 스스로가 혁신 추진을 위해 운영 중인 ‘출연(연) 혁신위원회’의 위원들과 간담회를 개최하여 혁신의 필요성을 자각하고, 자발적으로 혁신방안을 모색하는 혁신위원회의 활동은 현장중심․연구자 중심 정책의 모범 사례라고 격려하고, 위원회가 마련한 혁신방안과 함께 4차 산업혁명 등 변화하는 환경에 맞는 출연의 역할과 발전 비전도 논의했다. 앞으로도 미래부는 정책현장을 찾아 정책이 현장에 뿌리내리지 못하는 원인을 찾아내어 개선하는 ‘현미경(現微更)’ 처방 등을 비롯하여 현장중심, 수요자 중심의 정책 추진 노력을 한층 더 강화할 계획이다.

MSIP builds eco-friendly energy town in Jincheon County
MSIP (Ministry of Science, ICT and Future Planning) is building an eco-friendly energy town in Jincheon County and held a groundbreaking ceremony on 21 last month. The town is to be built on a disused land to supply power and to improve living environment of the residents. It is one of the government’s core strategic projects introduced in accordance with Paris Climate Agreement (4 Nov 2016) in order to create new climate policies and industries. Jincheon was chosen as one of the three test towns March 2014 and is receiving KRW 13.5 billion until 2018. The county gave its first shovel on a 72,000㎡ disused land to build the town in June 2015. The facilities will include solar cell, solar heat, geothermal power and sewage waste heat. The energy generated is to be used for children’s facilities, schools, health centers, libraries, culture centers and parks within the town. The energy also is expected to create profits through cultural products and tourism. 200 public and industry officials including the minister Choi Yang-hee attended the groundbreaking ceremony and toured the control tower and the PR center. Choi said “Paris Climate Agreement requires reduction of greenhouse gas which accompanies a considerable amount of cost. So we need to use innovative technologies to ease the burden and push forward creating a new market at the same time. I hope that the town in Jincheon will play a role business model and contribute to Korea’s new climate industry.” 

Choi pays a visit to Daejeon
Choi Yang-hee, Minister of Science, ICT and Future Planning, paid a visit to Daejeon to push forward ‘field-centered’, ‘consumer-centered’ and ‘people-centered’ policies which are necessary to create substantial results of the ministry’s core policies such as ‘Creative Economy’, ‘R&D Innovation’ and ‘Basic Research Support’. Choi attended the commemorative event of the 5th anniversary of IBS which will be held in Daejeon and toured Daejeon Creative Innovation Center and the Korea Atomic Energy Research Institute. He said that the primary agency of ‘Creative Economy’ and ‘R&D Innovation’ is not the government but promising startups and SMEs and he showed his will to accelerate his effort in creating a good research environment. Choi then has a meeting with members of ‘Contribution Innovation Committee’ and discussed on the need of innovation and encouraged the members for bringing up field-centered and research-centered policy models. The ministry will keep finding the cause of the reason why the policies are not implemented in the field to give solutions.
