한국의 전문건설산업은 국민경제 부흥에 필수인 사회간접자본(SOC)시설을 충족하고 경기 활성화는 물론 해외 건설시장 진출을 통해 자립경제 기반을 공헌해왔다. 더욱이 이런 건설사업 현장에서 과묵히 비지땀을 흘리며 경제발전의 초석으로서 그들의 발자취는 창사에 길이 빛나는 산업역군임에 틀림없다. 이에 ‘행동하고 실천하는 리더십, 투명한 운영과 예산의 혁신, 회원의 권익신장을 위한 조직강화’를 기조로 전문건설 산업의 새로운 패러다임을 제시하고 있는 대한전문건설협회 김해시지회의 김태봉 회장을 만나보았다.

최근 지방자치단체마다 민간이 주도하는 대형 공사에 지역 업체들의 참여를 독려하는 다양한 정책을 펴고 있으나 대형 건설사들이 이를 철저하게 외면해 ‘헛구호’에 그치고 있다. 김해 또한 다른 지역과 마찬가지다. 특히 신도시개발 등으로 전국의 대형 건설사들이 우후죽순으로 김해 지역에 들어와 브랜드 아파트를 내세우고 있어 지역 건설사들이 직격탄을 맞고 있다. 특히 대형건설사의 불공정 하도급계약이 여전히 계속되는 등 지역 내 하도급업체들이 고통 받고 있다. 뿐만 아니라 지역의 A업체는 최근 두 개의 대형건설사와 하도급계약을 체결하면서 부당특약 조항을 강요받았다. 모든 민원은 하도급자가 처리하고 계약조건에 명시하지 않은 부분의 관련 작업은 현장지시에 따라 시공, 현장지시 불응 시 작업 중단 또는 불이익 감소 등 하도급업체에 불리한 조건들이 많다. 또 공사 하자는 100% 하도급업체가 담당, 자급자재 및 장비 원도급자 물품사용 등도 하도급업체에는 짐이 되는 조항이다. 때문에 A업체는 이 같은 조항들이 부당특약임을 알면서도 공사수주를 위해 어쩔 수 없이 계약할 수밖에 없었다고 한다. “대형건설사들의 아파트 브랜드가 어디냐에 따라 분양가가 수천 만 원에서 1억 원 이상 차이가 납니다. 대형 건설사가 아파트를 분양하는 경우, 유명 연예인들을 광고모델로 앞세우는 등 구매자들은 신뢰를 가질 수밖에 없습니다. 하지만 과거에 비해 최근 지역 건설사들도 대형건설사 못지않게 경쟁력을 가지고 있습니다. 현재 김해 지역에는 중견 건설사를 비롯해 300~400여개의 건설사들이 있습니다. 대형건설사의 브랜드 파워도 좋지만 지역경제를 살리기 위해서라도 지역 건설사들을 외면해서는 안됩니다.”

지난 2003년 창립된 대한전문건설협회 김해시지회는 대부분 약자인 회원사의 권익 대변자로서의 역할에 비교적 충실하고 만족했으나, 앞으로는 지금까지 축적해온 전문적인 지식을 바탕으로 혁신적인 사고를 가지고 김해지역 건설 산업의 발전방향에 대한 현실적이며 실용적인 대안을 제시하는 등 활동의 넓이와 깊이를 더해 나아가고 있다. 김 회장은 “지역 전문건설 업계는 건설경기 침체에 따른 수주물량 감소와 대기업의 법정관리 및 부도에 의한 공사대금 결제여건의 악화로 유동성 위기의 심각한 파도 앞에 모래성처럼 무너져가는 실정이지만 전문건설업자의 품위유지와 상호협력의 강화로 회원들의 권익증진과 더불어 건설업관련 제도개선과 전문건설 기술의 향상을 위한 제반 사업을 추진하며 전문건설업의 건전한 육성발전을 이륙하고 53만의 김해시민을 위한 경제발전 공헌을 목적으로 만전을 기할 것입니다”고 피력했다. 건설 산업 미래비전의 핵심은 기존의 의식과 관행의 과감한 혁신으로 윤리경영과 책임경영을 철저히 실천하여 국민이 삶의 질을 향상시키며 국가경제발전의 선도적 역할을 다하는 것이다. 이를 위해 최상의 품질과 안전을 보장하는 시설물을 생산하고, 친환경시공으로 쾌적하고 안락한 생활공간을 조성하는 한편 후손에게 물려줄 국토를 안전하게 보전해야 한다. 또한 끊임없는 연구개발과 기술혁신으로 신성장동력을 창출하고, 유능하고 젊은 인재의 건설업 유입 여건을 조성하여, 건설업이 고부가가치를 창출하는 기간산업으로 재탄생할 수 있는 기반이 조성되어야 한다. 

“건설업은 설계, 시공, 감리, 유지관리 뿐 아니라 자재산업도 아울러 발전해야하는 제대로 된 결과물이 생산되는 종합산업 입니다. 그러나 지금까지 넓은 의미의 건설관련 산업분야는 각자의 집단 이익을 추구하는 입장에서 대립과 갈등의 구조 속에서 불안한 균형을 유지해 왔습니다. 따라서 건설관련 기술의 개발속도가 빨라지고 기업 간 기술의 격차가 심화되며, 글로벌 스탠다드의 확산으로 높은 수준의 기술, 안전, 환경기준이 요구되고 있는 현실에서, 건설관련 생산주체들이 서로 상생하기 위한 선행조건은 종전의 대립과 갈등관계를 청산하고 수레의 양 바퀴와 같이 상호보완적과 기술적 협력관계로 발전시키는 의식의 전환이라고 생각합니다. 때문에 지역의 대형건설사들은 지역 건설사들과 서로 공생하며 상부상조 할 때 건설경기뿐 아니라 지역경제가 살아날 것입니다.” 

기존의 관행, 인식, 생산방식으로부터 탈피하고, 전문성과 도덕성 및 적극성을 기반으로 지속적인 혁신과 최고의 성과를 추구함으로써 고객이 먼저 찾고 지역의 건설회사가 매너리즘에 빠지지 않고 적극적으로 새로운 사업 분야를 개척하는 것이 중요하다는 김태봉 회장. ‘노블리스 오블리제’의 정신에 입각해 회원들과 매년 불우한 이웃을 위해 성금 기탁과 사랑의 집짓기, 가야문화축제 시설 설치지원사업, 장학금지원사업 등 사회공헌활동에도 소홀히 하지 않으며 전국의 지역협회 중 회원들의 단합력 하나만큼은 전국 최고라고 자부하는 그의 바람처럼 대한전문건설협회 김해시지회가 전국에서 제일가는 전문건설협회로 자리매김 할 수 있기를 바라며 그의 행보를 기대해본다.

Meeting the needs for SOC, a must for reconstruction of national economy, Korea’s specialty construction industry has contributed to the foundation of self-supporting economy through finding overseas construction market as well as invigorating the economy. Moreover, sweating silently at such construction sites they were the cornerstone of economic development and their foot prints must be invaluable industrial players through the history. President Kim Tae-bong of Kimhae branch, Korean Specialty Construction Association (KOSCA), is proposing  a new paradigm for construction industry with a keynote of ‘acting and practicing leadership, transparent operation, budget revolution and strengthening organization for increasing the members’ rights and interests.‘

Of late, each municipality is furthering diverse policies to urge the participation of  local companies in large construction work led by civilians, but large construction companies are thoroughly looking away making it an empty slogan. Kimhae is no exception. Especially, because of new town development, etc. large construction companies are coming in Kimhae region like crazy putting up brand apartments and imposing a direct hit on local construction firms. With large construction company’s unfair subcontract agreement still going on, subcontractors in the community are suffering pain. Besides, company A in the community was recently forced on unfair special contract clauses as it signed subcontract agreement with two large construction companies. 

There are many terms unfavorable to subcontractor such as all civil appeals shall be handled by subcontractor, related work unspecified in contract terms shall be constructed at order from the job site, and in case of not following the site instructions, work shall be discontinued or subcontractor must suffer disadvantage, etc. Besides, having to take charge of touch-ups 100% in construction work and use self-supplied material and original contractor’s articles for equipment are also clauses burdening subcontractor. Even though knowing these clauses are an unfair special agreement, company A is said to have inevitably signed the agreement in order to take the construction order. “Depending on what apartment brand large construction companies bear, sale prices vary from tens of millions of won to over a hundred million won. In case large construction companies sell apartments, they put up celebrities as CF model and buyers cannot but trust in them. Compared to the past, however, local construction firms have no less competitiveness these days than large ones. Currently, there are 300 to 400 construction companies in Kimhae region including established ones. One may be fond of the brand power of large construction firms but should not look away from local companies in order, at least, to enliven local economy.”     

Kimhae branch of KOSCA, founded in 2003, has been largely faithful to the role as speaker for the interests of the weak member companies, but for the future, based on the expertise piled up so far, it is planning with revolutionary thinking to act more broadly and more deeply by proposing realistic and practical alternatives about the developmental direction of construction industry at Kimhae area. President Kim said, “Local construction industry is crumbling before reduced booking quantity following the economic slump in construction and serious waves of liquidity problems from worsening conditions of payments caused by large enterprise’s legal management and bankruptcy. However, enhancing the members’ rights and interests by maintaining construction company’s grace, strengthening mutual cooperation, driving all projects to improve construction-related institutions and increasing the technology of construction, we will attempt for a healthy development of construction and contribute to economic development for 530,000 citizens of Kimhae.”     

The core of future vision of construction company lies in practicing corporate ethics and liability management thoroughly with daring innovation of the existing awareness and custom to improve the people’s quality of life and fulfill a leading role in national development of economy. To that end, we must produce facilities assured of top quality and safety, make pleasant and comfortable life space with eco-friendly construction and conserve the national territory to hand down to posterity safely. Besides, with constant R&D and technological innovation, we should create new growth engine and make circumstances in which to attract able young talents to construction industry for the base of its rebirth as the basic industry to create high added value. “Construction industry is an integrated industry where for proper output, not only design, construction, supervision and maintenance but also material industry should develop. So far, however, construction-related industries in a broad sense of the word has maintained unstable balance in the structure of opposition and conflict seeking for each one’s group interests. So in the reality where the speed of development in construction-related technology becomes higher, technological gap among enterprises deepens and high levels of technology, safety and environment are required with the spread of global standards, construction-related producers must liquidate the earlier opposition and conflict in advance for ,mutual prosperity and convert their awareness to develop into complementary and technological partnership like both wheels of a wagon. In sum, only when large construction companies in the community win-win and live and let live with local construction ones, will construction boom and local economy both become alive.”  
     
According to president Kim Tae-bong, it is important to get rid of the existing custom, awareness and production method and seek for continued innovation and the highest performance based on professionalism, morality and positivity. This is the way customers look for the company first and local construction company can cultivate a new business field positively without falling in mannerism. Based on the mindset of ‘noblesse oblige,’ he is annually participating with members in social contribution activity, such as donating for needy neighbors, supporting for Habitat for Humanity, Gaya Culture Festival facilities and scholarship funding. He has pride in the strong unity of members among regional associations of the country, so why not hope his Kimhae branch becomes the No. 1 construction association in the country?
