유일호 부총리 첫 경제장관회의 주재 “일자리 창출 최우선”
유일호 부총리 겸 기획재정부 장관은 지난 달 21일 취임 후 첫 경제관계장관회의를 주재하면서 “3기 경제팀은 일자리 창출을 최우선 목표로 구조개혁과 경제혁신에 매진할 것”이라고 밝혔다. 이날 경제관계장관 회의에서는 2016년 경제 분야 업무보고 후속조치 계획과 함께 최근 경제 제재가 해제된 이란 시장 진출 활성화 방안이 논의됐다. 유 부총리는 이날 ‘2016년 경제 분야 업무보고 후속조치 계획’을 주제로 열린 경제관계장관회의에서 “올해 중으로 수출과 관련된 시장·품목·정책지원체계 등 모든 것을 혁신하겠다”고 밝혔다. 유일호 부총리는 “중국이 6%대 성장으로 내려앉고 국제통화기금(IMF)이 세계경제성장률 전망치를 하향하는 등 세계 경제가 좀체 나아질 기미를 보이지 않는다”며 “국내 주력산업은 세계적 공급과잉과 중국의 수입 대체 등으로 경쟁력이 약화되고 노동시장은 경직된 제도와 관행으로 일자리 창출의 물꼬를 터주지 못하고 있다”고 진단했다.

유 부총리는 “이를 타개하기 위해 4대 구조개혁을 추진해왔지만 핵심입법이 처리되지 않아 정체되어 있는 상황”이라며 “이러한 가운데 한국노총이 17년만의 노사정 대타협을 파기하겠다고 선언한 것은 청년들의 좌절에 눈을 돌리는 것”이라며 유감을 표했다. 정부는 자동차, 자동차부품, 철강 등 유망 품목에 대해 맞춤형 진출 전략을 추진해 2년 안에 대이란 수출을 지금의 2배 수준으로 늘리겠다는 계획이다. 이날 오후 수출기업들을 대상으로 열리는 ‘이란 제재 해제 기업 설명회’도 이 같은 전략의 일환이다. 유일호 부총리는 “플랜트, 선박 등 메가 프로젝트는 50억 유로 규모의 프로젝트 금융과 20억 달러 규모의 무역보험을 신속히 지원하는 사전약정을 체결하고 대외경제협력기금(EDCF) 지원을 재개해 우리 기업의 수주를 적극 지원하겠다”고 말했다. 

기획재정부 내수·수출 균형 발전으로 경제 활성화 이룰 것 
기획재정부를 비롯한 산업통상자원부, 농림축산식품부, 해양수산부, 국토교통부, 공정거래위원회, 금융위원회 등 7개 경제 관계부처는 ‘내수·수출 균형을 통한 경제 활성화’를 주제로 올해 업무계획을 보고했다. 이번 업무보고는 정책간담회, 현장 방문, ‘정책 신문고’ 등을 통해 수렴한 전문가 및 국민의견이 적극 반영됐다. 정부는 올 1분기 재정 조기집행 규모를 전년 대비 8조원 확대하고 연기금 대체투자(+10조원), 공공기관 투자(+6조원) 등 재정의 경기보완을 신속하게 강화해 나가기로 했다. 또한 보조금 부정수급을 철저하게 방지·사후 관리하고 재정건전성 확보를 위한 ‘Pay-go’ 법제화, 세출 구조조정, 공공기관 부채 감축·기능조정 등 공공개혁으로 국가 재정여력을 뒷받침해 나간다는 방침이다. 이와 함께 ‘규제프리존’ 도입으로 지역전략 산업을 육성하는 한편 서비스산업발전기본법의 조기입법을 추진하고 규제·지원체제 정비 등 ‘서비스경제 발전 전략’을 상반기 중에 마련할 계획이다. 정부는 또 내년까지 ICT 융복합 스마트팜 4천㏊를 보급(현대화된 온실의 40%)하여 생산 첨단화를 도모하고 한·중 FTA  활용으로 김치·쌀 등 농식품 대중 수출을 확대하고 농식품 유통 효율화를 추진한다고 밝혔다.

이를 위해 로컬푸드 직매장을 현행 103개에서 140개로 확대하고, 공영홈쇼핑 전용 판매시간을 따로 두기로 했다. 김·어묵 등 맞춤형 상품을 개발하고 ‘K-Fish 브랜드관’ 개설 등 마케팅 강화에도 적극 나서는 한편 우리 물류기업과의 협력을 통한 유통망 구축 등 중국을 대상으로 수산물 수출 지원에 적극 나선다. 규제프리존으로 대표되는 ‘규제개혁을 통한 민간투자 활성화방안’에 대한 토론이 펼쳐졌고 뷰티산업, 자율자동차 등 신산업분야 투자가 가시화된 사례를 중심으로 해당 산업 투자 성과를 극대화하는 방안을 모색했다.

Yu hosts economic ministerial meeting
Deputy Prime Minister Yu Il-ho hosted his first economic ministerial meeting under the subject of 'Job Creation as Top Priority' on 21 last month. He said that The 3rd Economic Team would take job creation as top priority through structural reform and economic innovation. Presented in the meeting were plans for 2016 business report and pioneering the Iranian market recently released from economic sanctions. Yu said that he would do his best to bring up an innovation for export products through various market and policy supports. He continued "China's economic growth is around 6% and IMF lowered the rate of the global economic growth while Korea's competitiveness is taking a downturn due to over supplying of goods in the global market and China's strong performance. Korea's labor market also is still sticking to rigid system and practice. We carried out 4 Structural Reform to break through the situation but the core bills are still pending in the National Assembly while the Federation of Korean Trade Unions declared to break the tripartite agreement in 17 years which is causing disappointment." However, the government is planning to raise the level of export by double especially in cars, car parts and steel through pioneering the Iranian market in 2 years. For this, the government is holding a business briefing for Korean export companies. Yu added "We will sign an agreement and give finance and trade insurance worth‎€5 billion and USD $2 billion respectively in plant and shipbuilding. We will also resumed the EDCF support so that Korean companies get more orders."

Yu to activate economy through balanced domestic demand and export level
7 economy related ministries including the Ministry of Strategy and Finance reported 2016 operational plans under the subject of 'Economic Revitalization Through Balanced Domestic Demand and Export Level'. The opinions of the public, policy meetings, field trip, and public complaints were reflected in this business report. The government added KRW 8 trillion to the first quarter budget on last year as well as KRW 10 trillion for Pension and Funds Alternative Investments and KRW 6 trillion for public institution investment. Also, the government will prevent illegal supply if subsidy, legalize 'Pay-go' to secure financial health, reform on annual expenditure, reduce the debt of public institutions and their reform, introduce a Regulation Free Zone to support local businesses, legislate the Service Industry Development Act, and improve the support system within the first half of the year.

In addition, the government is providing ICT Fusion Smart Farm (4,000ha), which takes up only 40% of the existing greenhouse, to realize cutting edge production technology, and expanding the scale of the Korean agricultural products to China by using Korea-China FTA. For this, the government will expand directly-run local food stores to 140 from 103, secure a specific time for home shopping, develop customized products such as seaweed and fish cake, run 'K-Fish Brand Hall' and create a distribution network. 'Regulation Free Zone' in particular will invite active private investment and the government will promote Korean beauty industry and auto vehicle industry by using this zone.
