박근혜 대통령, 세계 정상들과 협력을 위한 소통 이어가
박근혜 대통령, 한-라오스 정상회담 통해 ‘호혜적 동반자 관계’ 이정표 마련해
라오스를 공식 방문한 박근혜 대통령은 분냥 보라칫 라오스 대통령과 정상회담을 하고, 1995년 재수교 후 발전시켜온 양국관계를 평가하고, 정무·국방 협력, 교역·투자, 에너지, 개발협력 등 다양한 분야에서 호혜적 실질협력 증진, 북핵·북한 문제를 포함한 지역 정세 등 상호 관심사에 대해 깊이 있는 의견을 교환했다.

박근혜 대통령은 먼저 북한의 5차 핵실험을 비롯해 북한의 상습적인 핵·미사일 도발이 동북아 및 국제 평화와 안정을 심각하게 위협하고 있음을 강조하고, 국제사회가 이번 북한의 핵실험에 대한 강력한 대응조치를 취해 나가는 과정에 라오스 측이 적극 협조해줄 것을 당부했다. 양국 정상은 또 정무·국방 분야 협력과 관련해 국방 분야 협력의 제도적 기반이 되는 ‘국방협력 MOU’ 체결 추진을 가속화하고 고위인사 교류를 포함한 전략적 소통을 강화하는 방안을 논의했다.

박 대통령은 또 우리의 ODA 중점협력국인 라오스에 분야별 맞춤형 개발 사업 시행을 위해 ‘코리아 에이드’와 ‘소녀들의 보다 나은 삶’ 구상 등 새로운 개발협력 사업 실시 계획과 함께, 라오스 정부가 추진 중인 ‘제8차 사회경제개발계획(2016-2020년)’ 시행을 지원하고자 하는 우리 정부의 의지를 표명했다. 이번 분냥 대통령과의 정상회담은 지난 7월 ASEM 정상회의 계기에 개최된 통룬 총리와의 회담에 이어 2개월 만에 개최되는 것으로서, 올해 4월 출범한 라오스 신지도부와의 신뢰관계를 구축하고 호혜적 동반자 관계로 나아가기 위한 첫걸음을 내딛는 이정표를 마련했다는 점에서 의미가 큰 것으로 평가된다.
또 한-라오스 정상회담을 계기로 교역, 투자, 산업, 에너지, 보건, 인프라, 개발, 문화 등 다양한 분야에서 총 18건의 MOU가 체결돼 양국 간 협력을 강화하기 위한 법적·제도적 토대가 한층 강화될 것으로 기대된다.

박근혜 대통령, 제11차 EAS 정상회의 참석 계기로 한-인도 정상회담 개최
박근혜 대통령은 라오스 비엔티안에서 개최되는 제11차 EAS 정상회의 참석을 계기로, 지난달 8일 나렌드라 모디 인도 총리와 정상회담을 갖고, 경제·통상 협력 방안, 한반도 정세 등 상호 관심사에 대해 심도 있는 의견을 교환했다. 먼저 박 대통령은 한·인도 관계가 작년 5월 모디 총리의 국빈 방한 후 ‘특별 전략적 동반자관계’로 격상되어 새로운 단계에 진입하였다고 평가하면서, 양국이 민주주의와 시장경제를 공유하고 상호 보완적인 경제 구조를 갖고 있는 만큼, 앞으로도 ‘특별 전략적 동반자관계’에 걸맞은 관계 발전을 이루어 나가기 위해 함께 노력하자고 밝혔다.

이어 양 정상은 저성장, 금융 불안정, 보호무역주의 대두 등으로 세계 경제의 불안정성이 가중되고 있는 상황이므로, 대외개방과 자유무역을 더욱 촉진해나갈 필요가 있다는 데에 인식을 같이했다. 특히, 박근혜 대통령은 금년 6월 시작된 한·인도 포괄적경제동반자협정(CEPA) 개선 협상이 신속하게 진행되어 양국 간 교역 확대로 이어지기를 기대한다고 말했으며, 아울러 철강·화학 등 분야에서 인도 측의 수입규제 조치로 우리 기업들이 어려움을 겪고 있다며 인도 정부의 호의적인 고려를 당부했다.

모디 총리는 한·인도 포괄적경제동반자협정(CEPA) 개선 등 합의 사항 이행을 가속화하기 위해 계속 협력해 가자고 했으며, 철강·화학 분야를 포함하여 인도는 한국 기업이 겪고 있는 문제를 해결하고자 노력하고 있다고 하면서, 앞으로도 문제가 있다면 언제든 제기해 달라고 화답했다. 끝으로 박 대통령은 북한 핵·미사일 문제 관련 인도가 안보리 결의를 성실히 이행하면서 우리 정부의 입장을 지지해 주고 있음을 평가하면서, 이 문제를 해결하기 위해서는 국제사회가 강한 압박을 통해 북한의 전략적 셈법을 바꾸는 것이 중요하므로 EAS 차원에서도 단호한 대북 메시지가 나올 수 있도록 인도의 적극적인 협력을 당부했다.

이에 대해 모디 총리는 북한 문제는 평화와 인류 전체의 안전을 걱정하는 모든 국가들이 공유하는 우려 사항이라고 하면서, 인도로서도 한국민이 겪고 있는 고통과 희생을 충분히 이해하고 있는 만큼, 북한 문제 해결을 위해 계속 한국과 협력해 나가겠다고 강조했다.

박근혜 대통령, ASEAN 관련 정상회의 참석 계기 한·일 정상회담 개최
아세안 관련 정상회의 참석을 위해 라오스를 방문한 박근혜 대통령은 현지시각으로 9월 7일 오후 아베 신조 일본 총리와 한·일 정상회담을 개최하고, 북한·북핵 문제와 양국 관계를 포함한 상호 관심사에 대해 긍정적인 분위기에서 의견을 교환했다. 우선 양국 정상은 북한의 추가 도발 가능성을 포함한 핵과 미사일 도발에 보다 효과적으로 대응하기 위해 한·미·일 3국이 더욱 긴밀히 공조하고 강력히 대응해 나가기로 협의했다.

박근혜 대통령은 특히 대북 안보리 결의 2270호의 이행을 포함한 다양한 대북 압박을 통해 북한이 핵과 미사일에 집착할수록 돌아오는 결과는 국제적 고립을 심화시키고 자멸을 재촉할 뿐이라는 것을 깨닫도록 해야 할 것이라고 밝혔다. 또 박 대통령은 최근 양국 간 협력 모멘텀을 더욱 발전시켜 나가기 위해 양국 간 경제협력을 활성화하고 인적·문화적 교류를 확대하기 위한 다양한 방안을 마련해 나갈 필요성을 강조했다.

이어 이러한 노력의 일환으로 새로운 한·일 관계를 이끌어나갈 미래세대인 청소년 교류를 지원하고, 2018년 평창 동계 올림픽과 2020년 도쿄 하계 올림픽의 성공적 개최를 위한 협력방안도 모색해 나가자고 제안했다. 아울러 양국 정상은 한·일·중 3국 정상회의 개최와 비확산 등 글로벌 이슈, 유엔 등 지역 및 국제무대에서의 협력도 더욱 강화해 나가기로 했다.

지난 3월 핵안보정상회의를 계기로 개최된 한·일 정상회담 이후 약 6개월 만에 개최된 이번 회담은 한·일 관계의 미래지향적 발전을 위한 양국 간 신뢰 구축과 함께 다양한 분야에서의 구체적 협력방안 모색을 위한 토대를 마련하는 데 기여한 것으로 평가된다.

Park continues cooperation with world leaders
Park holds summit with Vorachith
President Park visited Laos and had a summit talk with Laotian President Bounnhang Vorachith. The two leaders reevaluated bilateral relations since the reestablishment of diplomatic ties in 1995 and exchanged opinions on politics, national defense, trade, investment, energy and development. Park mentioned about the North’s 5th nuclear test and constant missile launching and asked Vorachith to support international society’s strong action against the North. They agreed to push forward signing a MOU in defense cooperation and strengthening strategic communications. Korean government currently is working on two customized development projects ‘Korean Aide’ and ‘Better Life for Girls’ in Laos and Park also expressed her will to support the Laotian government’s 8th Social Economy Development Plan 2016-2020. The summit was considered as signpost to build trust and partnership with the newly established Laos government in last April. 18 MOUs were signed in various areas including trade, investment, industry, health, infrastructure, development and culture as a result of the summit. 

Park holds summit with Modi
President Park held a summit with Narendra Modi, Indian Prime Minister, on 8 September on the occasion of attending the 11th East Asia Summit in Vientiane, Laos. The two leaders exchanged opinions on economy, trade and situations in the Korean Peninsula. Modi visited Korea last May and the relations between the two countries were raised to Special Strategic Partnership and Park emphasized on cooperation in democracy, market economy and complementary economic structure. They also agreed on opening the market and free trade in order to breakthrough global economic downturn, unstable finance and protectionism. Park hoped a rapid process of Korea-India Comprehensive Economic Partnership Agreement so that it can lead to expansion of trade between the two countries and asked Modi a support for Korean companies which suffer from Indian’s restriction of import in steel and chemicals. Modi responded that he was working on the issues and asked Park to bring forward any obstacle that could discourage trade between the two countries. Park then praised India’s support for S. Korea on the North’s nuclear issues and asked Modi a continuous support. Modi in respond said that the North nuclear problem not only applies to S. Korea alone but to the whole world and he would provide unsparing effort in solving the issues. 

Park holds summit with Shinzō Abe
President Park held a summit with Shinzō Abe, Japanese Prime Minister, on 7 September in Laos and exchanged opinions on mutual interests and the North nuclear issues in a positive atmosphere. The two leaders voiced together about the need of close cooperation between Korea, Japan and the US against North’s nuclear test and constant launching of missiles. Park mentioned about implementation of the UN Security Council Resolution 2270 so that North can realize that they would only get international isolation and self-destruction if they keep insisting on nuclear ambition. Park also emphasized on expanding cooperation scope in economy, personal exchange and culture and asked him to work together for successful PyeongChang 2018 and the Tokyo Olympics 2020. The two leaders agreed to hold Korea-Japan-China summit and to strengthen cooperation in both global and regional issues. The summit was held in six month after the one at Nuclear Security Summit in March and it was considered to have contributed to drawing trust and cooperation in various fields.
