Creating a resident-centered Geumcheon District
Winning 2015 Korea Future Management Award in the welfare category
1. You were reelected as the head of the district last year. What are your overall impressions?

I feel great responsibility to implement ongoing hardware projects with which I have to work with Seoul Metropolitan City. But I also have a strong will to complete my task. This year marks 20th anniversary of the district and I'm working hard to make a blueprint for the future of the district. Rather than leaving my name memorable during my term, I'm building up a foundation for the future generation through 'Geumcheon Vision Committee' consisted of residents, specialists and my staff. I'm also planning to announce '2030 Geumcheon Development Plan' in October.

2. What are your goals and directions?
My key words are safety, welfare, education, economy, job creation, urban regeneration and communication. I focused on social reform such as public education reform and village community projects in my last term, but this term, I will focus on creating a resident-centered happy and safe district. I will reduce crimes, accidents, inconvenience of the residents, invite a large general hospital, develop subway station area, build a road that connects East and West and business-friendly area in the G Valley, carry out urban regeneration and promote job creation.

3. The district was chosen as Innovative Education District, Education Priority District and Lifelong Study District. What is your future plan for education?
Geumcheon District still lacks in educational and cultural facilities and therefore steady investment is much needed. Schools are concentrated in semi-industrial area and the children and students of low income families and part time workers need to have a functioning public education. 

I opened 'Geumcheon Education Development Forum' in 2010 to listen to the opinions of the residents, and launched 'Innovative School & Dream School Projects' in 2011. In order to secure a necessary budget, I suggested 'Innovative Education District Project' to Seoul Metropolitan Office of Education and the project is now being participated in Seoul Metropolitan City and the Office of Education alongside 11 districts in Seoul. 

The slogan of the project is 'Village That Embraces School'. I want to resolve the education gap between the rich and poor by using manpower and resources in each village. It is important to build 'governance' in cooperation with various local organizations to support regional education. For this, I will reduce number of students in a class, create a school support system, introduce a creative experience activity with village, promote a self-directed learning and school parents' role for participating in education.

4. You won 2015 Korea Future Management Award for 'Customized Public Studio for Elderly People Living Alone' and 'Siheung Valley Eco Park'. Tell us about the first one.
There are about 500 elderly people living alone in a room or house in a rundown area where there is no kitchen and private toilet. They cannot even afford utility bills. I brought up this project for them by improving the existing public rental housing. 

I suggested the project at a regional meeting in September 2013 and the construction of the first housing was carried out by Seoul Metropolitan City, SH Corporation, Korea Social Investment and other social enterprises last year. The second housing is expected to complete at the end of the year. We named it 'Borin Housing' meaning neighbors care each other but Seoul City renamed it as 'Public Studio' to spread all over the capital city. 

Borin Housing prevents an elderly person from dying alone at home. It is also effective to improve old houses as we buy and renovate them, resolve parking problems as well as reduce the construction cost of public parking lot. We are currently planning to build one Borin Housing per town. 

5. Please tell us about Siheung Valley Eco Park. 
The district was once damaged by torrential rain and flooding in 2010 and 2011. To solve the problem, we decided to build a rainwater recycling facility in a nearby forest. As the district is not big and lacks local amenities, we and the residents decided to develop the forest as an eco park. We built a lawn plaza, green ark where children can learn about climate change, amusement facilities, a vegetable garden and a parking lot on a 8,300§³ land. It was opened this year and the residents are actively participating even in management of the park. 

Building the eco park has become a role model for resident-centered administration as it resolved any complaints and residents' opposition before hand by inviting them to the initial stage of the plan. We will keep reflecting residents' opinions whenever we have projects to carry out. 

6. Is there anything you would like to say to the residents?
This year marks the 20th anniversary of the district. The residents have always been supportive for the development of the district for the last 19 years and now is the time for us to prepare next 10 to 100 years. 

My term is limited but the lives of our residents will last forever. Therefore, my role is to serve their opinions and ideas. I will always be with the residents and they can find me whenever they need a helping hand. With my humble mind, I will do my best until I finish my term.
