울산 창조경제! 에코스마트 조선해양, 첨단 의료자동화의 신기원
울산 창조경제혁신센터가 출범했다. 울산센터는 총 1,828m2(약 554평) 규모로 조성되며, 창조마루를 통해 제품개발 및 엑셀러레이팅을 지원하고, 융합마루를 운영하여 창업보육을 지원한다. 울산센터는 전국 17개 창조경제혁신센터 중 열다섯 번째로 출범하여 조선·기계·소재 등 울산의 기반산업을 바탕으로 제조공정 혁신 및 신산업 창출의 거점이 될 것으로 기대 하고 있다. 울산센터는 울산광역시와 현대중공업이 협력하여 조선해양플랜트산업의 재도약 지원, 첨단 의료자동화 신산업 육성, 민간 창업보육기관과 혁신센터간 플랫폼 연계, △지역특화 3D프린팅 산업 육성을 중점 추진할 예정이다. 국내 조선산업은 일본 및 중국의 추격으로 영업이익이 적자인 상황에서 미래형 선박 기술혁신과 원가경쟁력을 높이기 위해 대기업의 특허를 대폭 개방하고, 사상 최초로 국내 빅3 조선사와 ICT 중소기업 등 산·학·연이 힘을 모아 친환경·고효율 차세대 선박 ‘에코십(Eco Ship)’, ‘스마트십(Smart Ship)’을 공동개발하고, 기자재 국산화를 위한 협력 생태계를 조성할 계획이다. 아울러, 울산의 중화학공업, 자동차 등에 특화된 ‘3D 프린팅 라이브러리’를 통해 특허, 장비, 소재 물성, 및 전문인력 정보를 공유할 계획이다.

특히 센터내에 ‘3D TechShop’을 설치하여 지역의 젊은 창업자, 지역 중소업체가 조선·자동차 등의 부품을 직접 만들어 테스트할 수 있는 환경을 제공하여 ‘메이커 운동’ 붐을 확산 및 조선해양플랜트산업 분야 고용창출과 의료자동화 신산업 육성을 통해 지역 특화산업의 성장 동력으로 기여하게 될 것으로 기대하고 있다.

울산창조경제혁신센터 특화산업 관련기업 발굴, 육성, 지원 본격화 
울산창조경제혁신센터 특화산업 분야의 관련기업을 발굴, 육성, 지원하는 사업이 본격화된다. 울산광역시 김기현 시장과 한국수출입은행 이덕훈 은행장, 울산대학교 오연천 총장, 울산창조경제혁신센터 박주철 센터장은 지난 달 25일 ‘울산창조경제혁신센터 특화산업 육성을 위한 업무협약’을 체결했다. 울산창조경제혁신센터 특화산업은 조선해양플랜트(스마트십·에코십) 지역특화 3D프린팅 산업, 첨단 의료 자동화 산업 등이다.  협약 참여 기관별 주요 역할을 보면 울산창조경제혁신센터는 특화산업과 관련한 유망 중소기업을 발굴하여 추천했다.  

한국수출입은행은 센터가 추천한 기업이 수출에 필요한 자금을 우대금리를 적용하여 지원한다. 울산시는 중소기업경영안정자금을 활용하여 기업이 수출입은행에게 납입한 이자비용 중 일부를 보전하여 줌으로써 특화산업 대상기업이 성장 과정에서 겪을 수 있는 금융적 어려움을 해소하여 줄 계획이다. 울산대학교는 추천기업에 대하여 연구개발 지원 및 경영컨설팅을 제공함으로써 ‘금융’ 뿐만 아니라 ‘비금융’의 측면에서 도움을 준다.  김기현 울산시장은 “지금 우리는 창의성과 아이디어가 새로운 시장을 창출하고 그것이 국가 경쟁력을 좌우하는 시대에 있으며, 지속가능한 경제성장을 위해서는 ‘창조경제’로의 전환이 필요하다.” 면서 “우리시와 울산센터는 특화산업 분야에서 울산이 우리나라의 메카가 될 수 있도록 지원을 아끼지 않을 것”이라고 말한다. 한편 수출입은행과 우대금리를 적용하는 협약 체결은 전국의 창조경제혁신센터 중 울산센터가 최초 사례이다.

울산광역시, 1조 원대 글로벌 합작 투자유치 가시화 
김기현 울산시장은 지난 달 27일 SKC, BASF, SOLVAY 대표단과 ‘투자 간담회’를 가졌다. 이날 간담회에는 정기봉 SKC 사장, BASF측에서 라이너 디역스(Rainer Diercks) 석유화학사업부 글로벌 사장, 토르스텐 펜쿤(Torsten Penkuhn) BASF 석유화학사업부 아태지역 수석부사장, SOLVAY측에서 조오지 크라우져(Georges Crauser) 과산화수소사업부 글로벌 사장, 데이비드 아모리(David Amory) 과산화수소사업부 아태지역 사장 등이 참석했다. 김기현 시장은 간담회에서 국내 유일의 프로필렌 옥사이드 생산기업인 SKC의 30여 년간의 운영 기술과 친환경 HPPO공법 라이센스를 보유한 BASF 및 SOLVAY의 기술력이 결합한다면 최상의 투자성과 창출로 이어질 것으로 기대한다고 밝혔다.

이에 대해 3사 대표단은 유럽투자유치단 파견, 투자 애로사항 지원 등 그간 울산시의 적극적인 협조에 감사를 표명했다. 또한 울산지역 투자에 대하여 현장실사와 사업비 등 구체적인 검토가 진행되고 있다는 설명을 하고, 추후 긍정적인 검토 결과가 나올 경우 금년 말에 울산시, SKC, BASF, SOLVAY간 업무협약(MOU)를 거쳐 내년 초부터 투자가 본격화 될 것이라고 밝혔다. 투자가 성사될 경우 SKC는 BASF 및 SOLVAY와 함께 울산시 남구 용잠로 255 일원에 오는 2018년까지 1조 원을 투자하여 40만 톤 규모의 프로필렌 옥사이드 및 28만 톤 규모의 과산화수소 생산설비를 건설하게 된다. 이번 합작투자로 100여 명의 직접고용효과와 건설인력 연인원 15만 명의 고용창출효과가 기대된다. 김기현 시장은 “150여 년의 역사와 전통, 세계최고의 기술력을 가진 BASF와 SOLVAY가 우리 울산에 있다는 것 자체가 큰 자랑거리이고, 양사가 SKC와 함께 합작투자를 추진하게 된 것은 울산의 투자환경과 울산시에 대한 신뢰를 보여준 사례이다.” 면서 “최고의 기업들이 만난 만큼 최상의 투자 성과로 이어질 수 있도록 인·허가를 포함한 다양한 행·재정적 인센티브를 최대한 지원해 나갈 것“이라고 밝혔다.

Ulsan creative economy! Eco-smart building & marin industry! New epoch of hightech medical automation!
Ulsan Creative Economy Innovation Center set sail. The center will be built on a scale of 1,828m2 and will support product development and acceleration as well as regional startups. The center (15th of 17 centers nationwide) is expected to be the hub of manufacturing process innovation and new industries. In cooperation with the city and Hyundai Heavy Industries, the center will carry out a support for shipbuilding and offshore plant, promoting hightech medical automation, connecting private startups support organizations with the creative center and fostering regional 3D printing industry.

Korean shipbuilding is in deficit due to the rapid catch up of Japan and China. The center will allow SMEs to use patents of major companies to raise production cost and technical innovation, develop the next generation eco-friendly high efficient Eco Ship in cooperation with Korea's big three shipbuilding companies, SMEs and industry-academic cooperation groups, and create a foundation for the localization of tools and materials. The center will share information about patents, materials and  human resource through '3D printing library' customized to regional heavy chemical industry and car industry. The center will build '3D TechShop' within the center to provide SMEs and young entrepreneurs to test their developments. 

The center pushes forward specialized industry development and support
Ulsan Creative Economy Innovation Center is pushing forward specialized industry development and support in earnest. Mayor Gihyeon Kim, chairman Dukhoon Lee of Korea Export-import Bank, chancellor Yeonchun Oh of Ulsan University and head of the creative center signed a business agreement to promote regional specialized industry on August 25. The center's specialized industries include shipbuilding & offshore plant, regional 3D printing and hightech medical automation. The center is carrying out its project with various organizations. Korea Export-import Bank supports funds for chosen SMEs at a competitive interest. The city guarantees part of the interest paid by the SMEs to the bank so that the companies secure financial stability. Ulsan University provides the SMEs R&D support and management consulting.

Mayor Kim said "Creativity and ideas are creating new markets at the moment and it affects the competitiveness of the nation. We need to march forward to creative economy in order to secure a sustainable economic growth. The city and the center will provide unsparing effort to raise the city as the mecca of the Korean economy." The cooperation with Korea Export-import Bank with competitive interest is the first time happened in Korea. 

Ulsan invites global joint investment worth 1 trillion won (US$1B)
Mayor Gihyeon Kim held an investment meeting with the representatives of SKC, BASF and SOLVAY on August 27. The meeting was participated by chairman Kibong Jeong of SKC, global petrochemistry chairman Rainer Diercks of BASF, Asia-pacific petrochemistry first vice chairman Torsten Penkuhn of BASF, global hydrogen peroxide chairman Georges Crauser of SOLVAY and Asia-pacific petrochemistry chairman David Amory of SOLVAY.

Mayor Kim said that SKC was the sole domestic company producing propylene oxide for 30 years and BASF possesses eco-friendly HPPO method. If the technologies of both parties were combined well, it would significantly contribute to creating synergy effect. The companies, in response, showed a gratitude to the city for active support. The two companies are carrying out walkdown and if the result turns our positive they will sign a MOU with the city late this year and start investment early next year. When the MOU gets done, the three companies will invest 1 trillion won (about US$1B) to build a 400,000 ton propylene oxide and 280,000 ton scale hydrogen peroxide production facilities in 255, Yongjam-ro, Nam District.

The joint investment is expected to create 100 direct employments alongside 150,000 yearly job creation. Mayor Kim said "I'm really proud of the fact that 150 year old BASF and SOLVAY are investing in Ulsan. This means that they recognized the investment infrastructure in the city and showed trust to us. The city will provide both administrative and financial advantages and incentives so that the investment draws substantial results."
