박근혜 대통령, 제2기 국민경제자문회의 위촉장 수여식 및 제7차 회의 참석
박근혜 대통령이 국민경제자문회의의 2기 위원들과 함께 ‘대외 경제 환경 변화에 따른 대응과제’와 ‘창조경제 확산을 통한 지역경제 발전방안’을 주제로 열린 토론을 하며 경제현안을 점검했다. 국민경제자문회의는 지난 2년 반 동안 6회에 걸쳐 회의를 개최하고 국민경제 발전을 위한 주요 경제정책 자문과 여론 수렴을 해왔다. 박근혜 대통령은 제7차 국민경제자문회의 주재에 앞서, 제2기 국민경제자문위원을 위촉했다.

박근혜 대통령은 새로 자문위원으로 위촉된 위원들에게 축하의 메시지를 전하며, 높은 식견과 전문성을 갖춘 위원들이 모인 제2기 국민경제자문회의 위원단이 우리 경제의 재도약을 위해 활발한 정책 조언을 해 줄 것을 기대했다. 박 대통령은 중국을 비롯한 세계 경제의 침체 장기화 등으로 우리 경제가 나라 안팎으로 다양한 도전과 어려움에 직면하고 있다며, 이를 대응하기 위한 정부의 다양한 노력을 소개했다.

정부는 그동안 추경을 통한 재정 보강, 코리아 그랜드 세일, 자동차 개별소비세 인하와 같은 내수 활성화 대책을 집중적으로 시행해 왔다고 밝혔다. 특히 구조 개혁을 통해서 우리 경제의 체질을 강화하는 작업도 공공부문과 노동부문을 중심으로 강력하게 추진해 왔고, 경제 혁신 3개년 계획을 바탕으로 규제개혁과 창조경제 육성도 지속적으로 해 왔다고 소개했다.

박근혜 대통령은 오늘 논의될 ‘대외 경제환경 변화 대응과제’와 ‘창조경제 확산을 통한 지역경제 발전방안’은 시의적절한 주제라며, 위기를 기회로 바꿔서 새로운 성장의 발판으로 만들 수 있는 실질적인 방안들이 논의되기를 기대했다.

박근혜 대통령, 창조경제 실현을 위한 기초연구, 소재기술 발전방안 보고회(-제27차 국가과학기술자문회의-) 참석
박근혜 대통령이 ‘창조경제 실현을 위한 기초연구·소재기술 발전방안 보고회’ 겸 ‘제27차 국가과학기술자문회의’를 주재했다. 우리나라가 각고의 노력 끝에 짧은 기간에도 불구하고 세계 10위권의 경제국으로 성장할 수 있었던 배경에는 과학기술에 대한 과감하고 선제적인 투자와 함께 과학 기술인들의 열정과 헌신이 있었기 때문이다. 특히 기초연구와 소재기술은 새로운 기술과 산업을 창출하는 원동력으로 많은 나라들이 이 분야에 투자를 지속적으로 확대해오고 있다.

박근혜 대통령은 기초연구의 이런 성장에도 불구하고 일부 언론에서 우리나라 기초과학 수준이 노벨과학상 수상에는 여전히 미흡하다는 지적이 있다며, 우리도 기초연구에 지속적으로 투자하고 창의적인 연구에 매진한다면 머지않아 기초과학 대국이 될 수 있을 것이라고 밝혔다.

먼저 향후 노벨상에 도전할 세계 톱클래스 연구자를 양성하고, 강점 분야를 중심으로 해서 세계적 수준이 수월성을 확보하기 위한 민관 합동의 전략적 지원을 강화해야 한다고 강조했다. 그리고 기초연구 성과를 핵심 원천기술로 발전을 시켜서 기업이 활용하도록 연계시키는 성과 확산 시스템이 제대로 작동을 하는지 점검해 봐야 한다고 덧붙였다. 뿐만 아니라, 기초연구 성과를 핵심 원천기술로 삼아서 산업에 활용할 수 있도록 연계하는 시스템을 만들어가야 한다고 밝혔다.

Park attends 2nd Appointment Ceremony of National Economic Advisory Council and 7th Meeting
President Park and the 2nd committee members of the National Economic Advisory Council held a meeting under the subjects ‘Tasks for Economic Environment Change’ and ‘Regional Economy Development Plan by Promoting Creative Economy’. The council has held 6 meetings for the last 2 and half years, provided advice on economic policies and collected public opinion. Before the 7th meeting, President Park appointed the 2nd committee members and gave congratulatory messages. She asked the appointed members to do their best to give active and practical advice on economic policies. Park mentioned the government’s will and effort in boosting economic downturn caused by global economic slowdown and said that the government was actively implementing supplementary budget, Korea grand sale and reduction of vehicle individual consumption tax. She added that the government carried out structural reform especially on the public and labor sectors as well as deregulation and creative economy policy based on the 3 Year Economic Innovation Plan. Lastly, she mentioned that the two subjects of the 7th Meeting were well-timed and we needed to use this opportunity to introduce practical economic policies. 

Park chairs 27th Meeting of Presidential Advisory Council on Science & Technology
President Park chaired ‘Briefing on Basic Research & Material Technology Development Plan for Creative Economy’ and ‘The 27th Meeting of Presidential Advisory Council on Science & Technology’. The reason Korea has become one of top economic countries in the world is because there have been active investment in science and technology. Basic research and material technology in particular have been the driving force which many countries are continuously investing in. However, Park said that we still needed a further investment in the field as we were not enough to win a Nobel Prize in the field yet. Park emphasized that we should give unsparing effort in fostering talented researchers and strengthening strategic support at the national level. She added that industry-academic cooperation for original technology and its commercialization was a must to raise national competitiveness.
