진주시, 경남경제권의 중심도시를 꿈꾸다

도시를 관통하는 강줄기를 따라 천년의 역사가 흐르는 대한민국 남부지역의 중심도시 진주. 예로부터 전통 있는 문화예술 도시이자, 오늘날 튼튼한 산업 기반 위에 문화와 관광이 조화되는 산업문화도시로서의 토대를 구축해나가고 있는 진주시는 향후 50년의 중심도시로 도약하기 위한 신성장동력산업 육성에 박차를 가하고 있다.

혁신도시와 뿌리산업 육성
이창희 경남 진주시장은 진주가 경남미래 50년 중심도시로 우뚝 설 수 있는 기반에는 진주혁신도시와 경남도 서부청사시대 개막에 맞춘 항공, 뿌리산업 육성이 중요하다고 강조한다. 진주시는 지금까지 성장도시 기반 위에 신성장동력산업 육성과 미래지향의 도시체계 구축에 중점을 두고 최선을 다해왔다. 이런 노력의 결과로 지난해 12월 항공산업국가산단 지정과 상평산단이 재생사업지구로 선정됐으며, 지난 4월에는 경남도 서부청사 관련 조례가 도의회를 통과하며 도청 주요기능 일부의 진주환원이 결정되었다. 또한 그동안 의욕적으로 추진해 온 뿌리 산단도 본격 조성에 들어간 상태이다. 이 시장은 “이밖에도 지자체 복지사업의 롤모델로서 대한민국 복지대상을 수상한 4대 복지부문의 확대와, 올해 대한민국 상품대상을 수상한 남강유등축제의 세계화 및 자립화를 추진하고 있습니다”라고 설명했다.

이에 더해 현재 99%의 공정률로 마무리 단계에 접어든 혁신도시의 경우 중앙관세분석소, 한국남동발전, LH, 한국저작권위원회 등이 이전을 마쳤으며 앞으로 11개 공공기관이 이전을 준비하고 있다. 또한 주민입주도 2,200여 세대가 입주를 마쳤으며 현재 100여 곳의 건물을 신축 중이다.

좋은세상 복지의 전국 확대 목표
최근 진주시에서 가장 주목받는 부분은 항공국가산단 지정을 통한 경제적 효과이다. 이창희 시장은 “2011년에 정부에 산단지정을 요청한 후 4년 만에 서부경남 처음으로 거둔 성과입니다. 특히 전국의 41개 산단 가운데 이번 지정은 서부경남에서 최초로 이뤄져 정치적으로도 중요한 의미를 가집니다”라며 이를 통해 20조의 경제적 효과와 6만여 명의 고용효과가 창출될 것으로 전망된다고 밝혔다. 현재 항공산단은 2020년 준공을 목표로 내년 하반기 착공할 예정이며, 8개 앵커기업과 6,600억 원 가량의 투자협약 양해각서를 체결한 상태이다.

복지문제가 주요 쟁점으로 떠오르고 있는 지금 진주시의 복지정책인 ‘좋은세상’에 쏟아지는 관심에 대해 이 시장은 전국적으로 확대 시행될 가능성을 높게 평가했다. 그는 “최근 복지 논쟁이 매우 거셉니다. 그러나 분명한 것은 세상에 공짜는 없다는 것입니다. 보편적 복지 역시 재원마련에 국민의 세금이 사용됩니다. 이로써 국가 예산을 적게 사용하면서도 복지가 가능하고 여기에 일자리 창출과 복지 사각지대의 연결이 필연적인 ‘좋은세상’이야 말로 모범적인 사례라고 봅니다”라고 설명했다. 이에 덧붙여 이 시장은 “진주시의 복지는 진주시민이 소유자가 되며 함께 공급자가 되는 독특한 복지입니다. 진주시민들의 관심과 성원이 복지 확산에 큰 힘이 되고 있습니다”라고 밝혔다. 끝으로 이창희 시장은 10월 초 개최되는 진주남강유등축제의 완전자립화와 세계화에 주력하며, 글로벌 축제로서의 격을 높여나갈 것이라 전했다. 경남 중심도시로서의 발전과 도약을 꿈꾸고 있는 진주시의 앞으로의 행보를 지켜보자.

Promoting innovation and root industry 
In order for Jinju to lead the next 50 years of South Gyeongsang Province, Mayor Lee said, promotion of the aviation and root industries in accordance with Jinju Innovative City Project and Western Office of South Gyeongsang Province are a must. The city has been exerting its effort in promoting new growth engine industries and creating a future-oriented city. As a result, the city has invited the National Industrial Complex of Aviation Industry and the city’s Sangpyeong Industrial Complex has been chosen as a Regeneration Project Zone last December. Also, some of the core departments of South Gyeongsang Province have been decided to move their base to the city last April. In addition, the construction of the Root Industrial Complex is already on the way. Mayor Lee said “We won the Korea Welfare Awards in the four categories which we will expand its scope and we are working on the globalization of Jinju Namgang Yudeung Festival which won the Korea Product Awards.”

Meanwhile, the Innovative City Project currently shows 99% completion and the Central Customs Laboratory and Scientific Service, KOSEP, LH and Korea Copyright Commission have moved their bases already and other 11 organizations are preparing for relocation. Also, 2,200 households have moved to the area and 100 new buildings are currently being constructed.

Efficient welfare system
The aviation industry in Jinju City is expected to create a massive local economic effect. Mayor Lee said “Jinju is the sole and the first city in South Gyeongsang Province and among 41 industrial complexes in Korea which invited aviation industry in 2015. We are expecting $20B worth economic effect and 60,000 jobs. The construction will be starting next year to be completed by 2020 and the city has signed a MOU with 8 anchor companies to secure $660M investment.” The city’s welfare system is called ‘Good World’ and Lee is planning to spread the system nationwide.

Lee said “Welfare is a hot topic at the moment. But we must know that nothing is free in the world. The point is to create a maximum effect of welfare system with a minimum budget. This is the core idea of ‘Good World’.” He added “The citizens are both receivers and suppliers of welfare which means that the system cannot run effectively without active supports and participation of the citizens.”Currently, Mayor Lee is providing utmost efforts in promoting Jinju Namgang Yudeung Festival (early October) to a global level.
