여유롭고 행복한 전원생활을 위한 최고의 솔루션
생산·주거·판매의 ‘One-Stop System’을 제안하다

베이비부머 세대의 은퇴 행렬이 이어지고 있는 요즘, 한국은 그야말로 귀농귀촌 붐이 일어나고 있다고 해도 과언이 아니다. 베이비부머 세대는 물론이고 40대 이하의 젊은 층 귀농인구도 급속히 늘어나고 있는 현상은 도시에서의 삶에 지친 현대인들이 자연으로 돌아가 여유로운 삶을 누리고자 하는 욕구와 맞닿아 있다. 그러나 귀농귀촌을 준비하는 이들이 가장 우려하는 부분인 경제적인 문제에 대한 확실한 해법을 찾기 어려운 지금의 상황은 ‘행복한 세컨드라이프’를 꿈꾸는 이들의 발목을 잡고 있다.

귀농귀촌을 위한 맞춤형 정보 제공
최근 이동필 농림축산식품부 장관은 “귀농귀촌을 촉진해 농촌에 활력을 불어넣을 것”이라 밝히며 정부의 지원을 약속했다. 실제로 베이비부머 세대의 90% 이상이 귀농귀촌을 희망하거나 이주계획을 세우고 있는 상황에서 정부의 정책적인 지원은 귀농의 문턱을 한껏 낮춰주는 효과를 보이고 있다. 그러나 철저한 사전준비 없이 막연한 기대감만으로 섣부르게 결정한 귀농은 오히려 적응실패로 인해 어려움을 겪는 이들이 증가하는 결과로 나타나고 있다.

싸이팜귀농귀촌센터의 이정환 연구소장은 “도시생활에 익숙해진 도시인이 시골에 내려가서 갑자기 농사를 짓고 사는 일은 결코 쉽지 않습니다. 또한 소득원이 확실하고 안정적이지 않으면 경제적인 어려움이 현실로 다가오게 되고, 농촌에서의 여유로운 전원생활을 즐기는 것도 힘들어지게 됩니다”라고 설명했다. 싸이팜귀농귀촌센터는 귀농귀촌을 준비하고 있는 이들에게 이에 대한 정보를 제공하는 한편, 맞춤형 상담과 안정된 농촌생활을 위한 솔루션을 제공하고 있는 귀농귀촌 지식센터이다. 

싸이팜귀농귀촌센터는 귀농귀촌에 관련된 다양한 정보와 소식이 모이는 공용공간의 역할을 수행한다. 북카페를 통해 방문객들이 자유롭게 관련 지식과 정보를 열람할 수 있으며, 정부에서 추진하는 귀농귀촌사업의 효과적인 정착을 위한 교육공간을 마련하고 있다. 또한 영상관을 통해 귀농귀촌과 관련된 다양한 영상정보를 보다 직관적으로 접할 수 있다는 강점도 가지고 있다. 이 소장은 “단순히 뉴스기사나 인터넷검색을 통해 접할 수 있는 정보에는 한계가 있습니다. 정부에서도 다양한 정보와 관련정책을 소개하고 있지만, ‘어떤 것이 나에게 필요한지’, ‘어떤 정보가 도움이 되는지’를 구분하는 일은 쉽지 않습니다.

때문에 센터에서는 귀농 성공모델에 대한 사례를 통해 실질적인 지식을 제공하는 한편, 전문적인 상담으로 제대로 된 귀농계획을 세울 수 있도록 돕고 있습니다”라고 설명했다. 센터에서는 또한 농촌 활성화를 위한 문화예술 프로젝트도 준비하고 있다. 창작공간을 필요로 하는 청년문화예술인들이 농촌을 그 거점으로 삼을 수 있다는 판단에서다. 농촌이 가진 천혜의 자연환경은 예술인에게 영감으로 작용할 수 있으며, 농촌은 문화적인 인프라를 구축할 수 있어 상생발전이 가능한 이 프로젝트는 창조경제 시대의 혁신적인 농촌개발 모델을 제시하게 될 것으로 기대되고 있다.

문화와 레저, 수익을 보장하는 신개념 전원주택
흔히 귀농에 실패한 이들이 어려움으로 꼽는 건 ‘도시와 너무 다른 농촌생활’과 ‘경제적인 어려움’이다. 이 소장은 “여유로운 시골생활을 꿈꾸다보면 도시는 너무 삭막하고 복잡하게만 느껴집니다. 하지만 도시의 편리함이나 문화, 종교, 레저, 취미 등을 즐길 수 있는 인프라는 일반적인 농촌에서는 쉽게 접하기 힘든 부분입니다. 또한 농업에 뛰어들어도 생산이나 판로개척에는 어려움을 겪을 수밖에 없습니다”라고 설명했다.

Customized information for returning to farming

Cy-Refarm Center aims to become the public place for return farmers by providing versatile information and news related to returning to farming. The center runs a book caf￩ where users are entitled to read therelated information and know-hows and a training room where return farmers are incubated to be a real farmer through a re-farming project executed by the government. In particular, users can get access to a variety of visible data including videos and photos through the video pavilion for a visible understanding. The director stressed “You will be restricted to getting enough information when referring to the internet search results or articles of newspapers.”, continued the director. “And an array of information and related policies are continuously introduced by the government. However you might not know of what is required or which information is useful for my case. For those, the center not only provides substantial knowledge through the case models regarding the successful returning farmer but also gives specialized consultation to helpreturn farmers plan their life.” Besides, the center is preparing a culture and art project to revitalize the rural community.We expect this project will attract young cultural artists into the rural community where they can do their creative art activities. The abundant naturalbenefits or resources of the rural area may unleash their artistic inspiration while the rural area can build a cultural infrastructure – this will be working as a win-win situation. This will also become an innovative agricultural development model in compliance with the Korea creative economy.

Pastoral house that comes with culture, leisure and profits

The reason why return farmers failed to settle down is because of both the financial issue and the rural lifestyle opposed to the city life. Director Lee described “When you dream of a relax life in the rural area, you want to escape from the complicated and heartless city life. On the contrary, the city has so many advantages that there are plenty to do and see in a convenient way –cultural, religious, leisure or hobby activities, which is you cannot imagine these options from the rural lifestyle. And even through you jump in the farming, you might have known no place to sell your produces or so - This will hurt retiring farmers.

Being located in Pohang, Cy-Farm Village is well known for its profitable pastoral house among the returning farmers who might be interested in making money. The village is made up of 2 buildings in the modern design accommodating 8 households. Each unit has ocean view, featuring the romantic atmosphere. In its neighborhood with 16,000 pyeong, a variety of public farming system is arranged for the return farmers to sustainably make profits – The system includes eco-friendly ecological circular farm, healthy livestock farming, local food production farm, etc. Director Lee added “Cy-Farm Village is being autonomicallyoperated and managed by it residents on their own rules as it has a farming association corporation. In addition, it has a large scale restaurant called ‘Hancook’ in 200 pyeong specializing in Korean beef and pork, which some of you will be interested in.”

Cy-Farm Village is built by the cooperation’s self-finances rather than the governmental subsidy that is restricted during a short period. Accordingly you can expect a sustainable financial support for the village and every resident gets paid 1,250,000 won per month and each unit is easy to be sold. On the contrary, general pastoral houses are hard to be sold by its nature and their price will be slashed commonly once purchased. He continued thatthanks to the development of transportation, we can travel from one side of the country to the other side within a half day. It doesn’t seem like you have more benefits when living in central part of the country. Just change your attitude toward a new paradigm and profitable model. Then many returning farmer wannabes will make their life better in the rural area according to the cooperation.
