한일 국교정상화 51년 만에 일본 지방자치단체와 첫 자매결연 체결
전라남도가 지난 1965년 한일 국교정상화 이후 51년 만에 일본 지방자치단체 가운데 고치현과 첫 자매결연을 맺었다. 전라남도는 서재필실에서 도와 고치(高知)현 대표단이 참석한 가운데 두 지방정부 간 교류협력을 강화하고 상생 발전을 약속하는 자매결연 체결식을 개최했다. 이날 체결식에는 오자키 마사나오(尾正直) 고치현 지사, 다케이시 도시히코(武石利彦) 고치현의회 의장, 니시모리 시오조(西森潮三) 명예도민, 나가미네 야스마사(長嶺安政) 주한 일본대사 등 일본 대표단 40명이 참석했다. 전라남도에서는 이낙연 도지사와 임명규 도의회 의장 등 70여 명이 참석했다. 이낙연 도지사는 이 자리에서 “전남도민은 윤학자 여사라는 인류역사상 가장 훌륭한 어머니를 가졌었고 고치현은 그 분이 나고 자란 친정이었다”며 “한일국교정상화 이래 51년만에 전남도가 일본과 맺는 첫 자매결연 지역이 고치현인 것은 당연하다”고 말했다. 이어 “양 지역은 국경을 초월한 인류애로 맺어진 관계이므로 타 지역의 자매우호 관계보다 더 끈끈하고 오래 지속될 것”이라고 덧붙였다. 이 지사는 또 “사랑으로 맺어진 두 지역이지만 지사회담에서는 내실 있는 교류사업 추진에 대해서도 논의했다”며 “한국의 지자체가 외국 지자체와 여러 가지 내용으로 교류하고 있는데 전남도와 고치현 간 교류는 가장 착실하고 내실 있는 것이 될 것으로 확신한다”고 밝혔다. 자매결연 협정서는 ‘관광, 문화, 산업교류를 더욱 촉진하는 등 다양한 분야에서 교류를 추진하고 긴밀히 연대해 상호 번영과 발전을 위해 노력한다’는 내용을 담고 있다. 전라남도가 그동안 자매결연을 체결한 외국 지방자치단체는 중국 저장성과 장시성, 미국 오리건주와 미주리주, 4곳이었다. 일본 지방자치단체와는 고치현이 처음이며, 2017년 일본 사가현과도 자매결연을 체결할 예정이다.

이낙연 도지사, 장흥국제통합의학박람회 현장 방문 
이낙연 전라남도지사는 84만 명의 관람객이 다녀간 2016 장흥국제통합의학박람회 현장을 찾아 관람객 불편을 최소화할 것을 주문했다. 이 지사는 이날 보건 관련 협회단체와 시군 보건소 건강 콘텐츠로 구성된 건강증진관을 방문해 부스별 근무자를 격려하고, 남은 기간 성공적 개최를 위해 최선을 다해줄 것을 당부했다. 또한 국제관의 원예치료관 프로그램 시연에 참여 중인 폴라 다이엔 렐프 전 미국 버지니아텍대학 교수를 비롯한 영국, 독일, 일본, 네덜란드, 타이완 등 9개국 연사와 국내 박신애 건국대 교수 등 13명의 연사를 격려했다. 원예치료는 생명을 돌보는 다양한 원예활동을 통해 심리적 정서 함양과 신체적 재활 향상 효과를 거두는 치료법이다. 지난 21일부터 24일까지 열린 21세기 치유 프로그램 원예치료 국제학술대회 및 원예치료 프로그램 설명회가 컨벤션관에서 열렸다. 이 지사는 박람회 현장 곳곳을 둘러본 후 “국제통합의학박람회 성공 개최는 장흥이 통합의학 중심지로 도약하고, 국가적으로 통합의학의 가치가 확산되는 계기가 될 것”이라며 “통합의료산업 활성화를 위해 도민들의 적극적인 협조와 참여를 기대한다”고 말했다. 이어 “어린이, 어르신, 장애인 등을 위한 편의시설과 휴게공간을 충분히 마련하고 안전한 박람회가 되도록 노력해달라”고 당부했다.

2016 장흥국제통합의학박람회는 ‘통합의학, 사람으로 향하는 새로운 길을 열다’를 주제로 지난 31일까지 33일간 장흥 안양면 기산리 일원에서 개최됐다. 전라남도는 통합의학을 포함한 생물의약산업을 에너지, 문화관광, 농수산식품 산업과 미래산업으로 육성할 계획이다. 특히 통합의학 중심지로 거듭나고 있는 장흥군과 백신산업특구인 화순군, 생물의약분야를 특화한 나주시를 잇는 중부권을 생물의약 집적단지로 조성한다는 방침이다.

Lee Sets Up Sisterhood Relationship With Kochi Prefecture
Lee Nak-yon, the governor of South Jeolla Province set up a sisterhood relationship with Kochi Prefecture Japan for the first time after 51 years of normalization of the diplomatic relations between Korea and Japan in 1965 to promote exchanges and co-growths. The Japanese delegation consisting 40 officials including the prefecture governor Masanao Ozaki and the Japanese Ambassador to Korea Yasumasa Nagamine and 70 Korean officials including the governor and South Jeolla Provincial Assembly chairman Yim Myung-gyu attended the signing ceremony. 

“Lady Yun Hak-ja, Lee said in his speech, who was one of the most famous female figures in the province actually was born and grew up in Kochi Prefecture Japan. This makes the sisterhood relationship so natural and it’s really meaningful as it happened for the first time after 51 years of normalization of the diplomatic relations between Korea and Japan in 1965. We believe that the sisterhood relationship will promote exchanges and co-growth between the two provinces.”
The agreement states that the two provinces promote cooperation in tourism, culture and industries. South Jeolla Province also has sisterhood relationship with Zhejiang and Jiangxi China and Oregon and Missouri U.S and is setting up yet another one with Saga Prefecture Japan next year. 

Lee Visits Jangheung International Integrative Medicine Conference
Lee Nak-yon, the governor of South Jeolla Province paid a visit to 2016 Jangheung International Integrative Medicine Conference. 840,000 people visited the conference and Lee encouraged the staff of the health promotion booth to do their best for successful the event. He also met 13 speakers from home and abroad including Paula Diane Relf, a former professor of Virginia Tech US and appreciated their achievement and effort. Horticultural therapy is a treatment that designed to improve rehabilitation through gardening. International Horticultural Therapy Symposium and Horticultural Therapy Briefing Session were held at Convention Hall on 21-24 last month. 

“The conference, Lee said, will be a momentum to spread the value of integrative medicine with Jangheung as the hub. I therefore ask residents cooperation and participation in activation of the industry.”

The conference lasted for 33 days until the 31st last month under the theme ‘Integrative Medicine Opens New Ways For Humanity’. The Province is planning to promote biomedicine industry including integrative medicine as a future industry alongside energy, culture and tourism and agricultural and marine products. The province also plans to create a biomedicine cluster that will connect Jangheung County (integrative medicine) to Hwasun County (vaccine industry special zone) and to Naju City (biomedicine specialized city).
