포항시 1,500억 원 투자양해각서 체결
포항시는 지난 달 24일 경상북도와 함께 ㈜에코프로 및 중국 GEM 주식유한회사와 포항시 외국인투자지역인 영일만 1산업단지 부품소재전용공단 내 1,500억 원 규모의 리튬 2차전지용 양극소재 생산을 위한 투자양해각서를 체결했다고 밝혔다. 이번에 투자를 결정한 ㈜에코프로는 전기자동차 시장의 확대와 함께 이차전지 양극소재 수요가 늘어남에 따라 공장 증설을 검토하는 과정에서 향후 원재료 수입과 제품 수출을 고려해 항만이 갖춰진 곳을 물색하던 중 포항시 투자유치전문관으로부터 포항 외국인투자지역인 부품소재전용공단을 소개받고 이동채 회장이 직접 현장을 방문하면서 포항을 후보지로 검토하게 된 것으로 알려졌다. 포항시는 이동채 회장이 부품소재전용공단을 방문한 후 ㈜에코프로에서 몇 차례 실사를 거쳐 포항을 유력한 투자지로 검토하고 있었으며, 지난 18일 이강덕 시장이 ㈜에코프로 청주 본사를 방문해 이동채 회장을 만난 자리에서 포항 투자에 대한 확신을 심어줘 24일 투자양해각서를 체결하게 되었다고 밝혔다. 이번 투자양해각서 체결을 통해 ㈜에코프로는 중국 광동성 심천에 소재한 GEM 주식유한회사와 합작해 향후 5년간 1,500억을 투자해 리튬 2차 전지에 필요한 양극소재 생산시설을 건립하게 되며, 공장이 본격적으로 가동될 경우 300개 이상의 일자리를 창출하게 된다. 이강덕 시장은 체결식 인사말에서 “전기자동차 시장의 성장과 함께 2차전지용 양극소재 사업은 성공이 보장된 것으로 에코프로와 GEM의 합작투자가 성공해 포스코에 버금가는 세계적인 기업으로 성장하길 기원한다.”며 포항시의 전폭적인 행정적 지원을 약속했다. 또한, ㈜에코프로와 합작하는 중국 GEM 주식유한회사(格林美股份有限公司)는 2001년 설립된 후 2010년 자원재활용분야 최초로 중국 주식시장에 상장됐으며 도시광산 및 자원 재활용분야 중국 선두기업으로 자원재활용 분야 500여개가 넘는 특허를 보유하고 있다.

포항시, 블루밸리 국가산업단지 조성 가속화
포항 블루밸리 국가산업단지 조성 공사가 9월 1단계 산업시설용지 최초 분양을 앞두고 차질 없이 진행되고 있다. 블루밸리국가산업단지는 총 사업면적 6,118,000㎡으로 LH가 사업비 7,400억 원을 투자하여 1단계 사업 2,952,297㎡을 2014년 10월 착공 예정으로 현재 조성공사가 진행 중이며, 지난 해 10월 183필지의 단독주택 용지와 7필지의 주차장 부지 분양을 완료했다. 이에 앞서 포항시와 LH포항사업단은 22일 블루밸리국가산업단지에서 공사추진현황 현장 보고회를 가졌다. 이날 보고회에는 이강덕 포항시장과 이정호 경상북도의회 행정보건복지위원장, 정석준, 서재원, 이상훈 지역 시의원과 윤광수 포항상의 회장 등 지역의 경제관련 기관단체장, 산업단지공단, LH, K-water 등 공사관계자, 지역 주민대표 등이 참석했으며 1단계 사업에 대한 공사추진현황 설명과 분양 활성화를 위한 투자유치 대책보고 후 주요 현장답사가 진행됐다. 이강덕 시장은 이 자리에서 “지난 6월 울산∼포항고속도로의 개통으로 동남권 지역과 인적 물적 교류가 급격하게 확대되는 추세에 있으며, 블루밸리국가산단은 인근도시와 광역적 산업벨트를 형성하는 또 다른 산업동맹의 신호탄”이라며 “최근 포스코가 주축이 된 타이타늄 산업집적화단지 등 신성장산업의 본격적인 유치를 통하여 블루밸리국가산단이 지역산업 다변화를 주도하는 4차 산업의 진원지가 될 것”이라고 말했다. 포항시는 1단계 산업시설용지 분양 활성화를 위해 지난해부터 동남권 지역에 대한 공격적인 투자유치활동을 펼쳐 왔으며 11월에는 수도권 투자유치설명회를 가질 예정이다.

Pohang signs a MOU for 150 billion won investment
Pohang and North Gyeongsang Province signed a MOU with Eco Pro and GEM (China) on 24 last month to invest 150 billion won investment in producing anode materials used for secondary lithium in the 1st Yeongil Bay Industrial Complex, Pohang. With increasing number of electric cars in the world, Eco Pro decided the complex as an ideal place to produce anode materials used for electric cars and to import and export necessary materials. Eco Pro is working in cooperation with GEM in Shenzhen, China to build factories in the complex for the next 5 years and the MOU is expected to create more than 300 jobs. Mayor Lee Kang-deok said "High market demand for electric cars means the promising future of the anode materials industry. I hope that the MOU will grow Eco Pro and GEM as global companies like POSCO and the city will provide all the necessary administrative support for it." GEM was established in 2001 and became the first resource recycling company listed in the Chinese stock market in 2010. GEM obtained more than 500 patents in the field.

Pohang accelerates Blue Valley National Industrial Complex
Pohang is pushing forward Blue Valley National Industrial Complex with LH investing 740 billion won in a 6,118,000㎡ land. LH already finished parceling out 183 lots for detached houses and 7 lots for parking in October last year. A number of government and industry officials as well as citizens attended the briefing held by the city and LH. The attendees were reported about the current stages and process of the project and toured the site thereafter. Mayor Lee Kang-deok said “We opened Pohang-Ulsan Expressway last June to promote economic and cultural exchanges between the regions and Blue Valley National Industrial Complex is highly expected to expand the regional industrial cooperation. We will actively invite new growth industries to the complex and will make the complex to be the hub of the 4th industry that will diversify regional industries.” The city is holding an investment promotion in November this year.
