미래창조과학부, OECD 과학기술장관회의 개회
미래창조과학부는 2015 세계과학정상회의의 핵심 행사인 ‘경제협력개발기구(OECD) 과학기술장관회의’가 지난 달 20일 오후 대전컨벤션센터(DCC)에서 개회식을 갖고, 전 세계의 지속적 경제성장과 글로벌 도전과제 해결을 위한 과학기술혁신 및 국제협력방안을 논의했다다. 2015 세계과학정상회의는 ‘경제협력개발기구(OECD) 과학기술장관회의’와 ‘세계과학기술포럼’, 그리고 ‘대한민국 과학발전 대토론회’로 구성되며, 각국 장·차관과 세계적인 석학들이 함께 모여 향후 10년간의 세계 과학기술정책 방향을 결정하는 중요 회의다. 특히 이번 OECD 과기장관회의는, 1963년 첫 회의부터 2004년 전차회의까지 11회가 모두 프랑스 파리 OECD 본부에서 진행돼 오다가 한국의 제안으로 사상 최초로 파리 OECD 본부 밖에서 열리며, 역시 한국의 제안에 따라 최초로 동남아국가연합(ASEAN) 회원국들이 함께 참여하는 회의다.

특히 최양희 미래부 장관은 과기장관회의 의장을 맡아 개회사를 하고, 장관회의 전체를 아우르는 21일 마무리 회의를 직접 주재했다. ‘글로벌 도전과제 해결을 위한 과학기술혁신’ 주제로 국제협력을 통한 과학기술혁신방안을 논의하고, 과기장관회의 의장인 최양희 미래부 장관이 주재하는 마무리 회의에서 양일간의 성과를 정리하는 ‘대전선언문’을 합의 채택하게 된다. 분과회의에서는 의료분야 과학혁신, 지속가능한 미래를 위한 기술 개발, 포용적 성장을 위한 과학혁신 등 3개 주제가 논의되며, 이후 카르멘 벨라 올모 스페인 연구개발혁신담당 국무상 주재 전체회의에서 논의를 정리했다. 마지막으로 의장 최양희 장관이 과기장관회의 전체를 정리하는 마무리 회의를 직접 주재, 대표단 합의를 통한 대전선언문 채택을 주도했다. 마무리 회의 직후에는 과기장관회의 의장 최양희 미래부 장관과 토르비욘 뢰 이삭센‧카르멘 벨라 올모 부의장이 기자회견을 갖고, 대표단 합의로 채택될 대전선언문의 내용과 의의를 발표했다. 

아시아의 과학기술분야 정책결정자 한자리에 모여
미래창조과학부 최양희 장관은 아세안의 과학기술 협력 확대를 위해 아세안 국가와 중국, 일본의 과학기술 장관들이 참석한 ‘아세안(ASEAN)+3 과학기술 장관포럼’을 지난 달 20일 대전 컨벤션 센터에서 개최하였다. 이번 포럼은「OECD 과학기술 장관급 회의」의 특별 초청국으로 ASEAN 과학기술 장관을 초청함에 따라, 아세안의 과학기술분야 글로벌 협력방안을 논의하기 위한 자리로 개최되었다. 특히, 이번 포럼에서는 민동필 박사가 “아세안의 과학기술분야 도전과 과제”라는 주제로 아세안의 과학기술 발전을 위한 협력방안에 대해 발제를 하고, 전일 개최되었던 제2차 한-아세안 과학기술공동위원회 논의 결과를 바탕으로 아세안의 과학기술 혁신행동계획(APASTI)의 효과적 추진을 위한 아세안과 한·중·일의 협력방안을 제안하였다. 본 포럼에서의 논의 내용을 바탕으로 이후 11월 라오스에서 개최될 아세안 과학기술공동위(COST)에서 보다 구체적인 과학기술혁신행동계획이 마련될 예정이다. 또한, 아세안 및 한·중·일 과학기술 영재를 발굴하고 독려하기 위한 과학기술 영재발국 프로그램 소개와 프로그램의 수상자(인도네시아 Radya Wafi Adyatma, 싱가포르 Ann Cheng Lin)에 대한 시상도 진행되었으며, 수상자에게는 메달과 장학금이 수여되었다. 최양희 미래창조과학부 장관은 개회사에서 “이번 포럼을 통해 그동안 아세안과 한중일 과학기술의 성과를 공유하여 아세안의 과학기술 발전을 가속화하는 방안과 이를 위한 협력방안이 논의”되기를 희망하며, “아시아 역내·외 과학기술 분야의 협력 조정 및 연계 플랫폼 주도, 기술이전 등 아세안과의 과기협력의 증진을 기대”한다고 밝혔다.
 

Choi opens OECD Ministerial Meeting
Choi Yang-hee, Minister of Science, ICT and Future Planning held 2015 OECD Ministerial Meeting at Daejeon Convention Center on 20th last month to discuss on sustainable global economic growth, science technology innovation and international cooperation. The forum is consisted of Ministerial Meeting, World Science & Technology Forum and Korea Science Development Forum and scholars and government officials are to decide the next 10 year’s direction of science technology policies. The forum started in 1963 and has been held in Paris until 2004 (11 times) but it was held for the first time outside of Paris and Korea led the ASEAN countries’ participation this year which was unprecedented. As Chairman of the forum, Minister Choi delivered an opening speech and hosted the last day meeting on 21st and adopted ‘Daejeon Declaration’. In the department meetings of the forum, medical science innovation, sustainable future technology development and growing together were put on the table which then was discussed in the plenary session hosted by Carmen Vela Olmo (Spanish Miniser). Choi, Torbjørn Røe Isaksen (Deputy Chairman of the forum) and Carmen Vela Olmo had a press conference thereafter to announce the declaration. 

Choi holds ASEAN + 3 Science Technology Ministerial Forum
Choi Yang-hee, Minister of Science, ICT and Future Planning held ASEAN + 3 Science Technology Ministerial Forum at Daejeon Convention Center on 20th last month. The forum was held as part of OECD Ministerial Meeting which was the inviting body. Dr. Dongpil Min presented the subject ‘Challenge and Tasks of ASEAN Science & Technology’ and suggested ways of cooperation between ASEAN and Korea, China and Japan for implementation of APASTI (ASEAN Plan of Action on Science and Technology Innovation). Based on the discussed subjects in the forum, they will introduce more detailed Science Technology Innovation Activation Plan at ASEAN COST which will be held in Laos in November this year. The forum also introduced the Science Technology Talents Development Program and awarded prizes with medals and scholarship to Radya Wafi Adyatma (Indonesia) and Ann Cheng Lin (Singapore). Minister Choi said “I hope the forum will contribute to accelerating ASEAN science technology development and more active exchanges and cooperation in the field will take place.”
