반기문 UN 사무총장 유네스코 주최 세계교육포럼 참석차 방한
지난 19일에서 22일 인천광역시 송도컨벤시아에서는 유네스코에서 주최한 2015 세계교육포럼이 열렸다. 이번 포럼은 2000년 세네갈에서 채택한 ‘다카르 행동계획(Dakar Framework for Action)’과 EFA(Education for All, 모두를 위한 교육) 성과를 종합 평가하고 향후 15년간 세계가 공유할 Post-2015 교육의제 수립 및 실천을 위한 행동계획을 마련하는 자리가 되었다. ‘교육을 통한 삶의 변화’를 주제로 한 이번 포럼에는 반기문 UN 사무총장, 김용 세계은행 총재를 비롯한 교육 관련 국제기구 수장들과 전세계 100여 개 국가의 교육 장·차관 등이 참석했다.

EFA 운동은 모든 사람들에게 양질의 교육을 제공하려는 국제사회 공동의 노력을 대표하는 말로써, 1990년 태국 좀티엔에서 열린 세계교육회의에서 시작된 운동이다. 유네스코를 중심으로 회원국과 국제기구, 민간단체의 협력을 통해 지난 25년 간 진행되어 왔으며 보편교육의 확대, 교육의 양성평등 추구 등 전세계에 산재한 교육 현안들에서 괄목할 성과를 이루어 왔다. 특히 25주년을 맞아 열린 이번 2015 세계교육포럼에서는 교육 기회 확대를 넘어 교육의 질 제고, 세계 시민교육 등 변화된 시대상을 반영한 교육의제를 제시하는 자리가 되어 의미가 있었다.

반 총장은 이 날의 개회사에서 “보다 나은 미래를 만들기 위해 공부해야 한다. 살아가고 있는 현실의 불의에 맞서고, 올바르다고 생각되는 미래를 만드는 데 목소리를 높여야 한다. 대학교육이 일자리를 구하는 목적에 그치는 것이 아니라 새로운 미래를 기회를 만들어갈 수 있도록 하는 데 기여하기를 바란다”고 이야기하며 세계시민교육에 대한  중요성을 역설했다.

이번 2015 세계교육포럼은 회원국 대표와 국제기구 대표, 시민사회·민간 대표들이 모여 향후 15년의 국제교육 방향성 및 실행방법을 담은 ‘인천 선언’을 채택하고 교육목표의 실행을 위한 실행계획을 논의하는 자리가 되었다. 이번 포럼에서 논의된 다섯 가지 핵심 주제는 교육받을 권리(Right to Education), 형평성(Equity in Education), 포용(Inclusive Education), 양질의 교육(Quality Education), 평생학습(Lifelong Learning)으로 이번 포럼에서 논의된 실행계획은 9월 UN 지속가능발전을 위한 특별정상회의를 거쳐, 11월 제38차 UNESCO 총회 계기 특별회의에서 최종 채택될 계획이다.

반 총장은 방한 일정 동안 아시안리더십컨퍼런스와 유엔 글로벌콤팩트(UNGC) 지도자 정상회의에 참여해 한국 주재 유엔 직원들과 만나는 자리를 가지기도 했으며 20일에는 박근혜 대통령을 예방해 북핵·대북정책 등 한반도 문제와 국제 현안에 대해 논의하기도 했다. 반기문 사무총장 역시 DMZ 세계생태평화공원 관련, 한국대표단이 뉴욕을 방문하여 실무적으로 좋은 협의가 있었으며, 유엔이 동 실현을 위해 관심을 갖고 계속 지원해 나가겠다고 했다.

반기문 사무총장은 9월 Post-2015 개발의제 정상회의, 7월 아디스아바바 개발재원회의, 12월 Post-2020 기후체제 회의는 금년도 유엔의 3대 목표로 동 결과가 향후 2030년까지 국제사회를 이끌어나가게 될 것이라고 하면서, 이러한 역사적인 세계의 노력에 대한 한국의 적극 기여의지에 사의를 표명했다. 아울러, 최근 국제사회가 극단주의와 테러리즘과 함께 아프리카, 아시아 등지에서의 끊임없는 난민이 새로운 과제가 되고 있다고 하면서, 한국도 이제 외국인 이주민이 100만에 달하고 있는 만큼, 동 문제에 관심을 가질 필요성을 언급했다.

Ban, visiting Korea on the occasion of World Education Forum 2015
World Education Forum 2015 hosted by UNESCO was held at Songdo Convensia, Incheon City from 19 to 22 last month. The event was to evaluate 'Dakar Framework for Action' and 'Education for All (EFA)' adopted in Senegal in 2000 as well as to establish and plan 'Post-2015' with which the world will share for the next 15 years. Under its basic philosophy of changing the life through education, the event was participated by the heads of international organizations and world education ministers and deputy ministers from 100 countries including UN Secretary General Ban Ki-moon and World Bank President Kim, Yong. Their EFA movement is a global effort to provide quality education for everybody starting at the first World Education Forum held at Jomtien, Thailand in 1990. Led by UNESCO, it has been carried out for 25 years in cooperation with member countries, international organizations and civic groups and promoted unversal education and equality in education. This year especially celebrated the 25th anniversary and introduced new concepts about education such as enhancing quality in education and global citizenship training. Ban in his opening speech said "we have to study hard to make a better world. We have to stand against unjustice and give our voice for our belief in doing right things. University education, in particular, must not be an education to get a better job but to create a new and better future." 

The forum this year adopted 'Incheon Declaration' which contains the directions and plans of the next 15 years. The five core subjects discussed on the forum include 'Right to Education', 'Equality in Education', 'Inclusive Education', 'Quality Education' and 'Lifelong Learning' and the implementation plans are scheduled to be adopted at The 38th UNESCO General Assembly in November through UN Special Summit in September. 

Ban, having a meeting with Park
Ban participated in Asian Leadership Conference and UN Global Compact leaders meeting before he had a meeting with Park on 20 to discuss the issues regarding North's nuclear problem, inter-Korean policy and the Korean Peninsular. Ban mentioned that Korean delegates had a positive talk in New York regarding DMZ  Ecology Park and UN will keep supporting it to be implemented accordingly. Ban also said that 'Development Resource Meeting' at Adis Ababa in July, 'Post-2015 Development Agenda Summit' in September and 'Post-2015 Climate Conference' in December are UN's 3 goals this year and the results of these meetings will lead global society until 2030 and Ban showed his gratitude to Korea's active contribution for this. Ban added that extremism, terrorism and refugees in Asia and Africa are global tasks to solve and Korea, with its 1 million foreign residents, need to actively participate in solving the issues together.
