학교 밖 청소년의 건강한 성장,‘스포츠’와 함께하다
여성가족부 김희정 장관과 국민체육진흥공단 이창섭 이사장은 학교 밖 청소년의 건강한 성장을 지원하는 데 뜻을 같이하고 지속적인 협력관계를 구축하고자 지난 달 19일 올림픽공원 수변무대에서 업무협약을 체결했다. 이번 업무협약은 성장기 청소년의 건강한 신체발달을 위해서는 체육활동이 필수적이라는 점에서 향후 학교 밖 청소년들에게 지속적이고 체계적인 체육활동의 기회를 제공하고, 스포츠 관련 직업군에서도 미래의 꿈을 키워갈 수 있도록 지원하는 데 초점이 맞춰졌다. 먼저, 전국 70개소 ‘학교 밖 청소년지원센터’를 대상으로 한 스포츠용품 지원을 통해 학교 밖 청소년들의 일상적인 체육활동을 뒷받침하고, 전국 26개소 ‘국민체력100 체력인증센터’를 활용한 체력측정 및 정기적인 체력관리를 지원하게 된다.

또한 체육 관련 진로 지원을 강화해 국민체육진흥공단의 인프라를 활용한 경륜 방송진행과정 체험, 스포츠기자 체험 등 체육 관련 직업체험의 기회를 제공하고, 스포츠산업 종사자들과의 만남과 스포츠일자리지원센터와 연계한 진로탐색 등이 진행된다. 더불어, 배구와 농구 등 스포츠관람 기회를 제공함으로써 학교를 다니지 않으면서 소홀해질 수 있는 또래활동 및 체험활동을 활성화시킨다는 계획이다. 김희정 여성가족부 장관은 “학교 밖 청소년들은 상대적으로 체력관리도 제대로 하지 못하고, 또래 친구들과도 단절될 우려가 컸다”면서 “이번 업무협약을 통해 학교 밖 청소년이 다양한 스포츠활동을 즐기고 팀워크를 기르며 건강하게 성장하는 밑거름이 마련되길 기대한다”고 밝혔다. 이창섭 국민체육진흥공단 이사장은 “학교 밖 청소년을 직접 만나보니 에너지가 넘치는 것 같다. 이들이 즐겁게 뛰놀 수 있도록 적극적으로 지원하고 향후 스포츠 관련 업종에서 활약할 수 있도록 지원하겠다.”고 밝혔다.

여성가족부-전국 가정법원 정책협업 강화방안 논의
여성가족부 김희정 장관은 서울가정법원에서 전국 5개 가정법원장과 가족‧청소년 정책협업 강화를 위한 간담회를 개최했다. 전국 5개 가정법원은 가사(家事)·소년사건을 다루는 전문법원으로 여성·가족·청소년정책 주무부처인 여성가족부와 업무상 밀접한 관련을 맺어 왔으며, 이번에 가족·청소년 관련 정책의 발전방안을 함께 모색하고 더욱 긴밀한 협조체계를 구축하기 위해 처음으로 모두 한 자리에 모이게 됐다. 이번 간담회에서는 이혼가족, 위기청소년 및 가정폭력 피해여성 등 정책수요자인 국민 입장에서 여성가족부와 가정법원 간 연계를 강화해 정책사각지대를 메우고, 지원의 폭을 넓히기 위한 구체적인 방안들이 논의 되었다.

먼저, 여성가족부와 법원이 연계해 이혼신청이 접수된 가족에게 상담 등 프로그램을 제공하는 ‘법원 연계 이혼위기가족 지원사업’을 현행 7개소에서 전국 단위로 확대하는 방안을 논의했다. 이외에도, 법원에서 소년보호처분 대상인 청소년을 여성가족부가 운영하는 학교밖청소년지원센터으로 연계해 상담·교육·취업지원 프로그램 등을 통해 자립을 돕는 방안과, 법원 내 우수인재를 가정폭력예방 전문강사로 활용하고 각종 교육자료를 공동 제작하는 방안도 논의했다. 김희정 여성가족부 장관은 “여성가족부와 전국 5개 가정법원의 협업강화는 기관 간 협업을 넘어 행정부와 사법부가 함께한다는 점에서 한 단계 발전된 협업의 좋은 선례가 될 것”이라고 평가하고, “여성가족부는 가족 내 갈등과 문제를 평화적으로 해결하고, 청소년들이 올바르게 성장할 수 있도록 가정법원과 함께 항상 국민 입장에서 생각하며 정책연계를 강화하고 지원의 폭을 넓혀가겠다.”고 밝혔다. 

Kim signs a MOU to promote youth sports
Gender Equality and Family Minister Heejung Kim and Korea Sports Promotion Foundation Chairman Changsup Lee signed a MOU on 19th last month to promote youth sports. They agreed that physical activities would help healthy and balanced physical development of youth and decided to provide continuous support through systematic and various programs. They will provide sport equipment to youth through 70 centers of Out of School Youth Center nationwide and support regular physical checkup and management through 26 centers of National Fitness Award in the nation. In order to support career path in sports world, they will provide various experience programs including track cycling broadcasting, sports reporter, meeting with industry officials and watching sports matches. Minister Kim said “The MOU will particularly support youth outside school so that they can build friendship and team work as well as balanced body through various sports activities.” Chairman Lee said “Youth outside school have full of energy. We will actively support them and lead them into sport industry if they want to start a career in the field.”

Kim holds meeting for family court policy cooperation
Gender Equality and Family Minister Heejung Kim held a meeting with 5 chiefs of the family courts for policy cooperation relating family and youth. The Ministry and the 5 family courts have closely worked together and the meeting this time was to find more efficient policy development methods and to strengthen the close cooperation. The two parties paid particular attention to those vulnerable classes where the benefits of the policies cannot reach and discussed on introducing concrete measures for it. They considered expanding ‘Family Court’s Divorcing Family Support Project’ at the national level from the current 7 centers. The courts will connect the youth in residential care to Ministry-run Out of School Youth Center to help them independent through consultation, job training and job offer. The courts also will provide lectures for preventing domestic violence and related educational materials. Minster Kim said “The cooperation between the ministry and the courts is meaningful as the administration and the judiciary work together and it will play a role model. We will keep continuing our utmost efforts in solving family and youth problems by introducing and implementing practical policies.”
