박근혜 대통령, 제7차 세계 물포럼 계기 세계 정상 및
국제기구 고위급 인사들과 활발한 외교활동!

제7차 세계물포럼에 참석한 박근혜 대통령은 개회식 이후 세계물포럼에 참석한 정상 및 국제기구 고위급 인사들과 활발한 외교활동을 전개했다. 박 대통령은 타지키스탄, 모나코 정상과 회담을 통해 양국 간 협력 강화를 위한 방안들에 대해 의견을 교환하고, OECD, UN 등 국제기구 관계자들과의 접견하는 일정을 가졌다. 특히 정상회담 및 접견을 통해 이번 포럼에서 결집된 메시지를 국제사회에 널리 알리는 것에 중점을 둬야한다고 강조하고, 각국 및 유엔의 참석자들로부터 적극적인 공감대를 도출했다.

한국․타지키스탄, 한국․모나코 정상회담
먼저 박근혜 대통령은 제7차 세계 물포럼에 참석하기 위해 방한한 에모말리 라흐몬 타지키스탄 대통령과 정상회담을 갖고, 양국 간 협력 강화를 위한 다양한 방안에 대해 협의했다. 박 대통령은 라흐몬 대통령의 세계 물포럼 참석을 환영하면서 세계 8위의 수자원 보유국인 타지키스탄이 2013년에 이어 올해 6월에도 UN 고위급 물 협력회의 개최 등 물 분야에서 국제적인 논의에 선도적인 역할을 하고 있다며 높이 평가했다. 

라흐몬 대통령은 타지키스탄이 한국과 양자 및 다자 차원에서 호혜적 협력을 확대해 나가는데 큰 관심을 갖고 있다고 전하고 양국 간 협력 강화를 위해 경제과학기술협력위 설치를 희망했으며 한국 지자체와의 협력 가능성도 모색해 나가고자 한다고 언급하며 한국의 관심과 지원을 희망했다. 

박근혜 대통령은 라흐몬 타지키스탄 대통령과의 정상회담에 이어 알베르 2세 모나코 대공과도 정상회담을 가졌다. 양국 정상은 경제 협력 강화 방안을 비롯해 물 문제, 기후변화 대응 등 환경 이슈를 중심으로 의견을 교환했다. 박 대통령은 최근 양국 간 교역이 증진되고 있다고 평가하면서 특히 모나코가 유엔 및 평창 동계올림픽 유치 등 국제스포츠무대에서 우리나라를 꾸준히 지지해 준 데 대해 사의를 표하고 글로벌 이슈에 대한 양국간 상호 협력 방안에 대해서도 논의했다.

앙헬 구리아 OECD 사무총장 접견
박근혜 대통령은 제7차 세계 물포럼 참석차 방한한 ‘앙헬 구리아’ OECD 사무총장을 접견하고, 주요 국제이슈 관련하여 한-OECD 간 협력 강화 방안을 논의했다. 먼저 박근혜 대통령은 내년이 한국의 OECD 가입 20주년이 되는 해라며 그 동안 한국의 경제·사회발전 과정에 OECD의 정책적 조언이 큰 도움이 되었다고 감사의 뜻을 전했다. 
이에 구리아 총장은 OECD는 한국의 경제사회적 발전을 위해 많은 연구 작업을 통해 지원하고 있다고 말했다. 더불어 주요 국제문제를 해결해 나가는데 한국과의 협력의 전통을 매우 중시하고 있으며, 특히 이번 물 포럼이 성공적으로 개최될 수 있도록 물 분야 관련 OECD의 총괄적 활동을 분야별로 자료로 만들어 제공하는 등 모든 지원과 협조를 아끼지 않고 있다고 밝혔다.
 
얀 엘리아슨 UN 사무부총장 접견
박 대통령은 엘리아슨 유엔 사무부총장과의 접견을 통해 올해가 유엔 창설 70주년과 광복 70주년 분단 70년을 동시에 맞는 의미 있는 해라며, 유엔이 추진하고 있는 주요 아젠다들이 좋은 결실을 맺기를 바란다는 의견을 전했다.
엘리아슨 유엔 사무부총장은 올해는 7월 중순 아디스아바바 개최 개발재원총회를 비롯해 9월 유엔 Post-2015 정상회의 및 12월 파리 기후변화정상회의 등 3개의 중요한 국제회의가 개최되는 해라고 밝히고 이어 기후변화의 대응 측면에서 중요한 기여를 하고 있는 한국이 상기 회의들이 성공적으로 개최될 수 있도록 필요한 역할을 해 줄 것을 당부했다.
이번 접견에서는 ‘북핵 및 한반도 평화’에 대한 논의도 이어졌다. 박 대통령은 북한의 지속적인 핵능력 고도화가 세계평화를 위협하고 있음을 지적하고 국제사회의 큰 관심사가 되고 있는 북한 인권문제 또한 실질적 진전을 이루지 못하고 있다고 언급했다. 국제사회가 북한에 대해 단호하고 일관된 메시지를 전할 수 있도록 유엔 측과 협력해 나갈 것을 기대했다.

박근혜 대통령, ‘베르디무하메도프’
투르크메니스탄 대통령과 정상회담
지난 13일 국빈방한의 일환으로 청와대를 찾은 ‘베르디무하메도프’ 투르크메니스탄 대통령이 공식 환영식 및 방명록서명, 기념촬영에 이어 박근혜 대통령과 함께 정상회담을 가졌다. 이번 정상회담은 양국 간 호혜적 동반자관계 발전을 위한 다양한 방안과 지역·국제문제에 있어 양국 간 협력 방안 등에 관한 심도 있는 협의를 가졌다. 
정상회담에서 박 대통령은 ‘베르디무하메도프’ 대통령이 대규모 사절단을 이끌고 방한해 양국관계 발전의 의지를 보여준 것에 대한 사의를 표하며 더불어 양국 관계가 지난 1992년 수교 이후 교역이 25배나 증가하는 등 발전해 왔으며 이번 방한이 공동번영을 향해 나가는 양국관계 강화의 중요한 이정표가 되기를 기대했다.
이에 ‘베르디무하메도프’ 대통령은 박 대통령의 방한 초청에 사의를 표하고, 이번 방한이 기존의 긴밀한 양국관계를 다방면으로 더욱 발전시키는 계기가 되기를 기대한다고 화답했다. 먼저 양 정상은 한국과 투르크메니스탄 양국이 상호보완적인 경제구조를 가진 협력 파트너로서 에너지·플랜트 협력을 넘어 과학기술, 수송인프라, 보건 등 다양한 분야에서의 호혜적 협력을 확대해 나가기로 했다.
특히 베르디무하메도프 대통령은 세계 최대 규모의 ‘갈키니쉬 가스전 프로젝트’에 더 많은 한국 기업들이 참여해 주기를 희망했는데 이에 박 대통령은 가스전을 비롯한 정유공장 및 유전 관련 프로젝트에 대해 추가적인 참여가능성을 실무진 차원에서 검토하고, 시설 계획 등에 대한 정보를 우리 기업에서 제공해 참여기업이 확대될 수 있도록 하겠다고 답했다. 

‘섬유 및 신재생에너지 분야’에 대한 논의도 이어졌다. 투르크메니스탄측은 양국 간 협력의 가능성이 큰 부문으로 섬유화학, 교통 및 도시 인프라 등을 들고 이 분야에서의 한국기업, 특히 중소기업의 더 많은 진출을 희망했다. 더불어 태양광 발전 등 첨단기술 분야에서 우리나라와의 협력 강화를 희망했다. 이에 박 대통령은 양국 기업 간 필요한 정보들이 원활히 전달될 수 있도록 정부 차원에서 노력을 기울일 필요가 있다며, 실무부처에서 구체적인 방안을 갖고 협의하도록 하자고 제안했다. 

또한 양 정상은 한국이 한-중앙아 협력 증진을 위해 개최해 온 ‘한-중앙아 협력 포럼’을 10주년이 되는 내년에 장관급으로 격상 개최하는 데에 합의하고 더불어 우리가 제안한 ‘한-중앙아 협력 사무국’ 설립을 위해서도 긴밀히 협력해나가기로 했다. ‘베르디무하메도프’ 대통령은 투르크메니스탄이 올해 중립국 선포 20주년이 되는 해로, 이를 기념하기 위해 12월 12일 대규모 국제행사를 개최할 계획을 전하며 박근혜 대통령의 방문을 초청하기도 했다.
 

Park's diplomacy at The 7th World Water Forum in Daegu
Park attended The 7th World Water Forum in Daegu and engaged in diplomatic activities with the summits and high officials of the countries participated in the forum. Park exchanged opinions on cooperative measures at the summit talks with the president of Tajikistan and the prince of Monaco and held meetings with official of UN and OECD. Park emphasized on spreading the messages agreed in the forum and this was supported by the leaders. 

ROK-Tajikistan, ROK-Monaco summit talks
Park held a summit talk with Emomali Rahmon, the President of Tajikistan and the two leaders exchanged opinions on cooperation plans between the two countries. Park praised Mr. Rahmon for taking the leading role in the water related industry. Tajikistan is the 8th water resource state in the world and Mr. Rahmon hoped to establish Tajikistan-Korea Economy, Science & Technology Cooperation Committee and asked Korea's support. 

After the summit talk with Mr. Rahmon, Park held another summit talk with Albert II, Prince of Monaco. The two leaders exchanged opinions on cooperative measures between the two countries as well as global water shortage and climate change. Park said that the trade volume between Korea and Monaco is increasing and showed her gratitude for Monaco's support for inviting Winter Olympics 2018 to Pyeongchang. 

Park holds a meeting with Angel Gurría, OECD Secretary-General 
Park held a meeting with Angel Gurria, OECD Secretary-General and discussed about global issues and strengthening measures for Korea-OECD cooperation. Park said that the next year marks the 20th anniversary of Korea becoming a member country of OECD and praised the organization for its contribution to the development of Korea. Mr. Gurria in response said that they are providing unsparing support and advice to Korea through continuous R&D. He also mentioned that the cooperation with Korea is very important and they will make the water related data to support the forum. 

Park holds a meeting with Jan Eliasson, Deputy Secretary-General of the United Nations
Park held a meeting with Jan Eliasson, Deputy Secretary-General of the United Nations and said that this year is very meaningful as it marks the 70th anniversary of the UN, Korea's independence and Korea's division. She hoped that the UN would bear good fruit with their agendas this year. Mr. Eliasson in return said that there would be three important international events to be held this year which are UN Conference on Development of Financial Resources in Adis Ababa in mid July, UN Post-2015 Summit Conference in September and Paris Climate Change Summit in December, and he asked Korea to play an important role for holding successful events. Also discussed in the meeting was the North's unclear issue and peace in the Korean Peninsular. Park pointed out that North Korea's nuclear issue is threatening world peace and they do not have a clue to the solution of human rights issue as well and she asked the UN and international organizations to deliver firm messages to North Korea.

Park holds a summit talk with Gurbanguly Berdimuhamedow, President of Turkmenistan
Park held a summit talk with Gurbanguly Berdimuhamedow, President of Turkmenistan who visited Korea on 13 last month. The two leaders discussed about building reciprocal partnership between the two countries and cooperation measures on regional and global issues. Park showed her gratitude for Mr. Berdimuhamedow's visit to Korea with a large scale delegation. She said that the trade volume between the two countries has increased by 25 times since the diplomatic ties in 1992 and this visit would strengthen the bilateral relationship. Mr. Berdimuhamedow in response said that the summit talk would be a momentum to promote the cooperation in many fields between Korea and Turkmenistan. The two leaders agreed to expand the cooperation in science technology, transport infrastructure, health, energy and plants. Mr. Berdimuhamedow asked Korean companies to take part in Galkynysh Gas Field Project in Turkmenistan and Park answered that she would be unsparing of her support for the project. They also exchanged opinions on textiles and renewable energy. Mr. Berdimuhamedow said that it would be advantageous for both countries to cooperate in textile chemistry, transport, urban infrastructure and sunlight generation in Turkmenistan and asked Korean companies' participation. Park in response suggested to build a practical cooperative measures with related government departments to make it happen. They also agreed to elevate the Korea-Central Asia Cooperation Forum to the ministry's level on the occasion of the 10th anniversary of the forum next year and decided to build the Korea-Central Asia Cooperation Bureau. Mr. Berdimuhamedow said that his year marks the 20th anniversary of Turkmenistan's declaration of neutral nation and asked Park to visit the country on the occasion of large scale global level ceremony which will be held in December.
