정부, 내년 상반기 재정 집행 58% 목표, 1/4분기 30%집중 투입
정부가 내년 상반기 재정 조기집행 목표를 58%로 정했다. 특히 올해 하반기 추경이 완료됨에 따라 연초 재정 여력이 감소할 것에 대비, 내년 1사분기에 재정을 집중적으로 투입키로 했다. 기획재정부는 '제14차 재정관리점검회의'를 열고 이 같은 내용을 밝혔다. 정부는 내년도 상반기 재정 조기집행 목표를 58% 수준으로 설정했다. 내년 연초에는 올해 말 추경 효과 완료 등에 따라 재정과 소비가 위축될 가능성이 크다. 이에 정부는 1사분기 조기집행 목표를 29.2%로 설정하고 연초부터 재정을 집중 투입하기로 했다. 이를 위해 설계, 발주, 계약, 공모 등 사전 집행절차가 필요한 사업은 1월초 절차를 마무리하고, 1월 중 곧바로 집행할 계획이다.

회계연도 개시 전에 배정된 예산 3조5000억원에 관련된 사업은 올해 말까지 사전절차를 완료해 1월부터 집행을 시작한다. 이에 해당하는 사업은 저소득층 에너지효율개선 489억원, 장애인활동지원·노인돌봄서비스 464억원 등이다. 또 정부는 내년도 중앙정부가 재정을 집행한 후 일선 현장까지 자금이 빠르게 집행돼 지자체, 출연기관에서 자금을 신속하게 활용할 수 있도록 실집행 관리를 강화해 가기로 했다. 자치단체, 민간 보조·출연사업에 해당되는 주민의견 수렴, 환경영향평가, 인허가 등 집행절차를 현장점검과 제도개선 등을 통해 최대한 신속히 집행해 실집행률을 높여나간다는 계획이다. 부처와 공공기관은 얼마남지 않은 연말까지 이·불용을 최소화하는 방안을 세웠다. 연말 집행이 집중되는 군시설 건설 및 장비 획득사업(국방부), SOC(사회간접자본) 사업(국토부) 등에 대한 집행을 독려해나갈 방침이다. 11월 말 기준, 중앙정부 본예산은 연간계획 313조3000억원 중 280조5000억원을 집행했고(진도율 89.5%), 추경예산은 전체계획 8조3000억원 중 7조3000억원을 집행(진도율 87.4%)했다. 

내년 국고채 110조1천억 발행, 올해보다 8천억 증가
기획재정부는 재정의 역할 강화로 경제를 활성화하기 위해 내년에 국고채를 110조1천억 원 어치 발행할 계획이라고 밝혔다. 이는 올해보다 8천억 원 늘어난 규모다. 일반회계 적자보전 수요 등에 따른 국고채 순증 규모는 45조9천억 원으로 올해보다 5조8천억원 줄어든다. 

만기도래에 따른 차환 발행은 53조9천억 원으로 올해보다 2조3천억 원 늘어난다. 조기상환과 교환 등 효율적 시장관리를 위한 시장조성용 물량은 10조3천억 원으로 올해보다 4조3천억 원 증가한다. 기획재정부는 연기금, 보험사, 자산운용사 등의 국고채 수요가 꾸준히 증가하고 외국인의 장기투자 유입 흐름도 지속되는 등 수급여건이 양호해 내년도 국고채 물량이 차질없이 소화될 것으로 예상했다. 기재부는 국고채 시장의 안정적 관리를 위해 시장의 예측 가능성을 높이고 효율적인 재정자금 조달 환경을 만들 계획이라고 밝혔다. 국고채를 9조∼10조원 수준으로 월별로 균등 발행하고 장·단기물 수급, 만기 분산, 재정조달 비용을 종합적으로 고려해 만기물별 최적 발행을 추진할 예정이다. 기획재정부는 한편 대내외 여건 변화에 대비하고 국고채시장의 안정성과 효율성을 높이기 위한 제도 개선을 추진하고, 단기채 수급기반 확충 등을 위해 국고채 원금·이자분리채권 전담 국고채전문딜러(PD)제도를 도입한다. 교환 방식을 개선해 교환시장 참여 유인을 높이고 선매출제도 및 발행일전 거래시장을 보완·활성화해 시장 변동성을 완화시키면서 재정증권 입찰 대상에 국고채전문딜러를 포함시켜 입찰참가자 간 경쟁을 유도하고 수급기반을 확대한다는 방침이다. 

Govt to inject 30% budget in the first quarter with goal of 58% in the first half
The government set up a goal to execute 58% of the budget in the first half of the year. This is because the supplementary budget has already been executed and it might reduce the scale of the budget in the first quarter according to Ministry of Strategy and Finance's The 14th Budget Management Meeting. The ministry predicted that budget and consumption would be shrunk at the beginning of the year and it is therefore planning to finish the execution procedure for businesses with planning, ordering, contracting and public participation by the end of January.

Regarding the budget ($2.9B) allocated before the start of fiscal year will be executed from this month. This budget includes businesses for low income families ($41M) and for disabled and elderly people ($39). The government also decided to strengthen execution management so that the related public institutes rapidly carry out the process by reflecting residents' opinions, environmental effect and licensing. The government also will push forward the budget for defence related projects, social overhead capital and land development. Based on November last year, $230B out of total $260B budget was executed (89.5% progress rate) and $6.2B out of $6B supplementary budget was executed (87.4%). 

$93B exchange bond to be issued in 2016 ($679M increase) 
Ministry of Strategy and Finance announced to issue $93B exchange bond ($679M increase) this year to invigorate national economy. But the scale of net margining has been reduced to $38.9B ($493M decrease) due to the demand on general accounts deficit covering. A conversion issue is $45.7B ($195M increase) and market making supply for advanced redemption and exchange is $875M ($365M increase). The ministry predicted that the demand for exchange bond such as pension fund, insurance and asset management would steadily increase with continuous influx of long term foreign investment. For this, the ministry will create an environment for financial fund procurement that can safely manage exchange bond market and raise market estimation through a monthly issue of $849M exchange bond and by considering supply and demand, expiry dispersion and cost of financing.

Also, the ministry is introducing PD System to expand short-term bond supply, improving the systems for safe and effective exchange bond market and preparing for global environment. In addition, the ministry is luring participation in exchange market with improved exchange methods, easing market fluctuation, and including PD in bidding for treasury bills in order to drive a competition and expand the foundation for demand and supply.
