[Special Interview] 입 웨이 키엣 주한 싱가포르 대사
한국-싱가포르 양국 간 꾸준한 교류와 강력한 경제협력 유지해 나가
수교 40주년, 독립 50주년 맞아 다양한 행사 준비해

싱가포르는 중국인과 말레이인, 인도인 사회의 전통이 조화롭게 공존하는 독특한 국제적인 도시국가로 동남아시아에서 가장 큰 규모의 경제 발전을 이뤄낸 국가 중 하나로 알려져 있다. 올해 3월 타계한 리콴유 전 총리의 지도 아래 짧은 기간 동안 눈부신 발전을 이뤄낸 싱가포르는 올해로 독립 50주년을 맞았을 뿐 아니라 1975년부터 우리나라와 수교를 시작해 올해 40주년을 맞이한 나라이기도 하다. 국내 대표 국․영문 잡지 월간 파워코리아에서는 싱가포르의 눈부신 저력을 알아보기 위해 입 웨이 키엣 주한 싱가포르 대사와 특별 인터뷰를 가졌다.

박근혜 대통령, 리센룽 총리 등 양국 간 방문과 교류 꾸준해
입 웨이 키엣 주한 싱가포르 대사는 영국 런던정경대(LSE)에서 경제학을 전공하고 미국 스탠포드 대학원에서 국제정책학을 마쳤다. 1993년 싱가포르 외무부에서 그의 경력을 시작한 입 웨이 키엣 대사는 이후 말레이시아와 브루나이 담당관, 주태국 싱가포르 대사관 정무 참사관, 중국 상하이 싱가포르 총영사, 동북아시아 담당 국장 등을 거쳐 현재 주한 싱가포르 대사와 주몽골 싱가포르 대사를 겸하고 있다.

올해로 수교 40주년을 맞은 한국과 싱가포르는 그 동안 꾸준히 방문과 교류를 이어온 바 있으며, 최근에는 싱가포르 리센룽 총리가 2013년 12월 공식 방문 이후 지난해 12월 제25회 '한-아세안 대화 동반자관계(ASEAN-ROK Dialogue Partnership)'를 기념하기 위해 열린 특별정상회의에 참석하기 위해 다시 한 번 한국을 방문했다. 올해 1월 싱가포르 교육장관이 방한하였고, 박근혜 대통령이 3월 리콴유 전 총리의 국장에 참여하기 위해 싱가포르를 방문했다. 박대통령의 국장 참석은 싱가포르가 깊이 감사하고 있는 점이다. 6월에는 한국 해양수산부장관이 싱가포르에 방문하였으며, 이어 8월에는 한국 국토교통부 장관이 박대통령의 특사자격으로 싱가포르에서 열린 독립 50주년 기념행사에 참석하였다. 

입 웨이 키엣 대사는 "올해 수교 40주년과 독립 50주년을 기념하는 일련의 행사들이 열린다. 7월 말부터 8월 초까지 열린 사진전이 그 중 하나였으며, 양국의 정부, 학계 및 재계 인사 그리고 미디어 간의 이해를 강화하기 위해 포럼도 열릴 예정이다”라고 전하며 양국의 협력이 변함없이 이어질 것이라는 뜻을 표시했다.

아센다스, 에스코트 그룹 등 굴지의 싱가포르 회사 국내서 활약
한국과 싱가포르 양국은 수교를 시작한 이후 지금까지 강력한 경제협력 관계를 유지하고 있다. 양국 간 교역 규모는 한화로 연간 4천 2백억 원에 이르며 한국은 싱가포르의 8번째, 싱가포르는 한국의 5번째로 큰 교역국이다. 입 웨이 키엣 대사는 "2006년부터 발효된 한-싱가포르 FTA 역시 지난 10년 간 무역과 투자를 지속적으로 증가시킬 수 있었던 주요한 원인 중 하나이며 혁신과 창조성을 통해 발전을 이룩하고자 하는 양국 공통의 목표를 위해 경제협력을 더욱 강화해갈 것이다"라고 말했다.

현재 한국에서 활동 중인 싱가포르 회사로는 아센다스 (Ascendas), 싱가포르투자청 (Government of Singapore Investment Corporation) 등이 오피스 빌딩, 쇼핑몰, 물류창고 등에 투자하고, 에스코트 그룹(Ascott Group) 등이 숙박 서비스 쪽에 투자하며, 피에스에이(PSA Corporation)는 인천 컨테이너터미널과 부산 신항만에서 선석을 운영하고 있다. 또한 요식업계에서는 육포 회사 비첸향 (Bee Cheng Hiang), 야쿤카야 토스트 (Yakun Kaya Toast), 크리스탈 제이드 식당(Crystal Jade Restaurant)이, 의류에서는 찰스 & 키스 어페럴 (Charles & Keith apparel)이 활발한 활동을 벌이고 있다.

싱가포르에서 활동 중인 한국 회사로는 건설 관련 기업들과 더불어 다수의 무역, 전자, 물류/운송, 컨슈머 서비스 관련 기업들이 진출해 있다. 대기업인 삼성, 엘지, SK, CJ는 물론이고 중견기업인 아모레퍼시픽, 제네시스그룹 등도 현지에서 활발히 활동 중이다.

수교 40주년과 독립 50주년 맞아 다채로운 행사 준비 중
"다양성이 싱가포르의 문화와 음식, 언어를 풍부하게 해"
한편 수교 40주년과 독립 50주년을 기념하기 위해 여러 행사들이 진행 중이다. 주한 싱가포르 대사관은 올여름 ‘싱가포르 독립 50 주년 및 한-싱 수교 40 주년 기념 사진전(We : Defining Stories)’을 개최하였다. 또한 싱가포르 대사관과 싱가포르 관광청은 한국에 싱가포르 문화와 음식 및 언어를 알리기 위해 관련 기관 및 단체와 협업의 기회를 찾고 있다. 

론리플래닛과 서울옥션과 함께 한국의 대표적 사진작가인 김중만 작가가 촬영한 싱가포르 사진작품 전시 및 자선경매 행사가 8월에 열렸다. 

입 웨이 키엣 대사는 "싱가포르는 잘사는 도시국가이고, 안전하고 깨끗하다. 조금 더 들어가 보자면, 싱가포르는 다문화, 다종교 사회이다. 다양성이 조화를 이루기란 참으로 힘든 일이다. 하지만 바로 이런 다양성이 싱가포르의 음식, 관습, 언어를 풍부하게 하는 요소이다"라고 이야기했다.

대사는 또 "서울은 점점 세계인들의 도시가 되어가는 듯하다. 한국이 빠르게 흘러가는 분위기이다 보니 나 또한 지난 5개월 동안 바쁘게 지냈고 서울 외의 몇몇 지역을 방문했지만 아직 보고 배워야 할 곳이 많은 것 같다. 한국을 좀 더 잘 이해하기 위해 앞으로 많은 곳을 둘러볼 예정이며 동시에 싱가포르 문화도 한국에 적극적으로 알릴 예정이다"라고 이야기했다. 열의와 외교적 전문성을 갖춘 입 웨이 키엣 대사와 함께 한국과 싱가포르는 더욱 공고한 협력 관계를 구축해나갈 것이다.

ROK and Singapore maintains active exchanges and strong partnership

Celebrating 50th anniversary of Singapore's independence and 40 years of diplomatic relations between Singapore and Korea
Singapore is a unique and global city-state where the culture and the tradition of Malay, Chinese and Indian communities coexist in harmony. The country has also developed to be one of the biggest economic power houses in South East Asia. Under the leadership of former Prime Minister Lee Kuan Yew, Singapore has achieved remarkable development in a short period of time and this year marks the 50th anniversary of Singapore's independence as well as the 40th anniversary of ROK-Singapore diplomatic relations which began in 1975. Korea's top bilingual magazine Power Korea met Yip Wei Kiat, Ambassador of Singapore, at the Embassy in Jung District, Seoul, and learned about the exuberant energy of Singapore.

H.E. Yip majored in Economics at The London School of Economics and Political Science (LSE) and obtained a Master of Arts in International Policy Studies from Standford University, United States. Starting his diplomatic career by joining the Singapore Foreign Service in 1993, H.E. Yip served in various roles and places including Country Officer covering Malaysia and Brunei, Counsellor (Political) at the Singapore Embassy in Bangkok, Consul-General at the Singapore Consulate-General in Shanghai and Director-General of the Northeast Asia Directorate. H.E. Yip is currently Ambassador to the Republic of Korea and concurrently Ambassador to Mongolia.

This year marks the 40th anniversary of diplomatic relations between ROK and Singapore and both countries have collaborated on many projects over the years. Recently, Lee Hsien Loong, Prime Minister of Singapore, visited Korea in December last year to attend the Commemorative Summit to mark the 25th ASEAN-ROK Dialogue Partnership after he made an official visit in December 2013. His visits were followed by Singapore Education Minister's visit in January this year. President Park made a visit to Singapore to attend the state funeral for former Prime Minister Lee Kuan Yew in March this year, a gesture deeply appreciated by Singapore. In June, Korean Minister of Oceans and Fisheries visited Singapore. Korean Minister of Land, Infrastructure and Transport attended the Singapore's Golden Jubilee celebrations in August as the special envoy of President Park.

H.E. Yip said "We have lined up a series of events to celebrate the 40th anniversary of diplomatic relations between ROK and Singapore and the 50th anniversary of Singapore's independence. This includes a photo exhibition from late July till early August, and a forum to promote better understanding between officials, academics, businessmen and the media of both countries."

Active presence of Singapore's prominent companies in the Korean market
The economic relations between Singapore and the ROK are very strong as the annual bilateral trade between the two countries reached around US$36B in 2014. The ROK is Singapore's 8th largest trade partner and Singapore the 5th of the ROK. H.E. Yip said "Singapore and the ROK signed a bilateral FTA which took effect in 2006. Over the last decade, the FTA has facilitated the steady growth in trade and investment between the two countries. Singapore and the ROK will strengthen economic cooperation by supporting greater innovation and creativity to drive our economic development." 

Meanwhile, prominent companies of Singapore have an active presence in the Korean market. Ascendas and the Government of Singapore Investment Corporation(GIC), for example, have significant investments in office buildings, malls and warehouse, Ascott Group in the hospitality industry and PSA Corporation operates several berths each in Incheon Container Terminal and Busan New Port. Also, Bee Cheng Hiang(barbeque dried pork), Yakun Kaya Toast and Crystal Jade Restaurant take some parts in the food industry and Charles & Keith apparel in the fashion industry. 

On the Korean side, the engineering and construction companies are particular active in Singapore alongside the companies engaged in international trading, electronics, logistics & transport and consumer services. Major companies like Samsung, LG, SK and CJ as well as SMEs including Amore Pacific and Genesis Group are doing business in Singapore.

"Diversity enriches the culture, food and language of Singapore"
A series of events to mark the 50th anniversary of Singapore's independence and 40 years of diplomatic relations between Singapore and Korea are currently under way. The Embassy held a commemorative photo exhibition 'We : Defining Stories' to mark both anniversaries during the summer period. Also, the Embassy and Singapore Tourism Board are constantly on the lookout for opportunities to work with Korean partners to organize events to raise awareness in the ROK about the culture, food and language of Singapore. In partnership with Lonely Planet and Seoul Auction, an exhibition and charity auction of photographs of Singapore taken by celebrated Korean photographer Kim Jung Man was held in August. 

H.E. Yip said "Singapore is an economically advanced city-state with a safe and clean environment. Also, Singapore is a multi-cultural and multi-religious society. Maintaining social harmony amidst such diversity has not been easy but in fact, this diversity has given Singapore culture a richness that is reflected in our food, customs and even language." H.E. Yip added "I feel that Seoul has become more cosmopolitan with every passing year. It has been a busy time for me for the last 5 months since I took the office in Seoul as there are always so many things happening in Korea. I have visited a few other provinces outside of Seoul but there is still so much for me to learn about Korea. I hope to be able to travel around and better understand the country and also to promote better awareness of Singapore among Koreans." 

Power Korea has no doubt that, with H.E. Yip's zeal and expertise in diplomacy, the ROK and Singapore will keep up the strong cooperation and relationship.
