박근혜 대통령, 브라질 ‘지우마’ 대통령과 공식환영식 및 정상회담
박근혜 대통령이 금번 중남미 순방의 마지막 방문국인 브라질에서 ‘지우마’ 대통령과의 공식 환영식 및 정상회담을 시작으로 국빈방문 일정을 가졌다. 박 대통령은 공식 환영식에서 의장대를 사열하고 ‘지우마’ 대통령과 기념촬영을 함께했다. 이어 브라질 측 인사들과 인사를 나누고 정상회담장으로 이동했다. 양 정상은 정상회담을 통해 경제․통상 협력 확대, 실질협력 증진과 지역 및 국제무대에서의 협력방안 등을 심도 있게 논의했다.

박 대통령은 브라질이 세계 7위 경제대국으로 우리의 포괄적 협력 동반자이자, 중남미 국가 중 우리와 최초로 수교한 핵심 우방국으로서 양국이 과학기술, 인적교류 등의 협력뿐만 아니라 글로벌 이슈에서도 협력과 공조를 강화해 나가고 있는 것을 뜻 깊게 생각한다고 밝혔다. 이에 지우마 대통령은 한국이 과학기술, 혁신, 교육을 통해 눈부신 경제성장을 이룩한 것에 경외감을 표하며, 금번 박 대통령의 방문을 계기로 한국과의 관계가 더욱 깊어지고 확대되어 나가기를 희망했다.

무역 및 투자활성화, 인프라 분야 협력
박 대통령은 양국의 상호보완적 산업구조와 큰 협력 잠재력으로 인해 양국 간 교역과 투자가 확대될 여지가 많다고 언급하면서 협력을 확대하기 위한 방안을 모색해 나가자고 언급했다. 특히 이번에 양국 간 체결되는 전자무역 협력 MOU를 통해 지리적 거리를 극복하는 것이 무역을 확대할 수 있는 좋은 방안이 될 수 있을 것이라고 강조했다. 이에 지우마 대통령은 한국은 브라질의 7대 교역 파트너이고 아시아에서는 3대 경협파트너라고 언급하면서 브라질 내에 이뤄지고 있는 한국 기업의 투자 진출에 환영의 뜻을 보내며 앞으로도 다양한 분야에서의 한국 기업 진출 확대를 기대한다고 말했다.

박 대통령은 지우마 대통령의 경제성장 촉진 프로그램을 통한 인프라 구축 사업 및 브라질 고속철도 등 주요사업에 해외 프로젝트 수주 경험이 풍부하고 우수한 기술력과 인력을 보유한 우리기업들이 참여한다면 양국 간 상생협력에 크게 기여할 것이라고 기대했다. 지우마 대통령은 2008년 방한 당시 고속철 분야에서의 한국의 역량을 확인할 수 있었으며 브라질 철도사업 참여를 환영한다고 화답했다. 또한 지우마 대통령은 한국이 조선 분야 강국으로서 브라질 심해유전 개발을 위한 장비들을 많이 공급해 왔다고 언급하며 앞으로 브라질 내 내수산업 육성을 위해 제품의 일부를 브라질에서 생산해줄 것을 희망한다고 언급했다.

창조경제혁신센터 모델 수출, 교육 및 인적교류 협력
박근혜 대통령은 이번에 양국 정부가 창조경제협력을 위한 MOU를 체결하여 미래성장을 위한 협력을 확대하기로 한 것을 기쁘게 생각한다고 언급했다. 특히 창조경제혁신센터 모델을 브라질과 공유하는 구체적인 방안을 추진 중인데, 이러한 창조경제협력을 통해 양국이 상생의 파트너십을 강화해 나갈 수 있을 것이라고 기대했다. 이에 지우마 대통령은 브라질 창조경제혁신센터 설립을 위한 MOU가 체결된 것을 환영한다는 뜻을 밝히며, 이를 통해 브라질 내 창조경제의 씨앗이 뿌려질 수 있을 것으로 기대한다고 화답했다.

한편 지우마 대통령은 국경 없는 과학 프로그램을 추진하고 있다. 박 대통령은 우리나라가 아시아 국가 최초로 참여했고, 가장 많은 브라질 유학생들을 유치하고 있다고 언급하며 이 프로그램과 함께 협의 중인 양국 간 워킹홀리데이 협정을 통해 양국 청년 간 교류를 크게 증진시킬 것으로 기대했다. 또한 직업훈련 공동 협력 MOU가 체결된 것을 기쁘게 생각한다고 언급하며 올해 8월 브라질에서 개최 예정인 국제기능올림픽을 계기로 양국 청년인력의 기술향상 및 기술 교류 등 협력이 강화되기를 기대한다고 말했다. 지우마 대통령은 국경 없는 과학 프로그램에 대한 한국 측의 협조와 한국기업의 인턴십 프로그램 제공에 감사의 뜻을 전하며 양국 젊은이들 간 인적교류가 더욱 확대되어 나가기를 기대한다고 언급했다.

박근혜 대통령, 한-브라질 비즈니스 포럼 참석!
브라질을 국빈 방문한 박근혜 대통령이 ‘한-브라질 정상회담’, ‘한-브라질 MOU 서명식 및 공동기자회견’에 이어 ‘한-브라질 비즈니스포럼’에 참석하며 세일즈 외교 행보를 이어갔다. 박 대통령은 투자와 교역을 중심으로 급성장하고 있는 양국 간의 경제 협력 현황을 평가하고, 새로운 성장 동력을 찾기 위해 양국이 지향해야 할 미래협력 방안을 제시했다.
우리나라와 브라질은 1959년 수교를 한 이후 50년이 넘게 우호적인 협력 관계를 지속적으로 발전시켜 왔으며, 최근 들어 경제협력이 더욱 긴밀해지고 있다. 최근 10년 사이, 양국 간 교역 규모는 두 배 이상 증가했고 최근 5년간 양국의 상호 투자 규모는 수교 이래로 누적된 투자금액의 67%를 차지하고 있다.

교역활성화를 위한 공동 노력
박근혜 대통령은 브라질이 주도하고 있는 ‘메르코수르’는 중남미 최대의 경제통합체이고, 우리나라는 73.5%에 달하는 경제권과 FTA 네트워크를 구축하고 있다고 밝혔다. 따라서 이를 기반으로 한국과 메르코수르 간의 경제협력 논의가 보다 진전이 되어 사람과 물자, 자본이 자유롭게 교류하는 공동시장 구축의 파트너십이 체결되기를 희망했다. 또한 지구 반대편이라는 물리적 거리를 해소하기 위해서는 온라인 기반의 교역시스템 활성화가 필요하다며, 이번에 체결되는 전자무역 협력 MOU와 중소기업 온라인 거래 플랫폼 간의 연계가 양국 교역의 큰 활기를 불어넣어 줄 것으로 기대했다.

인프라 분야 협력 강화
브라질은 성장촉진 프로그램을 수립하고, 철도·항만·공항·전력을 비롯한 인프라 개발 사업을 본격적으로 추진 중이다. 브라질의 인프라 투자는 브라질 경제의 재도약 뿐 아니라 거리 제약으로 한계가 있었던 양국 간 투자와 경제협력에도 큰 활력소가 될 것으로 기대된다. 따라서 박 대통령은 양국 간의 새로운 미래 협력의 두 번째 방안으로 ‘인프라 분야 협력 강화’를 제시했다. 박 대통령은 브라질의 공항과 고속철 구축 사업은 한국기업과 성공적 협력이 가능한 분야라고 제시하며, 인천공항이 공항서비스 세계 1위의 높은 경쟁력이 있고, 한국의 기업은 브라질 내의 1조원 대의 철도 프로젝트를 훌륭하게 수행한 경험이 있는 만큼 브라질 인프라 구축의 든든한 파트너가 될 수 있다고 강조했다.

인적교류 활성화
박근혜 대통령은 한국과 브라질의 ‘인적교류 활성화’의 중요성도 강조했다. 박 대통령은 우리나라와 브라질의 물리적 거리는 매우 멀지만, 인적교류의 활성화를 통해 마음의 거리만큼은 누구보다도 가까운 사이가 될 수 있다고 제안했다. 박 대통령은 앞으로 양국경제를 이끌어갈 인재와 기업이 만나 경제협력의 첨병 역할을 할 것으로 기대되는 만큼, 현재의 관계를 더욱 발전시킬 수 있도록 양국 정부와 기업이 함께 노력해야 한다고 강조했다. 더불어 금년 8월에 브라질에서 개최되는 제43회 국제기능 올림픽을 계기로 청년 인력과 기술교류가 활성화되어 양국 젊은이들의 해외진출이 본격화되기를 희망했다.

Park visited Brazil as the last country of her Central and South America tour and had a summit talk with Dilma Rousseff, the President of Brazil. Park reviewed the honor guard and had a commemorative photograph with Rousseff. They discussed about expanding economic & trade cooperation, promoting practical cooperation plan and working together in the global stage. Park said that as the 7th economic powerhouse, Brazil is the first country to establish diplomatic ties with ROK and became our comprehensive cooperative partner and it is meaningful that both countries keep strengthening cooperation in science technology, personal exchange and global issues. Rousseff in response said that she respects Korea for miraculous economic development through science technology, innovation and education and she hopes that this visit will boost up both countries' cooperation in various fields. 

Cooperation in trade, investment and infrastructure
Park said that there are many possibilities for both parties to expand trade and investment thanks to the potential in complementary cooperation between the two countries and they have to find various ways for it. Park emphasized that the MOU on e-trade cooperation will be a good way to expand the trade between the two countries. Rousseff in response said "Korea is Brazil's 7th trade partner and the 3rd among Asian countries. We welcome Korean companies' investment in Brazil and we expect more investment from Korean companies." Park answered "if Korean companies which possess excellent technology and talented people involve in Brazil's infrastructure projects and high-speed railroad project, it will significantly contribute to co-development." Rousseff replied that she identified Korea's capacity in high-speed railroad when she visited Korea in 2008 and she welcomes Park's proposal. Rousseff also mentioned that as the top shipbuilding powerhouse of the world, Korea has supplied numerous equipments for the development of submarine oilfield in Brazil and she hopes that Korea will produce some of the parts directly in Brazil.

Exporting creative economy models and exchanges in manpower and education
Park said that both countries agreed to expand creative economy cooperation for mutual future growth by signing related MOUs. Both parties are implementing practical plans to strengthen partnership by sharing Korea's creative economy models with Brazil. Rousseff welcomed the MOU to build Creative Economy Centers in Brazil and she expects the seed of creative economy will be planted in the Brazilian soil. Meanwhile, Rousseff is carrying out a global science program. Park said that Korea participated in the program as the first Asian country and is inviting most Brazilian students and both countries will increase youth exchanges through working holiday agreement currently on a discussion. Both countries also signed a MOU to cooperate in vocational training and Rousseff hoped that youth technology exchanges will be strengthened on the occasion of World Skills which is scheduled to be held in August in Brazil. Rousseff showed her gratitude to Park for Korea's participation and providing internship program in the global science program.

Park, attending Korea-Brazil Business Forum
Park attended Korea-Brazil Business Forum as part of her sales diplomacy in Brazil. Park praised the active cooperation in investment and trade between the two countries and suggested a direction for mutual growth in the future. Since its diplomatic ties in 1959, Korea and Brazil have been strengthening friendly relationship for more than 50 years and the cooperation is ever closer now. The trade volume has increased to double for the last 10 years and the investment scale for the past 5 years recorded 67% of total accumulated investment amount. 

Joint effort to activate trade
Park said that 'Mercosur' led by Brazil is the largest economic integration in Central and South America and Korea has 73.5% of economic bloc and FTA network. She hoped that Korea and Mercosur will build mutual markets where goods and capital are freely exchanged. Park added that the activation of online-based trade system is a must to solve geographical distance between the two countries and the connection between the impending MOU on e-trading and SMEs' online-trading platform will boost mutual exchanges. 

Strengthening cooperation in infrastructure
Brazil built a growth promotion program and is carrying out infrastructure development project in railroad, airport, harbor and electricity. Brazil's investment in building infrastructure is expected to boost economic cooperation between Korea and Brazil. For this, Park proposed to strengthen cooperation in building infrastructure as the second plan of future cooperation. Park said that Brazil's projects in airport and high-speed railroad are the fields that can be excellently done with Korean companies as proved that Incheon International Airport has the highest competitiveness in the world and Korean companies have successfully completed railway project worth $1B in Brazil before. 

Activation of personal exchange
Park emphasized on the importance of personal exchange between Korea and Brazil. Park said that both governments have to work together to develop cooperative relationship between the two countries through personal exchange so that talented people are connected to promising companies in both countries. Park added that The 43rd World Skill which will be held in August this year in Brazil will be an opportunity for young people to exchange their skills and technologies.
