À̹ø Æ÷·³Àº 2000³â ¼¼³×°¥¿¡¼­ äÅÃÇÑ ‘´ÙÄ«¸£ Çൿ°èȹ(Dakar Framework for Action)’°ú EFA(Education for All, ¸ðµÎ¸¦ À§ÇÑ ±³À°) ¼º°ú¸¦ Á¾ÇÕ Æò°¡ÇÏ°í ÇâÈÄ 15³â°£ ¼¼°è°¡ °øÀ¯ÇÒ Post-2015 ±³À°ÀÇÁ¦ ¼ö¸³ ¹× ½ÇõÀ» À§ÇÑ Çൿ°èȹÀ» ¸¶·ÃÇÏ´Â ÀÚ¸®°¡ µÇ¾ú´Ù. ‘±³À°À» ÅëÇÑ »îÀÇ º¯È­’¸¦ ÁÖÁ¦·Î ÇÑ À̹ø Æ÷·³¿¡´Â ¹Ý±â¹® UN »ç¹«ÃÑÀå, ±è¿ë ¼¼°èÀºÇà ÃÑÀ縦 ºñ·ÔÇÑ ±³À° °ü·Ã ±¹Á¦±â±¸ ¼öÀåµé°ú Àü¼¼°è 100¿© °³ ±¹°¡ÀÇ ±³À° Àå·Â÷°ü µîÀÌ Âü¼®Çß´Ù.

EFA ¿îµ¿Àº ¸ðµç »ç¶÷µé¿¡°Ô ¾çÁúÀÇ ±³À°À» Á¦°øÇÏ·Á´Â ±¹Á¦»çȸ °øµ¿ÀÇ ³ë·ÂÀ» ´ëÇ¥ÇÏ´Â ¸»·Î½á, 1990³â ű¹ Á»Æ¼¿£¿¡¼­ ¿­¸° ¼¼°è±³À°È¸ÀÇ¿¡¼­ ½ÃÀÛµÈ ¿îµ¿ÀÌ´Ù. À¯³×½ºÄÚ¸¦ Áß½ÉÀ¸·Î ȸ¿ø±¹°ú ±¹Á¦±â±¸, ¹Î°£´ÜüÀÇ Çù·ÂÀ» ÅëÇØ Áö³­ 25³â °£ ÁøÇàµÇ¾î ¿ÔÀ¸¸ç º¸Æí±³À°ÀÇ È®´ë, ±³À°ÀÇ ¾ç¼ºÆòµî Ãß±¸ µî Àü¼¼°è¿¡ »êÀçÇÑ ±³À° Çö¾Èµé¿¡¼­ °ý¸ñÇÒ ¼º°ú¸¦ ÀÌ·ç¾î ¿Ô´Ù. ƯÈ÷ 25ÁÖ³âÀ» ¸Â¾Æ ¿­¸° À̹ø 2015 ¼¼°è±³À°Æ÷·³¿¡¼­´Â ±³À° ±âȸ È®´ë¸¦ ³Ñ¾î ±³À°ÀÇ Áú Á¦°í, ¼¼°è ½Ã¹Î±³À° µî º¯È­µÈ ½Ã´ë»óÀ» ¹Ý¿µÇÑ ±³À°ÀÇÁ¦¸¦ Á¦½ÃÇÏ´Â ÀÚ¸®°¡ µÇ¾î Àǹ̰¡ ÀÖ¾ú´Ù.

¹Ý ÃÑÀåÀº ÀÌ ³¯ÀÇ °³È¸»ç¿¡¼­ “º¸´Ù ³ªÀº ¹Ì·¡¸¦ ¸¸µé±â À§ÇØ °øºÎÇØ¾ß ÇÑ´Ù. »ì¾Æ°¡°í ÀÖ´Â Çö½ÇÀÇ ºÒÀÇ¿¡ ¸Â¼­°í, ¿Ã¹Ù¸£´Ù°í »ý°¢µÇ´Â ¹Ì·¡¸¦ ¸¸µå´Â µ¥ ¸ñ¼Ò¸®¸¦ ³ô¿©¾ß ÇÑ´Ù. ´ëÇб³À°ÀÌ ÀÏÀÚ¸®¸¦ ±¸ÇÏ´Â ¸ñÀû¿¡ ±×Ä¡´Â °ÍÀÌ ¾Æ´Ï¶ó »õ·Î¿î ¹Ì·¡¸¦ ±âȸ¸¦ ¸¸µé¾î°¥ ¼ö ÀÖµµ·Ï ÇÏ´Â µ¥ ±â¿©Çϱ⸦ ¹Ù¶õ´Ù”°í À̾߱âÇÏ¸ç ¼¼°è½Ã¹Î±³À°¿¡ ´ëÇÑ  Á߿伺À» ¿ª¼³Çß´Ù.

À̹ø 2015 ¼¼°è±³À°Æ÷·³Àº ȸ¿ø±¹ ´ëÇ¥¿Í ±¹Á¦±â±¸ ´ëÇ¥, ½Ã¹Î»çȸ·¹Î°£ ´ëÇ¥µéÀÌ ¸ð¿© ÇâÈÄ 15³âÀÇ ±¹Á¦±³À° ¹æÇ⼺ ¹× ½ÇÇà¹æ¹ýÀ» ´ãÀº ‘ÀÎõ ¼±¾ð’À» äÅÃÇÏ°í ±³À°¸ñÇ¥ÀÇ ½ÇÇàÀ» À§ÇÑ ½ÇÇà°èȹÀ» ³íÀÇÇÏ´Â ÀÚ¸®°¡ µÇ¾ú´Ù. À̹ø Æ÷·³¿¡¼­ ³íÀÇµÈ ´Ù¼¸ °¡Áö ÇÙ½É ÁÖÁ¦´Â ±³À°¹ÞÀ» ±Ç¸®(Right to Education), ÇüÆò¼º(Equity in Education), Æ÷¿ë(Inclusive Education), ¾çÁúÀÇ ±³À°(Quality Education), Æò»ýÇнÀ(Lifelong Learning)À¸·Î À̹ø Æ÷·³¿¡¼­ ³íÀÇµÈ ½ÇÇà°èȹÀº 9¿ù UN Áö¼Ó°¡´É¹ßÀüÀ» À§ÇÑ Æ¯º°Á¤»óȸÀǸ¦ °ÅÃÄ, 11¿ù Á¦38Â÷ UNESCO ÃÑȸ °è±â Ưº°È¸ÀÇ¿¡¼­ ÃÖÁ¾ äÅÃµÉ °èȹÀÌ´Ù.

Ban, visiting Korea on the occasion of World Education Forum 2015
World Education Forum 2015 hosted by UNESCO was held at Songdo Convensia, Incheon City from 19 to 22 last month. The event was to evaluate 'Dakar Framework for Action' and 'Education for All (EFA)' adopted in Senegal in 2000 as well as to establish and plan 'Post-2015' with which the world will share for the next 15 years. Under its basic philosophy of changing the life through education, the event was participated by the heads of international organizations and world education ministers and deputy ministers from 100 countries including UN Secretary General Ban Ki-moon and World Bank President Kim, Yong. Their EFA movement is a global effort to provide quality education for everybody starting at the first World Education Forum held at Jomtien, Thailand in 1990. Led by UNESCO, it has been carried out for 25 years in cooperation with member countries, international organizations and civic groups and promoted unversal education and equality in education. This year especially celebrated the 25th anniversary and introduced new concepts about education such as enhancing quality in education and global citizenship training. Ban in his opening speech said "we have to study hard to make a better world. We have to stand against unjustice and give our voice for our belief in doing right things. University education, in particular, must not be an education to get a better job but to create a new and better future." 

The forum this year adopted 'Incheon Declaration' which contains the directions and plans of the next 15 years. The five core subjects discussed on the forum include 'Right to Education', 'Equality in Education', 'Inclusive Education', 'Quality Education' and 'Lifelong Learning' and the implementation plans are scheduled to be adopted at The 38th UNESCO General Assembly in November through UN Special Summit in September. 

Ban, having a meeting with Park
Ban participated in Asian Leadership Conference and UN Global Compact leaders meeting before he had a meeting with Park on 20 to discuss the issues regarding North's nuclear problem, inter-Korean policy and the Korean Peninsular. Ban mentioned that Korean delegates had a positive talk in New York regarding DMZ  Ecology Park and UN will keep supporting it to be implemented accordingly. Ban also said that 'Development Resource Meeting' at Adis Ababa in July, 'Post-2015 Development Agenda Summit' in September and 'Post-2015 Climate Conference' in December are UN's 3 goals this year and the results of these meetings will lead global society until 2030 and Ban showed his gratitude to Korea's active contribution for this. Ban added that extremism, terrorism and refugees in Asia and Africa are global tasks to solve and Korea, with its 1 million foreign residents, need to actively participate in solving the issues together.
