President Park made her second public apology over Choi Soon-sil links on 4 November at The Blue House delivering her sorry and apology and will to give full cooperation for truth and responsibility.

Full Text Of Park’s Formal Apology To Public
Respected fellow Koreans, I am sincerely sorry again for your utter disappointment over Choi Soon-sil links. My heart aches that I have wounded your heart as the president of the nation whom you voted for. I am also sorry for devoted cabinet heads and administrative officials and those who have helped me with pure heart. I feel regretful and miserable that a specific individual derived benefits and committed illegal act. This is all my fault and carelessness. I deeply feel my responsibility. Choi Soon-sil was brought into custody yesterday on charges of serious crime and Senior Presidential Secretary for Policy Coordination An Chong-bum has been arrested for thorough investigation by special prosecutors. The prosecution must uncover the truth undeterred by any in and outside influence and take legal action against all those involved in the crimes. I will also give full cooperation for truth and responsibility. I already have given my orders to secretary’s office and security service to fully cooperate and when in necessary I will also accept investigation. Fellow Koreans, since I came to the Blue House, I cut all contacts with my family for I was worried of any misconduct and have led a lonely life. I was unable to find anyone who could be next to me when I was in need except Choi whom I have known for a long time. Because she was next to me when I went through the most difficult time, I admit that I have lowered guard and mismanaged people around me. I feel hard to excuse myself and stay awake at night thinking how I could soothe the despaired hearts of public. I feel ashamed that I ask to myself whether I became the president just to be as today. I never intended to make you feel disappointed but the result turned out otherwise. But I would like to point out clearly that I have never engaged in any pseudo-religion or doing shamanistic rituals in the Blue House like some people doubt. I also feel regret that the government projects which I have poured my heart and soul in order only to create future growth engine of Korea are branded as corruption. Some part of the projects might have been mismanaged but I sincerely ask you not to extinguish the nation’s growth engine as whole for I once again admit my faults and ask you forgiveness. I promise that I will cut all my personal connections. I feel the need to explain about the details of the incident but have to say sorry not to do it at this stage as investigation is currently being carried out by the prosecution. My explanation can be an obstacle for fair investigation but I will duly do it in the right time. Anyone who is found guilty must pay for what he/she has done and I am also ready to take all responsibility on my shoulder. Fellow Koreans, we are facing national security crisis and difficult economic times at the moment. We have piles of domestic and international issues to solve and administration of state affairs therefore must not be put on hold. The president’s term has a limit but Korea’s must continue forever. Let us leave the job to find the truth and inflict punishment to the prosecution so that we can avoid bigger confusion and political blank in state affairs and the government must recover its functions immediately. I will meet seniors of all social standings, religious leaders and party representatives to listen to their opinions and accept the demands of the people and the National Assembly. I once again bow my head in apology for wrongdoing. 

Park makes public apology over Choi Soon-Sil scandal
President Park on 25 last month released a statement of apology to the public over Choi Soon-Sil’s involvement in state affairs as a confidante. It is the public apology she made since she took the Blue House. The statement reads “Choi is the one who helped me when I was in need. She gave me her personal advice on how my election campaign affects the public through the texts of my speech and public relations during the last presidential election. No matter what the reason maybe, I am sorry to have caused you so much shock and anxiety.” 

Park accepts bill for constitutional amendment 
President Park showed her will to accept bill for constitutional amendment as a national political agenda at her administrative address on the Government Proposal for FY 2017 Budget Plan and Fiscal Operaions. Park said that Korea’s political system encouraged political strife and confrontation to win the next presidential election as soon as the presidential election was finished. The single-term system for the presidency also cuts the consistency of both home and foreign policies as well as sustainable implementation of national projects. She continued that she had felt the need for the last 3 years and 8 months but put it off as she had more urgent matters to solve such as national security and economy. She concluded that she expected to bring up a new future-oriented 2017 constitutional law that would last for 100 years.

Park pushes forward Korea-Central America FTA
President Park had a summit with Solís, President of Costa Rica, on 12 last month at the Blue House and singed a MOU. Celebrating the 54th anniversary of diplomatic ties, the two leaders agreed to upgrade the current friendly cooperative relations to comprehensive cooperative partnership. Park expected that the partnership would promote world peace and security especially against the North, and also would bring Korea-Central America FTA forward. They also agreed to expand cooperation fields to ICT, infrastructure, environment and health care from tax information, science technology, creative economy and security based on the MOU. Park wished that Korea would be able to participate in new airport construction project in Costa Rica by mentioning that fact that Incheon International Airport had won No.1 in the service category for 11 years in a row and Korea’s rich experience in the construction sector. 

Park issues a joint statement
President Park and Rasmussen, Danish Prime Minister, had a summit on 25 last month at the Blue House. The two leaders exchanged opinions on the North’s nuclear issue, climate change and green growth. They reassessed the current status of the existing ‘strategic partnership’ and ‘green growth alliance’ between the two countries and issued a joint statement that suggests future-oriented cooperative directions. She showed her gratitude for Denmark standing on S. Korean’s side against North’s missile and nuclear threat and asked a continuous support for world peace and human rights. The two leaders also agreed to expand the scope and capabilities of Global Green Growth Institute and 3 Green Forum led by the two countries. MOUs for industry and health care were signed at the end of the summit.

Park emphasizes on economic cooperation
President Park invited high officials of international organizations and companies from Africa, who visited Korea for 2016 KOAFEC Ministerial Conference, to the Blue House on 25 last month and praised the achievements of KOAFEC, which has played an economic cooperation channel between Africa and Korea for the last 10 years. Prior to the event, when Park toured African nations, she showed her strong will for economic cooperation and this time gave more emphasis on upgrading the cooperative relations to partnership. As for the detailed plan, Park suggested expansion of cooperation fields and financial support.
