충청남도-논산시-대전MBC, '광역직거래센터‘건립 협약 체결
충청남도-논산시-대전MBC가 바른먹거리로 농촌과 도시, 서로의 소중함과 농업의 가치를 공유하는 장을 마련, 로컬푸드 활성화를 위한 상생협력에 한마음으로 손을 잡았다. 시에 따르면 23일 대전MBC 공개홀에서 허승욱 충청남도 정무부지사, 황명선 논산시장, 이진숙 대전MBC사장, 농업인 등 200여명이 참석한 가운데 충청남도-논산시-대전MBC와 로컬푸드 활성화를 위한 ‘광역직거래센터건립’ 협약을 체결했다고 밝혔다. 이번 협약에서 충청남도는 광역직거래센터 건립 및 운영·지원을, 논산시는 소규모 농가 조직화, 기획생산 체계 구축 및 안전한 농산물 공급을, 대전MBC는 광역직거래센터 운영·관리, 전략적 판매, 마케팅 등 로컬푸드 활성화에 상생 협력하기로 했다. 앞으로 세 개 기관은 민·관 거버넌스 형태의 유기적 시스템을 구축, 2017년 목표로 대전MBC 주차장 부지에 상설로컬푸드 매장인 ‘광역직거래센터’를 건립하고 논산지역에서 생산하는 농산물을 연중 공급·판매할 계획이다. 시는 그동안 소외받았던 소규모·고령·영세농의 안정적인 소득증대를 위해 생산자 농가 조직화를 위한 공동체경제추진단을 구성, 소규모 농가 맞춤형 지원 및 농산물 기획생산 체계 구축을 통해 농산물 판로 확보는 물론 안전하고 품질 좋은 먹거리를 연중 공급할 수 있도록 지원하겠다는 방침이다. 황명선 논산시장은 “잘 길러내도 팔 수 없다면 3농혁신의 결실을 맺을 수 없다. 도시와 농촌이 함께 상생하며 결국 생산자와 소비자에게 이익이 돌아가는 로컬푸드 운동에 우리 다 같이 동참하자”며, “오늘의 협약이 농산물의 안정적인 판로를 갖출 수 있는 물꼬를 튼 만큼 기회를 적극 활용해 우리 논산 농업에 희망이 되기를 바란다”고 말했다. 

대한민국 최고의 따뜻한 공동체 복지도시 논산
황명선 시장은 우리 마을에 애정을 갖고 이웃을 살피며, 자신이 가지고 있는 것을 나누고자 하는 마음이 우리 공동체 복지를 발전시킬 수 있다고 말한다. 시는 ‘따뜻한 공동체 동고동락’ 휴머니티 조성사업을 통해 기존의 경로당을 마을주민들이 이웃 간 따뜻한 정을 나누는 행복공동체 공간으로 바꾸고 있다. 관내 509개소 경로당 중 읍·면·동별 우선 시범지역 19개소를 선정하고 독거노인 공동생활제, 한글학교, 마을주민 건강증진센터 등을 추진하고 있다. 
시는 향후 전 경로당으로 확대 시행할 예정이며 ‘예산’만이 중심이 된 수혜적 복지가 아닌‘관계’ 중심의 공동체 복지로 변화시켜, ‘따뜻한 복지도시 논산’을 구현하는데 온 행정력을 집중, 대한민국 복지의 새로운 롤모델이 되고 있다. 또한 논산시는 역사와 문화가 살아 있는 도시, 한류를 선도할 문화관광도시로 발전하고 있다. 예학의 본산 돈암서원, 명재고택 등 유교문화자산을 활용한 각종 프로그램 운영으로 예학체험의 장으로 거듭나고 있으며, 유교문화재를 힐링관광과 연계해 복합문화공간으로서의 활기를 되찾고 있다. 또 시민들의 안식처인 탑정호, 근대건축물을 고스란히 간직하고 있는 강경근대역사문화공간, 젊은 날의 꿈과 추억을 간직한 밀리터리테마파크 등 자연환경과 역사적 자원을 활용한 관광인프라 구축에 주력하고 있다. 시는 경제논리의 접근이 아닌 공공성에 바탕을 두고 각종 지원에서 소외되고 있는 소규모 농가의 지원방안 마련을 위해 소규모 고령농가 지원방안 연구용역을 실시하는 등 중·소규모 농가 지원을 강화해 더불어 잘사는 공동체 구현에 앞장서고 있다. 논산의 가능성을 발판으로 삼아 가장 논산다운 것이 가장 세계적인 것이 될 수 있도록 최고의 희망도시 논산, 대한민국 행복지자체 1번지 논산을 만드는 일에 최선의 노력을 기울일 계획이다.

Nonsan City signs a business agreement
Nosan City signed a business agreement with South Chungcheong Province and the MBC Daejeon to promote local agricultural products. 200 people including government and the MBC officials as well as residents attended the agreement ceremony held at the MBC Daejeon on 23 July. The province is to build and support a large direct market center while the city is to build a system to produce safe and effective agricultural products and the MBC to manage and promote the direct market center. The direct market center will be built on the parking lot of the MBC Daejeon and it is expected to be completed by 2017. The city also is planning to run a promotional team to introduce a customized support system for local farmers covering all the process from production to sales and marketing as well as distribution channels. Nonsan Mayor Hwang Myeong-seon said “Farmers producing quality agricultural products will be meaningless if they cannot reach to consumers. The agreement will be directly bridging the two parties and we will keep finding effective promotional methods.”

Nonsan to be a city with excellent welfare system
In order to turn the city to a welfare-friendly city, Mayor Hwang is running ‘Living and Growing Together Project’. The project is turning the existing senior citizen centers to a communal space where residents can meet and share their stories over a tea or coffee. Hwang appointed 19 centers of total 509 centers in the city as a space for communal living area for elderly people living alone, Korean alphabet school and resident health center. Hwang plans to gradually turn all 509 centers as such based on his philosophy of ‘relationship-centered welfare system’ rather than ‘budget-driven welfare system’. Also, Hwang is running various culture experience programs and turning Donam Seowon (Confucian lecturing hall) and Myeongjae Gotaek (an old house of a minister in the late Joseon Dynasty) to a cultural complex. In addition, Hwang is effectively using Topjeong Lake, Ganggyeong Modern History & Culture Space and Military Theme Park to invite more tourists to the city. “The city also actively carries out various researches on increasing farmer’s income and I and the citizens will keep working together to realize a welfare-friendly city” said Mayor Hwang.
