제10차 G20 정상회의에 참석한 박근혜 대통령이 데이비드 카메론 영국 총리와 정상회담을 가졌다. 이번 정상회담은 박근혜 대통령과 카메론 총리의 두 번째 회담이자, 카메론 총리가 금년 5월 총선 승리를 통해 총리직을 연임하게 된 후 처음 열린 양국 정상회담이다. 박 대통령과 카메론 총리는 양국 간 실질협력 확대 방안, 지역정세, 테러를 포함한 글로벌 이슈 등에 대해 심도 있는 의견을 교환했다.

먼저 박근혜 대통령은 카메론 총리에게 파리에서의 테러로 영국인을 비롯한 무고한 인명이 다수 희생된 데 대해 애도와 위로의 뜻을 전했다. 그러면서 이번 테러를 다시 한 번 강력히 규탄하며, 프랑스 및 영국을 포함한 국제사회의 테러 척결 노력에 적극 동참해 나갈 것이라고 강조했다. 이어 박근혜 대통령과 카메론 총리는 2013년 박 대통령의 영국 국빈 방문 성과를 바탕으로 양국 관계가 양자뿐만 아니라 글로벌 협력 등 다방면에서 심화되고 있다고 평가하고, 양국 간 실질 협력 분야의 진전 방안을 논의했다.

양 정상은 양국 간 원전 대화체를 통해 원전건설, 해체, 중소형 원전 등에 대한 협력 가능성을 논의하고 있음을 평가하고, 양국 관계기관 간 공동 펀딩으로 연료전지, 스마트 그리드 등 에너지 신산업에서 공동연구가 진행되고 있는 점을 환영했다. 특히 박 대통령은 향후 이러한 노력이 호혜적인 결실을 거두고 양국 간 더욱 활성화되기를 희망했다. 박근혜 대통령은 양국의 선박건조기술과 설계기술을 결합한 협력 모델로 군수지원함을 노르웨이에 수출한 성공사례를 바탕으로, 향후에도 양국이 상호 강점을 살려 제3국 공동 진출을 위해 더욱 긴밀히 협력해 나가기를 기대했다.

박근혜 대통령과 카메론 총리는 양국이 세계 곳곳에서 벌어지고 있는 위기상황에 대비한 재외국민 보호 분야의 협력을 강화해 나가고 있음을 평가하고, 위기대응 능력 향상을 위한 협력을 한층 강화하기로 했다. 2014년 8월 리비아 사태 시 우리 군함이 영국민 47명의 철수를 지원한 것을 계기로 2014년 12월 양국은 ‘외교부 간 영사위기관리 협력 MOU’를 체결한 바 있다. 양 정상은 남수단 등 아프리카에서의 평화유지활동과 관련해 긴밀한 협력을 모색하고, 시에라리온 내 에볼라 퇴치 과정에서 구축된 양국 간 협력 관계도 계속 유지·발전시켜 나가기로 했다.

박근혜 대통령, 정상 업무오찬(개발, 기후변화) 참석

박근혜 대통령이 터키에서의 첫 일정으로 ‘개발 및 기후변화’를 주제로 열린 업무오찬에 참석했다. 오찬에 앞서 G20 정상들은 단체 기념촬영을 함께한 후 오찬 장소로 이동했다. 먼저 박근혜 대통령은 얼마 전 프랑스 파리에서 일어난 반인륜적인 테러로 희생당한 피해자와 유가족들, 프랑스 국민들에게 깊은 애도의 뜻을 전했다. 이번 테러는 프랑스뿐만 아니라 국제사회 전체에 대한 공격행위라며, 국제사회의 테러 척결 노력에 적극 동참할 것을 약속했다.

이어 박근혜 대통령은 파리 기후변화총회(COP21)의 성공을 위한 G20의 적극적인 노력을 촉구했다. 이미 세계 온실가스 배출량의 90%를 차지하는 160여 개 국가들이 국가 자발적 감축목표(INDC)를 제출하면서 성공적인 신기후체제 수립에 대한 의지를 표명했듯 우리나라도 국제사회의 노력에 동참하고 온실가스 감축 기여 방안을 제출하였다고 설명했다.

또한, 박 대통령은 이번 G20 정상선언문의 기후변화 관련 내용에 대해 G20 회원국들 간 의견이 모아지도록 좀 더 노력해야 한다고 언급했다. 그러면서 박 대통령은 이번 COP21의 성공은 세계 각국이 다른 도전에도 성공적으로 대응할 수 있는 시금석이 될 수 있을 것이라고 강조했다.

이어 박근혜 대통령은 신기후체제가 성공적으로 정착하기 위해서는 기후변화 대응을 부담이 아니라 미래의 성장 동력을 창출할 수 있는 ‘새로운 기회’로 보는 인식의 전환이 중요하다고 강조했다. 이를 위해 우리는 현재 4가지 모델(신재생 에너지와 에너지저장장치(ESS), 친환경 에너지타운, 전기차, 스마트 팜)을 중심으로 에너지 신산업을 적극 육성하고 있다고 언급했다. 박근혜 대통령은 지구온도 2℃ 내 상승 억제라는 목표를 달성하기 위해서는 개도국 재원 지원과 함께 기술 이전이 중요하다고 강조했다. 특히 한국은 4가지 모델의 에너지 신산업화 과정에서 축적한 기술과 비즈니스 모델을 개도국과 공유하기 위해 GCF와 협력하고 있다고 언급했다. 박 대통령이 2014년 한·ASEAN 특별정상회의에서 개도국 지원을 위한 GCF 사업모델 4가지를 제안한 바 있다.

지난 11월 6일 GCF는 박 대통령이 제안했던 ‘신재생에너지 + 에너지저장장치’모델을 페루에 시행하는 사업을 최종 승인하였다. 이 사업이 승인되면서 페루의 디젤을 사용하는 과일 가공공장에 태양광 설비와 에너지저장장치를 제공해서 온실가스를 줄이고 24시간 전력도 공급하는 사업을 GCF와 공동으로 추진하기로 결정했다. 박근혜 대통령은 GCF가 세계 기후변화 대응에 중요한 역할을 할 수 있도록 G20 회원국의 지속적인 관심과 지지를 당부했다.

박근혜 대통령이 신기후체제의 성공적 출범과 이행을 위한 G20 회원국의 적극적인 노력을 당부하고 우리의 기후변화 대응에 대한 노력을 소개했다.

Korea-UK summit
President Park attended the 10th G20 Summit in Antalya, Turkey and had a summit talk with UK Prime Minister David Cameron. It was the second summit since the latter won the general election held last May in a row. The two leaders discussed on various issues including substantial cooperative measures between the two countries, regional situations and the recent terror attack in Paris. Park showed her deep condolences on the death of innocent people including UK citizens while strongly criticised the terrorists and said that Korea would actively participate in fighting against terrorism alongside France, UK and international societies. Park then praised high the substantial results in various areas both countries have drawn since the first summit talk held in 2013 in the UK. Both leaders gave positive remarks on cooperation in nuclear power plant and new energy fields such as fuel cell and smart grid funded by both governments. Park pointed out that the combat support ship made by bilateral shipbuilding technology was successfully exported to Norway and expected that they would keep cooperate in the field to pioneer markets in the third countries. They also agreed to strengthen cooperation in protecting the citizens living abroad and to improve capabilities of responding to crisis. Meanwhile, on the occasion of the Korean warship helping 47 UK citizens escape from Libya in August 2014, both countries signed a MOU for consular crisis management in December 2014. Lastly, Park and Cameron reaffirmed the cooperation in peacekeeping activities in South Sudan and eradicating Ebola in Sierra Leone.

Park attends business luncheon
As the first schedule in the G20 Summit, President Park attended the business luncheon for ‘Development & Climate Change’. The G20 summits took a commemorative photograph before they move to the luncheon. Park first of all delivered her deep condolences for those who died, bereaved families and French people and said this terrorism was clearly an attack on international societies over France and Korea would provide its utmost efforts in eradicating terrorism. She then urged G20’s active endeavor for successful 2015 Paris Climate Conference – COP21. She said that like 160 countries with more than 90% of green house gas emission submitted INDC (Intended Nationally Determined Contribution) spontaneously, Korea would follow suit. She emphasized that a successful COP21 would be the touchstone for the world to carry out various other projects successfully and pointed out the importance of changing conception that climate change response was a new opportunity rather than a financial burden. For this, Park continued, Korea is working on actively promoting the new energy industries in the 4 fields of ESS (Energy Storage System), Eco-friendly Energy Town, Electric Vehicles and Smart Farms. Park also emphasized on financial support and technology transfer to the developing countries in order to control the temperature rise of the earth less than 2℃ and for this Korea was cooperating with developing countries based on the accumulated technologies and good business models. Meanwhile, Park suggested 4 GCF Business Models for developing countries at 2014 Korea-ASEAN Special Summit. The GCF (Greann Climate Fund) approved in Jun last month Park’s suggestion of ‘New Recycled Energy + ESS (Energy Storage System)’ to be applied in Peru. The suggestion would enable Peru to use solar energy facilities and ESS instead of diesel engines used in fruit processing companies so that they can reduce green house gas emission while providing electricity at the same time. Park asked G20 summits a continuous support for GCF.
