영천시, 2015년도 정부3.0 추진실적 평가 행정자치부 장관 표창
영천시(시장 김영석)는 지난 8월 12일 정부서울청사 대강당에서 열린 2015년도 정부3.0 평가 지방자치단체 시상식에서 우수기관으로 선정되어 행정자치부 장관 표창을 수상했다. 이번 수상은 지난 2월 행정자치부에서 주관하는 전국 243개 광역, 기초자치단체를 대상으로 실시한 2015년도 정부3.0 추진실적 평가에서 우수지자체로 선정된 데 따른 것으로 재정인센티브 5천만 원과 우수기관 마크 및 옥외게양용 깃발도 수상한 바 있다. 

영천시는 9개의 평가지표 중 선도과제와 우수사례 확산, 국민맞춤서비스 및 국민 참여 및 소통실적에서 두드러진 성과를 내었으며, 주요과제는 육군3사관학교·탄약창 등 군사도시라는 특성을 활용해 민·관·군의 상호협력으로 추진한 ‘육군3사관학교 시설개방사업’과 고혈압과 당뇨병에 대해 자가 관리 프로그램과 자조모임 결성 등 시민 건강박사를 유도하는 ‘주민주도형 가가호호 건강박사 프로젝트’, 건강생활 실천율 저조로 인해 주민주도 방식으로 리더를 양성해 지속적인 건강추진 사업이 전개되도록 하는 ‘건강스타마을’ 등 정부3.0의 대표적인 과제를 제출해 우수한 성과를 거두었다.

영천시는 올해도 직원 및 시민대상 교육, 컨설팅, 워크숍을 실시하고 국민 맞춤서비스 추진 등 시민들이 체감할 수 있는 정부3.0 우수사례를 발굴 및 홍보하여 정부3.0 생활화를 적극 실현해 나갈 계획이다. 김영석 영천시장은 “기존의 과제를 더욱 다듬고 발전시켜나가면서,  ‘서비스 영천, 유능한 영천, 투명한 영천’을 실현해 나갈 시책을 꾸준히 발굴하여 시민이 요구하는 성과를 창출하고 정부3.0을 시민문화로 정착시켜 행복한 영천을 만드는 데 최선을 다할 계획이다”라고 말했다.  

한편, 영천시는 지난 5월 행정자치부에서 주관하는 중앙부처, 지방자치단체, 공공기관을 대상으로 정부3.0 최고의 협업 조력기관 선정에 영천시와 육군3사관학교가 민관협업으로 추진한 육군3사관학교 담장허물기 사업이 국무총리 표창을 수상하는 등 국정운영 핵심과제인 정부3.0 생활화에 앞장서고 있다.

영천시, 청렴실천 자정 결의대회 개최 
영천시(시장 김영석) 전 직원은 9월 1일 시민회관에서 깨끗한 공직사회를 조성하고, 공정한 직무수행으로 청렴영천을 만들어 시민을 위해 봉사하는 공무원으로 거듭날 것을 다짐하는 청렴실천 자정 결의대회를 개최했다. 이날 결의대회에서는 청렴 홍보 동영상 상영 후 전 직원을 대표하여 김중호 총무과장이 공직자 청렴 서약서 낭독 및 서약을 하고, 직원 대표 2명이 청렴 실천결의문 채택을 하였으며, 결의대회를 통해 투명한 업무처리와 청렴한 공직 생활을 다짐했다.

김영석 시장은 “이번 청렴실천 자정 결의대회를 통해 전 직원이 다시 한 번 반부패와 청렴에 대한 실천의지를 다질 수 있었기를 바라며, 앞으로 반부패와 청렴문화를 선도하는 청렴한 영천시가 될 수 있도록 지속적으로 노력하겠다”고 말했다.

한편, 영천시는 청탁금지법 시행에 따라 새롭게 태어나는 청렴 영천의 실현을 위해 청렴송 통화연결음 사용, 청렴 자가진단 시스템 운영 및 청렴상시 자가학습시스템(SCLS)을 도입하여 반부패·청렴의식의 체질화를 꾀하고 있다. 10월에는 청렴교육전문강사를 초빙하여 청탁금지법에 관한 내용으로 전직원 대상 청렴교육도 실시할 예정이다.

Yeongcheon City wins ministerial prize 
Yeongcheon City received the ministerial prize from the Ministry of the Interior at the 2015 Government 3.0 Implementation Performance Appraisal for Local Governments held at Central Government Complex Seoul on 12 August. The appraisal was carried out for 243 local governments last February and the winners get 50 million won, the plaque and the flag. Yeongcheon scored high in leading task, spreading of excellent cases, customized services and public participation. The three main tasks of the city were ‘Opening of The Korea Military Academy Unit 3 to Public’, ‘Resident-led Health Doctor Project’ and ‘Health Start Village’, which all coincided with the Government 3.0. The city this year also plans to carry out staff and resident training, consulting and workshops in accordance with the Government 3.0. Mayor Youngsuk Kim said “Under the slogan ‘Serving, Capable, Transparent Yeongcheon’, we are doing our best to turn the Government 3.0 to civil culture.” Meanwhile, the city also received the prime ministerial prize for the ‘Opening of the Fence of the Korea Military Academy Project’. 

Yeongcheon to be a city of strict integrity
Officials of Yeongcheon City held a rally to adopt a resolution to make Yeongcheon as a city of strict integrity. The attendees watched a video image themed on integrity of public servants and the general affairs section head Jungho Kim signed and read a written integrity oath and other two representative staff adopted an implementation resolution. Mayor Youngsuk Kim said “We are all determined to carry out our duties with integrity and fairness and we will keep exerting our effort in keeping and spreading the principle. For this, we will introduce ‘integrity song’ to be played on call waiting and SCLS (Self Check Learning System)’ to self-check on staff’s integrity. We are also planning to invite a specialist in October to explain about Kim Young-ran Act, also known as the anti-graft law.”
