기획재정부 고용동향 취업자 수 35만명 늘어 
기획재정부는 지난 달 13일 6월 고용동향 분석 자료를 통해 서비스업 생산 개선 흐름과 지난해 메르스 영향에 따른 기저효과로 서비스업 취업자가 큰 폭으로 늘어났다고 밝혔다. 
한편 올해 6월 청년층(15~29세) 실업자는 전년 같은 기간보다 1만 8,000명이 늘었고 실업률은 10.3%를 기록했다. 이는 지난해 같은 기간보다 0.1%p 오른 것으로 4주 기준 실업률 조사가 시작된 1999년 6월 11.3%에 이어 6월 기준 역대 2번째로 높은 수치다. 
지역별로는 조선업 등의 구조조정이 이뤄진 경남의 실업률이 3.9%로 지난해 같은 기간대비 1.0%p 오르며 전체 시·도 중 가장 큰 상승폭을 나타냈다. 올해 6월 전체 취업자 수는 2,655만 9,000명으로 지난해 같은 기간대비 35만 4,000명(1.4%) 늘었다. 전년 같은 기간 대비 취업자 증가폭은 지난 3월 30만 명대 이후 4~5월 각각 20만 명대로 떨어졌다가 석 달 만에 다시 30만 명대를 회복했다. 정부는 지난해 5월 중동호흡기증후군(MERS·메르스) 발병과 6월 확산으로 취업자 증가가 둔화된 영향으로 분석했다. 고용률은 61.2%로 지난해 같은 기간보다 0.3%p 상승했다. 15~64세 고용률(OECD 비교기준)은 66.5%로 0.5%p, 청년층(15~29세) 고용률은 20대 취업자가 13만 1,000명 늘면서 1.7%p 각각 상승했다. 기획재정부는 “서비스업 중심으로 고용이 확대됐으나 구조조정 본격화로 인한 제조업 부진 심화가 고용증가세를 저해하고 있다”며 “추경의 신속한 편성 및 집행 등 하반기 경제정책방향을 속도감 있게 추진해 경기·고용 하방리스크에 적극적으로 대응할 필요가 있다”고 밝혔다. 

기획재정부 브렉시트 등 대외불안에 안전판 구축
유일호 부총리 겸 기획재정부 장관은 브렉시트(영국의 유럽연합 탈퇴)와 관련 "대외불안이 다시 부각되고 있다"며 주요국 선거와 취약한 세계경제 상황, 주요 선진국 통화정책 변화 등 다수의 위험요인이 존재하고 있어 안도할 수 없는 상황"이라고 밝혔다. 유 부총리는 이날 오전 정부서울청사에서 열린 대외경제장관회의에서 "브렉시트 직후 나타난 급격한 시장불안은 완화됐지만 영국에 대한 경제적 영향이 가시화되면서 시장 변동성이 지속되고 있다"며 이같이 말했다. 이와 관련 유 부총리는 브렉시트로 불확실성이 한층 높아진 대외 여건에 대응해 '높고 두터운 대외 안전판'을 구축하겠다고 강조했다. 그는 "대외 건전성을 안정적으로 유지하는 한편 우리 경제 최후의 보루라고 할 수 있는 외환 보유액을 안정적으로 관리할 것"이라며 "또 유사시 재원 확충을 위한 제도를 정비하는 등 시장 불안에 선제적으로 대비하겠다"고 강조했다. 유 부총리는 "브렉시트를 초래한 경제·사회적 원인을 찾아내고 그에 합당한 처방을 모색하는 것 또한 국제사회의 중요한 과제"라며 "주요 20개국(G20), ASEAN+3(동남아시아국가연합+한·중·일) 등 다양한 협의체를 통해 부정적 파급효과가 확산되지 않도록 긴밀히 협조하겠다"고 밝혔다. 유 부총리는 또 "최근 이란·아프리카 순방은 수출 활력을 되찾기 위한 새로운 돌파구로서 그 의미가 크다"며 "정상외교를 통해 추동력을 받은 해외 사업들이 결실 맺을 수 있도록 해야 한다"고 강조했다. 유일호 부총리는 "우리나라는 꾸준한 FTA 체결로 수준 높은 FTA 플랫폼을 조성했는데 중요한 과제는 우리 기업들이 이를 활용해 실질적인 수출 확대로 이어지도록 하는 것"이라며 "FTA 발효국과 세관당국 간 FTA 이행협력 MOU 체결을 추진하고 통관 절차, 원산지 증명 등 현장 애로를 적극 해소해야 한다"고 강조했다.

MOSF, 350,000 job seekers got a job in the service sector 
The Ministry of Strategy and Finance said that there has been a significant increase in number of jobs in the service sector and 350,000 job seekers got a job in the service industry by June this year. Based on a four-week unemployment rate research, 18,000 (10.3%) among them are aged 15 to 29 which is 0.1% increase on last year and it recorded the second highest rate since the first research took place in June 1999 (11.3%). South Gyeongsang Province in particular saw 3.9% unemployment rate, 1.0% increase on last year, recording the biggest increase nationwide despite restructuring in the shipbuilding industry in the region. Overall employees increased to 26 million and 559,000 which is 1.4% increase (354,000) on last year. The number shows that March this year saw around 300,000 more employees which dropped to around 200,000 between April and May and recovered to around 300,000 again in June. The ministry found the reason for decrease from the outbreak of MERS. Overall employment rate is 61.2%, a 0.3% increase on last year, and the aged 15 to 64 show 66.5% (0.5% increase) and the aged 15 to 29 a 1.7% increase thanks to 131,000 more employees (1.7% increase) aged in their 20s. “Although the service sector sees an increase in number of employees, the slump in the manufacturing industry discourages overall employment rate. So we need to bring up effective measures through supplementary budget and its rapid implementation” says the ministry. 

MOSF prepares for Brexit
Deputy Prime Minister and Minister of Strategy and Finance Yoo Il-ho said that we needed to thoroughly prepare for the aftermath of Brexit. Yoo said in an economic ministerial meeting held at the Central Government Complex Seoul “Although the market is somewhat recovered from the impact of Brexit, it is still not stable enough and we are currently working on securing substantial amount foreign exchange reserve while improving the system to secure necessary finance. It is important for international society to find the cause of Brexit and bring up effective measures and Korea also will work together through G20 and ASEAN” said Yoo, adding “President Park’s visit to the Middle East and Africa is part of this effort and it will contribute to raising the presence of Korean companies in the global market. FTA will also take a great part to increase export competitiveness of Korean products.”
