박근혜 대통령, 제7회 아시안리더십콘퍼런스 개회식 참석해 혁신의 필요성 강조
박근혜 대통령은 지난 17일 오전 신라호텔에서 열린 제7회 아시안리더십콘퍼런스 개회식에 참석해 미래를 예측할 수 없는 불안정한 세계 경제의 흐름 속에서 필수적인 생존전략은 혁신이라고 강조했다. 박 대통령은 지금까지의 방법과 패러다임으로는 세계가 직면한 오늘의 위기를 극복하기 어려우며 과학기술과 창의성을 기반으로 한 과감한 혁신이 필요하다고 언급하고, 우리나라 역시 창조경제 생태계 조성과 경제혁신 3개년 계획을 통해 대변화에 적극 대응해가고 있다고 밝혔다.

이와 함께, 박근혜 대통령은 노동·공공·금융·교육 등 4대 개혁과 함께 지속적인 규제개혁을 추진하고 있으며, 추격형 R&D 전략을 선도형 R&D 시스템으로 전환하는 혁신도 추구하고 있다고 설명했다. 또한, 바이오산업·탄소자원화·인공지능과 같은 미래먹거리 창출을 위해 R&D는 물론, 인력양성과 산업생태계 구축, 규제개혁, 세제 혜택을 패키지 지원하는 국가전략 프로젝트를 추진할 것이라 밝히고, 한국의 창조경제가 저성장의 한계를 극복한 성공적인 혁신 패러다임이 될 수 있도록 아낌없는 관심과 조언을 부탁한다고 말했다.

끝으로 박근혜 대통령은 대한민국과 함께 아시아인이 하나가 되고, 나아가 전 세계가 인류의 번영을 위해 혁신의 길을 같이 걸으며 그 결실이 전 세계에 나눠지도록 만들어가야 한다고 강조했다. 한편, 박 대통령은 북한이 도발과 고립의 길을 포기하고 국제사회와의 교류, 협력을 통해 정상적인 발전의 길을 갈 수 있도록 각국의 지도자와 석학들이 지혜와 경륜을 모아줄 것을 당부했다.

박근혜 대통령, 제1차 과학기술전략회의 주재해 R&D 시스템의 근본적 혁신 강조
박근혜 대통령은 지난달 12일 오전 청와대에서 제1차 과학기술전략회의를 주재했다. 먼저 우리나라가 일본의 엔저 공세와 중국의 기술발전으로 신(新) 넛 크래커라는 어려움에 직면해 있다고 전한 박 대통령은 지난 반세기 과학기술이 경제성장을 이끌어온 것처럼 앞으로의 성장도 과학기술 혁신을 통해 이루어낼 수 있다고 강조했다.
이어 박근혜 대통령은 과학기술전략회의를 통해 핵심 과학기술정책과 사업에 대해 Top-down(톱다운) 방식의 전략을 마련하고, 부처 간 이견대립 사안들을 조정해나가면서 R&D 시스템의 근본적 혁신도 추진해 나갈 것이라고 밝혔다. 박 대통령은 4차 산업혁명의 시대가 오고 있는 만큼 국가경쟁력 확보와 세계 시장 선도를 위해 추격형 R&D 시스템의 근본적 혁신이 필요하다고 재차 강조하며, 민간에 맡길 것은 과감하게 민간에 맡기고, 정부는 중장기 기초원천기술과 민간투자가 어려운 분야에 집중하는 역할 분담이 이루어져야 한다고 말했다.

또한, 박근혜 대통령은 R&D 혁신 방안으로 대학들이 한계돌파형 기초연구와 인력양성에 집중할 수 있도록 지원해나가야 한다고 언급하고, 대학 연구자들이 중견·리더 연구자로 성장해나갈 수 있는 안정적인 기초연구 지원체계를 마련해야 한다고 밝혔다. 특히, 세계적 수준에 이른 우리 대기업들의 R&D 역량을 국가적 차원에서 활용할 수 있는 시스템을 마련해야 한다고 언급한 박근혜 대통령은 연구서식 간소화, 불필요한 규제 제거, 연구자들의 평가부담 완화 등을 통해 정부가 지원할 것은 충실히 지원하되 불필요한 간섭을 획기적으로 줄여나가야 한다고 말했다.

끝으로 박근혜 대통령은 과학기술혁신 정책을 범국가적으로 선도해나갈 국가전략 프로젝트를 추진하겠다는 구상을 밝히며, 앞으로 급격하게 변화하는 기술주기와 세계시장의 흐름에 맞춰 상시적으로 전략분야를 발굴·기획하는 체제를 갖춰나갈 계획이라고 전했다.

Park emphasizes on innovation at Asian Leadership Conference
President Park attended opening ceremony of Asian Leadership Conference on 17 May held at Shilla Hotel Seoul. She emphasized on innovation as an indispensable means for survival in this age of unpredictable global economy and on bold reform over existing methods and paradigm based on science technology and creativeness. She continued that the government had actively carried out 3 Year Economic Innovation Plan, creating creative economy-friendly environment, continuous deregulation and reform on labor, public, finance and education, and initiative and strategic R&D. In order to secure future food, Park said, the government would carry out national level projects on bio industry, carbon recycling and artificial intelligence through promoting manpower, industrial environment, deregulation and tax benefit. Park then asked leaders to give unsparing support and advice. She also added that the North’s constant threat and nuclear test would discourage global cooperation and exchange and asked leaders to gather their strength for world peace and political stability. 

Park emphasizes on fundamental innovation in R&D system
President Park resided over the 1st Science and Technology Strategic Meeting on 12 May at the Blue House. Park said that Korea was in ‘new nut cracker’ situation due to weak Japanese yen and technological advancement of China but we could break through this with our continuous innovation in science and technology. For this, Park said, the government would launch Top-down-driven administration for building national science and technology policies and fundamentally innovate the current R&D system through active communication between departments. She emphasized on securing national competitiveness and preoccupying global markets by separating related technologies and projects between private and public sectors if we were to survive in the coming age of the 4th industrial revolution. She also mentioned about university level researchers growing to be leading researchers, using major companies R&D capabilities at the national level and simplifying administration on research projects as well as effective appraisal system for researchers.
