지난해 광주송정역을 통한 호남KTX 개통은 광주광역시 부동산 시장에 커다란 영향을 미쳤다. 개통 이후 유입인구가 급증했고, 인근의 나주 혁신도시 개발과 동구지역에 활성화되고 있는 재개발사업, 광주시의 국제도시화 정책 등 다양한 호재로 광주광역시는 전국에서도 가장 뜨거운 부동산 투자처로 떠올랐다. 하지만 수많은 공인중개사들이 우후죽순 생겨난 만큼 일반인들의 피해 또한 우려되고 있는 실정이다. 

안전한 부동산 중개시장을 선도하다
기준금리 동결로 인한 투자자들의 대안 모색과 1인 가구 급증, 베이비부머 세대의 은퇴 등 사회구조의 변화는 많은 이들의 이목을 부동산 시장으로 집중시켰다. 그러나 이러한 시류를 이용해 자신의 이익만을 챙기려는 일부 부동산 업자들의 행태로 피해를 입는 사례 또한 증가하며 사회문제로 불거지고 있는 상황이다. 이에 ‘사람’과 ‘고객’을 먼저 생각하며, 안전하고 건강한 부동산 중개문화를 전파하고자 노력하고 있는 이들이 있다. 바로 광주 동구 중앙로에 위치한 ‘생각하는공인중개사’와 정현승 대표이다. 

정현승 대표는 Tour Operator, 바리스타, 소믈리에, 이탈리안 레스토랑 JINOS-GARDEN 경영, ㈜유창종합식품 유통관리, 주방현대화사업 삼주종합주방 대표, 창의부동산컨설팅 대표, 부동산위탁관리 등 다양한 분야를 두루 경험해 온 인물이다. 그가 사람들 사이에서 땀 흘리며 배울 수 있었던 것은 그들이 피땀 흘려 얻은 재산이 얼마나 소중한 가치를 지니고 있는가에 대한 깨달음이었다. 그리고 정 대표가 부동산 중개업에 뛰어들며 세웠던 원칙도 바로 이 깨달음에서 출발했다. 그는 “부동산 시장은 상당히 큰 금액, 어쩌면 그 사람의 모든 재산일지도 모를 돈이 오가는 곳입니다. 이런 곳에서 공인중개사가 자신의 이익만을 위해 잘못된 부동산 중개를 한다면, 의뢰인은 지금까지 피땀 흘려 모은 모든 것을 잃을 수 있으며, 그 가족들까지도 불행해지게 됩니다. 이에 저희는 사람을 먼저 생각하는, 고객의 앞에서 생각하는, 고객의 미래까지도 생각하는 공인중개사가 되고자 합니다”라고 밝혔다.

생각하는공인중개사는 광주광역시의 특수상권 상가, 사무실, 주택을 전문으로 취급하고 있다. 이 과정에서 정현승 대표가 부동산 실사 시 가장 중요하게 검토하는 부분은 위반건축물의 여부다. 정 대표는 “위반건축물이 있을 경우 신규 영업허가 시 불허가 처분을 받게 됩니다. 그리고 그로 인한 리스크는 모두 임차인에게 전가되는 경우가 대부분이고요. 저희는 정확한 서류 검토뿐만 아니라 항공 촬영용 드론을 이용, 불법건축물 유무를 사전에 파악하기 위한 다양한 노력을 기울이고 있습니다”라고 밝혔다. 계약서에 날인하고 끝나는 중개가 아닌, 설계와 건축에서부터 영업허가, 인테리어공사, 개업 후 마케팅 등의 사후관리에 이르기까지 고객이 원하는 모든 부분을 지원하고자 하는 것이 정 대표의 원칙이며 철학이다. 또한 생각하는공인중개사의 이러한 노력은 여타 부동산 중개업체에도 긍정적인 영향을 미치며 안전한 부동산 중개시장이 자리 잡게 하는 기폭제 역할을 하고 있다.

모두가 행복한 도시, 광주를 만들기 위한 노력
정현승 대표는 최근 광주광역시의 창업시장이 젊은 청년사업가들로 인해 활기를 띄고 있다며, 이들을 지원하기 위한 노력이 필요하다고 말했다. 그는 “지금도 사전조사 없는 주먹구구식 프랜차이즈 및 브랜드의류, 아웃도어전문점, 핸드폰 대리점 창업으로 많은 가맹주들이 피해를 입고 있습니다. 반면 자신의 개성과 기술력을 살린 소자본 창업가들은 대기업과 백화점, 할인마트 등과도 경쟁할 수 있는 뚜렷한 색깔과 차별화를 보여주고 있습니다”라고 설명했다. 이러한 창업 트렌드가 나타나고 있는 지역이 바로 동구 동명동 카페거리, 동구 대인동 대인야시장, 동구 황금동 충장로아울렛, 남구 양림동 펭귄마을, 광산구 송정동 1913 송정역시장 등이다. 많은 소비자들이 판매자의 개성과 새로움을 구매하기 위해 이곳을 찾고 있으며, 판매자들 또한 적은 임차료 덕분에 부담 없이 자신들의 개성을 뽐내고 있다. 정 대표는 “현재 많은 청년사업가들이 소자본으로 자신의 꿈을 펼치고자 노력하고 있습니다. 하지만 만약 사업이 활기를 띈 이후 건물주들이 임차료 인상을 요구하거나, 재건축이나 대수선을 이유로 계약해지를 통보한다면 이들의 꿈은 여기에서 꺾이고 맙니다”라고 지적하며, 어렵게 잡은 광주경제 활성화의 단초가 끊어지지 않도록 임대차 계약제도의 보완과 임차료상한제 등의 제도적 마련이 필요하다고 강조했다.

정 대표의 목표는 광주의 부동산 중개시장을 투명화 하는데 앞장섬으로써 타 지역에서도 광주시에 투자할 수 있을만한 신뢰를 이끌어내는 것이다. 그는 이를 위해 광주부동산정보센터, 광주부동산지식센터를 건립하여 광주시 안의 모든 부동산 정보가 투명하게 공개되고 공유되는 공간을 만들어나갈 계획이다. 또한 그는 광주시에 부족한 특화거리 조성에 대해서도 많은 고민과 연구를 이어나갈 것이라 밝혔다. 그는 “광주는 무등산, 충장로, 국립아시아문화전당 등의 관광명소는 많은 반면, 이를 활용할 수 있는 현실적인 방안은 많이 부족한 편입니다. 때문에 관광인구 유입이 둔해지고, 사업자들은 광주 내수시장만 바라볼 수밖에 없는 실정입니다”라고 지적하며, 광주지역의 부동산 및 창업시장의 활성화를 위해 다양한 관광상품 개발과 지원이 필요하다며 당부의 말을 남겼다. 마지막으로 그는 자신에게 항상 새로운 영감과 도움을 아낌없이 제공하는 인생 선배이자 스승인 디자인5 인테리어사무소 김진호 소장에게 감사의 말을 전하며, 앞으로도 광주광역시의 지역발전과 부동산 경기 활성화, 건강한 부동산 중개문화의 확립을 위해 최선을 다하겠다고 다짐했다. 비상하는 도시, 모두가 행복한 도시 광주를 만들어가려는 이들의 노력이 가치 있는 보상으로 되돌아오기를 기대한다.

Freezing the base rate, increasing number of one person households and retirement of the baby-boomer generations turned many people’s eye to real estate investment. As is often the case, some of the real estate agents are taking advantage of this trend and only trying to make a lump sum without proper and honest services. As a result, the investors’ complaints are increasing at a considerable level in the market at the moment. As for the good news, Considerate Real Estate, located in Dong District Gwangju City, always puts people and customers first and is leading the transparent real estate market in the region. CEO Jeong has accumulated his business acumen through many different jobs and positions; tour operator, baristar, sommelier, running an Italian restaurant (JINOS-GARDEN), distribution manager of Yuchang Food and the former CEO of Samju Total Kitchen and Creative Real Estate Consulting. The most valuable thing he learned through these careers is the fact that most people work really hard to earn a penny. His business principles come from this realization. Jeong explains “Huge amount of money, which might be the one’s whole asset, come and go in the real estate market. It means that one ill-natured agent can make one’s hard-earned money all gone at once and put the one in misery. So, transparency and honest by far is the most basic and important qualification of all real estate agents.” Considerate Real Estate is specialized in the areas of shopping districts, offices and houses. Jeong continues “We at first check on whether the real estate contains any illegal element as you have to stop your business only because of it. In other words, you are the one who gets damaged. We then carry out the check up on the history and information of the building. We also provide additional services such as licensing, design, interior, marketing and after management.”

Taking part in creating a better Gwangju
CEO Jeong mentions that the city is recently experiencing many young startupers and an effective support system is much needed. He continues “Many of the startupers, especially in franchise, fashion and smart phone, fail their business within a short period of time due to a lack of market research and experience while some of those who take most of their talent and support even with a small capital can make a success.” The trendy business in the city is developing around Dong District, Nam District and Gwangsan District thanks to its relatively cheap rent. Jeong explains “If the owners of these buildings raise the rent or cancel the contract, not only these creative and hardworking young entrepreneurs are out of business but it also affects regional economy very badly. So the improvement of the current law containing capping on the rent is much needed.” Jeong currently is planning to establish Gwangju Real Estate Information Center (tentative) and Gwangju Real Estate Knowledge Center (tentative) with which he will provide transparent regional real estate information. Jeong also shows an interest in creating specialized streets. He says “Gwangju is rich in traditional and historical attractions but the city does not have realistic visions of promoting them. We need to introduce a variety of tour packages by using our rich regional resources as one thriving industry can promote yet another industry like real estate.” Jeong adds “I want to show my thanks and respect to my teacher CEO Kim Jin-ho of Design 5 (interior firm) who always gives me an inspiration and a valuable advice.”
