반기문 UN사무총장, 제11회 평화와 번영을 위한 제주포럼 참석

제11회 평화와 번영을 위한 제주포럼이 ‘아시아의 새로운 질서와 협력적 리더십’을 주제로 오는 지난 달 25일부터 27일까지 제주국제컨벤션센터에서 개최되었다. 반기문 UN사무총장 및 세계지도자, 전현직 정부 고위인사, 국제기구 대표, 학자, 기업인, 주한 외교단, 언론인 등 60여 개국에서 5000여 명이 참석한 이번 제주포럼은 외교안보, 경제경영, 기후변화·환경, 여성·교육·문화, 글로벌 제주 등 5개 분야, 69개 세션으로 진행되었다. 반기문 총장의 이번 제주포럼 참석은 2007년 제5회 제주포럼에 이어 7년 만에 두 번째로 제주포럼에 참석하는 것이다. 이날 개회식에는 반기문 사무총장과 함께 무라야마 도미이치 전 일본 총리, 마하티르 전 말레이시아 총리, 고촉통 전 싱가포르 총리, 짐 볼저 전 뉴질랜드 총리, 엔리코 레타 전 이탈리아 총리가 참석했다.

이들 전직 국가정상은 개회식 이후 ‘세계지도자세션’에서 한승수 전 국무총리와 함께 주제토론을 벌였다. 당초 참석 예정이었던 미하일 고르바초프 전 소련 대통령은 건강상 이유로 참석하지 않게 되었다. 이번 제주포럼은 ‘아시아의 새로운 질서와 협력적 리더십’을 주제로 외교안보, 경제경영, 환경, 여성교육문화, 글로벌제주 등 5개 분야의 69개 세션이 열렸다. 외교부와 제주특별자치도가 공동 재정 지원하는 제주포럼은 국내 유일의 외교안보 분야 공공 국제포럼이다. 또한 북한 핵 문제가 국제사회 주요 현안으로 떠오른 가운데 핵안보 논의를 주도하는 전문가 그룹인 APLN을 비롯해 동아시아 재단, 국립외교원 등 핵안보 전문가들이 한자리에 모여 아․태지역 핵 위협을 진단하고 해법을 모색하는 자리가 마련되었다. 제주포럼에서 진행되는 동시세션 중 아․태지역 핵 안보와 북핵 이슈를 집중 조명하는 세션이 10개에 이르렀다. 또한 외교현안 토론의 하이라이트인 '외교관 라운드테이블' 포럼도 진행되었다. 이를 통해 ‘협력적 리더십’을 향한 각국의 노력과 주요국 관계의 협력 방안에 대해 각국 대사들이 의견을 나누었다.

반기문 UN사무총장 경주 UN NGO 컨퍼런스 참석
전 세계 NGO(비정부기구)대표와 전문가들이 한자리에 모인 ‘제66차 UN NGO 컨퍼런스’가 30일 경주 화백컨벤션센터에서 개막했다. 이번 컨퍼런스는 ‘세계시민교육 – 유엔지속가능개발목표 이행을 위한 협력(Achieving the Sustainable Development Goals Together)’을 주제로 6월 1일까지 펼쳐졌다. 개회식에는 반기문 UN사무총장을 비롯해 전 세계 100여 개국 3천여 명의 역대 최대 규모의 인원이 참석했다. 크리스티나 갈라치 UN사무차장의 개회사를 시작으로 반기문 UN사무총장의 축사, 황교안 국무총리의 주최국 환영사, 장순흥·이일하 조직위원장의 조직위원회 개회사, 김관용 경상북도지사의 환영사, 최양식 경주시장의 주최도시 환영사가 이어졌다. 또 발달장애 청소년들로 구성된 오케스트라와 가수 이승철, 성악가 박혜진의 축하공연이 열렸다. 이승철은 2014년 뉴욕에서 열린 ‘제65차 UN NGO 컨퍼런스’에서도 공연을 했다. 컨퍼런스는 이날 개회식을 시작으로 2일차의 특별행사인 새마을특별라운드테이블과 새마을시민교육워크숍을 포함해 5개의 라운드테이블과 48개의 워크숍이 순차적으로 진행됐다. UN관계자들과 전 세계 NGO대표들에게 도의 새마을 세계화사업이 UN지속가능발전목표(SDGs) 달성과 컨퍼런스의 주제인 ‘세계시민교육과 양질의 교육’의 유용한 수단임을 알릴 수 있는 자리가 될 것으로 기대되고 있다. 

Ban attends Jeju Forum 
UN Secretary General Ban Ki-moon attended the 11th Jeju Forum for Peace & Prosperity held under the slogan ‘Asia’s New Order and Cooperative Leadership’ on 25-27 May at Jeju International Convention Center. 5,000 people of global leaders, high officials and representatives from various social organizations from 60 countries participated in the forum and discussed on 69 categories of 5 sections that included diplomacy, security, climate change, women’s right, education, culture and global issues. It was the second time Ban attended the forum since 2007. Former prime ministers of Japan, Malaysia, Singapore, New Zealand and Italy also attended the forum this year. They had a discussion with Korea’s former premier Han Seung-su at ‘World Leader Session’ after the opening ceremony. As the Korea’s sole forum on diplomacy and national security, the forum is funded by the Ministry of Foreign Affairs and Jeju City and invites the leading nuclear security-specialized discussion group APLN and other various related specialists. There were 10 sessions for discussing on nuclear security in the Asia and Pacific regions particularly focusing on the North’s nuclear ambitions. ‘Diplomat’s Round Table’, the highlight of the discussions, also took place in the forum this year. 

Ban attends UN NGO Conference Gyeongju
UN Secretary General Ban Ki-moon attended the 66th UN NGO Conference held on 30 May – 1 June at Gyeongju Convention & Visitor Bureau under the slogan of ‘Achieving the Sustainable Development Goals Together’. The record 3,000 people from 100 countries participated in the conference this year. Ban gave a congratulatory speech followed by various welcoming and opening speeches from high central and local government officials. Pop singer Lee Seung-chul, traditional Korean singer Jang soon-heung and Lee Il-ha as well as the orchestra consisting of youth with development disability also gave congratulatory performances. 5 Round Tables and 48 workshops including ‘New Village Special Round Table’ and ‘New Village Civic Education Workshop’ were held. The conference this year was expected to be a means to promote ‘Education for Global Citizenship’ which is the main content of the slogan ‘Achieving the Sustainable Development Goals Together’.
