권영진 시장, 충칭시에서 중국관광객 1만여 명 유치
권영진 대구시장을 단장으로 관광업계, 지역인사, 시립예술단 등으로 구성된 관광시장 개척단 일행은 충칭 부시장을 만나 양도시간 관광분야 교류 협력방안을 협의하고, 충칭시내 최대 번화가에서 거리 퍼레이드 로드쇼 개최, 여행사 방문, 관광설명회, 관광교류 양해각서 체결 등 전방위적인 마케팅 활동을 통해 관광객 1만여 명을 유치하는 성과를 올렸다. 관광시장 개척단은 2016 대구경북 방문의 해를 맞아 틈새시장인 중국 3개 도시 중에서 제일 먼저 충칭시를 방문했다. 충칭시는 한반도의 절반에 가까운 면적을 가지고 총 인구가 3천만여 명이 넘는 대도시로, 중국 4개 직할시 중 유일하게 서부에 위치하여, 현재 중국 내륙 발전을 주도하고 있는 곳이다.  특히, 2014년 9월에 대구국제공항이 중국 무비자 환승공항으로 지정되면서 충칭·대구 간 비정기항공노선이 운항되어, 연간 약 8천명 이상의 관광객이 대구를 방문하고 있다. 권영진 대구시장은 중국 방문 첫날 충칭 외사교무판공실을 방문해 충칭시 탄자링 부시장을 만나, 올해가 ‘대구경북방문의 해’임을 알리고, 양 도시 간 문화 및 관광분야의 활발한 교류방안에 대해 논의했다. 권 시장은 충칭 부시장에게 “대구가 글로벌 기업 삼성의 모태 도시이며, 대한민국을 근대화로 이끈 박정희 대통령과 현재의 박근혜 대통령을 배출한 대통령의 도시임”을 강조하고, 대구는 충칭과 같이 예로부터 미인의 도시로 알려져 있으며, 최근에는 국내 최고의 의료와 뷰티산업 중심지로 떠오르고 있는 메디시티임을 밝혔다. 충칭시 탄자링 부시장은 “대구가 충칭과 같이 예로부터 미인의 도시인지 전혀 몰랐다. 특히 대구가 삼성의 모태도시라는 것이 더욱 놀랍다”며, “이번 방문단의 충칭시 방문을 매우 영광으로 생각하고 감사드린다”고 말했다. 권영진 대구시장은 답사에서 “먼저 충칭시의 열렬한 방문 환영이 너무 감동이었다”는 덕담과 함께, “대구는 대구 대표 여름축제인 치맥페스티벌, 컬러풀대구페스티벌 등 사계절 풍성하고 다채로운 문화예술 축제가 펼쳐지는 곳이기 때문에, 문화예술도시로서 문화 분야에서도 충칭시와의 더욱 활발한 교류를 기대한다”고 말했으며, “충칭시 시장님의 대구 방문을 희망한다”고 제안했다. 또한, 대구상공회의소 진영환 회장은 “이번 대구시 방문의 계기로 더욱 활발한 교류를 희망하며, 특히 대구의 섬유, 자동차부품, 기계산업 분야에서 협력하자”고 제안했다. 이에 충칭시는 “충칭시를 한 도시로만 보지 말고 사천성으로 진출하는 관문으로 봐야한다. 특히 자동차, 화학, IT, 제조업 등 한국기업의 충칭시 진출 시 지원을 하고 있으므로 많은 활용을 바란다”고 요청했다. 또한, “경제는 기회를 통해 살아날 수 있으니 양 도시 간의 역할과 협력을 통해 지역기업들이 성장할 수 있도록 노력하자”고 말했다.

재난발생시 장비․자재 투입의 골든타임을 잡는다
대구시는 시와 구․군에서 분산 관리되고 있는 재난관리자원을 체계적으로 관리하여 재난 및 대형사고 발생 시 대응․복구에 필요한 장비와 자재 등을 골든타임 내 재난현장에 즉시 투입하고자 대응역량 제고 훈련을 연중 시행한다. 재난관리자원 공동 활용 훈련은 올해 5회 계획되어 있으며, 지난 달 24일 첫 훈련을 시행했다. 훈련은 DRSS를 통한 자원응원과 승인, 배정 등을 시행하는《시스템훈련》과 재난상황을 설정해 실제 자원을 이동․투입하는《실제응원훈련》으로 구분해 시행된다. 시스템훈련은 DRSS의 자원파악, 응원요청, 지원승인, 자원배정 등 시스템 운영역량 향상을 중점적으로 진행하며, 실제응원훈련은 실제상황에서 필요한 자원종류와 소요판단, 응원요청, 응원수량 결정, 자원배정 및 이동, 투입 등 실제상황과 동일하게 진행한다. 재난관리자원공동활용시스템(DRSS)을 이용한 실제 운영은 지난 1월말 광주지역 폭설시 대구시가 광주시에 제설차 5대와 염화칼슘 50톤을 지원하여 2박 3일 동안 제설작업에 참여한 것이 시스템 구축 후 실제 사용된 전국 첫 사례로 기록되기도 했다.

대구시 정명섭 재난안전실장은 “연간 훈련을 통해 능숙하게 시스템을 운영하여 실제 재난 발생 시 필요한 자원을 골든타임 내 투입해 재난현장의 자원 부족으로 인한 2차 피해를 방지하고 신속한 복구를 할 수 있도록 지원하는 것이 이번 훈련의 목적이다”고 말하며 재난관리자원 공동활용 훈련의 중요성을 강조했다. 

기술형·유망 창업기업의 도약을 돕는다!
대구시와 신용보증기금 대구경북영업본부 및 기술보증기금 대구영업본부는 지난 달 25일 시청 상황실에서 기술형․유망 창업기업 자금지원을 위한 업무협약을 체결했다. 이번 협약은 정부 3.0정책 기조에 부합하여 신보의 유망창업기업군, 기보의 기술형 창업기업군의 보증지원과 대구시 경영안정자금의 결합지원을 통해 중소기업 자금지원의 시너지 효과 창출을 도모한다. 더불어 기업의 자금신청 방문횟수도 줄여 기업이 원스톱(One-Stop)으로 자금을 이용 할 수 있도록 한다. 이번 협약을 통해 그동안 우수한 기술력 및 미래성장가치를 보유하고 있음에도 불구하고 담보력이 부족해 대출에 어려움을 겪고 있는 창업기업에게 보증서발급 및 이자지원을 함으로써 기업이 한 단계 더 도약할 수 있는 발판이 될 것으로 보인다.

나아가 고용유발효과가 크고 고부가가치를 창출하는 기술형․유망 창업기업을 발굴․육성함으로써 지역 내 미래성장동력 창출 및 창업생태계조성에 크게 기여할 것으로 기대된다.
대구시 김연창 경제부시장은 “이번 협약은 공공기관 간의 협업을 통한 기업금융지원의 모범사례로 기술형․유망 창업기업의 지원 육성을 통한 창업생태계조성은 물론, 창업기업이 우량기업으로 성장할 수 있는 발판이 될 것으로 기대한다”며, “앞으로도 우수한 창업기업이 성장할 수 있는 다양한 지원정책을 발표해나가겠다”고 밝혔다.

Mayor Kwon invites 10,000 chinese tourists to Daegu
Headed by Daegu Mayor Kwon Young-jin, the Tourist Market Pioneering Corp, consisting of various regional organizations, met Deputy Mayor of Chongqing in China to discuss on cooperation in tourism. The corp held a street parade in the city center, visited travel agencies and gave a briefing session, and signed a MoU with the city to invite 10,000 tourists to Daegu. In accordance with 'Visit Daegu 2016', the corp chose three Chinese cities and visited Chongquing first. Located in the west part of China, the city is as big as half the size of the Korean Peninsular and its 30 million citizens are leading the inland development of China. Thanks to Daegu International Airport being appointed as a visa-free airport for stop-over Chinese in September 2014, annual 8 thousand Chinese tourists are visiting Daegu on irregular flights between Chongqing and Daegu. In the meeting with Tanjaring, Deputy Mayor of Chongqing, Kwon said "Daegu is the mother city of Korea's global companies as well as home of President Park. It is also known as the city of beautiful women like Chongqing and is rising as the mecca of medicine and cosmetics industries. Chicken & Bear Festival and Colourful Daegu Festival in particular are representative events of the city which contribute greatly to promoting the city as the cultural hub." Tanjaring in respond said "What you said is quite impressive. I welcome your visit and there are many areas we can cooperative and exchange." Chairman Jin Young-hwan of Daegu Chamber of Commerce & Industry added "We are expecting an active cooperation especially in textile, car parts and machinery." In respond, an official of Chongqing answered "You can expand your business scope to inland China from the city. We particularly welcome Korean companies of automobile, chemistry, IT and manufacturing and we are ready to give a support for them. The cooperation will not only contribute to national economy but also the regional economy of both countries." 

Responding promptly to disaster with cutting edge equipment and manpower
Daegu is managing the disaster prevention and respond system effectively so that the necessary equipment and manpower are dispatched promptly to the disaster areas. The city has planned the drill to be held 5 times this year and carried out the first drill on 24 March consisting of 'System Drill (manpower & equipment appointment and approval)' and 'Actual Training (dispatching promptly)' through DRSS (Disaster Resources Sharing System). DRSS was first introduced when the city dispatched the team to Gwangju for removing snow accumulated on the street with 5 snow plow cars and 50 tons of calcium chloride. It was the first time that the drill was taken place in real situation in Korea. Jeong Myeong-sup, Head of Daegu Disaster & Safety Prevention Department said "The goal of drill is to analyze the situation and dispatch the necessary equipment and team promptly to the site to minimize casualties and damages." 

Providing a support for promising startups
Daegu, with the Korea Credit Guarantee Fund Daegu and the Korea Technology Finance Corporation Daegu, signed a business agreement on 25 last month at the city hall to give a support for promising startups which have innovative ideas and technologies. In accordance with the government's 3.0 Policy, the three parties will effectively provide necessary fund and guarantee support through One-Stop Services to create a synergy effect in the regional industries. This significantly reduces the number of visits of the supported companies to related institutions for the application and procedure. The agreement is expected to create more jobs and high added value as well as future growth engine in and around the city. Kin Yeon-jang, Vice Head of Daegu Economy Department said "The agreement will be a model case for cooperation between public institutions in supporting promising regional businesses. We will keep exerting our efforts in finding effective ways and policies to help local companies."
