조합원 및 구성원과 함께 성장하는 청사진 만들 것

인천축산업협동조합은 축산업 생산성을 높이고 조합원이 생산한 축산물의 판로 확대와 유통 원활화를 도모하며, 이들이 필요로 하는 기술, 자금, 자재 및 정보를 제공함으로써 사회적, 경제적, 문화적 지위 향상을 위하여 양축가들이 모여서 만든 협동조합이다. 1957년 10월 16일 설립되어 60여 년의 역사를 자랑하는 인천축협(조합장 홍순철)은 현재에 이르기까지 조합원과 고객들의 한결 같은 사랑과 관심에 힘입어 지역사회의 한 축으로 성장해 왔다.

정책적 사업구상 철저히 검토하여 인천축협의 위상 정립할 것
인천축협은 경제사업과 신용사업을 전개하고 있는데, 경제사업으로는 사료, 축산기자재, 소금, 곡류, 정육 판매 등이 있으며 신용사업으로는 예금, 대출, 카드, 보험, e뱅킹 등이 있다. 779명의 조합원과 92명의 임직원으로 이루어진 인천축협은 남구 주안동에 본점과 각 구에 6개의 지점을 보유하고 있다. 예전엔 전국에서 1, 2등 실적을 낼 만큼 저력의 조합으로 손꼽힌다. 

특히, 2015년 3월 전국 동시 조합장 선거에서 당선된 제 24대 홍순철 조합장은 인천우유시절부터 40여 년을 함께 해 온 산 증인으로 300만 인천 인구의 먹거리를 책임지며 이끌어 가기에 최고 적임자라는 평가를 받고 있다. 그는 “인천축협 조직과 오랫동안 일을 함께 했다. 그 덕분에 어떻게 하면 더 바른 조합을 만들 수 있을 것인지, 더 좋은 직장이 될 것인지, 조합원들이 영위할 수 있는 것은 무엇인지 등에 대해 더 연구할 수가 있고 최선을 다해 가고 있다”고 말했다. 

홍 조합장은 취임 후 조합원을 위한 대책으로 조합에서 직접 운영하는 공동사육장(생축장) 운영, 조합의 수익 창출 및 조합 경제사업 확대를 위한 물류창고 설립 운영, 경쟁력 있는 한우판매장 육성 및 시장 확대를 통한 홍보 활성화, 농가 맞춤형 컨설팅 등 공동 사료구매사업 확대, 인천시 및 각 유관기관과 유기적으로 협력하여 시 추진 사업에 정책적으로 보다 더 적극적으로 참여하는 등 모든 노력을 아끼지 않고 있다. 

올바른 ‘학교우유급식 제도’ 로 풀어 가야 하고...
축산 현실을 바로 본 정책 보완 및 지원 필요해. 
최근에 축산농가는 대외적으로 연이은 FTA체결로 인한 시장개방 가속화와 국제 곡물가 상승에 따른 생산비 증가, 가축분뇨 등 환경 규제의 강화 등 여러 요인으로 매우 힘든 나날을 보내고 있다. 또한 산지, 소비지 가격 비연동에 따른 축산물 유통구조 개선 등 축산업의 환경은 나날이 악화되어 가는 실정이다. 이에 홍 조합장은 축산 및 낙농 조합원들과 상생의 길을 모색하며 많은 노력을 기울여 가고 있다. 한국낙농육우협회 부회장으로서 유통구조의 방식 등을 누구보다 잘 아는 홍 조합장은 최근에 현실적인 문제점을 놓고 국회토론 자료<학교 우유급식 이대로 좋은가?(2015. 7. 28)>를 제시하기도 했다. 홍 조합장은 낙농인들의 어려움을 토로하며 “ 문제의 핵심인 학교 우유급식의 유통방식을 개선하고 바른 제도를 도입해 풀어가야 할 것” 이라고 밝혔다. 

그에 따르면 우리 국민의 연간 1인당 우유 소비량은 2003년 38.2kg을 정점으로 이후 매년 감소 추세로 2014년엔 32.5kg에 그치고 있다. 여러 자료에 나오듯이 미국 우유소비량이 92.6kg, 캐나다 91.8kg, 유럽연합 67.3kg, 호주 108.9kg, 뉴질랜드 74kg 수준으로 북미, 유럽, 오세아니아 등 선진국 수준에 크게 못 미치는 현실이다. 어린이와 청소년의 칼슘섭취량이 크게 부족한 상황에서 학교 우유급식의 유무에 따라 1일 칼슘섭취량이 무려 3.7배 까지 차이가 난다는 조사 결과도 있다. 학교 우유급식은 단순히 낙농산업을 위한 우유 소비 확대 대책으로서만이 아니라, 어린이․청소년의 올바른 식습관 형성을 위해서라도 반드시 필요한 것이다. 이를 위해서 제도적으로 우유급식을 늘리는 게 매우 중요하다. 

홍 조합장은 “혹자가 낙농가 입장에서 소비확대를 위해 학교우유급식 확대 제도화를 주장하는 것이라고 할 수 있지만 학교 우유급식의 취지를 살펴보면 낙농가뿐 아니라 학부모, 교육자, 영양학자, 정부 모두가 공유해야 하고 노력해야 하는 전반적인 정책인 것” 이라고 토로했다.  또한 오랜 경험에서 우러난 그는 “농업내 축산업의 비중은 40%를 차지하고 있는 성장 산업으로 축산업을 살리기 위해서는 전문적인 관리가 필요하며, 축산경제의 독립성과 자율성이 보장되어야만 한다.” 면서 “현재 농협중앙회에서 농업경제와 축산경제를 통합하는 사업구조 개편은 오히려 축산업의 발전을 저해하기 때문에 축산업 발전과 전문성을 유지하기 위해서는 축산경제지주회사와 농업경제지주회사로 해야 한다”는 조언도 아끼지 않았다.  

사회 환원도 하며 지역주민 삶의 질 향상에 기여 
이렇듯 인천축협은 축산인의 현실적인 어려운 부분과 낙농인들이 원하는 바를 조율해 가는데 어느 때보다도 힘쓰고 있다. 최근에는 저소득층 지원을 위하여 쌀 1,680kg을 기탁하였을 뿐 아니라 저소득층 자녀 장학금으로 매년 1,200만원을 지원하고, 한 무보 가정에 쌀 1,000kg 등을 지원하였다. 홍 조합장은 “인천축협의 모든 활동은 결국 조합이 지역 주민과 나누는 부분이라고 생각한다. 봉사하는 차원으로 최선을 다해 활동을 이어갈 것이다” 고 밝혔다. 

여기에 인천축협은 사회환원 사업과 지역주민의 삶의 질 향상에 기여하는 공공단체로서 역할을 다하고자 모든 노력을 기울이고 있다. 인천광역시에 거주하는 주부들에게 배움을 제공하고 주부들 상호간 만남의 터전을 제공하는 것도 그런 취지에서다. 인천축협 주부대학에서는 취미교실 등 실생활과 접목 가능한 교과를 편성하여 실효를 극대화할 뿐 아니라, 조합의 전 사업과 연계를 추진해 수료 후에도 지속적인 조합사업 참여를 유도토록 해가고 있다. 노래교실도 여성들의 생활에 대한 자기 만족도를 상승시키고 창조적이고 보람 있는 삶을 영위할 수 있도록 해 좋은 반응을 얻는 중이다.   

또한 인천축협은 각종 가축질병이 인천지역에서는 결코 발생하면 안 된다는 신념으로 매일 방역차량을 동원하여 양축농가의 축사 주변을 소독하여 주고 있으며, 가축이 질병에 강하게 하여 주는 면역증강제 및 미생물 제재와 각종 방역약품을 무료로 배부하고 있으며, 축사환경 개선을 위한 톱밥과 축산분뇨 처리에 필요한 비용을 등을 지원하는 데도 힘쓰고 있다.  인천축협은 “조합원에 대해 자녀장학금 지원, 경조금 지원, 건강검진 실시, 독감 예방접종 실시, 각종 축산기자재 지원, 방역약품 지원 등 어려운 축산환경을 지켜 가시는 조합원 분들에게 필요한 지원을 함으로써 경제적 실익을 제공하고 있다” 고 전했다.

인천축협은 요즘 홍순철 조합장을 중심으로 지역사회의 한 축을 담당하는 기관으로서 지역주민 및 조합원과 함께 하는 단체로 발돋움 해 가는데 어느때 보다 밝은 분위기를 보여준다. 홍 조합장은 취임 당시부터 ‘먼저 행동하기’ 를 마음에 새겼다고 한다. 심지어 그는 취임 직후 사무실 책상의 의자까지 빼면서 솔선수범하는 모습을 보인다. 누구보다 앞장서 현장으로 달려가면서 조합을 이끌어 가는 직원들 사기를 올려주기 위해 최선을 다하겠다는 의지 표명에서다. 

인하대 경영대학원 석사 과정도 하며 실무에 학문을 겸비하는 전문 경영인으로서 노력도 게을리 않는다. 이런 그의 긍정적이고 활동적인 품성 덕분에 인천축협은 어느 때보다도 경영 대내외적인 면에서 활기찬 분위기이다. 그는 “조합의 중요성을 스스로 알고 중요성을 대내외에 알리며 경영 전반에 대한 개선과 혁신을 추진하여 전국 협동조합 중 최고가 되는 협동조합으로 만들어 가겠다” 는 포부를 밝히며 “조합장의 독자적 업무 추진에는 한계가 있지만 오히려 이를 기회로 삼아 직원들의 아이디어를 밀어주고 스스로 만든 직장이라고 생각할 수 있게 하고 싶다. 구성원들의 잠재력을 최고 수준으로 끌어올려 언제나 함께 할 수 있는 조합을 만들어갈 예정이다” 고 말했다.

[Feature story] Hong Soon-cheol, head of Inchon Livestock Cooperative 
Will make a blueprint for building up together with cooperative members by exercising capability from 40 years’ experience with Inchon Livestock Cooperative 
                                                           
Inchon Livestock Cooperative was made by stock breeders to seek for enhancing stockbreeding productivity, expanding a market for the livestock produced by cooperative members and smoothing circulation, and lifting social, economic and cultural status by providing techniques, funds, materials and information needed by them. The livestock cooperative (head: Hong Soon-cheol) was established on October 16, 1957 (about 60 years ago) and has been built up so far as an axis of the community, helped by the invariable love from cooperative members and customers.

Will establish the status of Inchon Livestock Cooperative by thoroughly going over policy business ideas 
Inchon Livestock Cooperative consisting of 779 members and 92 executives and staffers has its head office at Jooan-dong, Nam-gu, and 6 branches at each gu. It is a cooperative with such potential energy that it even recorded performance at first and second place in the entire country before. 

Hong Soon-cheol, its 24th cooperative head in history, was selected in the nationwide election in March 2015. He is a living witness who has participated for over 40 years since the day of Inchon Milk and considered the best-qualified person to head the cooperative taking charge of the food for Inchon population of 3 million. 

After inauguration, Cooperative head Hong proposed for measures for members operating a joint breeding farm under direct management of the cooperative, establishing and operating a logistic warehouse for cooperative’s profits and expansion of economic business, rearing competitive Korean beef cattle joint market and active promotion through expanded market, and expansion of joint feed purchase business including farmhouse-customized consulting. He is giving his all by participating more positively in city-driven businesses in terms of policy in organic cooperation with Inchon city and each of related institutions. 

Needs the right system of ‘School milk feeding’ 
and policy makeup and support from the right view of stockbreeding reality 
Seeking for the win-win with stockbreeding and dairy cooperative members, cooperative head Hong is making many efforts. As vice president of Korea Dairy & Beef Farmers Association, he knows the methods of distribution structure better than anyone else and recently proposed a material for national assembly discussion over actual problems <Is school milk feeding OK as it is?> (July 28, 2015).        

Cooperative head Hong aired his view, “Even though some may consider it an argument of enlarging school milk feeding system for expanding consumption from my position as a dairy farmer, it is a general policy to be shared and endeavored for not only by dairy farmers but also by students’ parents, educators, nutritionists and the government all.”

Contributes to increasing local residents’ quality of life by returning some profit to society 
Like this, Inchon Livestock Cooperative is making best endeavors to coordinate actual difficulties of stock breeders and what dairy farmers want. Recently, the Cooperative donated 1,680kg of rice to support lower-income class, gave 12 million won yearly for scholarship of their children and 1,000kg of rice to single-parent households. 

Besides, for no possibility of livestock diseases occurring in Inchon area, Inchon Livestock Cooperative is mobilizing quarantine vehicle everyday to disinfect near the barn of stockbreeding farmhouses and distributing immunity enhancer, microbial medications and every disinfection medicine for free. It is also making efforts to support sawdust for improving on barn environment and expenses needed for disposing of livestock execrations. 

As a cooperative head spearheading the efforts of the staff and members 
“I will make it the best cooperative in the nation.” 
It is said that cooperative head Hong decided to take the initiative in everything. He even pulled out his chair in the office right after his inauguration to set an example for the others. It was the expression of his will to lift the staff’s spirits by leading the way for the cooperative and taking up the running. 

Engaging in the master program at Inha University Business School, he doesn’t neglect his efforts as a professional businessman by combining practical affairs with learning. His such positivism and active character is making Inchon Livestock Cooperative more lively than ever both in and out of business administration.  He declared his ambition, “Knowing the importance of the Cooperative for myself and promoting the importance internally and externally, I will drive improvements and innovations on the whole gamut of management to make it the best cooperative in the nation.”
