글로벌 시대, ‘예술’로 소통하는 다문화의 장을 열다

여성가족부 통계에 따르면 국내 다문화가정 수는 2015년 기준 약 82만 명. 오는 2020년까지 약 100만 명의 다문화가정이 구성될 것으로 전망됨에 따라 우리나라는 다문화 사회로의 진입을 목전에 두게 됐다. 이에 정부와 지자체에서는 다양한 정책을 통해 국민들의 문화다양성에 대한 인식을 제고하고, 사회통합을 이루고자 노력하고 있으나 이를 수행할 기반시설 및 단체, 프로그램 등의 한계로 인해 가시적인 성과는 거두지 못하고 있다. 

다문화가정, 우리 사회의 일원으로 끌어안아야
국내 거주 외국인 수가 매년 큰 폭으로 증가하고 있는 요즘, 부산은 그 중에서도 가장 뚜렷한 증가추세를 보이는 도시 중 하나다. 지난해 기준 부산에 거주하는 외국인 수는 약 4만6천여 명으로 2014년에 비해 약 82% 증가했으며, 이에 따라 다문화에 대한 인식 개선과 화합, 소통은 부산시의 가장 중요한 과제로 대두되고 있다. 

이러한 가운데 지난 2011년 설립된 사단법인 부산다문화예술협회는 국내 최초의 다문화 관련 대중문화예술 단체로서 그동안 부산시에 거주하는 다문화가정 및 일반시민들을 대상으로 문화예술 프로그램과 상담, 교육 및 교류 등을 통해 상호 이해와 소통, 안정적인 정착을 위한 장을 마련해왔다. 협회를 이끌고 있는 김종호 회장은 “각기 다른 문화를 이해하기 위한 가장 좋은 방법 중 하나는 만국 공통의 언어라 불리는 ‘예술’을 활용하는 것이라 생각합니다. 저희는 다문화 예술인 및 국내 연예인들이 참여하는 문화예술 축제를 개최하는 한편, 다양한 문화체험 프로그램과 홍보 프로그램을 통해 보다 많은 사람들이 마음의 문을 열고, 다문화가정을 우리 사회의 구성원으로 포용하는 계기를 만들어 가고자 노력하고 있습니다”라고 밝혔다. 협회는 그간 부산의 각 구별 음악회를 직접 주관·주최해왔으며, ‘2011 대한민국 다문화예술대상’ 개최, 다문화가족 주말농장체험과 학생들을 대상으로 한 강연 및 도서전달, 외국인과 함께하는 어울마당에 참여하는 등 다양한 활동을 펼쳐왔다. 지난 2016년 2월에는 부산시민회관에서 열린 ‘독도사랑 가요제’를 주관하기도 했으며, 내년에는 ‘자의누리’, ‘헬로’ 등의 행사도 예정되어 있다.  

“서로의 문화를 알아가고 이해하는 모습에서 보람을 느낍니다”
대중문화예술에 대한 뜨거운 열정으로 오랫동안 해당 분야에 몸 담으며 경력을 쌓아온 김종호 회장은 지난 2015년 11월 26일 서울 63빌딩에서 열린 ‘제23회 대한민국 문화예술대상 시상식’에 심사위원으로 초청될 정도로 국내에서 손꼽히는 전문가다. ‘유정엔터테인먼트’의 대표이사라는 직함을 갖고 있기도 한 그는 이러한 인프라를 다문화예술협회 활동과 적극 연계하여 활용하고 있기도 하다. 김 회장은 “현재 저희는 국내의 다문화 1세대 가수들(윤수일, 박일준, 양키스 등)과 방글라데시 출신 칸, 일본 출신 요시다 미호, 세네갈의 하로나, 케냐의 무쇼키, 모히칸, 인디언, 잉카 밴드 등 수많은 다문화 예술인들과의 전속 관계를 유지하고 있습니다. 이들은 지자체 및 다문화 행사에 초청되고 있으며, 향후 자체적인 행사도 계획하고 있습니다”라고 설명했다. 

김 회장은 다문화 사업을 위해 자신이 투입할 수 있는 역량을 모조리 쏟아 붓고 있지만, 여전히 많은 어려움이 존재한다고 토로했다. 다문화인 커뮤니티가 활성화되어 있지 않고, 각 단체들은 보유한 정보를 노출하기 꺼려 협회 초기 큰 어려움을 겪었던 것이 그 첫 번째이고, 정부와 지자체의 지원 없이 일부 기업 및 개인의 후원금과 자체 조달한 자금만으로 운영하는 일에 어려움을 겪고 있는 것이 두 번째이다. 그러나 김 회장은 행사에 참여한 이들이 서로의 문화에 관심을 가지고, 점차 가까워지는 모습을 보며 느끼는 작은 보람이 이러한 활동을 계속해서 이어나갈 수 있게 만드는 힘이라고 말했다. 그는 “앞으로 힘이 닿는 데까지 최선을 다해 협회를 이끌어 나가는 것이 저의 계획이자 목표입니다”라며, “더 많은 분들이 다문화에 관심을 가지고 적극적인 성원과 응원을 보내주셨으면 하는 바람입니다”라고 밝혔다. 서로 다른 문화가 어우러지고 조화되는 사회, 모두가 함께 만들어 가는 건강한 사회가 하루빨리 이루어지길 기원한다.

Art as a tool to communicate with multi-cultural families

The MGEF (Ministry of Gender Equality and Family) reports that there are about 820,000 multi-cultural families in Korea based on 2015 with a prospected number of more than 1 million by 2020. Despite the government’s effort in promoting the welfare and social integrity of the families, the results are not yet fruitful due to lack of facilities, organizations and programs.

Embracing multi-cultural families as part of our society
Korea has seen a steady increase in number of foreign residents recently. Busan, the second largest city in Korea, in particular, is experiencing the biggest increase at the moment. A report says that 46,000 foreign residents are currently living in the city, an 82% increase on 2014. Naturally, the issues on public recognition, social integrity and communication of multi-cultural families are taking the center stage of the city’s policies. In 2011, the Busan Multi Culture and Arts Association opened its door as the first multi-cultural organization in Korea and it has been running various art, consulting, exchange, career and educational programs. The chairman of the association Jongho Kim says “Art is the best tool to communicate with people from different background and culture. So we host various cultural and art festivals which numerous Korean celebrities and multi-cultural talents willingly take part. We also hold promotional events to raise public awareness on multi-cultural families.” Some of the events include ‘2011 Korea Multiculture Art Awards’, family weekend farm experience, ‘Zauiuuri’ (a cultural festival held in December 2015), song contest (February 2016), and lectures and giving out books. 

Understanding and exchanging
Kim has worked in the culture and art industry for a long time. His expertise in the field led him to play a judge of the 23th Korea Culture Art Awards held at The 63 Building on 26 November 2015. “The Busan Multi Culture and Arts Association has good connections with the first generation muti-cultural singers Sooil Yoon, Iljoon Park and Yankees as well as Japanese singer Yoshida Miho, Harona (Senegalese) and Kenyan bands Mushoki, Mohikan, Indian, and Inca.” However, Kim regrets the reality that there are not many multi-cultural organizations at the moment and some of them are rather shy to share information. Lack of government support also makes the activities of the association difficult. “Nevertheless, I feel really rewarded whenever we reach a point of understanding different culture and background and willingly exchange what we have. We will keep carrying out the programs we’ve done before and introduce even better ones to make a better society.”
