대전의 교육, 교통, 환경, 문화, 의료 현안사업의 중심
“공부하는 의원으로서 가장 좋은 조례를 만드는 데 총력을 기울일 것”

황인호 의원은 대전시민들의 믿음으로 배지를 달고 기초의원에서 광역의원으로, 그리고 의장과 부의장으로 위치가 바뀌는 동안 한결같은 업무충실도로 인정받고 있다. 그간의 명성은 지역의 특수현안에 대한 개선안, 그리고 전국에서도 유례가 없는 조례안의 발의로 얻은 성과이기 때문이다. 17년간 단 한번의 해외연수 없이 순수 ‘국내파’로서 글로벌 선진사례를 공부하고, 의정활동과 지역사랑에 반영하는 황 의원의 바쁜 일상과 중심 현안을 짚어보는 시간을 가졌다. 

‘일중독’이 평범한 일상이라고 말하는 대전의 의원
대한민국의 중심부 대전은 전국 지방자치단체 중에서도 격전지로 꼽히며 각종 조례, 시민을 위한 정책들이 넘쳐나는 곳이다. 그 핵심부에는 대전시의회 부의장인 황인호 의원이 있다. 5선을 거치는 동안 다양하고 독창적인 발의로 ‘대한민국 의정대상’의 모범사례로 꼽히는 황 의원의 일상은 공부와 민심 파악에 집중되어 있다. 황 의원은 주말에도 밤 12시가 넘어 퇴근하는 일상을 당연하게 받아들인다. 한 가지 예로, 교육 부문의 결론 도출을 살펴보자. 황 의원은 교육위원회 소속으로서 교육과 자녀양육을 중앙정부에서 일관되게 지원하지 않다 보니, 지방자치단체와 지방교육청이 떠맡아 지방재정이 고갈되어 본연의 지방자치와 교육자치가 실종될 것을 염려한다. 보육대란은 바로 저출산으로 이어지고, 자본주의 근간을 흔들며 풀뿌리민주주의를 심각하게 위협하기 때문이다. 아울러 지방자치단체와 교육청간의 협업을 강조하여, 대전시장과 교육감에게 머리를 맞댈 것을 꾸준히 주문한다.

“그동안 전국적으로 초등학교만 보더라도 6천개에 달하는 학교 건립에 100조원이 넘게 투입하였는데, 이를 제대로 활용하지 않고 오후 4시면 문을 걸어잠급니다. 그런데 주민들은 주민들대로 이용할수 있는 도서관과 체육관을 설치해달라고 하니, 학교 주변에 지자체에서 별도로 공공도서관이나 체육관들을 마구 짓습니다. 여기서 발생하는 예산낭비와 비효율은 이루 말할수 없습니다. 그래서 학교도서관을 지역사회에 개방토록 하는 조례를 전국에서 처음으로 만들었습니다. 인건비와 관리비용을 지자체와 교육청이 공유하고, 그리고 지역사회에 독서 분위기를 조성하고 사교육비를 줄이는 효과를 기대할 수 있습니다” 뉴스와 여론을 수집하고 공부하며, 현실에 적용하고 움직이기 때문에 황 의원의 24시간은 빽빽하다. ‘조례제조기’라고도 불리는 황 의원은 대전시의회에서 대표발의를 10건 이상, 1달에 1건 이상을 하고 있다. 

교육, 충청권광역철도망, 대전역세권 재정비 등 현안에 더욱 집중
대전 동구를 훤히 꿰뚫고 있는 황 의원은 교육의 실효뿐 아니라 창의적이고 장기적인 관점의 조례를 제정하고 있다. “국내 최초로 성년식 조례를 만들었습니다. 관혼상제의 첫걸음인 ‘관’에 해당하는 성년식을 고 3 수능시험이 끝난 후인 12월 9일 개최할 예정입니다. 교사와 아이들만 모여서 하는게 아니라, 시범적으로 대전의 2개 고교생들 600여 명이 가족 친지들의 축하를 받으며 책임감 있는 어른으로 거듭나는 행사로 치르려 합니다.” 또 왜곡된 수목장 문화를 개선하는 조례를 만들었다. 사설에 맡겨 강제로 산림을 훼손하고 잔디를 심은 공간에 나무를 심는 것이 아니라, 지역민들이 생전에 좋아한 나무를 추모수로 국공유지나 개인소유지에 심게 하는 것이다.

또 숙원사업인 시립병원 건립 조례를 만들고, 관련 특별위원회를 가동하고, 운전면허증과 여권의 동시발급서비스를 기획하고 있으며, 은퇴한 고경력과학자 멘토링 지원 등 이색적인 조례를 연달아 내놓는 황 의원은 다른 한편, 대전의 큰 현안인 충청권 광역철도망 형성이 시급하다고 한다. 그간 영남권을 잇던 대전역과 호남권을 잇던 서대전역이 유명했는데, 황 의원은 호남고속철 개통으로 100년간 이어진 서대전역, 주변 역세권이 모두 위축된 데다 통과역을 유치하기 위해 벌어진 각 지자체간의 갈등도 중앙정부가 부추겼음을 지적한다. “해결책으로 45분을 낭비하는 곡선철도를 직선으로 펴주는 정책이 최우선적으로 필요합니다” 라고 말하는 황 의원은 고가에서 트램으로 바뀌어 진행중인 도시철도 2호선 문제도 중요한 현안이라고 한다. “유동인구, 인구증가에 대처하는 대안은 지하철인데, 고가철이건 트램이건 나중에 철거하는 비용과 수고로움이 따를 것입니다. 여기에 세종시의 등장은 대전시 인구를 감소시키는 요인인데, 논란이 많은 도시철도 2호선보다, 3호선 역할을 하게 될 충청권광역철도망 구축이 더 시급합니다.” 이 외에도 황 의원은 신도시 도안호수공원 문제에 생태계파괴, 유지관리비용 조달, 호수공원과 연계된 대단위 5500세대 인근이 특혜지역으로 형평성 문제를 일으킬 수 있음을 지적하며 해결점을 찾고 있다. 즉, 이익대변보다는 차별화를 배제하고 공동체 의식을 가져야 한다는 관점인 것이다. 

대전의 호국영령, 고 김재현 기관사 국립철도박물관 헌정 노력
2015년 7월 의정활동 18년차를 맞이한 황 의원은 기초의회와 광역의회 활동의 차이점을 간결히 말한다. “예산규모의 차가 커졌습니다. 기초에서는 3,500억 원이었는데 광역에서는 시청, 교육청, 교육위원회를 합쳐 6조 원 이상입니다. 이것을 제대로 집행하도록 하는데 업무량이 20배 정도 늘어난 느낌입니다. 임기동안 지자체와 교육청의 협업이 원활히 이루어지도록 최선을 다할 것이며, 중앙정부에서도 점점 늘어나는 복지수요를 위해 4대강, 자원외교, 국방예산탈루 등 당연히 복지로 가야 할 국가예산의 낭비를 줄여야 할 것입니다” 매일 한 학교를 탐방하고 주 3-4회 재래시장에서 여론을 수집하는 황 의원이 고려하는 것은 대전역세권의 근본적인 발전이다.

그러자면 문화적 공감대를 가진 명소를 만들어가는 것도 중요해서, 최근에는 국립철도박물관 유치에 사력을 다하고 있다. “국립철도박물관유치특별위원장을 맡아 추진 중이고 중앙부에 지속적으로 건의안을 내고 있습니다. 대전에는 전국철도의 본사도, 현충원도 있지만 코레일 호국철도기념관의 별인 ‘미카3-129’ 기관차도 있습니다. 대전기관차사무소의 고 김재현 기관사가 옥천에서 이 기관차를 끌고 실종된 미 24사단장 딘 소장을 구하러 특공대원 33명과 나섰습니다. 그 중 27명과 함께 인민군들의 기관총사격으로 순직하고 2012년에는 미 국방성 공로훈장인 특별민간봉사상을 수여받은 사연이 있습니다. 미국이 민간인에게 수여하는 최고의 영예이기도 하지만 우리 스스로가 그 분의 활약을 자랑스럽게 생각하고 기억할 수 있길 바랍니다” 황 의원은 7월 20일 고 김재현 기관사를 헌사하는 시민대토론회를 열고, 오는 9월에는 동상 기념물을 세울 예정으로 기획중이다. 국립철도박물관의 명분과 의미, 전략과 상징성을 갖춘 대전의 자랑스러운 명소, 이 뜻 깊은 역사의 장을 건립하려는 황 의원의 노력이 임기 내 성과를 올릴 수 있기를 기대해 본다.

Passion and devotion added to professionalism 
Located in the heart of South Korea, Daejeon is one of the representative local governments and it is the city where full of ordinances and policies are constantly introduced. As a five-time council member in the region, Hwang has been introducing a variety and innovative policies and is regarded as the model case of Korea Best Leader Awards. Hwang takes it natural to leave from work at midnight as he loves what he does so much. Currently, Hwang is worried about child care. This is because the central government does not support education and child care comprehensively and it is actually becoming a financial burden to local governments and education offices as well as causing a low birth rate. For this, Hwang is suggesting to the city and education office to work together. Hwang says "the central government spent $100B to build more than 6,000 elementary schools nationwide and most of them close their door around 4 p.m. after students go back home while residents are constantly asking to build more libraries and sports centers.

This is causing unnecessary construction and waste of money. To improve the situation, I introduced an ordinance to open school library to the residents for the first time in Korea. Labor & management costs are provided by local government and education office and it can create a reading culture in the community." Called as an 'ordinance maker', Hwang brings up 10 proposals and pass at least one in a month.

Focusing on education, railway network and Daejeon Station renewal project
When introducing a policy, Hwang always approaches with a creative and long term vision. He says "I introduced Coming of Age Celebration Ordinance for the first time in Korea which is to be held on December 9. By way of showing an example, I'm planning to hold an event by inviting 600 students and their families from two high schools." Hwang also introduced an ordinance relating to natural burials so that the residents can choose their own tree for the deceased rather than the service providers develop the forest thoughtlessly. In addition, he made an ordinance for building a municipal hospital through a special committee and another one to support mentoring from retired scholars. He is also planning to brings up a service to issue driver's license and passport at one place at the same time. However, Hwang says that it is urgent to build railroad network that connects the city across Chungcheong Province. Due to the opening of Honam High Speed Railway, the commercial value of the surrounding area of West Daejeon Station has significantly been reduced.

Hwang says "we need to turn the current curved railroad to a direct line to save 45 minutes. Subway line 2 (elevated railroad or tram?) also is a problem as it can waste a lot of money when it comes to demolishing. In this respect, the line 3, which will connect the city across Chungcheong Province is much more important and urgent." Hwang currently is looking for ways to solve the problems of Doan Lake such as funding the operation cost, destroying ecosystem and fair policy for the residents around the area.

Inviting National Railway Museum 
It has been 18 years since Hwang first started his political career. Hwang says about the difference between district council and city council as "the budget is different. The former is about $350M and the latter more than $6B. Another difference is that I have to work 20 times more in the latter council. But I will do my best to promote cooperation between the local government and the education office until I finish my term. I also think that the central government should not waste taxpayer's money on useless projects such as the four rivers and resource diplomacy." He visits a school a day and traditional markets 3 to 4 times a week to gather people's opinions.

Currently, he is working on inviting National Railway Museum. He says "I'm also serving as Chairman of Special Committee for Inviting National Railway Museum. We have the headquarters of national railway, and a national cemetery and even Mika3-129 Train exhibited in Memorial Railway Hall in the city. Mika3-129 Train has a story that the driver Kim Jae-hyeon drove the train from Okcheon with 33 special force soldiers to save the US 24 Division Commander Dean who was missing at that time. Kim with 27 soldiers were shot dead by the North Korean soldiers but Kim received Special Civil Service Awards from the US in 2012. We are proud of Kim and hope he will be remembered and respected by the people." Hwang is planning to hold a citizen's forum to remember Kim on July 20 and to build a statute in September.
