박근혜 대통령이 지난 4일 오전 청와대 춘추관에서 국민 여러분께 드리는 말씀을 전했다. 박 대통령은 국민 여러분께 최순실 씨 관련 사건으로 이루 말할 수 없는 큰 실망과 염려를 끼쳐드린 점을 다시 한 번 진심으로 사과드리고, 이번 일의 진상과 책임을 규명하는 데 있어서 최대한 협조하겠다고 밝혔다.

존경하는 국민 여러분, 먼저 이번 최순실 씨 관련 사건으로 이루 말할 수 없는 큰 실망과 염려를 끼쳐드린 점 다시 한 번 진심으로 사과드립니다. 무엇보다 저를 믿고 국정을 맡겨주신 국민 여러분께 돌이키기 힘든 마음의 상처를 드려서 너무나 가슴이 아픕니다. 저와 함께 헌신적으로 뛰어주셨던 정부의 공직자들과 현장의 많은 분들, 그리고 선의의 도움을 주셨던 기업인 여러분께도 큰 실망을 드려 송구스럽게 생각합니다.
국가 경제와 국민의 삶에 도움이 될 것이라는 바람에서 추진된 일이었는데 그 과정에서 특정 개인이 이권을 챙기고 여러 위법 행위까지 저질렀다고 하니 너무나 안타깝고 참담한 심정입니다. 이 모든 사태는 모두 저의 잘못이고, 저의 불찰로 일어난 일입니다. 저의 큰 책임을 가슴 깊이 통감하고 있습니다.
어제 최순실 씨가 중대한 범죄 혐의로 구속되었고 안종범 전 정책조정수석이 체포되어 조사를 받는 등 검찰 특별수사 본부에서 철저하고 신속하게 수사를 진행하고 있습니다. 앞으로 검찰은 어떠한 것에도 구애받지 말고 명명백백하게 진실을 밝히고 이를 토대로 엄정한 사법처리가 이루어져야 할 것입니다. 저는 이번 일의 진상과 책임을 규명하는데 있어서 최대한 협조하겠습니다.
이미 청와대 비서실과 경호실에도 검찰의 수사에 적극 협조하도록 지시하였습니다. 필요하다면 저 역시 검찰의 조사에 성실하게 임할 각오이며 특별검사에 의한 수사까지도 수용하겠습니다.
국민 여러분, 저는 청와대에 들어온 이후 혹여 불미스러운 일이 생기지는 않을까 염려하여 가족 간의 교류마저 끊고 외롭게 지내왔습니다. 홀로 살면서 챙겨야 할 여러 개인사들을 도와줄 사람조차 마땅치 않아서 오랜 인연을 갖고 있었던 최순실 씨로부터 도움을 받게 되었고, 왕래하게 되었습니다. 제가 가장 힘들었던 시절에 곁을 지켜주었기 때문에 저 스스로 경계의 담장을 낮추었던 것이 사실입니다.
돌이켜 보니 개인적 인연을 믿고 제대로 살피지 못한 나머지 주변사람들에게 엄격하지 못한 결과가 되고 말았습니다. 저 스스로를 용서하기 어렵고 서글픈 마음까지 들어 밤잠을 이루기도 힘이 듭니다. 무엇으로도 국민들의 마음을 달래드리기 어렵다는 생각을 하면 ‘내가 이러려고 대통령을 했나’ 하는 자괴감이 들 정도로 괴롭기만 합니다.
국민의 마음을 아프지 않게 해 드리겠다는 각오로 노력해 왔는데 이렇게 정반대의 결과를 낳게 되어 가슴이 찢어지는 느낌입니다. 심지어 제가 사이비 종교에 빠졌다거나 청와대에서 굿을 했다는 이야기까지 나오는데 이는 결코 사실이 아니라는 점을 분명히 말씀드립니다.
우리나라의 미래 성장 동력을 만들기 위해 정성을 기울여온 국정과제들까지도 모두 비리로 낙인찍히고 있는 현실도 참으로 안타깝습니다. 일부의 잘못이 있었다고 해도 대한민국의 성장 동력만큼은 꺼트리지 말아 주실 것을 호소 드립니다. 다시 한 번 저의 잘못을 솔직하게 인정하고, 국민 여러분께 용서를 구합니다.
이미 마음으로는 모든 인연을 끊었지만 앞으로 사사로운 인연을 완전히 끊고 살겠습니다. 그동안의 경위에 대해 설명을 드려야 마땅합니다만 현재 검찰의 수사가 진행 중인 상황에서 구체적인 내용을 일일이 말씀드리기 어려운 점을 죄송스럽게 생각합니다. 자칫 저의 설명이 공정한 수사에 걸림돌이 되지 않을까 염려하여 오늘 모든 말씀을 드리지 못하는 것뿐이며 앞으로 기회가 될 때 밝힐 것입니다.
또한 어느 누구라도 이번 수사를 통해 잘못이 드러나면 그에 상응하는 책임을 져야할 것이며 저 역시도 모든 책임을 질 각오가 되어 있습니다. 국민 여러분, 지금 우리 안보가 매우 큰 위기에 직면해 있고, 우리 경제도 어려운 상황입니다. 국내외의 여러 현안이 산적해 있는 만큼 국정은 한시라도 중단되어서는 안 됩니다. 대통령의 임기는 유한하지만 대한민국은 영원히 계속되어야만 합니다.
더 큰 국정 혼란과 공백 상태를 막기 위해 진상 규명과 책임 추궁은 검찰에 맡기고 정부는 본연의 기능을 하루속히 회복해야만 합니다. 국민들께서 맡겨주신 책임에 공백이 생기지 않도록 사회 각계의 원로 분들과 종교 지도자 분들, 여야 대표님들과 자주 소통하면서 국민 여러분과 국회의 요구를 더욱 무겁게 받아들이겠습니다. 다시 한 번 국민 여러분께 깊이 머리 숙여 사죄드립니다.

박근혜 대통령, 비선실세 의혹 관련 대국민 사과 발표해
박근혜 대통령은 지난 25일 비선실세 의혹을 받는 최순실 씨에게 박근혜 대통령의 연설문이 사전 유출됐다는 의혹과 관련해 대국민 사과문을 발표했다. 박 대통령이 취임 이후 자신의 주변과 관련해 대국민 사과를 한 것은 이번이 처음이다. 이날 오후 춘추관에서 기자회견을 열고 사과문을 발표한 박 대통령은 “최순실 씨는 과거 제가 어려움을 겪을 때 도와준 인연으로 지난 대선 때 주로 연설이나 홍보 등의 분야에서 저의 선거 운동이 국민들에게 어떻게 전달되는지에 대해 개인적인 의견이나 소감을 전달해 주는 역할을 하였습니다. 이유 여하를 막론하고 국민 여러분께 심려를 끼치고, 놀라고 마음 아프게 해 드린 점에 대해 송구스럽게 생각합니다”라고 말하며 거듭 사과의 뜻을 밝혔다.

박근혜 대통령, 개헌을 국정 과제로 받아들이고 국민의 여망 담은 개헌안 마련
박근혜 대통령은 오늘 국회에서 2017년도 예산안 관련 시정연설을 한 자리에서, 개헌을 주장하는 국민과 국회의 요구를 국정 과제로 받아들이고 개헌을 위한 실무적인 준비를 해 나가겠다고 밝혔다.

개헌 추진과 관련해 박 대통령은 먼저 우리 정치는 대통령선거를 치른 다음 날부터 다시 차기 대선이 시작되는 정치체제로 인해 극단적인 정쟁과 대결 구도가 일상이 되어버렸고 민생보다는 정권 창출을 목적으로 투쟁하는 악순환이 반복되고 있다고 설명했다. 또 대통령 단임제로 정책의 연속성이 떨어지면서 지속가능한 국정과제의 추진과 결실이 어렵고 대외적으로 일관된 외교정책을 펼치기에도 어려움이 크다며, 박 대통령 역시 지난 3년 8개월여 동안 이러한 문제를 절감해 왔지만, 엄중한 안보･경제 상황과 시급한 민생 현안 과제들에 집중하기 위해 헌법 개정 논의를 미루어 왔다고 전했다.

끝으로 박 대통령은 정파적 이익이나 정략적 목적이 아닌 대한민국의 50년, 100년 미래를 이끌어 나갈 미래지향적인 2017 체제 헌법을 국민과 함께 만들어 가기를 기대한다고 덧붙였다.

박근혜 대통령, 한-코스타리카 정상회담 통해 한-중미 FTA 협상 조속히 타결하기로 합의
박근혜 대통령은 지난달 12일 청와대에서 우리나라를 공식 방문한 루이스 기예르모 솔리스 코스타리카 대통령과 한-코스타리카 정상회담 및 MOU 서명식을 가졌다. 두 정상은 먼저 올해 수교 54주년을 맞은 양국 관계를 평가하고 양국 우호 협력 관계를 ‘포괄적 협력 동반자 관계’로 격상하기로 합의했다.

양국 정상은 또 정상회담을 계기로 체결되는 조세정보 교환협정, 과학기술 혁신 및 창조경제 협력, 치안협력 MOU 등을 토대로 양국 간 실질협력을 ICTㆍ인프라ㆍ환경ㆍ보건의료 등 새로운 성장동력 분야까지 확대해 나가기로 의견을 모았다. 또한, 코스타리카의 신공항 사업 추진과 관련해 박 대통령은 우리나라의 공항, 도로 등 교통인프라 건설 경험과 인천공항이 11년 연속 서비스 부문에서 세계 1위로 선정된 사례를 소개하며, 코스타리카 신공항 건설 및 도로 인프라 구축사업에 한국이 참여할 수 있기를 기대한다고 전했다.

박근혜 대통령과 솔리스 대통령 간 정상회담은 이번이 처음으로, 양국 정상 간 신뢰를 바탕으로 실질협력을 강화할 수 있는 다양한 방안들을 논의하고, 북핵불용의 파트너십을 재확인함으로써 양국관계를 한 단계 도약시키는 중요한 계기가 된 것으로 평가된다.

박근혜 대통령, 한-덴마크 정상회담에서 양국 간 공동성명 채택
박근혜 대통령은 지난 25일 청와대에서 우리나라를 공식 방문한 라스 뢰케 라스무센 덴마크 총리와 한-덴마크 정상회담을 개최했다. 이번 정상회담에서 두 정상은 양국관계 증진 현황, 창조ㆍ혁신 및 산업디자인 등 미래 신산업 분야 협력, 북핵ㆍ북한 문제 해결을 위한 공조, 기후변화와 녹색성장 등 글로벌 이슈 대응 등 다양한 분야에서의 전략적 협력 강화 방안에 대해 중점 논의했다.

양국 정상은 특히 덴마크의 한국전 참전 등 역사적 유대를 바탕으로 수립된 양국 간 ‘전략적 동반자 관계’와 ‘녹색성장동맹’의 발전 현황을 평가하고, 미래지향적 협력 방향을 제시하는 공동성명을 채택했다. 양국 경제협력과 관련해 박 대통령은 덴마크의 한국 제조업 투자에 이어 레고랜드가 2018년 동북아 지역에 최초로 개장되면, 일자리 창출과 관광산업 활성화에 기여할 것으로 본다며 덴마크의 투자가 지속 확대되도록 라스무센 총리의 관심과 협조를 당부했다.

박근혜 대통령, 아프리카 재무장관 초청 만찬에서 한-아프리카 경제협력 강화 강조
박근혜 대통령은 지난 25일 제5회 한국-아프리카 경제협력회의(KOAFEC)에 참가하기 위해 방한한 아프리카 각국의 장·차관들과 국제기구 및 민간기업 대표들을 청와대로 초청, 만찬을 함께 했다. 이번 자리는 한국의 개발경험을 공유하고 경제협력 관계를 강화하기 위해 방한한 아프리카 참석자들을 환영하고, 지난 10년간 한국과 아프리카의 경제협력 창구 역할을 성공적으로 수행해온 코아펙의 성과를 축하하기 위해 마련됐다.

박근혜 대통령은 환영사를 통해 지난 5월 아프리카 순방 시 강조했던 아프리카와의 경제협력에 대한 의지를 재확인하고, 양측의 협력 관계를 동반자적 관계로 한 단계 업그레이드 할 것을 천명했다. 또한, 한국과 아프리카 간 협력관계 강화를 위한 구체적 방안으로 개발경험의 공유와 함께 상생을 추구하는 협력, 협력 범위의 확대 및 이를 위한 금융지원에 대한 구상을 소개했다.

President Park made her second public apology over Choi Soon-sil links on 4 November at The Blue House delivering her sorry and apology and will to give full cooperation for truth and responsibility.

Full Text Of Park’s Formal Apology To Public
Respected fellow Koreans, I am sincerely sorry again for your utter disappointment over Choi Soon-sil links. My heart aches that I have wounded your heart as the president of the nation whom you voted for. I am also sorry for devoted cabinet heads and administrative officials and those who have helped me with pure heart. I feel regretful and miserable that a specific individual derived benefits and committed illegal act. This is all my fault and carelessness. I deeply feel my responsibility. Choi Soon-sil was brought into custody yesterday on charges of serious crime and Senior Presidential Secretary for Policy Coordination An Chong-bum has been arrested for thorough investigation by special prosecutors. The prosecution must uncover the truth undeterred by any in and outside influence and take legal action against all those involved in the crimes. I will also give full cooperation for truth and responsibility. I already have given my orders to secretary’s office and security service to fully cooperate and when in necessary I will also accept investigation. Fellow Koreans, since I came to the Blue House, I cut all contacts with my family for I was worried of any misconduct and have led a lonely life. I was unable to find anyone who could be next to me when I was in need except Choi whom I have known for a long time. Because she was next to me when I went through the most difficult time, I admit that I have lowered guard and mismanaged people around me. I feel hard to excuse myself and stay awake at night thinking how I could soothe the despaired hearts of public. I feel ashamed that I ask to myself whether I became the president just to be as today. I never intended to make you feel disappointed but the result turned out otherwise. But I would like to point out clearly that I have never engaged in any pseudo-religion or doing shamanistic rituals in the Blue House like some people doubt. I also feel regret that the government projects which I have poured my heart and soul in order only to create future growth engine of Korea are branded as corruption. Some part of the projects might have been mismanaged but I sincerely ask you not to extinguish the nation’s growth engine as whole for I once again admit my faults and ask you forgiveness. I promise that I will cut all my personal connections. I feel the need to explain about the details of the incident but have to say sorry not to do it at this stage as investigation is currently being carried out by the prosecution. My explanation can be an obstacle for fair investigation but I will duly do it in the right time. Anyone who is found guilty must pay for what he/she has done and I am also ready to take all responsibility on my shoulder. Fellow Koreans, we are facing national security crisis and difficult economic times at the moment. We have piles of domestic and international issues to solve and administration of state affairs therefore must not be put on hold. The president’s term has a limit but Korea’s must continue forever. Let us leave the job to find the truth and inflict punishment to the prosecution so that we can avoid bigger confusion and political blank in state affairs and the government must recover its functions immediately. I will meet seniors of all social standings, religious leaders and party representatives to listen to their opinions and accept the demands of the people and the National Assembly. I once again bow my head in apology for wrongdoing. 

Park makes public apology over Choi Soon-Sil scandal
President Park on 25 last month released a statement of apology to the public over Choi Soon-Sil’s involvement in state affairs as a confidante. It is the public apology she made since she took the Blue House. The statement reads “Choi is the one who helped me when I was in need. She gave me her personal advice on how my election campaign affects the public through the texts of my speech and public relations during the last presidential election. No matter what the reason maybe, I am sorry to have caused you so much shock and anxiety.” 

Park accepts bill for constitutional amendment 
President Park showed her will to accept bill for constitutional amendment as a national political agenda at her administrative address on the Government Proposal for FY 2017 Budget Plan and Fiscal Operaions. Park said that Korea’s political system encouraged political strife and confrontation to win the next presidential election as soon as the presidential election was finished. The single-term system for the presidency also cuts the consistency of both home and foreign policies as well as sustainable implementation of national projects. She continued that she had felt the need for the last 3 years and 8 months but put it off as she had more urgent matters to solve such as national security and economy. She concluded that she expected to bring up a new future-oriented 2017 constitutional law that would last for 100 years.

Park pushes forward Korea-Central America FTA
President Park had a summit with Solís, President of Costa Rica, on 12 last month at the Blue House and singed a MOU. Celebrating the 54th anniversary of diplomatic ties, the two leaders agreed to upgrade the current friendly cooperative relations to comprehensive cooperative partnership. Park expected that the partnership would promote world peace and security especially against the North, and also would bring Korea-Central America FTA forward. They also agreed to expand cooperation fields to ICT, infrastructure, environment and health care from tax information, science technology, creative economy and security based on the MOU. Park wished that Korea would be able to participate in new airport construction project in Costa Rica by mentioning that fact that Incheon International Airport had won No.1 in the service category for 11 years in a row and Korea’s rich experience in the construction sector. 

Park issues a joint statement
President Park and Rasmussen, Danish Prime Minister, had a summit on 25 last month at the Blue House. The two leaders exchanged opinions on the North’s nuclear issue, climate change and green growth. They reassessed the current status of the existing ‘strategic partnership’ and ‘green growth alliance’ between the two countries and issued a joint statement that suggests future-oriented cooperative directions. She showed her gratitude for Denmark standing on S. Korean’s side against North’s missile and nuclear threat and asked a continuous support for world peace and human rights. The two leaders also agreed to expand the scope and capabilities of Global Green Growth Institute and 3 Green Forum led by the two countries. MOUs for industry and health care were signed at the end of the summit.

Park emphasizes on economic cooperation
President Park invited high officials of international organizations and companies from Africa, who visited Korea for 2016 KOAFEC Ministerial Conference, to the Blue House on 25 last month and praised the achievements of KOAFEC, which has played an economic cooperation channel between Africa and Korea for the last 10 years. Prior to the event, when Park toured African nations, she showed her strong will for economic cooperation and this time gave more emphasis on upgrading the cooperative relations to partnership. As for the detailed plan, Park suggested expansion of cooperation fields and financial support.
