[Special Interview] Sylvestre Kouassi Bile, Ambassador of Côte d'Ivoire
South Korea-Côte d'Ivoire expanding scope of cooperation to a wide variety of fields
The greatest cocoa producer in the world and driving force of Economic Community of West African States

Côte d'Ivoire (Ivory Coast in English) was named by French merchant-explorers in the 15th-16th centuries when they started trading ivories in the region. The country was made a French colony in 1893 and became the most prosperous country in West Africa around the time that it gained independence in 1960. The development was mainly based on two cash crops, cocoa and coffee, and by 1979, Côte d'Ivoire emerged as the world's leading producer of cocoa. Despite its political turmoil in the late 1990's and the early 2000's, Côte d'Ivoire is still remaining as the powerhouse of the West African Economic and Monetary Union and a driving force in the Economic Community of West African States which has 15 member states and 300 million people. Power Korea had a chance to meet Sylvestre Kouassi Bile, Ambassador of Côte d'Ivoire at the Embassy in Hannam-dong, Seoul, and learned more about the country and the diplomatic relations between South Korea and Côte d'Ivoire.

South Korea-Côte d'Ivoire working together to build strong bilateral relations
ROK and Côte d'Ivoire established diplomatic ties on July 23 1961. When The Embassy of Cote d' Ivoire in Seoul was opened in April of 1997, Mr. Bille came to Korea and contributed to opening the embassy in which he provided his service for seven years. He then was appointed as Ambassador of Côte d'Ivoire to Korea in 2012. The two countries have been working together to build strong bilateral relations since 1961 and a number of high-level government officials have visited each other’s country and numerous bilateral agreements were signed in the fields of medical technology, culture, economy and trade. Very recently Mr. Song Seog-Jun, Vice Minister of Land, Infrastructure and Transport of the Republic of Korea visited Côte d'Ivoire in July 2014. Other important personalities, including the President of KOICA and the President of Korea Institute of Public Administration (KIPA), conducted working visits.

On the Ivorian side, several ministers visited South Korea in the framework of the working visits. These are: the Senior Minister and Minister of Planning and Development Mr. MABRI, the Minister of ICT Mr. Bruno KONE and the Minister of Education Mrs. Kandia CAMARA. But the main event was the official visit by HE Mr. Alassane Ouattara, President of the Republic of Côte d'Ivoire to the Republic of Korea, from 6 to 9 October 2014.

It was the first visit by an Ivorian Head of State to South Korea.
During this historic visit, which took place in a cordial atmosphere of complete understanding, President Park Geun-hye and his host, President Alassane Ouattara, have had fruitful summit discussions on national, bilateral, regional and international issues. These mutual efforts drew a good result of the trade volume between the two countries which reached $140M in 2013.

Meanwhile, H.E. Bile recently had a meeting with Chairman Shim Yoon-Chong of Korea Saemaul Undong Center on the occasion of training stage from Ivorian and Senegalese officers from 22 June to 2 July 2015.

Pursuing balanced development through NDP
KEPCO, Hyudai E&C, Samsung's active participation

Côte d'Ivoire is the greatest cocoa producer and exporter in the world supplying 40% of cocoa produced in the world. The cocoa beans are the main ingredient of chocolate and many globally renowned companies such as Cadbury, Hershey's, and Nestle are using Ivorian cocoa. But in a broad sense, Côte d'Ivoire has implemented a National Development Plan (NDP) that sets the amount of investment necessary to promote many major projects in the most promising sectors in which numerous South Korean companies are also taking a greater part. According to Ambassador Bile, KEPCO, Halla Group and Hyundai E&C are participating in power plants construction while Dongsan Engineering and Hyundai Rotem are building railways and Samsung and LG Electronics’ products are very well represented in the country.

Drogba as top football player in the world and a national hero
Côte d'Ivoire exerting efforts in spreading the culture

One might wonder where Côte d'Ivoire is located on the earth but when it comes to Didier Drogba, almost everyone knows he is one of the greatest football players in the world. He was voted by Chelsea supporters as the club's greatest ever player in 2012 and helped the Ivorian national football team qualify for the 2006 World Cup. But more than his celebrity title as a genius football player, he is regarded as one of the most honorable men in Côte d'Ivoire. He challenged the leaders of the country to lay down their arms and end civil war which was answered in 2007 and he also established Didier Drogba Foundation and donated $6M to build 5 medical clinics.

Meanwhile, H.E. Bille is exerting his effort in promoting Ivorian culture in Korea. The Ivorian Embassy has participated in numerous cultural events in Korea including World Masters Festival, High Seoul Festival and an exhibition held at Yeongwol African Art Museum where they showcased traditional crafts works. When asked about his life in Korea, H.E. Bille said that he is enjoying hiking and food (DoenjangJjigae: soy bean paste stew, in particular) and is a member of Wine & Dine Club (economic, social and cultural figures) that holds a meeting once every two months. H.E. Bille said "Korean society are far more opened than 15 years ago when I first stepped on the Korean soil" adding that "until I finish my term in Seoul, I will do my best to expand scope of cooperation to a wide variety of fields from agro-industry, mining, energy, tourism, housing to health and economic infrastructures."
