박근혜 대통령, 세계 각국과 활발한 외교성과 보여
경제협력과 인적교류에 앞장서

박근혜 대통령, 한-몽골 정상회담 통해 실질협력 및 인적교류 강화
박근혜 대통령은 5월 18~20일간 공식 방한 중인 차히아 엘벡도르지 몽골 대통령과 19일 오전 정상회담을 갖고, 한-몽골 간 실질협력 강화, 한반도 정세, 지역·국제무대에서의 협력 방안 등 공동 관심사에 대해 의견을 교환했다. 먼저, 양 정상은 양국 국민들 간 친밀감, 상호보완적인 경제구조, 동북아 평화협력 지향 등으로 인해 양국 간 협력 잠재력이 매우 크다는 점에 의견을 같이하면서, 작년 수교 25주년에 이어 앞으로의 25년을 내다보면서 포괄적 동반자 관계를 발전시켜 나가기로 했다.

또한, 양 정상은 전통적인 협력분야인 자원, 인프라 분야 등의 협력에 더하여, IT, 에너지 및 환경, 창조경제 분야 등으로 확대해 나가기로 했으며 특히, 박근혜 대통령은 양국의 협력 잠재력이 큰 분야로 에너지·인프라 분야를 언급하면서 이 분야에서 체결된 각종 MOU를 토대로 협력을 구체화 해 나가자고 강조했다. 이에 엘벡도르지 대통령은 태양광, 풍력, 석탄층 메탄가스 등 몽골의 풍부한 자원을 활용한 양국 기업 간 협력사업 확대를 희망하면서, 몽골의 사막화 방지를 위한 그린벨트 조림사업에 대한 우리 정부의 지원에 감사를 표했다.

양 정상은 양국 관계발전의 기반이 되는 인적교류를 유지 및 증진해 나가기로 했으며, 몽골 내 한류 등 상호 문화에 대한 호감을 토대로 양국 간 문화 교류도 더욱 강화해 나가기로 했다. 한편, 양 정상은 동북아 평화 협력을 위한 양국 간 공조, 국제무대에서의 공조, 특히 금년 7월 몽골 ASEM의 성공적 개최를 위한 협력 등에 대해서도 의견을 교환했다.

인도네시아 대통령과 정상회담 통해 에너지·교통 인프라 사업 참여 발판 마련
지난 16일 조코 위도도 인도네시아 대통령이 박근혜 대통령의 초청으로 우리나라를 국빈 방문하여, 한-인도네시아 정상회담, MOU 서명식, 공동기자회견 등의 일정을 가졌다. 박근혜 대통령은 조코 위도도 인도네시아 대통령과의 정상회담을 계기로 67억 불(한화 약 7.9조 원) 규모의 인도네시아 인프라 사업에 한국 기업이 참여할 수 있는 발판을 마련했으며, 에너지·인프라 사업과 신성장 분야 협력을 확대하기로 하고 경제 분야 8건을 포함한 총 11건의 MOU를 체결했다.

박 대통령은 정상회담을 가진 뒤 공동기자회견을 열고 인도네시아와의 교역 및 투자 친화적인 환경을 만들기 위해 한-아세안 FTA의 충실한 이행과 추가 자유화 모색이 필요할 것이라는 점을 강조하고, 인프라 및 에너지 개발 분야에서의 협력뿐만 아니라 신성장 동력 창출을 위한 협력강화에 대해 조코 위도도 대통령과 의견을 같이했다고 밝혔다.

또한, 박근혜 대통령은 양국 간 협력을 경제 분야를 넘어 인적·문화적 교류, 국방·방산 분야 등으로 확대시켜서 양국 간 포괄적 파트너십을 지향해 나가기로 했다고 말했다. 특히, 한류 및 인도네시아 문화에 대한 상호 이해의 폭이 넓어질 수 있도록 정부 차원에서도 계속 관심을 가져 나가기로 했다며 내년 부산에 한-아세안 문화원이 개설되는데 우리 국민들이 인도네시아 문화를 좀 더 자주 접하게 되는 기회가 될 것으로 기대한다고 전했다.
아울러, 박 대통령은 우리 두 정상은 북한의 비핵화를 위해서 지속적으로 노력해 나가면서 아세안 관련 회의 등 다양한 계기에 서로 긴밀히 소통해 나가기로 했다고 언급했다. 그러면서 박근혜 대통령은 인도네시아 정부가 북한의 핵실험, 미사일 발사, 잠수함 미사일 사출 실험 등을 규탄하는 성명을 발표해 준 데 대해서 사의를 표한다고 말했다. 끝으로 박근혜 대통령은 정상회담을 통해 양국이 많은 분야에 걸친 공동의 이해관계를 토대로 협력을 보다 확대·발전시켜 나갈 수 있겠다는 점을 다시 확인할 수 있었다며 이번 조코 위도도 대통령의 국빈 방한이 양국 간 긴밀한 상생 협력 관계를 한 단계 끌어올리는 중요한 모멘텀이 되었다고 강조했다.

박근혜 대통령, 자베르 쿠웨이트 총리 접견
박근혜 대통령은 우리 국무총리 초청으로 방한한 자베르 알-무바락 알-하마드 알-사바(Jaber Al-Mubarak Al-Hamad Al-Sabah) 쿠웨이트 총리를 지난달 9일 오후 청와대 본관에서 접견하고 △양국 협력관계 발전 방향, △인프라, ICT, 보건, 문화 등 분야에서의 협력방안, △한반도 정세 등에 대해 의견을 교환했다. 박 대통령은 작년 3월 쿠웨이트 방문 이후 관련 후속조치들이 구체화되고 있음을 기쁘게 생각한다고 하고, 앞으로도 다양한 분야에서 양국 간 교류가 보다 활성화되기를 기대한다고 했다. 자베르 총리는 본인이 금번 순방하는 여러 아시아 국가 중 한국이 가장 중요한 국가로서 특별한 의미를 가진다고 하고, 본인의 방한을 통해 양국 협력 증진에 있어 많은 성과를 거두기를 기대한다면서, 동 성과가 양국관계 발전에 기여할 수 있도록 박 대통령의 관심과 배려를 희망했다.

박 대통령은 한국이 쿠웨이트와의 협력 관계를 중시한다고 하면서 양국관계의 지속적인 발전을 위해 상호 노력해 나가자고 하는 한편, 쿠웨이트가 추구하는 新성장 동력 창출을 통한 발전 전략과 우리 창조경제 간에 서로 윈-윈하는 협력을 이루어 내기를 기대한다고 했다. 또한, 금번 자베르 총리 방한 계기 체결된 신도시, 에너지, 보건･의료, 교육 분야 등에서의 협력 MOU가 충실히 이행될 수 있도록 양국이 긴밀히 협력해 나갈 것을 당부했다. 자베르 총리는 박근혜 대통령 예방 시 본인이 휴대해 온 사바 쿠웨이트 국왕 명의 양국 간 우호협력관계 증진을 희망하는 내용의 박근혜 대통령 앞 친서를 전달하였으며, 박 대통령은 이에 사의를 표하면서 사바 국왕에게 안부를 전해 줄 것을 당부했다.

Park draws productive diplomatic coup through economic cooperation and personal exchange
Park strengthens substantive cooperation and personal exchange with Mongolia
President Park had a summit talk with Mongolian President Tsakhiagiin Elbegdorj on 19 May at the Blue House during his official visit to S. Korea on 18-20 May. The two leaders discussed on substantive cooperation, the situation on the Korean Peninsula and global cooperation. They voiced together that the two countries had complementary economic structure and pursued peace in Northeast Asia, adding that, last year marked the 25th anniversary of diplomatic ties and they would promote cooperation potentials and strengthen comprehensive partnership. The main areas of cooperation include natural resources, infrastructure, IT, energy, environment and creative economy. Both countries have already signed numerous MOUs in these areas. Elbegdorj showed his will to expand cooperation to solar energy, wind power, coals and methane gas which are abundant in Mongolia and also showed his gratitude to the Korean government’s support for the afforestation project to prevent desertification in Mongolia. Both leaders also agreed to activate personal and cultural exchange and international cooperation as well as support for ASEM which is held in July this year in Mongolia. 

Park establishes a foothold for energy and traffic infrastructure with Indonesia
President Park held a summit talk with Indonesian President Joko Widodo on 16 May at the Blue House. The two leaders had a joint news conference and signed 11 MOUs worth USD 6.7B in the areas of energy and traffic infrastructure and new growth industries in Indonesia. Park emphasized on implementation of Korea-ASEAN FTA in order to promote trade and investment between S. Korea and Indonesia and showed her will to expand the cooperation to personal and cultural exchange and national security and defense industries. Park also mentioned about Korea-ASEAN Cultural Center which will be opening next year in Busan and the center would play a pivotal role to spread Indonesian culture to Korea. Park continued that both leaders would strengthen cooperation in denuclearization of North Korea and showed her gratitude to Indonesian government’s issuing statements against North’s nuclear test and missile launch. Park added that the summit this time was a momentum to take close diplomatic and economic cooperation to a higher level.

Park receives Kuwait Prime Minister Al-Sabah
President Park received Kuwait Prime Minister Jaber Al-Mubarak Al-Hamad Al-Sabah who officially visited Korea on the invitation of Korean Prime Minister on 9 May at the Blue House. They discussed on direction of cooperation relationship, cooperation in infrastructure, ICT, health and culture, and the situation on the Korean Peninsula. Park expressed her gratitude about the implementation of the agreements made on the visit last March and hoped that the cooperation would expand to more areas in near future. Al-Sabah in respond said that Korea was the most important country among the Asian countries he was touring and hoped that his visit this time would draw good fruits. Park said that Kuwait’s new growth engine policy and Korea’s Creative Economy would draw win-win cooperation if collaborated. The two leaders singed various MOUs in new city development, energy, health, medicine and education and agreed to do their best for implementation of the MOUs. Meanwhile, Al-Sabah delivered personally handwritten letter of Emir of Kuwait that contains messages of friendly relationship between the two country and Park in respond asked Al-Sabah to deliver her gratitude to Emir of Kuwait.
