Resolving problems caused by noise between the floors
Practical solutions for noise problems between the floors

Korea is particularly vulnerable to the noise between the floors as most of housings are either apartment or villa. The reported complaint relating to the matter reached average 3,000 cases a month last year and it has become a serious and urgent problem to solve. If unreported cases are included, the numbers might considerably go up and this often can cause worse problems such as disputes and even violence between the floors as their patience has reached its end. Cha said "people spread mats on the floor as a solution. A 5cm thick mat can reduce the noise by 25% but the problem is that it cannot solve the problem fundamentally." 

Learning from the housing culture in advanced countries to solve the problem
The best way to solve the problem is to construct the floors and walls with sound proof materials at the initial stage. But it seems almost impossible in our case as most housings in Korea are already constructed without sound proof at all and we surely cannot remodel or demolish to put sound proof again. But we can learn from the housing culture in advanced countries and apply it for new constructions. Meanwhile, to spread right and practical information and ways to reduce the noise, Dwelling Culture Revolution Institute created brochures and is holding public hearings and seminars on regular basis to spread its cause and coping methods. The institute is also running a program for Certificate for Controling Floor Noise in the hope of fostering specialists in the field. 

There is no assailant and victim in disputes about the floor noise. Cha said "considering the current housing situation in Korea, people need to open their mind and act responsibly at this stage. If they think that their floor is downstairs' roof, things might turn into a better atmosphere among the community."
