기획재정부 출연연구소, 중소ㆍ중견기업의 연구소 돼야
최경환 부총리 겸 기획재정부 장관은 지난 달 11일 "정부출연연구소와 대학연구소를 중소기업에 개방해야 한다"고 밝혔다.최 부총리는 이날 안산사이언스밸리에 위치한 경기테크노파크를 찾아 연구개발(R&D) 관계자들과 간담회를 갖고 "중소기업의 어려운 R&D 여건을 감안해 앞으로는 중소기업에 초점을 맞춰 R&D 지원방식을 개편할 것"이라며 이같이 말했다. 그는 "출연연구소와 대학은 '연구를 위한 연구'에서 벗어나 산업현장이 필요로 하는 연구, 중소기업에 도움이 되는 연구를 해야 한다"며 "공대교수 및 대학 R&D 사업 평가에 있어서도 산학협력 성과를 반영하는 등 중소기업 현장과 R&D가 밀착돼야 한다"고 강조했다.

이어 "중소기업이 출연연구소와 대학의 우수한 인력과 노하우를 활용할 수 있도록 출연연구소와 대학연구소를 중소기업에 개방해야 한다"며 "출연연구소는 밀폐된 연구실에서 나와 중소ㆍ중견 기업의 연구소가 돼야 한다"고 덧붙였다. 앞서 최 부총리는 "우리나라의 R&D는 지속적인 투자에 힘입어 논문이나 특허출원 등에서는 양적 성과를 거뒀으나 경제혁신으로는 이어지지 않고 있다"며 "정부 R&D 체계의 근원적인 혁신이 필요하다"고 지적했다. 그는 "우선 '국가과학기술심의회'의 전문성을 높이고 산업계의 참여를 확대해 정부 R&D 컨트롤타워의 기능을 강화해야 한다"며 "부처 간, R&D 전문관리기관 간 칸막이를 허물어 기획력을 높이고 융합연구를 촉진해아 한다"고 강조했다. 정부는 이러한 내용을 구체화한 '정부 R&D 혁신방안'을 조만간 발표할 계획이다. 최 부총리는 이날 간담회 직후 정부 R&D 지원으로 성과를 거둔 중소기업 유버(주)와 한국생산기술연구원의 중소기업 기술지원 현장 등을 둘러봤다. 

우리 경제 완만한 개선 흐름 경기회복 긍정적 신호 확대
기획재정부는 지난 달 12일 '최근 경제동향' 5월호에서 "최근 우리 경제는 고용 증가세가 둔화하고 저유가로 물가 상승률이 낮은 수준에 머물고 있으나, 생산ㆍ소비ㆍ건설투자 등 실물지표가 월별 등락을 보이는 가운데서도 전반적으로 완만한 개선흐름을 보이며 4분기 부진에서 벗어나는 모습"이라고 평가했다. 또한 "엔화 약세, 세계경제 회복세 지연 등 대외 불확실성이 상존하나, 저유가 및 주택 등 자산시장 회복이 점차 소비ㆍ투자 심리 개선으로 이어지면서 향후 경기회복의 긍정적 신호가 확대되고 있다"고 덧붙였다. 3월 고용시장은 상용직 중심으로 전년동월대비 30만명대 증가세를 이어갔으나 기저효과 등으로 증가폭은 다소 둔화했다. 4월 소비자물가는 석유류ㆍ농산물 가격 안정 등 공급 측 요인으로 0%대 상승률을 보였으나 근원물가는 2%대 상승세를 이어갔다.

3월 광공업 생산은 전달 큰 폭으로 증가한 데 따른 조정을 받는 모습이나, 1분기 전체로는 4분기에 비해 감소폭이 축소됐다. 3월 서비스업 생산과 소매판매는 전달 설 효과에 따라 큰 폭으로 증가했던 데 따른 조정을 받는 모습이나, 1분기 전체로는 증가 흐름을 지속했다. 3월 설비투자는 운송장비 투자가 줄며 전달보다 감소했다. 건설투자는 올해 들어 큰 폭으로 증가하던 건축ㆍ토목 모두 조정을 받으며 감소했으나, 기계ㆍ건설수주 모두 증가하며 향후 투자 확대의 가능성을 시사했다. 기재부는 "대내외 경제동향과 시장상황을 면밀히 점검하는 한편, 대외적 충격에 대한 선제적 시장안정 노력과 리스크 관리에 최선을 다하겠다"며 "경기 회복세가 공고화되고 국민들이 이를 체감할 수 있도록 '경제혁신 3개년 계획'과 '2015년 경제정책방향' 과제들을 차질 없이 추진하겠다"고 밝혔다. 

The Ministry, "government-supported research institutes must be for SMEs"
Deputy Prime Minister and Minister of Strategy and Finance Choi Kyeong-hwan said on May 11 "government-supported research institutes and university research institutes open their doors for SMEs." In the meeting with R&D related officials held at Gyeonggi Technopark, Choi said that he would reform R&D support policy based on SMEs as they are having difficulty in the field. Choi continued "government-supported research institutes and universities must stop their researches for research's sake but have to provide practical research results for industries and SMEs. They have to reflect performance on industry-academic cooperation when assessing engineering department professors and university's R&D performance. Research institutes must open their doors and provide talented people and know-how for SMEs."

Choi added "Korea achieved substantial results in investment, publishing papers and obtaining patents in the field of R&D but these results are not leading to economic innovation in reality and therefore, the government's systematic and fundamental reform in the field is much needed. For this, the government needs to improve the functions of National Science & Technology Council and control the over all directions of R&D in cooperation with industries." Meanwhile, the government prepared concrete plans and is scheduled to announce 'R&D Innovation Plan' soon. After the meeting, Choi visited Uver which made a success with R&D supported by the government and Korea Institute of Industrial Technology which is providing technical supports for SMEs.

The Ministry, expecting economic & market recovery 
Based on 'Recent Economic Trend' on the May issue, the Ministry of Strategy and Finance said "our economy is weak in employment growth and shows a slow inflation rate due to low oil price but the real economic indicators in production, consumption and investment in construction show a steady recovery. The Japanese yen is still weak and the recovery of global economy is slow but the recovery of the asset market such as housing is leading to improvement of consumer and investment sentiment which is a good sign for the coming years." The job market in March showed an increase around 300,000 compared to the same month last year but the range of increase showed a slowdown due to base effect. Consumer price index in April showed 0% increase rate due to the price stability in oil and agricultural products but the core price showed a 2% increase rate. The production in the mining and manufacturing industries in March seemed affected by an increase in last month but over all production rate was reduced in the first quarter when compared to the fourth quarter.

The production in service industry and consumer sales seemed affected by an increase around Lunar New Year's Day but showed an overall increase in the first quarter. Facility investment in March was reduced when compared to last month due to a slow investment in transportation equipment. Construction investment was reduced despite a significant increase in building and civil engineering but showed a possibility of more investment as the orders in machinery and construction have increased. The Ministry said "we will check the economic trend and the current market situation home and abroad closely while focusing on risk management and domestic market stability. We will carry out '3 Year Economic Innovation Plan' and '2015 Economic Policy Direction' according to our plan."
