생태교육으로 감수성과 창의력을 키우다
지난 1984년 개원해 무려 31년여의 역사를 자랑하는 제2리라유치원은 따뜻한 인성을 중시하는 교육을 토대로 남을 먼저 생각할 줄 아는 배려와 존중, 책임감을 가진 어린이를 길러내고 있는 포항의 명문 유치원이다. 

만 3세 반부터 만 5세 반까지 총 다섯 학급으로 구성된 제2리라유치원은 아이들을 위한 최고의 교육환경을 제공하겠다는 목표로 사랑과 행복의 교육을 펼치고 있다. 신중혁 원장은 “저희 유치원에서는 아이들이 가정에서와 마찬가지로 포근함과 사랑을 느낄 수 있도록 대하고 있습니다. 이를 통해 아이들에게 유치원이 언제나 즐겁고 행복하게 지낼 수 있는 따뜻한 공간이 될 수 있도록 노력하고 있습니다”라고 밝혔다.

제2리라유치원은 아이들이 건강하게 자신의 꿈을 키워나갈 수 있도록 다양한 프로그램을 진행하고 있다. 그 가운데서도 ‘생태미술’ 교육은 아이들의 자연과 함께하면서 감성과 창의력을 기를 수 있도록 진행되고 있다. ‘자연’이 유아교육에 있어서 최고의 선생님이라는 건 이미 잘 알려진 사실이다. 제2리라유치원은 아이들이 자연에서 마음껏 뛰놀고 즐기면서 느낀 감정과 생각들을 그림을 통해 표현할 수 있도록 하고 있다. 이러한 교육을 통해 아이들은 자연을 더욱 깊게 느끼는 감수성과 이를 표현할 수 있는 창의력과 표현력을 키우게 된다. 신 원장은 “도시공간에서 생활하는 아이들에게 자연을 접할 기회를 주는 것은 매우 중요합니다. 숲 체험활동은 아이들의 스트레스를 해소하고 협동과 배려 등 사회적 관계를 익히는 데에도 도움을 줍니다. 그 자체로 하나의 거대한 놀이터인 숲은 생명에 대한 존중과 사물에 대한 호기심도 키워주는 효과를 줍니다”라고 설명했다.

제2리라유치원은 아이들의 인성함양을 위한 교육도 게을리 하지 않고 있다. 여기서 특별한 점은 세계 명작과 전래동화를 통한 인성교육을 시행하고 있다는 것이다. 아이들이 쉽고 재미있게 접근할 수 있는 동화를 통해 다양한 문화와 올바른 가치관, 판단력을 갖출 수 있도록 돕고 있다. 

아이들을 위한 더 나은 교육환경 제공
포항시유치원연합회 사무국장을 역임하며 포항의 유아교육 발전을 위해서도 노력하고 있는 신 원장은 아이들이 더 나은 교육을 받기 위해서는 유치원의 지위가 격상되어야 한다고 역설한다. 그는 “교육청의 지원조례에 보면 초·중·고 위주로 편성되어 있는 경우가 많습니다. 유치원의 소속은 교육청이지만 정식 학교로서의 인정을 받지 못하고 있다는 부분이 안타깝습니다”라고 밝혔다. 아이들의 성장을 위한 중요한 교육기관인 유치원이 명목상의 ‘학교’일 뿐, 교육을 위한 지원은 여타 교육기관에 비해 턱없이 부족하다는 지적이다. 신 원장은 사립유치원들 간의 쓸데없는 경쟁을 줄이고, 아이들을 위한 더 나은 교육환경을 조성하기 위해서는 유치원이 정상적인 공교육 제도 안으로 포함되는 것이 급선무라고 밝혔다. 

그는 또한 초등학교 병설유치원과 일반 사립유치원 간의 거리감이 상당하는 점에도 우려를 표했다. 신 원장은 “초등학교에서 함께 운영하는 병설유치원의 경우 지원금의 혜택을 상당히 받고 있습니다. 원아 1인당 100만원을 넘게 지원 받고 있지만 사립의 경우 53만6000원을 지원 받고 있습니다 이에 사립유치원의 경우는 지원이 부족하기 때문에 원비 격차가 날 수밖에 없습니다”라고 설명했다. 일반적인 사립유치원의 경우 한 아이당 월 53만6000 원 정도의 비용이 소요된다. 공립유치원의 경우 학무보로부터 받는 금액은 1만원 안팍이다 언뜻 듣기에는 학부모들에게 부담이 될 수밖에 없다. 그러나 신 원장은 조목조목 따져봤을 때 결코 많은 차이가 나는 것이 아니라고 반박한다. 그는 “흔히 사립유치원의 교육비로 생각하는 부분에는 방과후 교육이나 영어교육 등 병설유치원에서는 제공하기 어려운 교육 프로그램 비용이 포함되어 있습니다. 또한 초등학교와 같은 식단을 공유하는 병설유치원과 비교해 사립에서는 아이들의 건강과 입맛에 맞춘 연령대별 식단을 제공하기 때문에 그 교육서비스의 질에서도 분명한 차이를 보입니다”라고 설명했다. 이에 더해 교사가 정해져 있는 병설유치원에 비해 원장이 직접 교사를 채용하고 관리하는 사립유치원은 교육 퀄리티면에서도 차별화되고 있다. 

지난 5월 이강덕 시장과의 면담을 통해 포항시 유아교육분야의 현황과 발전에 대한 이야기를 나누기도 했던 신중혁 원장은 다른 시에서 신경 쓰지 않는 부분까지 세심하게 관리하고 지원을 아끼지 않는다는 부분에서 포항시에 감사한 마음을 갖고 있다고 전했다. 그리고 자신을 포함한 포항시유치원연합회 회원 모두가 포항의 미래를 책임질 꿈나무 육성을 위해 최선의 노력을 다하겠다고 다짐했다.

유아교육이 중요한 까닭은 이들이 훌륭히 성장하고 발전하기 위한 기본 토대가 이 시기에 형성되기 때문이다. 창의적이고 건강한 어린이, 남을 배려하고 서로를 존중할 줄 아는 어린이를 길러내고 있는 제2리라유치원. 푸른 날개를 펼치고 날아오를 준비를 마친 아이들이 있기에 포항시와 대한민국의 미래는 한없이 밝아 보인다.

Developing sensibility and creativity
Since its opening in 1984, The 2nd Rira Kindergarten is a prestigious kindergarten in Pohang City. With its 31 years of history, Rira has been providing education based on consideration, respect, responsibility and personality. 

Director Joonghyuk Shin of The 2nd Rira Kindergarten said "we take care of our children with utmost care and love so that they can feel as if they are playing with mom and dad in a happy and joyful atmosphere." 

Rira is running five classes between age 3 and 5 with a variety of programs. Natural Art Education among them is playing a great role to encourage the children grow their sensibility and creativity. It is widely known that nature is the best teacher in early childhood education. Children can express their feelings, gained from playing in nature, by drawing pictures on a paper and these activities stimulate their creativity and expressiveness. Shin said "it is very important to give opportunity to children in cities to play in nature. It helps them release their stress and build cooperative spirit. Nature itself actually is a huge playground and it makes us wonder and give respect to life."

In regard to personality education, the teachers of Rira reads children's classic story with children to imbue a right sense of values in their hearts and imagination.

Shin is also serving as Secretary General of Pohang City Kindergarten Association. Shin said "the importance of nursery education should be widely recognized. The ordinance of Ulsan Metropolitan Office of Education is built based on elementary, middle and high schools. Although Kindergarten belongs to the office it is not in the category of public education system which is regretful." It means that the support from the office is far from enough when compared to those schools. Shin emphasized that it is urgent to include kindergarten in public education system as it can solve unnecessary competition between private kindergartens. Shin also showed his concern that there is discrimination between the kindergartens affiliated to elementary school and private kindergartens. Shin said "the former receive more than $1,000 per student a month while the latter $500. That is why private kindergartens are expensive." Parents pay around $10 a month in the former case but the latter have to pay the whole amount of $500. Shin said "but in fact, things go fairly because private kindergartens provide better after school programs including English class and customized meals according to one's own taste." 

Shin actually met the mayor of the city last May to discuss on the importance of early childhood education and he showed his gratitude to the mayor for a better support than other cities and said that the member of Pohang City Kindergarten Association also would do its best. 

The reason early childhood education is important is that their personality is formed at this time. In this respect, Power Korea hopes that Shin and Rira will play a significant role in development of the field.
