최경환 부총리, 청년 20만+ 창조 일자리 박람회참석
최경환 부총리 겸 기획재정부 장관은 지난 달 23일 "예산과 세제, 4대 개혁 등 가용 자원과 역량을 청년고용에 다 걸어야 한다"고 밝혔다. 최경환 부총리는 이날 대구 엑스코에서 열린 '청년 20만+ 창조 일자리 박람회'에서 축사를 통해 "청년일자리는 청년 개인만의 문제가 아니라 온 국민이 힘을 모아야 하는 과제가 됐다"면서 이 같이 말했다. 그는 또 "노사정 대타협 이후 새누리당이 노동개혁 5개 법안을 발의하는 등 노동개혁이 속도를 내고 있다"면서 "우리나라 신용등급이 사상 최고인 AA-로 올라간 데에는 노동개혁이 본격 추진되고 북한과의 관계가 완화된 것이 계기가 됐다"고 분석했다. 이어 "일본, 프랑스 등 각국의 신용등급이 떨어지는 가운데 우리나라의 신용등급이 올라가 더욱 돋보였다"고 말했다.

최경환 부총리는 “하지만 축구경기에서 선취점 넣었다고 공격 접고 수비에 치중하면 따라잡힐 수 있듯이 우리도 안주해선 안 된다"면서 "4대 개혁에 더 박차를 가하는 것만이 글로벌 경쟁의 승부를 결정짓는 확실한 쐐기골이 될 것"이라고 강조했다. 최 부총리는 "대구에는 대기업 본사나 완제품 브랜드가 없으며 1995년 이후 매년 평균 1만2천명이 대구를 떠나고 있고 이중 20∼34세가 64%"라면서 "청년들이 고향을 떠나지 않고도 일할 수 있도록 대구와 경북에 좋은 일자리를 많이 만들어 달라"고 기업 관계자들에게 요청했다. '청년 20만+ 창조 일자리 박람회'는 정부와 창조경제혁신센터, 기업, 지방자치단체가 청년 고용에 대한 사회적 분위기 확산을 위해 이달부터 10월 말까지 전국 6대 권역에서 순차적으로 개최된다. 기획재정부는 이날 대구 박람회에 삼성·LG·현대자동차·한화 등의 계열사와 협력사, 지역강소기업과 한국도로공사, 대구도시공사 등 136개 업체가 참여했으며 600여명의 채용이 예상된다고 밝혔다. 

한-러, 공동 협력 사업 발굴 위한 실무협의체 구성
기획재정부는 지난 달 23일 최경환 경제부총리 겸 기획재정부 장관이 러시아 블라디보스톡에서 열린 제14차 한·러시아 경제과학기술공동위원회에 참석해 루트네프 부총리 겸 극동지역 전권대표와 경제 협력 방안을 중점 논의한 결과 양국 경제 관계의 실질적 진전을 가져왔다고 밝혔다. 정부는 한-러 양국의 국책 금융기관이 조성하는 30억 달러 규모의 자금이 투입될 협력 사업을 본격적으로 발굴하여 극동 개발과 인프라 투자 등에 속도를 낼 계획이라고 밝혔다. 양국은 오는 11월 모스크바에서 후보사업 리스트를 교환하기로 한 가운데 우리 정부는 대상 후보사업으로 연해주 산지 곡물터미널, 수산 클러스터, 선도개발구역 진출기업 지원 등을 제시했다. 한-러 양국은 한국과 유라시아경제연합(EEU) 간 경제협력과 기업 진출 확대를 위한 협의 채널 등을 신설키로 하고, '러시아 외국인투자위원회'에 한국 기업이 참여하는 데 합의했다. 러시아에 진출한 우리 기업들이 공통적으로 어려움을 격고 있는 '투자 환경 부족' '인허가 어려움‘ 등의 문제를 해결하기 위해서다. 최경환 부총리는 우리 어선의 안정적인 조업을 위한 러시아 명태 어업 쿼터 확대와 안정적인 배정을 요구하고 안정적인 쿼터 확보를 위해 오는 11월 수산 분야 투자 방안도 의제로 올려 논의키로 합의했다. 

한-러 경제과학기술공동위원회는 양국이 경제 전반에 있어 협력 방안을 논의하는 최고위급 협력 채널로 이번 회의는 수석대표를 부총리 급으로 격상한 뒤 열리는 첫 회의다. 한국에서는 산업통상자원부, 농림축산식품부, 외교부 등 8개 부처가, 러시아에서는 경제개발부, 에너지부, 극동개발부, 교통부 등 10개 부처가 회의에 참가해 경제 협력 전반에 대해 협의했다. 

Choi attends Youth Job Exhibition
Deputy Prime Minister and Minister of Strategy and Finance Gyeonghwan Choi said on 23 last month that the government needed to pour its full effort into youth job creation. Choi attended Youth Job Exhibition for creating 20,000 + jobs held in Daegu and said “Youth unemployment is not a problem for individual but a problem to be solved at the national level. Senuri Party’s recent introduction of ‘5 Labor Reform Bills’ is speeding up the Korean labor market and it played as a main factor, alongside smooth relationship with the North, to put Korea at AA- in sovereign credit rating. It is meaningful as the rate is taking a downturn for Japan and France.”

Choi continued “But we must be careful not to be too proud or careless as the rank can change at any time but we should keep pushing forward the ‘Four Reform Plans’ to secure global competitiveness.” Choi also asked industry officials by saying “There is not a single headquarters of major companies or complete product brand in Daegu and average 12,000 people with 64% aged between 20 and 34 are leaving the city every year. Therefore, it is very important for you to provide reasonable jobs and work environment in the region.” The exhibition is to be held until the end of October in 6 regions by the central and local governments, creative economy innovation centers and companies. The ministry said that 136 companies and organizations including Samsung, LG, Hyundai Motors, Hanwha, Korea Expressway Corporation, Daegu Urban Development Corporation and local companies participated in the exhibition and 600 youth are expected to have a job.

Korea and Russia to build a working-level consultative body for joint business projects
Deputy Prime Minister and Minister of Strategy and Finance Gyeonghwan Choi on 23 last month participated in The 14th Korea-Russia Economic Science Technology Committee’ held at Vladivostok. Choi agreed with Trutnev, Deputy Prime Minister of Russia and Special Representative of Far East, to create a working-level consultative body for joint business projects. Choi said that the two governments would find cooperative projects worth $3B of government fund in relation with the development of Far East. Both countries will exchange prospected projects in November at Moscow and the Korean government has already appointed ‘local grain terminal in Primorsky Krai’, ‘marine product cluster’ and ‘companies in the development area’ for the projects. They also agreed to launch a channel for economic cooperation between Korea and EEU and for the Korean companies to participate in ‘Russia Foreign Investors’ Committee’. This can help to solve the difficulties of the Korean companies in Russia such as lack of investment and complicated licensing procedures.

Choi said that the Korean government asked Russia to expand and appoint Russian Pollack Fishing Quarter and is also planning to bring the matter to the meeting in November. Meanwhile, the Korea-Russia Economic Science Technology Committee’ is the highest level cooperative channel between the two countries and Korea’s 8 departments including Ministry of Trade, Industry and Energy, Ministry of Agriculture, Food and Rural Affairs and Ministry of Foreign Affairs and Russia’s 10 departments including Ministry of Economic Development, Ministry of Energy, Ministry of Far East Development and Ministry of Transportation participated the committee this year.
