전경련, 제37차 한-호주 경제협력위원회 개최
한국과 호주 경제인들이 저성장 시대 돌파구를 찾는 차원에서 핀테크, 스마트시티 등 새로운 경제 협력 분야를 찾는 데에 한 목소리를 냈다. 전국경제인연합회(이하 ‘전경련’)는 지난달 18일(화) 오전 전경련회관 컨퍼런스센터에서 제37차 한-호주 경제협력위원회 합동회의를 개최했다. 금번 합동회의에서는 최근 전세계적인 저성장 기조가 본격 감지되고 있는 가운데 양국의 협력 분야 확대가 주요 화두로 논의되었다. 특히, 한국과 호주간 기존 주력 협력 분야인 자원과 인프라 등의 협력 강화는 물론 핀테크, 스마트시티 등 새로운 분야에 대한 협력 필요성에 대해 공감대를 가졌다.

한국의 對호주 투자와 교역은 일부 분야에 편중되어 있어, 서비스업 등 다른 분야로의 확대가 필요한 것으로 나타났다. 지난 3년간 한국의 對호주 투자금액 중 80%는 광업에, 교역은 물품교역에 집중되어 있어 물품교역 상으로는 한국이 호주의 제4교역국이나 서비스교역에 있어서는 15위에 그쳤다. 호주의 서비스업이 발전되었다는 점에 착안하여 향후 서비스 산업에서의 투자 및 교역 확대 필요성이 제기되고 있다.

금번 한-호주 경제협력위원회 합동회의 아젠다에 대해 엄치성 전경련 국제본부장은“호주의 서비스산업 발전은 서비스 시장 활성화 정책을 본격 추진하고자 하는 한국에게 시사하는 바가 크다”고 강조했다. 또한, “호주가 금융, 교육, 법률 등 서비스 분야가 발전되었음에도, 현재 한국과의 교역이 단순 물품에만 집중되어있는 것은 아쉬운 점”이라고 지적하며, “양국 간 경제협력이 더욱 강화되기 위해서는 기존 협력 관계를 심화하는 것은 물론, 향후 새로운 분야의 발굴이 필요하다는 것에 양국 경제계가 공감했다”라고 밝혔다.

전경련-일본경단련 공동 세미나 개최
전경련과 일본 경단련은 10월 19일(수) 오전 10시 전경련 컨퍼런스센터 2층 사파이어룸에서 「동아시아 서플라이체인 변화와 한일의 대응」 방안 세미나를 공동 개최했다. 후카가와 유키고 와세대 교수(일본 경단련 21세기정책연구소 연구주간)는 한일 기업 관계에 대한 새로운 이해를 바탕으로 새로운 한일 협력을 추진해야 한다고 주장했다. 후카가와 교수는 그동안 한일 경제계는 시장논리를 바탕으로 좋은 관계를 유지했으나, 한국의 일부 여론은 양국 경제계를 경쟁적인 관계로 보는 것 같다고 지적했다. 예를 들면 어떤 산업의 한일 시장점유율 기사가 많이 나오는데 이것은 그다지 중요하지 않다. 일본은 전세계 서플라이 체인을 갖추고 있어서 일본 내 서플라이 체인 비중이 낮다. 반면 한국은 한국 내 제조 비율이 매우 높다. 따라서 언론에서 어떤 산업의 한국제품(Made in Korea)이 일본제품(Made in Japan)보다 높다거나, 한국제품 시장 점유율이 세계 1위라고 주장하는 것은 일본의 서플라이 체인에 대한 이해가 부족하다는 느낌이 든다고 말했다.

한국 측 주제발표자로 나선 정성훈 KDI 연구위원은 중국 내수시장의 구조 변화가 한국 산업에 주는 영향과 한일 양국 협력방안을 제시했다. 최근 20년 동안 중국의 내수경제가 급격히 커져왔고, 특히 내구재에 대한 수요가 증가하면서 2014년까지 한국의 중화학 제조업이 ‘중국특수’를 누렸다. 중국의 한국제품에 대한 내구재 수입이 1% 늘어나면, 한국의 GDP는 95년에는 0.003% 늘었지만 2014년에는 0.034% 증가하는 상황이 됐다. 그러나 최근 중국경제는 서비스산업 성장률이 제조업 성장률을 앞지르는 구조변화를 겪고 있어, 한국 중화학공업의 ‘중국특수’를 유지하기 어렵게 되었다. 이로 인해 한국경제 성장 속도가 떨어지고, 주력 산업들의 성장이 상대적으로 더 많은 어려움을 겪을 전망이다. 이런 상황을 대응하기 위해 한일 간 협력이 필요하다고 밝혔다.

FKI holds 37th Joint Meeting of Korea-Australia Business Council 
FKI (Federation of Korean Industries) and Australian businessmen held the 37th Joint Meeting of Korea-Australia Business Council at FKI Conference Center on 18 last month in order to find new economic cooperation fields such as FinTech and Smart City. They exchanged opinions on expanding cooperation fields and strengthening the existing core cooperation fields such as resources and infrastructure in a way to exit stagnated global economic growth. Korea’s biased investment in Australia was pointed out to expand it to service sector and other fields. 80% of investment has concentrated in mining and trade in commodities. While Korea is Australia’s 4th largest trade partner in the latter part, the service sector records only 15th. Chisung Um, the head of international headquarter of FKI said “Australia’s advanced service industry tells Korea, which is about to push forward related policies, many things. It is regretful that Korea has paid less attention to Australia’s financial, education and legal service sectors but hopefully we reached a point where expanding the cooperation fields to such areas are much needed at this meeting.”

FKI co-holds seminar with Japan
FKI and Japanese Federation of Economic Organization co-held a seminar ‘Change in East Asia Supply Chains and Measures of Korea and Japan’ on 19 last month at FKI Conference Center. Waseda University Prof. Yukiko Hukagawa (the chief researcher of the JFEO’s 21st Century Policy Research Institute) emphasized on building a new Korea-Japan cooperation system based on a new understanding about business relationship between the two countries. She said that a good relationship had been maintained based on market logic but some Korean media seemed to see it as combative relationship by camparing shares in certain fields. 

“Japan has global supply chain which makes domestic chains relatively small but Korea shows strength in manufacturing. This means that the media, which assert Made in Korea is better than Made in Japan in certain products or Korean products market share is No.1 in the world, have lack of understanding about Japanese supply chain system.” 

A KDI researcher Sunghun Jung in Korean part in respond mentioned about how structural change of Chinese market affected Korean industries and suggested cooperative measures between Korea and Japan. Korea’s heavy chemical industry has benefited from the growth of Chinese market until 2014 but China’s recent growth in service industry sector is surpassing the manufacturing industry which makes Korean heavy chemical industry hard to maintain. Therefore, Jung concluded, that cooperation between Korea and Japan was much more needed than ever before.
