글로벌 시대로 나아가는 강릉, 도약의 한 해가 될 것
사회기반시설 정비·확충과 국제대회 준비에 매진

경포대 해수욕장과 오죽헌으로 잘 알려진 강릉. 강릉은 영동지방 중심에 위치한 도시로서 예로부터 영동지방의 정치, 경제, 문화, 행정의 중심지 역할을 해왔다. 지난 2014년, 민선 6기 출범과 더불어 ‘2018 세계 속의 강릉이 시작됩니다’를 시정구호로 정한 최명희 시장은 동계올림픽 성공개최와 세계 속의 강릉건설을 목표로 시정활동에 매진하고 있다.

영동권을 넘어 대한민국 최고의 도시로
2018동계올림픽이 3년 앞으로 다가왔다. 그간 강릉시는 동계올림픽 성공개최를 위해 다양한 사업을 펼쳐왔다. 이미 모든 빙상경기장이 착공에 돌입했으며, 강릉-원주간 복선철도의 도심구간 지하화 공사는 도심을 관통하던 철교를 철거하고 일부 부지의 평탄화 작업을 진행 중이다. 최명희 시장은 “‘철도 지상부 활용 마스터 플랜’을 기초로 ‘전선지중화 사업’, ‘도심재생사업’ 등을 함께 추진중입니다. 이를 통해 도심을 완전히 새로운 모습으로 변화시켜 나갈 예정입니다”라고 밝혔다.

또한 강릉시는 서민생활 안전과 사회복지 안전망을 구축하기 위해 심혈을 기울여 왔다. 공공부문에서만 6,300개의 일자리를 마련했으며, 사회적 기업의 일자리 창출사업을 위한 중소기업육성 맞춤형 지원, 1인 창조기업비즈니스센터운영 등 생활밀착형 서민경제 안정기반을 구축했다. 소외되는 이웃이 없도록 맞춤형 복지지원체계도 함께 운영됐다. 강릉시는 ‘저소득층 생활안정지원’, ‘기초연금’, ‘아이돌봄 지원사업’, ‘맞춤형 영유아 보육사업’ 등 복지 사각지대가 없도록 노력해왔다. 이를 통해 지난해 10월 ‘2014년 대한민국 도시대상’에서 최고상인 대통령상을 수상한 강릉시는 이와 함께 ‘2014년 공공기관 청렴도 측정결과’에서 도내 시 단위 자치단체 중 1위를 수상하는 성과를 이루기도 했다.

세계 속의 강릉을 향한 힘찬 발걸음
최 시장은 “올해에는 ‘제96회 전국체전’과 ‘전국장애인체전’이 모두 강릉에서 개최됩니다. 향후 동계올림픽의 준비차원에서도 이번 대회를 성공적으로 개최하는 것이 중요합니다. 또한 ‘문화관광 올림픽’을 위한 아트센터 건립과 2018스마일캠페인, 올림픽홈스테이 등 시민의 참여를 높여나갈 계획입니다”라고 밝혔다.

강릉시는 촘촘한 사회복지 안전망구축, 더불어 행복한 사회환경조성, 맞춤형 보건서비스 활성화, 교육도시다운 선진교육복지추진을 목표로 하고 있다. 특히 주요복지정책 확대를 통해 약 4,000여 명이 지원혜택을 받게 되며, 사회복지분야 예산을 1,920억 원으로 확대편성해 복지사각지대가 없는 도시를 만들기 위해 노력중이다.

최근 강릉시에서는 재해 대비를 위한 정비 및 학교 앞 인도확장, 우범지역 조명시설 확대 등 ‘안전한 강릉’을 만들기 위한 기반시설 확충사업이 두드러지고 있다. 특히 철도 지하화 공사를 통해 생성된 부지를 도심공원과 주차장, 여가문화 공간으로 활용하고자 하는 사업도 활발히 진행되고 있다. 최 시장은 “강릉의 청사진을 현실로 이루기 위해서는 시민의 적극적인 참여와 협조가 필요합니다. 현재 빙상경기장, 진입도로, 도심철도 지하화 등 대형 건설 사업이 동시에 진행되면서 시민들이 많은 불편을 겪게 돼 염려가 큽니다. 그동안 대형산불과 폭설 등을 겪으면서도 강인한 저력과 단합된 힘으로 이를 극복해냈던 것처럼 강릉의 백년대계를 위한 과정이라 생각하시고 적극적인 이해와 협조를 부탁드립니다”라고 당부의 말을 남겼다.

Being a top city in the nation over Yeongdong region
The Pyeongchang 2018 Olympic Games is just three years away. And Gangneung City has been carrying out various projects in preparation of successfully holding the Olympics. All ice-rinks are under construction and the underground pathway of Gangneugn-Wonju Double Track Railroad in the city is well underway. Choi said "based on 'Master Plan for Using Empty Overground Railraod', we are carrying out 'Underground Cable Project' and 'City Center Restoration Project' in the hope of rebuilding a new city." 

The city also has been exerting an effort in building comprehensive welfare and security systems. Through this, they created 6,300 jobs in the public sector and promoted SMEs and One Person Creative Business Center. Also, the city introduced 'Low Income Family Support', 'Basic Pension', 'Children Support Project' and 'Customized Baby Support'. For their innovative contribution to the regional development, the city won '2014 Korea City Awards' last October and the grand prize at '2014 Public Institution Integration Test'.

Powerful step forward to the global age 
Choi said "the city is holding both The 96th National Sports Festival and National Disabled Sport Festival this year. It is very important to hold these festivals successfully as the Winter Olympics is ahead of us. We are also planning to build an art center for Culture & Tourism Olympics, hold 2018 Smile Campaign and Olympic Homestay to attract an active participation of the citizens."

Choi's goal is to introduce a better social welfare & security system, customized health services and advanced education. Especially, 4,000 citizens are to be benefited by this new welfare system and the city is planning to raise its budget to $190M so that not a single citizen in need is left out. 

Recently, the city is working on improvement of safety equipments, widening the pedestrians and more street lights to make a safer Gangneung. Also, Choi is using the empty parts of the railroad that goes down to underground as a leisure park. Choi said "we need citizens' active participation and cooperation in order to achieve our goals. Especially, big projects such as building ice rinks, entry ramps and underground pathway for Double Track Railroad might cause an inconvenience for citizens but we can overcome these troubles for a bigger cause we are about to make in the history of our city."
