박근혜 대통령, 국립현충원 방문과 대국민담화 가져

2016년 박근혜 대통령 대국민 담화 및 기자회견
지난달 13일 오전 10시 30분, 청와대 춘추관에서 박근혜 대통령의 대국민 담화와 기자회견이 열렸다. 박근혜 대통령은 대국민 담화를 통해, 안보와 경제 현안과 관련해 당부의 말을 전했다.

[1] 안보
지난달 6일, 북한은 기습적인 4차 핵실험을 감행했다. 박근혜 대통령은 이번 북한의 핵실험이 동북아 지역의 안보지형에 중대한 변화를 초래할 수 있고, 북한 핵문제의 성격을 근본적으로 변화시킬 가능성도 있다고 말했다. 그만큼 이번 북한의 핵실험에 대한 국제사회의 대응은 이전과는 달라야 할 것이라고 밝혔다.
정부는 1차적인 대응으로서 지난달 8일부터 대북 확성기 방송을 재개했다. 박 대통령은 DMZ 목함 지뢰 도발 이후 8.25 합의 도출과 남북당국회담, 이산가족 상봉 등을 이끌어 낸 것에서 볼 수 있듯이 ‘대북 확성기 방송’은 북한에 대한 가장 확실하고 효과적인 심리적 수단이라고 말했다.
이와 더불어 그동안 북핵 불용의지를 공언해온 중국의 의지가 실제 필요한 조치로 연결되지 않는다면, 한반도의 진정한 평화와 안정도 담보될 수 없다는 점을 중국도 잘 알고 있을 것으로 본다고 말했다. 그동안 북핵 관련으로 우리와 긴밀히 소통해 온 중국이 안보리 상임이사국으로서 필요한 역할을 해줄 것이라 말했다.

[2] 노동개혁
정부는 그동안 경제혁신 3개년 계획과 4대 개혁을 추진해왔고, 이러한 혁신 노력은 세계의 주목과 평가를 받았다. 작년 우리나라는 국제신용평가기관 무디스에서 건국 이래 가장 높은 신용등급인 Aa2를 받았다. 2014년에는 IMF와 OECD가 경제혁신 3개년 계획을 토대로 한 우리의 성장전략을 G20국가들 중 최고로 평가하기도 했다.
창조경제혁신센터를 통해 성과를 나타내기 시작한 창조경제와 지속적으로 추진해온 규제개혁, FTA 협정을 통한 경제영토 확대 등을 높이 평가받은 결과라고 덧붙였다. 박 대통령은 우리나라에 높은 신용등급을 준 무디스가 우호적인 평가와 함께 분명한 경고도 보냈다고 말했다. 현재 추진 중인 구조개혁이 후퇴하거나 성공하지 못할 경우 우리 신용등급은 언제든지 크게 떨어질 수 있고, 경제가 그대로 주저앉을 수도 있다는 것이라고 강조했다.
 
[3] 경제활성화
2016년 올해는 경제혁신 3개년 계획 이행의 마지막 해다. 박근혜 대통령은 우리 경제가 재도약하기 위해서는 구조개혁과 함께 양질의 일자리가 많은 서비스 산업을 발전시키고 창조경제를 활용한 신산업도 개척해야 한다고 전했다. 특히, 최대 69만 개의 일자리를 창출할 수 있는 ‘서비스산업발전기본법’이 무려 1,474일째 국회에 발목이 잡혀 있다고 말했다. 또한 마찬가지로 국회 계류 상태인 ‘기업활력제고특별법’에 대해서도 언급을 이어갔다. 이 법안이 기업들의 선제적 사업재편을 통해 양질의 일자리를 창출하도록 하는 법이지만, 여전히 통과되지 못하고 있다고 설명했다.

끝으로 박근혜 대통령은 정치가 국민을 위한 것이어야 하는데, 현재 우리나라 정치권은 서로 한 치의 양보도 없이 반목을 거듭하고 있는 상황이라고 밝혔다. 이런 위기상황의 돌파구를 찾게 할 수 있는 유일한 대안은 바로 국민들이라며, 국민들이 힘을 모아준다면 반드시 개혁의 열매가 국민에게 돌아가는 한해를 만들겠다고 다짐했다.

박근혜 대통령은 2016년 새해 첫 일정으로 국립현충원을 찾아 순국선열 및 호국영령의 넋을 기렸다. 이 자리에는 황교안 국무총리를 비롯한 각 부처 장·차관 및 대통령 소속위원회 위원장, 그리고 청와대 비서진 등이 함께했다. 현충탑 헌화를 마친 후 박 대통령은 국립현충원 방명록에 ‘한반도 평화통일을 이루어 세계평화에 기여하는 2016년이 되기를 기원합니다.’라는 글을 남겼다.

이어 박 대통령은 참배 참석자들과 떡국으로 조찬을 함께 했다. 이 자리에는 황교안 국무총리를 비롯한 각 부처 장·차관들과 전(全) 수석비서관 등 모두 81명이 참석했다. 박근혜 대통령은 최근 일본 위안부 문제 타결, FTA 협정을 통한 경제영토 확장 등의 외교적 성과가 경제 활성화로 이어져 국민들이 혜택을 누리는 것이 가장 중요하다고 강조하면서, 정부 각 부처가 세심하게 정책과 민생을 챙겨 달라고 당부했다.

또한, 박 대통령은 “더 이상 한반도에 긴장과 도발이 없도록 평화통일을 향해 도약하는 한해가 되도록 노력해 달라”고 덧붙였다. 끝으로, 박근혜 대통령은 “지금 이 순간도 지나고 나면 역사가 된다”고 말하면서, “먼 훗날 돌아봤을 때 아쉬움이 없을 정도로 뛰고 또 뛰었다고 할 수 있도록 올 한해 열심히 뛰자”고 주문했다.

President Park's 2016 Statement to the Nation 

President Park held a press conference and gave her 2016 Statement to the Nation on 13 last month at the Blue House. 

[1] National Security
On 6th last month, the North carried out the surprise 4th unclear test. Park showed her deep concern that it would cause a significant security problem in Northeast Asia and the international society should response with firm resolution. To counteract, the Korean government resumed broadcasting propaganda to North Korea. Park said that like we drew substantial response from the North after DMZ mine incidents, 8.15 Agreement & high-level talks and meeting of separated families, broadcasting propaganda can be the most effective method to solve certain issues. Park added that China especially, as a permanent member of the UN, needs to take a certain measure this time. 

[2] Labor Reform
The Park Government has actively pushed forward 3 Year Economic Innovation Plan and 4 Structural Reform. This has been well received by the international society. Last year, Moody's rated Korea with a record Aa2 and IMF and OECD also rated Korea as the top among G20 countries in terms of Park Administration's 3 Year Economic Innovation Plan in 2014. However, Park mentioned that Moody's good rating of Aa2 for us also could be a warning that we might fall behind again in ratings if we didn't keep up our plan and reform. 

[3] Economic Activation
2016 is the last year of 3 Year Economic Innovation Plan. Park said that we must keep continuing the reform in order to create more jobs and to promote national competitiveness. She especially emphasized on the fact that 'Act on the Development of Service Industry', which can create 690,000 jobs, is still pending for over 1,474 days. She also mentioned about 'Special Act on the Improvement of Corporate Vitality' (also pending) which can help to create quality jobs. These two must be passed as soon as possible, she said. Lastly, Park added that politicians must do politics for the people but the current situation seemed to be the other way round in the benefit of their own interest, and asked both politicians and the people to work together.

Park pays a visit to Seoul National Cemetery
As her first official schedule in 2016, President Park paid a visit to Seoul National Cemetery to pay a respect to those who lost their lives in saving the country. 81 officials including Prime Minister Hwang Gyo-ahn alongside both ministers and vice ministers and the officials of the Presidential Secretariat attended with Park who left a message on the visiting list; 'I wish 2016 to be the year of a peaceful unification of Korea'. After this, Park had rice cake soup (traditional Korean new year's dish) with the participants. During the meal, Park emphasized on expanding economic scope through effective FTA so that the people in every industries can benefit from its advantages. Park said "This very moment will also pass and become a history. The important thing is that we must feel that we had done and achieved our very best when we looked back the now in the future."
