최경환 부총리, 한강 관광자원화, 우리 경제 신성장동력으로
최경환 부총리 겸 기획재정부 장관은 지난 달 24일 프레스센터에서 주재한 '한강협력회의'에서 박원순 서울시장과 문화체육부장관, 국토부 제 1차관, 환경부 차관 등이 참석한 가운데 '한강 자연성 회복 및 관광자원화 추진방안'을 발표했다. 최 부총리는 "물들어 올 때 배 띄우라"는 속담을 들어, "한류의 인기 속에 중국 등 인접국의 소득이 향상됨에 따라 서비스 산업을 신성장 동력으로 삼을 기회가 열리고 있다"며 한강을 관광자원으로 활용하는 사업을 서둘러야 한다고 밝혔다. 그는 "한강은 광복이후 산업화와 민주화의 과정을 담고 있는 우리 근대사의 상징"이라며 "보다 많은 관광객과 국민들이 한강을 찾아와서 보고 즐기고 이용하는 과정에서 문화, 유통, 스포츠 및 레저, 예술 등의 서비스 분야 일자리가 생기게 될 것"이라고 강조했다.

최 부총리는 "한강 자연성회복 및 관광자원화 사업에 2019년까지 총 3,981억원이 투자되어, 약 4천개의 일자리가 직접적으로 창출될 것"이라며 "한강의 자연스런 아름다움을 회복시켜 쇼핑위주로 관광을 하던 외국인들에게 한강을 매개로 색다른 문화적, 생태적 체험을 제공할 것"이라고 밝혔다. 박원순 서울시장은 "한강의 자연성 회복을 통해 한강이 살고, 살아난 한강이 다시 사람을 부름으로써 자연과 관광의 명소가 된다면 이것이야 말로 '제2의 한강의 기적'이 될 것"이라며 "정부와 서울시가 지속가능한 미래와 경제활성화 비전에 함께할 수 있게 된 것을 매우 뜻깊게 생각한다"고 밝혔다. 정부는 지난해 8월 박근혜 대통령 주재 제6차 무역투자진흥회의에서 한강 및 주변지역을 관광자원화 하겠다는 계획을 발표하였다. 이어 같은 해 9월, 최경환 부총리와 박원순 서울시장의 회동을 거쳐 한강TF와 한강연구단을 구성해 1년 여간 구체화 방안을 논의해왔다. 최 부총리는 "4개 중앙부처, 서울시, 4개 전문연구기관이 공동 작업한 이번 사례가 복합적인 과제를 민관의 관련 기관이 함께 시스템적으로 대응한 의미있는 시도가 될 것으로 기대한다"고 밝혔다.  

정부, 현장점검 등을 통해 실집행 제고 및 이불용 최소화 추진키로
정부가 추가경정예산(추경)을 포함한 하반기 주요 재정사업이 신속하게 집행될 수 있도록 현장점검 등을 통해 실집행을 제고하고 이월과 불용을 최소화해 나가기로 했다. 기획재정부는 지난 달 21일 중앙부처 기획조정실장 및 공공기관 부사장 등이 참석한 가운데 노형욱 재정관리관 주재로 제9차 재정관리점검회의를 열어 7월 재정집행 상황과 주요 재정현안 등을 점검했다. 이날 회의에서 정부는 추경과 재정보강대책 등 신속한 집행이 필요한 사업에 대해선 8월 말부터 9월 중순까지 관계부처 합동으로 현장점검을 중점적으로 실시하기로 했다. 이번 현장점검을 통해 정부는 재정사업의 연내집행 여부, 집행단계별 애로요인 추적・해소 등 현장중심의 집행관리를 추진할 계획이다.

정부는 현장점검결과를 매월 개최되는 재정관리점검회의에 보고하여 자금배정 등에 반영하고 10월 이후에도 현장점검을 계속 실시해 재정사업 집행 부진 원인을 해소하고 집행율을 제고하기로 했다. 이와 함께 정부는 올 하반기에 주요 재정사업이 최종수요자까지 신속하게 집행될 수 있도록 실집행을 강화하고 이월·불용을 최소화해 나가기로 했다. 노형욱 재정관리관은 "추경 등 재정보강대책은 총량적 집계치 중심의 실적관리보다 개별사업 하나 하나에 대한 집행과정을 추적 관리해 나가는 방식으로 집행을 추진해 달라"며 "특히 8~9월 추석 등 명절 연휴를 앞두고 서민생활 안정과 밀접한 관련이 있는 지원사업 및 일자리 창출 지원사업 등 국민체감도가 높은 사업에 대한 집행에 만전을 기해 줄 것"을 당부했다. 

Choi promotes The Han River tourism as economic growth engine
Minister of Strategy and Finance Gyeonghwan Choi held 'The Han River Cooperation Conference' at Korea Press Foundation on August 24 participated by Seoul Mayor Wonsoon Park, Minister of Culture, Sports and Tourism, Deputy Minister of Land, Infrastructure and Transport and Deputy Minister of Environment. They announced 'Recovery of The Han River Ecology and Tourism Project' on the day. Choi said "Korea needs to take advantage of China's economic growth to invite tourists by promoting service industry.

The Han River, in particular, is called as the Miracle of the Han River which represents our achievement in economy development and democracy and we should use it now to attract foreign tourists through various cultural and leisure products relating to the Han River." Choi continued "We will invest 390 billion won (US$329M) until 2019 in the project and it will turn Korea's shopping-centered tourism to a unique and eco-friendly tourism."  Mayor Park said "If we successfully carry out the development project, we will be witnessing the second Miracle of the Han River. I'm really glad that Seoul Metropolitan City and government are working together on economic revitalization and sustainable future." The Korean government announced a plan to promote the Han River tourism at the 6th Trade-Investment

Promotion Conference held in August last year which was followed by Choi and Park's actualizing the plan through establishing the Han River TF and the Han River Research Group in September the same year. Choi said "The project is cooperated by four central office groups, Seoul Metropolitan City and four special research institutes and this four-way cooperation will make the project more meaningful in terms of its management system."

Government to execute budget on time
The government decided to minimize carryover and disuse of budget by executing a supplementary budget on time in order to rapidly proceed the pending projects. The Ministry of Strategy and Finance held the 9th Finance Management Meeting on August 21 participated by Assistant Minister for Planning and Coordination and Vice Presidents of public institutions. They checked on budget execution and pending issues of July.

Those projects in need of an urgent budget execution will be assessed first during a period from late August to mid September. The assessment particularly focuses on the time of execution and solving the problems that might occur during the procedure. They will report the assessment results to the monthly Finance Management Meeting to allocate the budget and secure the execution rate steadily. Financial manager Hyeongwook Noh said "Supplementary budget and financial reinforcement measures should be carried out according to each project and the businesses closely related to people in the lower income bracket should be considered first."
