미래부 ICT장비발주시 법제도 준수여부 모니터링 시행
미래창조과학부 최양희 장관은 중앙행정기관·지방자치단체·공공기관 등이 정보통신기술장비 구매발주 시 관련 법·제도 준수여부에 대한 모니터링 제도를 지난 달 26일부터 본격 시작했다. ICT장비 : 컴퓨팅장비, 네트워크장비, 방송장비와 관련한 이번 모니터링은 박근혜 정부 출범 이후 범정부적으로 추진하고 있는 ”비정상의 정상화“를 중소 ICT장비 기업이 체감할 수 있도록 본격적으로 추진된다. 그동안 미래부는 “정보통신 진흥 및 융합 활성화 등에 관한 특별법”, “ICT장비산업 경쟁력 강화전략” 발표, ICT장비별 구축․운영지침 마련 등을 통해 국내 ICT장비산업 육성을 위해 공공부문 ICT장비 수요예보, 장비개발 및 시험 환경 인프라 구축, 장비 전시회 지원 등의 노력을 해 왔다.

이에, 미래부는 중소 ICT장비 기업의 의견을 반영하여 공공부문이 ICT장비 구매발주 시 불공정한 특정사양 요구를 방지하기 위해 법·제도 준수여부를 모니터링하는 새로운 제도를 추진하게 되었다. 미래부에서는 지난 3월 발표된 K-ICT전략에서 공공조달을 통한 중소 ICT장비 기업의 수요창출 방안을 발표했으며, 그 후속조치로 공공부문에서 ICT장비 구매규격서(RFI) 사전 모니터링을 실시할 예정이다. 모니터링 대상은 1억원 이상의 컴퓨팅․네트워크장비와 3억원 이상의 방송장비 사업에 대해, 구매 발주시 “구매규격서의 사전 공개여부”와 “구매규격서에 특정사양요구가 포함되었는지 여부”이다. 이번에 시행되는 공공부문 ICT장비 모니터링을 통해 공공부문이 자발적으로 법·제도를 준수하여 불공정 관행을 개선하고, 건전한 발주문화 정착을 통해 ICT장비산업 경쟁력 강화에 중요한 역할을 하는 계기가 될 것으로 기대한다. 

미래창조과학부 빅데이터 관계자 조찬정책 간담회
미래창조과학부 최재유 제2차관은 지난 달 13일 빅데이터 산‧학‧연의 협단체(11개)로 구성된 한국빅데이터연합회 및 주요 사업자들과 빅데이터 산업 육성 및 활성화를 위한 정책 간담회를 갖고 다양한 현장의 목소리를 들었다. 이번 정책 간담회는 경제혁신 3개년 계획(역동적인 혁신경제 과제) 세부 핵심과제인 빅데이터 산업 활성화와 융합신산업 창출을 위해 현장과 소통하고 정책방안을 강구하기 위하여 마련되었다. 특히, 빅데이터 활용이 필요한 중소기업 및 국내 우수 빅데이터 전문기업 지원, 빅데이터 전문인력 양성 등에 대한 현황 및 이슈, 지원대책 등이 논의 되었으며 수요‧공급‧인프라의 빅데이터 산업 생태계 조성 차원에서 다양한 견해를 경청하였다.

미래부는 빅데이터 기반 시장 창출 및 산업 진흥을 위해 빅데이터 선도 프로젝트 및 데이터 타운 실증 사업, K-ICT 빅데이터 센터 활용지원 등을 추진하고 관계부처와 함께 빅데이터 산업 활성화와 개인정보보호가 조화되도록 제도 개선을 추진 할 것이라고 밝혔다. 이에 참석자들은 정부가 빅데이터 시장 활성화를 위해 중소기업에 대한 빅데이터 활용 지원 및 전문인력 양성이 확대 되도록 노력해 줄 것을 건의하였다.  미래부 최재유 제2차관은 “빅데이터 산업 육성 및 활성화를 위한 오늘 간담회는 빅데이터 관련 협단체 및 기업들과 처음 갖는 소통의 자리로 큰 의미가 있다”고 평가하면서, “지속적으로 빅데이터 현장의 애로사항을 수렴하고, 전폭적인 지원을 통해 우수한 빅데이터 인재 양성과 혁신적이고 다양한 국내 빅데이터 기업이 나올 수 있도록 노력하겠다”고 밝혔다. 

The Ministry, launching a monitoring of organizations' keeping the regulations when ordering ICT equipments
The Minister of Science, ICT and Future Planning Choi Yang-hee started a monitoring program from 26 last month whether central administrative agencies, local governments and public institutions are keeping the regulations when ordering ICT equipments in computer, network and broadcasting. This is part of President Park's 'Normalizing the Abnormality Plan' so that the ICT equipment related SMEs  can actually benefit from the program. The Ministry has been exerting their effort to support ICP equipment demand, development, test infrastructure and exhibition in order to promote the industry through various programs such as 'Special Act on Communication Promotion & Convergence', 'Strengthening Plan of ICT Equipment Industry Competitiveness' and 'Building & Management of each ICT Equipment'. The newly introduced monitoring program is to prevent the organizations from asking irregular and unfair orders but do it according to the related laws.

The Ministry announced 'Creating Market Demand Plan for SMEs' at the 'K-ICT Strategy' presented on last March, and said that the monitoring program is the after plan to support the announcement based on ICT Equipment RFI. The monitoring is to make the documents of more than $100,000 worth computing and networking equipments and more than $300,000 worth broadcasting equipments open to public. The Ministry is expecting the monitoring program will make a healthy and fair ordering environment among public institutions.

The Vice Minister of the Minister of Science, ICT and Future Planning Choi Jae-yu held a meeting with officials of Korea Big Data Association which consisted of 11 industry-academic organizations on 13 last month to promote the big data industry. The big date industry is a core task of 3 Year Economic Innovation Plan. The issues discussed on the meeting included supporting SMEs and excellent companies relating to big data, fostering talented people and building a demand & supply infrastructure in the field. The Ministry said that they would carry out pioneering big data projects and data town project, K-ICT Big Date Center Support and activating the big data industry as well as protecting personal information. The participants asked the government to actively support related SMEs and promote industry professionals. Choi said "the meeting was meaningful as it was held for the first time in the field. We will keep listening to the opinions of the industry to reflect it in the policy and give unsparing support to promote industry professionals and a variety and innovative companies in the field."
