기업하기 좋은 도시, 아름다운 관광의 도시 ‘밀양’

국도 24·25호선이 동서남북으로 관통하고 고속철도 정차와 신대구부산간 고속도로의 개통으로 교통이 매우 발달되어 기업하기 좋은 도시인 밀양시는 전통문화와 충효예절을 숭상하는 유서 깊은 학문의 고장으로 빛나는 문화유적, 뛰어난 명승지가 수려한 자연과 어우러지는 아름다운 문화 관광의 도시이다.
 
‘나노’로 재도약하는 밀양시
밀양시는 부북면 일원 50만평에 세계 최초의 나노융합국가산업단지를 조성이 확정 되었다. 이로 인해 대한민국에서 나노산업과 관련된 기업들은 공장 부지를 얻기 위해 밀양시 방문이 쇄도하고 있다. 지난해 3월, 제5차 무역투자진흥회의에서 선정된 나노융합특화산단을 국가산단으로 지정 받는 과정은 순탄치만은 않았다.

정부의 공기업 부채감축을 위한 구조조정이 진행되는 과정에서 공기업 중 부채가 가장 많은 LH가 지역의 신규 사업에 새롭게 투자하려는 의지는 매우 소극적이었고 투자 자체를 꺼리는 분위기였다. 그러나 밀양시는 이러한 어려운 여건을 극복하기 위해 경남도와 함께 사업성 확보를 위한 기업유치 활동과 체계적인 지원방안 마련을 위하여 노력하는 한편 국토교통부를 비롯한 정부부처와 LH 등 2014년 한해 동안 관련기관을 40여 차례에 걸쳐 방문해 타당성과 당위성을 설명하는 등 강행군을 계속해 국가산업단지로 지정 받게 되었다. 또한 대중교통의 친환경 녹색 교통수단 도입으로 쾌적한 도시환경 구현을 기대하고 있는 박일호 시장은, 소음저감 등 저탄소 녹색성장의 토대를 마련하여 대중교통 이용의 활성화로 매연 및 소음 감소를 통한 쾌적한 도시환경 조성을 위해 노력하고 있다.

아름다운 문화관광의도시 ‘밀양’
기업유치도 중요하지만 새로운 신성장동력으로 문화산업도 상당히 중요하다. 이에 밀양의 대표적인 관광지인 영남루·얼음골·표충사·사명대사 유적지·영남알프스 등 명소가 많이 있으나, 아직 개발이 미흡하고 머물 수 있는 관광으로 연결되지 못하고 있다. 이로 인해 박 시장은 문화를 바탕으로 관광 콘텐츠를 만들고 천혜의 자원을 활용한 생태관광 도시로 발전시키는 것이 급선무라고 했다. 그리고 문화융성의 도시를 만들기 위해 밀양 문화재단을 설립해 밀양 아리랑 대축제·멀티미디어 쇼 국제콘테스트·문화예술 상설화 등으로 수준 높은 문화예술을 창출하여 지역축제에서 벗어나 외부관광객을 유치하는 사랑받는 축제로 만들어 낼 것이라고 설명했다. 또한 매년 차별화된 연극문화로 세계의 모든 연극인들의 관심을 사로잡고 있는 ‘밀양여름공연예술축제’와 ‘밀양아리랑축제’ 등 밀양에서 개최되는 지역축제를 통해 밀양을 찾는 관광객과 시민들에게 다양한 문화예술 향유기회 제공 및 문화예술인의 사기를 향상 시키는데 앞장설 것이라고 덧붙였다. 

밀양 ‘농산물 명품브랜드화’에 힘쓰다
상대적으로 개발이 뒤떨어진 농촌지역에 기초생활환경, 문화, 복지시설을 종합적으로 정비·확충하여 삶의 질 향상 및 국토의 균형개발을 도모할 밀양시는 농촌생활경제의 활성화를 통해 지역주민의 삶의 질 향상 및 국토의 균형적 발전을 예측하고 있다. 특산물이 많은 밀양시는 ‘농산물 명품브랜드화’를 추진, 엄격한 품질관리를 통한 프리미엄 가격전략에 맞는 상품을 생산하여 농산물유통 환경변화에 따른 능동적인 대응으로 지역농산물 경쟁력을 제고, 차별화된 전략상품으로 우위를 선점해 나가 이에 각종 박람회 및 직판행사에 지속적인 참여를 하면서 소비자의 판촉마케팅을 통한 미르피아 농산물 우수성과 공동브랜드 홍보를 강화, 원예브랜드 육성지원사업과 전국적으로 명성이 알려진 밀양얼음골 사과 명품화 사업 지속 추진, 깻잎 향토 산업 육성사업 추진 등 안정적인 농산물 판로를 위한 통합출하 관리 시스템을 구축해 나가 밀양의 우수농산물 브랜드 인지도 및 가치가 상승되길 기원하고 있다.

“영남권 중심의 하늘도시로 도약할 수 있도록 ‘동남권 신국제공항 밀양 유치’와 미래 맞춤형 명품도시 기반 조성을 위해 최선을 다할 것이다”라고 말하는 박일호 시장은 지역경제 활성화와 서민 경제 안정화에 노력할 것을 다짐하며, 영남권의 미래성장과 발전을 가져올 ‘기업하기 좋은 도시 성장하는 밀양’에 대해 지역시민뿐만 아니라 범국민적인 관심과 참여를 바란다고 당부했다.

Taking a great leap forward to nano-technology
The world's first National Nono Convergence Industrial Complex is decided to be built on a 1,665,000 square meter land in Bubuk-myeon, Miryang City. As a result, the inquiries to secure a factory spot in the complex from Nano-related companies are now flooding into the city hall thanks to the decision made on the 3rd trade investment promotional meeting held in last March. But the process did not actually go smoothly at first. LH with huge debts were negative to invest in new projects during the government's reconstruction process of public institutions to reduce their debts. But the city introduced a support plan to invite the related companies in cooperation with Gyeongsangnam Province. The city also visited related organizations including the Ministry of Land, Infrastructure and Transport and LH more than 40 times in 2014 to convince them its validity and appropriateness. With this hard earned result, Park now plans to introduce an eco-friendly public transportation to reduce exhaust emissions and traffic noise in the city. 

The city of beautiful scenery and culture
Alongside inviting the complex, Park also is exerting his effort to promote the culture-related industry as a new growth engine in the city. Although the city has famous tourist attractions such as Yeongnam Pavilion, Eoreumgol (ice valley), Pyochung Temple, Historic Site of Preceptor Samyeong and Yeongnam Alps, they are not being used as a means to promote tourism in the region. Park said that it is urgent to create cultural contents for the city to be an eco-friendly tourist city. For this, Park plans to establish Miryang City Cultural Foundation (tentative title) to hold various cultural events such as Miryang Arirang Festival, multi-media shows and international contests. Miryang Summer Performing Art Festival (theatre festival) and Miryang Arirang Festival in particular are good cultural sources to attract the residents and tourists, and also to encourage the artists in the region.

Commercializing regional agricultural products 
Miryang City is working hard to improve and expand the living environment, culture and welfare facilities in the city so that the residents can benefit from a better quality of life. In addition, the city plans to promote agricultural products as a brand through strict quality management, premium products and securing its competitiveness by participating in various food related events so that they can spread the excellence of their products (mirpia) and strengthen their brand value. Meanwhile, the city has been carrying out 'horticultural brands promotion project', 'commercializing Miryang Eoreumgol apple', and 'sesame leaves industry promotion project' through a total management distribution system to raise their value and status. 

Park said "we will do our best to invite an international airport to the city. We will make the city to be a future-oriented and business-friendly city. We will activate regional economy, and we will work together to achieve all of these."
